Green Procurement Guidelines ~Toward the Realization of a Sustainable Society~
Hitachi GroupOctober 2005
Introduction
At the dawn of the 21st century, it is required to transform the present “one-way society” of production,
consumption and disposal, into a “sustainable society” in which the entire life cycle of products are
considered.
Placing the global environment as the very crucial issue for all mankind, the Hitachi Group is
attempting to harmonize with the environment as one of the most priority issues, and aiming at
achieving environmental conservation and economic growth based on three pillars such as
environment-friendly manufacturing, environment-friendly production activities and the establishment
of environmental conservation system for the better society.
It is essential to recognize the importance of purchasing function while necessary measures shall be
taken against environmental problems in corporate management. In other words, appropriate
measures shall be taken at the stage of purchasing materials and parts in order to reduce environmental
loads through the provision of products and services. These materials and parts largely affect the
reduction of environmental loads at the stage of their use including energy saving, proper disposal,
recycling and other measures after use. Furthermore, they are closely linked with the control of
chemical substances and measures against pollution.
Particularly regarding chemical substances, the Restriction of Hazardous Substances in Electrical and
Electronic Equipment Directive (RoHS Directive (20002/95/EC)) came into effect in member nations
of the European Union in February 2003, and in line with this, laws and regulations for chemical
substances included in products are going to be more stringent in various regions such as Japan, Europe
and China from July 1, 2006.
Under the circumstances, the Hitachi Group, in response to the global trends in environmental measures,
reviewed MONOZUKURI (designing, manufacturing or repairing of products) throughout the Group
from the perspective of CSR, and established “Environment and CSR-Based MONOZUKURI
Standards” in 2004. This aims to reduce environmental loads by products throughout their entire life
cycle, including management policy, product planning and design, procurement and manufacturing,
distribution, product use, recycling, and disposal.
In order to procure goods with less environmental loads, or to implement green procurement in other
words, the Hitachi Group has revised herein its “Green Procurement Guidelines”.
In the supply chain we will endeavor to build trade relationship by clarifying the range of responsibility
based on trust, and therefore our suppliers’ understanding and cooperation are really appreciated.

1. CSR policy of Hitachi Group and its environmental conservation activities
The Hitachi Group has been conducting its business activities centered on the Standards of Corporate
Conduct since its foundation. Base on this Hitachi’s universal corporate spirit, “CSR Policy of
Hitachi Group” was newly formulated in March 2005 to meet the expectation from today’s society.
This policy aims to foster common awareness of social responsibility with our business partners as well
as to promote environmental conservation activities. Since the environmental conservation activities
involve a whole society, our suppliers’ cooperation is requested and appreciated to promote the items
included in “Hitachi Action Guidelines for Environmental Conservation”.
Fundamental Credo
The basic credo of Hitachi is to further elevate its founding concepts of harmony, sincerity and
pioneering spirit, to instill a resolute pride in being a member of Hitachi, and thereby to contribute to
society through the development of superior, original technology and products.
Deeply aware that a business enterprise is itself a member of society, Hitachi is also resolved to strive
as a good citizen of the community towards the realization of a truly prosperous society and, to this
end, to conduct its corporate activities in a fair and open manner, promote harmony with the natural
environment, and engage vigorously in activities that contribute to social progress.

CSR Policy of Hitachi Group

Hitachi Action Guidelines for Environmental Conservation
Purpose In order to realize an environmentally harmonious and sustainable society through products and services, Hitachi is committed to meeting its social responsibilities by promoting globally-applicable “MONOZUKURI” (designing, manufacturing or repairing of products), which is aimed at reducing environmental burdens of products throughout their entire life cycles, ensuring environmental conservation. Action Guidelines 1. Global environmental conservation is a critical challenge shared by all humans. Hitachi is
committed, therefore, to fulfilling its responsibilities by assisting in the realization of an environmentally harmonious and sustainable society as one of its management priorities.
2. Hitachi will make efforts to contribute to society by developing highly reliable technologies and production processes, while identifying needs considering concerns related to global environmental conservation and limited resources.
3. Members of the board in charge of environmental conservation are responsible for facilitating appropriate environmental conservation activities. Departments responsible for environmental conservation should endeavor to promote and ensure environmental conservation activities, including improving environment-related rules and regulations and setting goals for environmental burden reduction. These departments should also confirm that their environmental conservation activities are conducted in a proper manner and ensure that these activities are maintained and improved.
4. Hitachi will promote globally applicable “MONOZUKURI” with the aim of reducing environmental burdens at every stage, including product research and development, design, production, distribution, sales, usage and final disposal.
5. Hitachi will investigate and review the environmental impact caused in the course of its “MONOZUKURI” processes. Hitachi will also introduce excellent technologies and materials useful to safeguard the environment, in other words, to reduce environmental burdens through energy and resource saving, chemical substance management, recycling, and other measures.
6. Hitachi’s environmental conservation efforts are not only to be focused on observing international environmental regulations and those of national and local governments, but also on conserving the environment by implementing voluntary environmental standards when necessary.
7. Regarding globally-applicable MONOZUKURI activities, impact on the local environment and community are to be considered. In addition, measures that meet local communities’ requests should be implemented.
8. Hitachi will educate its employees on the observance of environment-related laws, raise their environmental awareness and encourage their interest in society at large and broad-based environmental conservation activities.
9. Hitachi will evaluate potential environmental problems and prevent them from occurring. In the event that any environmental problem occurs, Hitachi will take appropriate measures to minimize the impact on the environment.
10. Hitachi will make efforts to disclose information on its environmental conservation activities to its relevant stakeholders. Hitachi will also actively communicate with these stakeholders so as to strengthen mutual understanding and forge cooperative relationships with them.

