Are you tired of all this rain yet? I know I am. I’m looking forward to spring getting here and hopefully drying us out a bit with some nice warm sunshine.

There is an exciting opportunity at the ASHRAE headquarters in March. ASHRAE Learning Institute will be hosting Level 1 and Level 2 HVAC Design Training Courses March 14-18. To find out more and to register go to https://www.ashrae.org/education--certification/hvac-design-training

Be on the look-out for our spring events that will include a trap shoot and a golf tournament. We will also be hosting a pre-game tailgate for the GT vs UGA baseball game in May. As plans are finalized they will be posted on the ASHRAE Atlanta Chapter website.

Bjarne W. Oleson, Ph.D.

Mr. Oleson is crossing the pond from Denmark to spend an afternoon with the Atlanta Chapter! With a master’s degree in civil engineering and Ph.D. in the Laboratory of Heating and Air Conditioning, he is a professor in Indoor Environment & Energy and director of the International Centre for Indoor Environment and Energy at the Technical University of Denmark. He was formally Head of R&D Uponor in Norderstedt, Germany; Senior Research Scientist in the College of Architecture at Virginia Tech; and research scientist at the Laboratory of Heating and Air Conditioning of the Technical University of Denmark.

He was been awarded the Ralph Nevins Award, Distinguished Service Award, Fellow Award, and Exceptional Service Award from ASHRAE. Awarded the Medal of Honour from the German Engineering Society, VDI-TGA, and an International Honorary Member of the Society of SHASE Japan. He is the current Treasurer of ASHRAE and Honorary member of AICARR (Italian Society for HVAC) and is active in several ASHRAE-CEN-ISO-DIN standard committees regarding indoor environment and energy performance of buildings and HVAC systems. He has published more than 350 papers including more than 60 peer-reviewed journals.

Alternatively to full air-conditioning heating and cooling may be done by water-based radiant heating and cooling systems, where pipes are embedded in the building structure (floors, ceilings, walls) or in the center of the concrete slabs in multi-story buildings. The present talk will discuss the possibilities and limitations of radiant surface heating and cooling systems. Differences in performance and application of surface systems compared to embedded systems are presented. Results from both dynamic computer simulations and field measurements are presented.

ASHRAE Student February 2016Our Atlanta Chapter would like to congratulate Robert Cosby, an undergraduate mechanical engineering student at The Georgia Institute of Technology, was selected by the ASHRAE Scholarship Trustees at the 2016 Winter Conference to receive the Society’s Region IV Benny Bootle Memorial Scholarship for the 2016-2017 academic year in the amount of $5,000.

Powder Springs Elementary School February 2016Powder Springs, GA

ASHRAE’s Student Activities Chair, Irvin Sierra, spoke to 3rd grade students at Powder Springs Elementary School in late January. A demonstration was conducted where varies types of filters (in the same MERV class) where tested, showing them all filters are not the same. They all predicted something different but realized you can’t judge a book by its cover. The students asked numerous questions and were looking forward to the next experiment. Thanks again to the Powder Spring Elementary School teachers for their dedication to their students. Until next time!

Tracking Bills Through the Georgia General AssemblyHow the Process Works

The Legislator sees a need for a new law or changes to existing law and introduces a Bill. The idea(s) are taken to the Office of Legislative Counsel. There, attorneys advise the legislators on legal issues and drafts Bill.

INTRODUCTION AND FIRST READING: The Legislator files bill with the Clerk of the House or Secretary of the Senate. On the next legislative day after filing, the bill is formally introduced. In chambers, Bill’s title is read during the period of “first readings”. Immediately after first reading, presiding officer assigns bill to a standing committee.

SECOND READING: In the House only, on the next legislative day, the Clerk reads the bill’s title (second reading) in chamber, although actual Bill is now in committee. In Senate, second reading comes after Bill is reported favorably from a committee.

