DTI-10 targets 15 additional Negosyo Centers for NorMin in 2018

NortherN Mindanao will have 15 additional Negosyo Centers (NCs) this year through the De-partment of trade and Industry in region 10 (DtI-10). DtI Bukidnon is set to launch five (5) NCs, DtI- Lanao del Norte targets four (4) NCs, while both Misamis occidental and Misamis oriental are to establish three (3) more NCs each before 2018 ends. There are already 805 NCs nationwide. With only 28 NCs maintained in the region in 2016, DTI-10 managed to launch 26 NCs last year. Today, 54 operat-ing NCs serve Micro, Small and Medium Enterprises (MSMEs) all over the re-gion. Republic Act No. 10644 or the “Go Negosyo Act”, signed into law by for-mer President Benigno S. Aquino III, pushed the establishment and the con-tinuous development of the NCs. This act seeks to create more employment opportunities by strength-ening the capability and

knowledge of MSMEs. The services under these centers are not limited to training provision. MSMEs can get business registra-tion assistance, business information and advocacy, business advisory, and busi-ness evaluation. They can also avail of services such as technology transfers, mar-keting assistance, among others. Just recently, the Depart-ment of Information and Communication Technol-ogy (DICT) and the DTI inked an agreement that will provide free internet and online learning in se-lected Negosyo Centers nationwide. To aide this movement, NCs nation-wide are set to strengthen digital literacy through e-commerce and website development for MSMEs. Aside from this, 43,189 clients were assisted in 2017 through the region’s 54 NCs. Through these centers, a total of Php 41.8M worth of micro loans were released to 98 MSMEs through Fi-nancial Institutions (FIs)

and Government Financial Institutions (GFIs). Mean-while, 1,673 qualified cli-ents were also able to avail of the Pondo sa Pagbabago at Pag-asenso (P3) micro financing through the Small Business Corporation (SB Corp) in the same year. In the province of Bukid-non, NCs maintained are in the cities of Malaybalay and Valencia and in the municipalities of Maramag, Manolo Fortich, Don Car-los, Talakag, Impasug-ong, Lantapan, Malitbog, San Fernando, Kalilangan and

in Dangcagan; in Camiguin, the operational NCs are in Mambajao, Mahinog, Catarman, Sagay, and Guinsiliban; meanwhile, in Lanao del Norte, the NCs maintained are in Ili-gan City, Tubod, MSU-IIT, Kapatagan, Lala, Linamon, Baroy, Balo-i, Kolambugan, Kauswagan, Bacolod and in Sultan Naga Dimaporo; the NCs in Misamis Occidental are located in Ozamiz City, Oroquieta City, Plaridel, Jimenez, Calamba, Tudela, Aloran, Bonifacio and in Tangub City; In Misamis

Oriental, there are opera-tional NCs in Cagayan de Oro, Claveria, El Salvador, Laguindingan, Opol, Alu-bijid, Lugait, Tagoloan, Me-dina, Magsaysay, Balingas-ag, Talisayan, Binuangan, Jasaan, Sugbungcogon and in the Provincial Capitol in Cagayan de Oro (LGU). Meanwhile, to strength-en support to MSMEs, NC business councilors and their counterparts in the LGUs, as well as selected DTI regular staff, under-went trainings last year under the Small Business

Councilors’ Course (SBCC) focusing on Diagnostic and Strategizing for an Enter-prise (SBCC 101) and on Strategic Marketing (SBCC 103). This year, NC Busi-ness councilors and their counterparts in the LGU will go through the remain-ing trainings under SBCC, specifically on Business Environment (SBCC 102); Operations Management (SBCC 104); Financial Management (SBCC 105); and Investment Promotion (SBCC 106).

INFORMATION asymme-try is the condition in which there is a gap between the top leaders and the people. The top people have more strategic information com-pared to the laymen. In a national scale, the policies tend to be based on the power-based solution than on the values-based solu-tion. At best, they can only reach up to the interest-based. Yet, strategic policies can be the key success in changing the nation.

In political dimension, strategic policies are made by the top leaders, the na-tional leaders. They have the power. And, the most dangerous one is when they have absolute power. This is the condition creating

information asymmetry in the country. When the national problem is being solved the political con-sideration dominates the solution and decision.

The national problems can deal with the national poverty, national education and the human resources, and other national aspects. All the national budget used for making the policies and executing the programs are stipulated based on the power-based. The political parties that dominate will have more power urging their big-interest to be ex-ecuted.

