Student Council Bye-Law Amendment Proposal (SCF1)The Students’ Union constitution allows Student Council to amend bye-laws. The Constitution specifically states:

78. The Trustees and the Student Council shall have the power from time to time to jointly make, repeal or amend Bye-Laws as to the management of the Union and its working practices provided that such Bye-Laws shall not be inconsistent with this Constitution.

97.3 make, repeal and amend the Bye-Laws jointly with the Trustees in accordance with Clause 78;

Submission of this document (Student Council Bye-Law Amendment Proposal) to Student Council is a request for a change to the bye-laws.

UNSU are part of NUS’ Green Impact (http://sustainability.nus.org.uk/green-impact/about) and fill out their work book every year

2. This Council BelievesState the reasons for amendment

That Student Council wishes to take a more active role in monitoring the effort of our Students’ Union in regards to the Green Impact Workbook. In October, December, and February’s Council meetings, the VPUD will bring the progress of this workbook to Council.

That during the Any Other Business of the last Council meeting (08/12/16) the VPUD brought a question that was asked by someone watching the live feed of the council meeting

5. This Council BelievesState the reasons for amendment

That this highlights an important progression of Council. That observers must be given the ability to ask questions during Any Other Business. This will be in accordance with points 4.66 and 4.67 regarding the difference between full members of the Union and others. If a question is asked online or wants to be asked in the room, then it falls to the Chair’s discretion

4.66 . Any observing full members of the Students’ Union shall automatically be granted speaking rights but have no other powers.

4.67 . Speaking rights may only be granted to any other observers at the discretion of the Chair.

New bye-law:

4.66 . Any observing full members of the Students’ Union shall automatically be granted speaking rights but have no other powers.

4.66.1 Any observing full members can ask a maximum of three questions (including those allowed to be asked by any other observers) to Council during the ‘Any Other Business’ section of Council. The Chair will decide whose questions are asked. Each question can be discussed for a maximum of five minutes. If the question needs more discussion or Council do not wish to discuss it at the current meeting, any Councillor can choose to bring the question as a discussion point to the next Council.

4.67 . Speaking rights may only be granted to any other observers at the discretion of the Chair.4.67.1 At the discretion of the chair, any other observers can ask a maximum of three

questions to Council (including those asked by full member observers) during the ‘Any Other Business’ section of Council. The Chair will decide whose questions are asked. Each question can be discussed for a maximum of five minutes. If the question needs more discussion or Council do not wish to discuss it at the current meeting, any Councillor can choose to bring the question as a discussion point to the next Council.

The Officer Bye-Law is missing the appendices (mentioned in points 3.6 and 3.11) which should contain the role descriptions for all Full and Part-time Officers. In this proposal, the role descriptions have been copied from the election packs of 2016 with the addition to each job description of:

“The job description may be altered in the future but only in full consultation with the post holder (if role is filled) and with any proposed amendments brought to Student Council to be voted upon.”

Student Council Bye-Law Amendment Proposal (SCF1)The Students’ Union constitution allows Student Council to amend bye-laws. The Constitution specifically states:

Currently the manifestos are often too long winded and don’t allow officers to be help to account at council.

The manifestos must be shorter and more concise so candidates may be more accountable and allows for better questions during hustings.

2.34 All candidates must submit a five hundred word (maximum) manifesto which shall be displayed on the Union website and in the student newspaper.

2.35 It is important that candidates’ manifestos abide by Union regulations, that they emphasise the positives of their own campaign and do not negatively reflect other candidates’ manifestos.

Electing Faculty Representatives

Faculty Representatives are ratified via a vote in the elections, held in accordance with the Student Representation Policy.Removing Faculty Representatives

That there is no bye-law that recognises the Mature Students’ Association as an official student group which represent mature students at Student Council and therefore Mature Students are not able to .

20.This Council BelievesState the reasons for amendment

That the previous mature student society failed for four main reasons they were:That the Mature Student Officer held a role in the committee as well as being an officer. In the past they have been focused on parents and others have felt excluded due to this focus. Not enough events or enough variety. Not enough support from the Students Union itself.

Therefore in the MSA bye-law the Mature Student Officer cannot hold a role within the MSA as stated in 5.2.3.1. There is a Social secretary to ensure a variety of events for all Mature Students as stated in 5.2.3.1.4. Also ensuring that both the elected Mature Student Officer and the President for the SU have to attend and support where necessary (such as providing contacts) the association will now have dedicated support. And by increasing the amount of committee members from 3 to 5 will hopefully ensure that there are members who aren’t parents and that it can grow and adapt to student’s needs. This council also believes that this is not something exclusive to Northampton Students Union, there are a variety of different ways that unions have helped to support their mature students. With Lincoln and Kent having a Mature Students society which is separate from societies in the union with a separate funding pot and specialised in function such as rooms and support. Coventry and Birmingham have combined Mature students and Postgraduate students and created a separate guild or association as they recognise they have different needs but don’t have as many mature students as Northampton. Sheffield have mature students sit on student council and have a separate committee to gain student voice. Cardiff, Loughborough, Bath, Strathclyde and Glasgow all have a Mature Students Association, many have separate rooms with lockers, microwaves and social spaces just for mature students. Bath also has representation for mature students at NUS and Cardiff not