COMMITTEE ACTION: The Bill is considered by the committee. The Author and other legislators may testify. If controversial, public hearings may be held. Final Committee action is reported in a written report. Committee options are: Recommend Bill or Resolution Do Pass; Recommend Do NOT Pass; Recommend Do Pass with changes (amendments or substitutes); Hold Bill.

THIRD READING AND PASSAGE: The Clerk or Secretary prepares a General Calendar of bills favorably reported from committees. Legislation which was second read the day before is placed on a calendar in numeric order for floor action prior to the Rules Committee meeting to choose Bills for consideration. At a certain point, set by rules, the Rules Committee meets and prepares a Rules Calendar for the next day’s floor consideration from Bills on the General Calendar. The presiding officer calls up Bills from the Rules Calendar for floor action in order as they appear on this calendar. Once presiding officer calls bill up from Rules Calendar, the Clerk or Secretary reads Bill titles (third reading). Bill is now ready for floor debate, amendments, and voting. After debate, main question is called and members vote. If the Bill is approved by majority of total membership of that chamber, it is sent to the other chamber.

TRANSMITTAL TO OTHER CHAMBER: If second chamber passes the Bill, it is returned to chamber where Bill was introduced. If first chamber rejects changes and second chamber insists, a conference committee may be appointed. Committee report is accepted by both chambers. Bill is enrolled and sent to the Governor (if requested). Otherwise, all enrolled bills sent to Governor following adjournment sine die.

GOVERNOR'S SIGNATURE/VETO: Governor may sign bill or do nothing, and bill becomes law. Governor may veto bill, which requires two-thirds of members of each house to override.

ACT: Acts and other laws enacted at the session are printed in the Georgia Laws series. Also, acts are incorporated into the Official Code of Georgia Annotated. It’s not just water towers

In recent weeks, the nation has watched in anguish as Flint, Mich., has come to wrap its arms around a water crisis of major magnitude. We’ve all read horror stories about the state changing the city’s water source — and the high lead levels and incidence of Legionnaires’ disease that were the result. The health of New York City’s water is quite good by comparison, but we ought not be smug. The New York City Department of Health must be diligent in protecting the public from all waterborne health threats.

Months before the story became public, a team of experts from Virginia Tech sounded the alarm about elevated pollutants in Flint’s water supply through testing of residents’ water. They produced scientific evidence that led residents to demand an investigation of why people were being told their water was safe when it was not. Government officials in Michigan were irresponsibly slow to respond to the evidence found from testing the drinking water, and the situation escalated to crisis levels. We now know just how devastating that was for the citizens of Flint.

New York City should not make the same mistake. Do you remember just last summer, when families in the South Bronx faced a frightening threat — an outbreak of Legionnaires’ disease that affected dozens of people and tragically led to several deaths? Legionnaires’ disease is a potentially deadly, pneumonia-like illness caused by inhalation of water droplets that contain Legionella bacteria. New York City and state jumped in and acted quickly. The city passed an emergency law to regulate the cooling towers for the air conditioning system, one possible pathway for Legionella bacteria. But that law does not go far enough to protect public health. There is a significant body of scientific data that proves the primary source of Legionella is the drinking water that flows through an entire building. While the HVAC cooling towers operate with the building drinking water, there are many other potential sources of human exposure to Legionella within the building. According to the federal Centers for Disease Control and Prevention, the Environmental Protection Agency and the World Health Organization, these droplets can be inhaled from multiple sources inside a building.

At particular risk are people working or living in buildings with large or complex water systems. Multi-family dwellings, which encompass most of the residential living space in New York, are highly vulnerable to waterborne bacteria in shower heads, faucets, fountains, hot tubs, ice machines, misters and other devices. The

current New York City regulation does not address these other sources of exposure. In the next few weeks, New York City must show it learned from Flint, and correct its oversight. The city’s Department of Health is reviewing the emergency rule passed after the outbreak. It must decide by March whether to recommend expansion of the law and address the Legionella threat to city and building drinking water systems. This should be an easy decision, if the city follows guidelines recommended by the federal government and the standard adopted by experts at the American Society of Heating, Refrigerating and Air-Conditioning Engineers.