Their cronies will benefit the policies and the outputs. The people, who are the laymen will never know

exactly whether the output of the policy execution can make them get the benefits. Strategically, such condi-tion is the phenomenon in political strategies in any country. The problem solu-tion is based on the power and at best based on their big interests.

There is a good strategy if it is implemented for the whole nation. The political policies which are values-based will lead to the better improvement of the people. It needs openness. This openness is started by the top leaders, the national leaders.

Values-based problem solution is very effective for making the changes of highly political environ-

ment. The national strategy can be formulated through the national constitution or at least the highest source of lawful regulations. Through these regulations—based on the law-- all the poli-cies underneath should be embedded, and compulsory. All these regulations are designed by the top people in any government in any country.

Values shared by the whole nation are the best criteria for making deci-sions. This requires

When it comes to death, Jesus Christ has been there and done that. He walked

right into the grave and jaws of death…and came right back out alive! Jesus Christ, not death, is the One Who has the last word.

He’s the only person in history who could do it—for one simple reason: He’s God Himself. So we never again have to fear death!

You see, if you’re liv-ing His way every day in a personal relationship with Him, Jesus said He’s going to lead you safely through death into eternal life with Him.

Will death have the last word in your life? Not if you choose to live for Jesus Christ! Only Jesus can get you through death—safe

and alive! Only He speaks the last word! And it’s the word not of death but of eternal life to every person who will truly believe and live for Him.

So today, why not ask Jesus to forgive you for liv-ing your way and ask Him to take full control of your life? That’s when you can start living every day with no fear… not even of death!

SUBMIT THEIR SALNs, TOO? Uh oh... this reminds every person of this Biblical story about sinning: “... But Jesus bent down and started to write on the ground with his finger. When they kept on questioning him, he straightened up and said to them, `Let any one of you who is without sin be the first to throw a stone at her’...” (John 8:6-7, the Holy Bible).

If the claim of Chief Jus-tice Maria Lourdes Aranal Sereno that there are other justices who have not sub-mitted their SALNs (or Statement of Assets, Liabili-ties and Networth) is true, and I suppose it should be true otherwise Sereno would not be raising it against her colleagues, what then should be done? If Sereno can be removed from office because she failed to submit her complete SALNs when she was appointed justice of the Supreme Court, what

then can we say of the jus-tices she has fingered for the same “violation”?

I guess everyone owes it, first to God, then to the Filipino people, then to the Judiciary as a whole, to come forward and clear them-selves of Sereno’s charge. Otherwise, even if Sereno is removed, the taint of SALNs not filed will continue to hound the highest court of the land, casting doubt on the integrity of all of them.

These libraries are for our public school teachers too as our current public education structure lacks the necessary tools and resources in better assist-ing children and youth with special needs in their learning environment and the role of the government is to provide the essential devices and employ the right people who will aid them to do well in a natural learning environment. The bill is envisioned to address the need for inclusivity in the educa-tion system in order to establish a fair and just system since most of the schools in the country, both private and public, are unable to car to the needs of these children.

I definitely welcome the bill proposed by Sens. Francis Joseph Escudero and Juan Edgardo An-gara enhancing access of education to children with special needs. Actually, the bill is already calendared for plenary approval and it is known as the pro-posed Inclusive Education for Children with Special Needs Act. Aside from the current education enjoyed by these children, the purpose of the bill is to establish inclusive education libraries in ev-ery division in the coun-try. Because each city and province in the Philippines has one school division, it means each locality has its

In a briefing Tuesday, GSIS President and General Manager Clint Aranas said it was found out that about

to June 30, 2018 nationwide to activate their status and continue receiving pensions.

Pensioners who are to-tally disabled, those who are 80 years old and above, those with medical condi-tion but have legal guardians who are not survivorship pensioners are excluded to appear for revalidation and may instead request for home visitation from GSIS.

Also excluded to ap-pear for revalidation are those who live overseas and in the Autonomous Region of Muslim Mindanao (ARMM).

After the three-month revalidation period, pen-sioners are required to re-new their status during their birth month.

Aranas said they need to do something to protect

GSIS’ funds for the benefit of all its members.

He said the accumulated losses may have been due to syndicated actions or personal decisions of family members.