2. Hitachi Group’s Philosophy of Green Procurement
2. 1 Purpose
The purpose is to provide our customers with products in light of the environment, conserve the
global environment and build a recycle-oriented society by developing and designing product that
impose less environmental loads through the promotion of green procurement.
2. 2 Philosophy of green procurement
Green procurement is responsible for the procurement of products and services that impose less
environmental loads in view of proper use of chemical substances, weight reduction, longer
durability, resource recycling, disassemble ability and disposability, energy saving, etc. from our
supplier who are positively addressing environmental conservation activities.
2. 3 Requests in promoting green procurement
In order to promote green procurement, the Hitachi Group emphasizes two aspects; the
environmental conservation activities of its suppliers and the situation of environmental
conservation concerning products procured from its suppliers. Our suppliers are requested to
positively endeavor to conform to the following guidelines.
(1)Items related to environmental conservation activities of suppliers
(i)In principle, suppliers are required to have acquired from a third party the qualification
for their EMS conforming to international standards such as ISO 14001 and EMAS
(together with KES, Eco-Stage or Eco-Action 21 in Japan) or have passed the audit
conducted by the Hitachi Group.
(ii)Suppliers are requested to implement green procurement or create a plan to implement
green procurement.
(iii)In the case that the Hitachi Group conducts the audit, suppliers are requested to
endeavor to fulfill the items specified in 4. 4 (1) (c) Items related to environmental
conservation activities (19 items).
(iv)Suppliers are requested to endeavor to construct the system that controls chemical
substances included in their products.
(2)Items related to environmental conservation concerning products procured by the Hitachi Group
Suppliers are requested to implement environmental conservation concerning products
procured by the Hitachi Group in accordance with 4. 4 (1) (e) Investigation of the items
related to the reduction of environmental loads of the procured products (10 items).

The Hitachi Group classifies chemical substances included in the procured products into
two categories to control them.

3. Memorandum and Warranty of Non-inclusion
In trading materials, the Hitachi Group requests suppliers to perform a “Memorandum Concerning
Banned Chemical Substances in Purchased Materials”(Memorandum) for chemical substances
included in products (including raw materials, parts, and half-finished and finished products)
procured as production materials. In case of necessity, suppliers are requested to submit “Warranty
of Non-inclusion Concerning Banned Chemical Substances in Products” (Warranty of
Non-inclusion).

4. Request to our suppliers for their cooperation in investigation
The Hitachi Group will reinforce its endeavors to provide its customers with products in consideration of
the environment by using data related to environmental conservation activities of its suppliers and
environmental conservation concerning products procured from them.
Our suppliers are encouraged to carry out continuous environmental conservation activities to realize
a sustainable society, and cooperate with us in regard of the following investigation.
4. 1 Investigation answering method
Suppliers are kindly requested to provide the Hitachi Group with information by means of its
Green Procurement System based on the Internet (A Gree’Net).
The Green Procurement System will be stepwise made compatible with formats widely used for
international standards or industrial standards.
4. 2 Investigation frequency
(1)Items related to environmental conservation activities of our suppliers
Suppliers are requested to review environmental conservation activities periodically (once a
year) and enter updated data into the Green Procurement System (A Gree’Net).
(2)Items related to environmental conservation concerning products procured by the Hitachi Group
Investigation will be requested in case of necessity. A response is required by entering
answers into the Green Procurement System (A Gree’Net).
4. 3 Scope of investigation
(1)Items related to environmental conservation activities of our suppliers
Investigation will be made for all suppliers that deal with the Hitachi Group.
(2)Items related to environmental conservation concerning products procured by the Hitachi Group
Investigation will be made for chemical substances included in products (including raw
materials, parts, and half-finished and finished products) that the Hitachi Group procures as
production materials.
4. 4 Contents of investigation
(1)Items related to environmental conservation activities of our suppliers
Investigation will be made of the items listed below for each supplier (Note 1) of products
(including raw materials, parts, and half-finished and finished products) to be procured by the
Hitachi Group as production materials.
(a)Items related to environmental certification
■ Acquisition of ISO 14001 certification or other external certifications that Hitachi
approves
(1) Already obtained ISO 14001 certification.
(2) Already obtained other EMS certification.
(3) Facilitating or finalized the plan to acquire external certifications including ISO
14001. Note 1: This may be the company or its business offices.

■ Measurement method for the mass of included chemical substances
(1) Measurement method for lead, hexavalent chromium, cadmium, mercury, PBB, and PBDE
Use the measurement method in accordance with the Hitachi Group's "Guidelines for analyzing
cadmium, lead, mercury, hexavalent chromium, and brominated flame retardants (PBB, PBDE) in
response to the RoHS Directive " (http://greenweb.hitachi.co.jp/pdf/RoHS.pdf) or the equivalent with the
same or higher accuracy.
(2) Measurement method for other chemical substances
For the measurement method for other chemical substances, follow the instruction of the Quality
Assurance Division of the business office where your products are delivered.