The current regulations do not go far enough to protect the public. Without treating the growth of the bacteria at its source, cleaning and disinfecting parts of the drinking water system downstream of other sources within the building will not prevent reoccurrence of an outbreak. Public officials in Flint apparently ignored the evidence. Officials in New York City have the evidence in front of them. To keep New Yorkers safe and healthy, they should expand the rules to prevent Legionnaires’ disease and other bacteria from developing in the city’s drinking water

Well folks, finally its warming up little by little. So we can be “comfortable” doing our “road warrior” duties while we put systems together for ourClients and Customers. And now with the news….

HELP, HELP, HELPOur Chapter needs volunteers to keep helping you to achieve your goals. We have open positions for Chapter committee Chairs, Co-Chairs, Assistants and other related tasks. This is great opportunity to learn for free or show your leadership and management skills which are quite a valuable asset inour market. The ASHRAE YEA-Refrigeration Gladiator Night ticket was a success but for some people was a long event but worth it. I’m glad that it was a success.

The February monthly meeting featured a great topic “Sustainability at Coca Cola” by PJ Newcomb which included 43+ in attendance. This meeting was packed with lot of insight to make things more efficient.

Chilled Water Plant Design Tip: Most of the plant ∆T or Temperature Difference issues are normally found on the load end and in some instances on the distribution piping.

Scholarships Available - Apply Today!Through its scholarships, ASHRAE seeks to motivate students and prospective students worldwide to pursue an engineering or technology career in the HVAC&R field. The Society’s Scholarship Program also serves the public interest by aiding in the education of men and women to become qualified to practice as engineers in HVAC&R. ASHRAE has 28 scholarships available for the 2015-16 school year, for high school seniors entering college through senior undergraduate engineering students and engineering technology students. ASHRAE is seeking your assistance in making student members aware of this financial assistance.

How Do I Join ASHRAE?

1. Visit http://www.ashraeatlanta.org/ to start the process2. Click “Membership” on the horizontal menu bar3. On the pull down menu, click “Join”4. Enter your email address in the box “Verify your E-mail status”5. A prospective member will then be directed to enter his or her email information. As a new member,

your address will not be recognized, and you will be invited to “Register Now”. 6. After you complete registration, you will be directed to the Individual Information page where you

2015-2016 Chapter Officers

Megan Tosh – [email protected]

Megan is currently a Software Support Engineer at Integrated Environmental Solutions (IES). She provides software training and technical support to users throughout North America. Megan completed her Bachelors and Masters of Mechanical Engineering at the University of Central Florida, where she joined ASHRAE as a Student Member. She has been volunteering with ASHRAE since, previously serving in several chapter chair positions, as President of the Central Florida Chapter, as YRC in Region XII, and as Chair of Young Engineers in ASHRAE. In addition to being your Treasurer, Megan is currently the RVC for Student Activities in Region IV.

Nick Kassanis – Vice [email protected]

Nick is currently a Commissioning Authority and Energy Modeling Consultant at Sustainable Investment Group (SIG). He is the project manager for Commissioning, Retro-Commissioning and ASHRAE Level I&II Energy Audit projects all over the country in addition to heading up the Energy Modeling department. Nick is a graduate of Georgia Institute of Technology with a Bachelor of Science in Mechanical Engineering. He has been volunteering with ASHRAE since graduation, making his way through the Student Activities and Research Promotion chair positions.

Sarah is currently a Mechanical Engineer Consultant at DLB Associates where she is part of the design, commissioning and MSI teams. Sarah is a graduate of Grove City College with a Bachelor of Science in Mechanical Engineering. She has been volunteering with ASHRAE for several years, and was the YEA Chair (2 years) and CTTC (Programs) Chair (1 year).