“It is to our loss if we don’t do our job,” he said, citing that the fraudulent transactions transpired be-cause families of the pen-sioners did not or failed to

report about the death of the GSIS members.

He placed overpayment to around 10-20 percent of the total pensioners while GSIS Senior Vice President for National Capital Region (NCR) Nora Saludares, dur-ing the same briefing, said they expect about 363,000 pensioners 79 years old and below to personally

COMMUNITIES in Marawi City and outlying munici-palities in the Provinces of Lanao del Sur and Maguin-danao have started on the road to recovery following the destruction left by the Marawi crisis that lasted from May to October 2017.

The conflict has taken a heavy toll on rural live-lihoods and industries, as well as the food supply and agribusiness value chain on which smallholders depend for their daily subsistence.

While humanitarian re-lief continues, the Food and Agriculture Organization (FAO) of the United Nations, with support from the Gov-ernment of the Kingdom of Belgium, has been delivering assistance to help returning and displaced farmers to re-establish their livelihoods and food security.

With a USD500 000 (Php25 million) contribu-tion from the Government of the Kingdom of Belgium through the FAO-SFERA (Special Fund for Emer-gency and Rehabilitation Activities), FAO is distribut-ing rice, corn and vegetable seeds, fertilizer, farming tools and broiler chicken production packages to 4 949 farming families in Marawi, Lanao del Sur and Maguindanao.

Families in evacuation centers and those staying with their relatives and host communities, including agrarian reform beneficia-ries, are among those who received essential agricul-tural inputs to help augment their short-term food and income requirements.

Belgium Ambassador to the Philippines, Michel Goffin, together with FAO Representative in the Philip-pines, José Luis Fernandez, met with government, non-government organizations and communities in Marawi and Iligan cities during a visit on 19-20 March.

“The Government of Belgium and its people hope that our contribution will help ensure that those af-fected by the Marawi crisis are able to recover as quickly as possible,” Ambassador Goffin said.

FAO has been closely working with the Task Force Bangon Marawi (TFBM), Department of Agriculture and Fisheries–Autonomous Region in Muslim Mindanao (DAF/ARMM), Depart-ment of Agriculture (DA),

Mindanao Development Authority (Minda), Depart-ment of Agrarian Reform (DAR), Provincial Govern-ments of Lanao del Sur and Maguindanao, and the City Government of Marawi in restoring agriculture-based livelihoods in Marawi and surrounding areas.

“We acknowledge that recovery and rehabilita-tion take some time, but the concerted efforts of government, non-govern-ment organizations, and communities are already making positive impacts to the people affected

Solons push for insurance coverage of industries for risks from terrorismHOUSE members on Tues-day expressed support for a proposal to ensure the continued financial capac-ity of insurers to provide industries with coverage for risks from terrorism. The lawmakers backed the proposal embodied in House Bill 817, principally authored by Rep. Rodel Ba-tocabe, which aims to allow the national government to help insurers cover losses in the event of a terrorist attack under certain conditions, and impose assessments on the insurance industry to recover all or a portion of the insurance payments. The bill was filed amid the reality that many busi-nesses are not able to pur-chase insurance protection against future terrorist at-tacks. This situation is a serious threat to industries where lenders and investors required terrorism protec-tion for their investments. Real estate, transportation,

construction, energy, and utility sectors of the econ-omy are vulnerable, creat-ing broader threats to the national economy, the bill states. During the hearing pre-sided by committee chair-man Rep. Ben Evardone, Rep. Alfredo Garbin, Jr. expressed concern over the refusal of insurers to cover acts of terrorism in insurance contracts. He said this policy is implemented through non-insurance coverage of construction companies operating in rebel-infested areas in the country. Garbin cited several in-cidents of extortion alleg-edly committed by the New People’s Army in the Bicol region wherein public works contractors were asked to dole out money as revolu-tionary tax, otherwise, their heavy equipment would burned to the ground.