only have an association for mature students but also for all protected groups, so LGBT, BAME and others. Therefore a Mature Students association has been proven to be popular among other SU’s (only a few have been listed here) and is contextually appropriate for a university with such a high number of mature students. Data about how many students are mature students has been produced by the Students union stating around 60% of all students are classed as mature students this means over half are classed as mature. Furthermore this council believes this is what Mature students want. This is due to the popularity of the Facebook page, student feedback given to the Mature Students Officer and over 50 students signing a petition to say they want an MSA at the University of Northampton. Mature students would not be isolated from the students union and instead would collaborate and join in with student union activities due to having a dedicated collaborations committee member as stated in 5.2.3.1.5.Therefore this council believes that an MSA is appropriate for the number of mature students, is wanted by mature students and due to the committee structure is able to better support the needs of mature students than what previously existed.

5.1. General Committee Regulations5.1.1. All Chairpersons of Student Council committees are expected to submit a written

report of the committee’s work to the Chair of Student Council which contains minutes of all meetings since the last Student Council, and any issues that the Chair has with the work of the committee and its elected representative.

5.1.2. The membership of each group will be defined in the Terms of Reference for that meeting (see Appendices to Bye-Law 5)

5.1.3. Each committee will have three roles, elected annually by the committee members.5.1.3.1. Chair- To chair the meetings and report to Student Council on the work of

the committee.5.1.3.2. Deputy Chair- To assist the Chair in their duties, and deputise in their

absence.5.1.3.3. Secretary- To minute the committee meetings and pass on to the members

of the committee and upload to the SU website within 5 working days.5.1.4. No elected officer of the Students’ Union may stand for any of the roles in 5.1.35.1.5. Council committees have the right to form and dissolve sub-committees as and

when required.5.1.6. Only members of a committee may be elected as a member of one of its sub-

committees.

5.1.7. All committees are expected to adhere to the SU’s Brand Guidelines, and guidelines for relevant sub-brands, which are available on the SU website.

5.2. Mature Students Association (MSA) Committee

Definition of MSA Committee5.2.1 Mature students are usually students aged 21 or over at the start of their course, however the Mature Students association is open to any students who identify as a mature students regardless of age.

5.2.1.1 This committee is a collection of students who have responsibility for all issues that mature students face on behalf of Council.

5.2.1.2 The aim of the committee is to provide a support network and community which will improve the experience of mature students at the University of Northampton.

Electing MSA Committee Members5.2.2. MSA committee members are ratified via a vote in the elections, held in

accordance with the Election Bye-law on the Students’ Union website.5.2.3.1 The roles will be outlined as below and none of the below roles can be held by the Mature Student Officer. 5.2.3.1.1 President: The President of the MSA will ensure that all other committee members are fulfilling their duties, will be responsible for making sure that the MSA weekly activities are advertised and will hold monthly MSA committee meetings being chair as outlined in 5.1.3.1 . Both the Mature Students Officer and the President of the Students Union have to attend or send apologies for all MSA committee meetings. The President of the MSA is also responsible for ensuring the MSA development plan is completed every 3 years and reviewed every year alongside all other MSA committee members and the Mature Students officer. The president of the MSA automatically holds one of the 4 available seats set aside for Mature students and needs to present the minutes of the MSA Committee meetings at student council. The president will also be responsible for providing communication between the MSA committee and the Mature Student Councillors with the Mature Students officer. 5.2.3.1.2 Secretary: They will be responsible for minute taking in MSA committee meetings as outlined in 5.1.3.3, as well as booking rooms as and when required for the MSA, such as weekly meetings. They also need to make sure the minutes of these meetings are sent to student council. They along with the President need to make sure that any agenda items are distributed to MSA committee members at least 3 working days before the meeting. 5.2.3.1.3 Treasurer: Responsible for all actions regarding money such as applying for funding, ensuring the MSA does not over spend its budget and for processing receipts for materials bought for socials etc. Treasurer will also be the vice chair in MSA committee meetings in line with 5.3.1.2 5.2.3.1.4 Social secretary: Responsible for holding bigger monthly events minimum of 4 per academic year and for organising a research project in to events that Students want along with other MSA committee members during Fresher’s week. The results of the research project should determine the events organised for the remainder of the academic year. 5.2.3.1.5 Collaboration committee member: Responsible for organising at least 6 social events in an academic year that collaborate with other existing groups in

General Regulations for Committees5.2.8. Committees are required to abide by the Constitution and Bye-laws of UNSU,
