    point established. CLTS is a programme to

    ensure all villages areODF by 2015 and is

    LA has partnered up withHD, VET, The Police,RHCs EHTs to form acrack squad that enforce

    public Health measures. The LA works with

    NZP+, DH, CARE, LWF& ST FH are major carers

    to PLWHIV.

    Creation of recreationfacilities in all Schools isa must to provide allscholars and the

    community in theneighbourhood withsporting and gamesopportunities.

    On Land allocationpolicy the LA complies to30% to be allocated tofemales eg on 234 plots

    GBV flagship plan The LA works has

    partnered up with VSU,& KDWA to curb and

    deter GBV perpetuatorsby having as many casesfrom wards reported and

    judiciously acted o on

    by the Unit.

    KDWA, which has over85 Women clubs trainedin Paralegal Counselling(Over 1000 women)

    know their rights and noone can abuse them & goscotfree without facingthe wrath of the Law.

    For the LA to fullymainstream G equity and

    justice the devolution ofpowers with matching

    resources from theCentral Government tothe COUNCIL & Subdistrict structures is a

    must.

    Empowering localcommunities with localeconomic developmentat the moment is limited

    to creating conducivetrading facilities &facilitating locals toaccess loans from

    Poor liquidity due toslow pace of devolutionof resources and powerto Local Communities

    Thru CDF the LA hasfacilitated many projects

    but the most conspicuousis Chindeza RHC where 1

    x TTT Block, 3 x StaffHouses & 1X Bore drilledand equipped nowservices on av.

    800 people a day meanswith proper planning andmobilisation ofcommunities and

    resources, the LA has theexperience andknowledge and skills ittakes to do sustainable