DAVAo CItY--the Davao City Council’s committee on environment and natu-ral resources has called on the Davao City Water District (DCWD) to stop its underground drilling operations because it might affect the city aquifer. Councilor Diosdado Ma-hipus Sr., the committee chairman, said the water level of the city’s aquifer “is fast depleting” and that tapping other sources would be a more viable alternative. “It is high time for the bulk water supplier to utilize surface water,” Mahipus said during Tuesday’s City Council session. DAVAO CITY--Davao City Mayor Sara Duterte-Carpio has streamlined the local government’s “Lingap Para sa Mahirap” Program to exclude members of the New People’s Army (NPA) and law offenders in the list of qualified residents who can avail assistance. This was announced Tuesday by City Chief Infor-mation Officer Jefry Tupas, who said the amendment in the program rules is meant to ensure that the assistance can reach deserving and qualified residents. Lingap para sa Mahirap is a city government pro-gram that provides health assistance to Davao resi-dents including a hospital financial assistance, funeral/burial assistance and phar-maceutical assistance. Under Executive Order No 7, Tupas said members of the NPA and individuals who are injured for com-mitting crimes would no longer get assistance. Lingap was institutional-ized in 2001 as a city gov-ernment program under then-Mayor now President Rodrigo Duterte, providing wide-ranging health services to thousands of patients and covered the bills for funeral, ligation and vasectomy. non-teaching personnel of the Department. It is noted that drug abuse is a complex and multifaceted psycho-social problem with far-reaching adverse effects. Evidence shows that drug abuse can affect not only the individual and his or her family, but also his or her workplace and community. Infantry Battalion has been conducting focused mili-tary operations against the communist NPA terrorists who have been extorting money and conducting force recruitment in the munici-pality of Aloran in Misamis Occidental,” the military said in a press statement.

“While acting on infor-mation given by concerned citizens who are against the violent activities of the communist NPA terror-ists, elements of the 10th Infantry Battalion encoun-tered 20 armed communist NPA terrorists at Barangay Sinampongan, Aloran, Mis-amis Occidental on March 19, 2018 at around 3 in the afternoon,” the statement read.

“The armed encounter lasted until the evening. The Army is currently conduct-ing pursuit and clearing operations,” the statement said.

It added: “The presence of the armed communist NPA terrorists forced the 200 residents of the said barangay and adjacent barangays to temporarily evacuate their residences. The Municipal Disaster Risk Reduction and Management Office and the Army are collaborating to assist the displaced people.”

In vernacular, the mayro said: “Mga pinalanggang Aloranon, maghangyo ko ninyo nga dili mag-panic o mahadlok kalabot sa gibalita nga operasyon sa militar sa bukirang bahin sa atong lungsod. “Of the new cases, 17 percent (169) had clinical manifestations of advanced HIV infection (WHO clini-cal stage 3 or 4) at the time of diagnosis,” said the HARP report.

The report said there were also a total of 30 deaths which were recorded for the month of January.

Sexual contact remains the predominant mode of transmission totalling to 993 or 97 percent.

Among sexual transmis-sions, 885 cases (87 percent) were among males who have sex with males. Other modes of transmission were needle sharing among injecting drug users (18 cases) and mother-to-child transmis-sion (2 cases).

There were eight cases that had no data on mode of transmission.

The report also said that there were five pregnant women diagnosed with HIV.

The HARP report also said that 68 new cases in-volved overseas Filipinos, all of which were infected through sexual contact (14 male-female sex, 38 male-male sex, and 16 sex with both males and females).

National Capital Region has the most number of cases totalling to 327 cases. It is followed by Calabarzon (168); Central Luzon (105); Central Visayas (105); and Western Visayas (69).

Since January 1984, there were a total of 51,409 HIV cases that were diagnosed in the country. There were a total of 2,489 deaths re-corded within that period.(PNA)

In terms of policies and public services, such a condition tends to create information asymmetry. There is an imbalanced information between the policy makers and the public: all the people throughout the country.

Information asymmetry is the most dangerous thing in any country. Most of the policies tend to be for the vested interest for the oli-garchies. The people under such a condition will suffer more serious compared to the nations living in the real democracy, where open-ness exists. Good corporate governance has now been practiced in many countries, especially in modern coun-tries with their technological advancement. All these can be done by using modern information technology (IT). All the reports made by any public institutions must be open. In the ac-counting field, for example, the local or national finan-cial reporting systems have been replaced by the IFRS (international Financial Reporting System). At least, the national system should be adapted to the IFRS.

So, Good corporate governance (GCG) is the example of the openness and the way of eliminating the information asymmetry. Nationally-political strate-gies in developing countries are the best when they are based on the criteria of the national values. The values that are shared by all the nations. Besides that, the values-based solution will be more effective when all the information for deci-sion making can also be ac-cessed by the whole nation: avoiding the information
