“Questions” icon in the left navigation
of the online application portal

• Your computer environment information is optional but helpful
for resolving issues

How is the size of the renewable system determined?
• Delaware: Take the average of the total energy use for the two
previous 12-month periods, as shown on the customer’s
Delmarva Power bills. Divide that average by 1,200. Multiply that
total by 1.1. The result is the maximum inverter nameplate rating
the customer can install
• In Delaware, we use the formula [(average of the 2 previous
12-month periods' kWh usage)/ 1,200] x 1.1 = maximum kW
inverter rating, to comply with state rules and meet all or part of
the customer’s electrical needs

• Maryland: Add up the total energy consumption (in kWh) as
shown on the customer’s last 12 Delmarva Power bills. Divide
that sum by 1,200. Multiply that number by 2. The result is the
maximum inverter nameplate rating the customer can install
• In Maryland, we use the formula (12-month kWh usage / 1,200)
x 2 = maximum kW inverter rating, to comply with state rules
and meet all or part of the customer’s electrical needs

System Sizing Restrictions
What is the maximum size of a small generator system a
customer can install?
• Customers who install a renewable generating system can offset
all or part of the energy they use from Delmarva Power.
Interconnection capacity restrictions vary among states and
jurisdictions
• In Delaware, the system capacity can be up to 110% of the
customer’s 12-month historical energy consumption
• In Maryland, the system capacity can be up to 200% of the
customer’s 12-month historical energy consumption

System information changes
• If any system information submitted in an application changes at
any time during the application process, the contractor will need
to withdraw the prior interconnection application and submit a
new interconnection application with the changed information
• The application will re-enter the project queue in the order it is
received
• Submit the revised Part I as soon as possible to avoid delays.
Do not wait until Part II is ready to submit

Delmarva Power is making it easier and faster for customers
and contractors to pay invoices online, including Level 2, 3,
and 4 Interconnection Application Fee invoices
Within emailed invoices, customers will now see an
embedded hyperlink directly to the SpeedPay online payment
system, allowing direct and fast access to pay the invoice
SpeedPay adds an $8.75 fee for credit card payments

On May 12, 2015, Maryland Governor Hogan signed House
Bill 1087, which establishes a pilot Community Solar Energy
Generating System Program in Maryland
House Bill 1087 became law on July 1, 2015, and provides
for the structure and operation of the pilot program
The Maryland Public Service Commission’s Net Metering
Working Group is currently developing the necessary
regulations, processes, and forms
We will update you and other solar contractors in Maryland
when the program is available to customers
