Narrative: Spoke with RP, who reported traveling NB at location as a vehicle traveling towards him in the SB lane drove almost entirely into his NB lane. RP activated his horn and was forced to negotiate his vehicle to the far right side in order to avoid collision, striking high curbing. RP's vehicle sustained damage to both passenger's side tires (blown flat) and wheel rims. RP was able to see operator of the vehicle on cellular phone as it passed.
