GREETINGS FROM THE BOARD OF TRUSTEES

Greetings to all my Surfside neighbors. I hope you had a spectacular holi-day season. In reflecting on 2016, we once again made some productive strides;
We have our water department’s maintenance building completed and have it occupied.
We completed our five year metering program which should satisfy Wash-ington State, installing approximately 2,000 water meters.
We were able to become a bit more competitive in wages for some of our employees to be able to keep them around as long as possible, while ratify-ing the 2017 budget with a reduction in dues again this year.
We had a successful audit this last year, confirming no major hiccups in year two of utilization of our new accounting program, BIAS. Financially, we have over $900,000 in the capital reserves.
We face some new challenges this year, most of which includes satisfying Washington State;
We continue to work on our Board 2016-2017 goals.
There is a plan in place to convert past Board meeting minutes which currently are on cassette tapes over to digital files to protect precious audio recordings.
We continue with our water main replacement program again, hoping to replace another mile this year.
We’ll be implementing our water use efficiency goals to take effect in 2018. In addition, we will be having our Washington State required water treatment plant built, and expect to have it working by this time next year.
In closing I want to thank you for your supporting me as your President. I wish you a happy and healthy 2017 and please encourage your neighbors to volunteer on some of your committees.

Working Towards Preparedness-Emergency Management at Surfside

The Emergency Management Committee at Surfside, in its present re-incarnation is 4 years old. In this time, a generator was installed for the office. We had an AED installed in the office two years ago. We have had presentations on tsunami preparations, and on the “Map Your Neighborhood” pro-gram. We have had workshops on Community Emergency Response Team (CERT).
We began an amateur radio station, with the radios installed in the business office area. Three years ago, we had 3 licensed operators in the Surfside Ham Club, all licensed as Technicians; we now have 3 Extras, 4 Generals, and 2 Technicians. We have 2 VHF-UHF (2m, 70cm) radios, one of which is dedicated to packets (on 24/7, which can be used as a digipeter). We took part in the Cascadia Rising exercise in June 2016. Our members monitor the tsunami warning sirens, and participate in beach cleanups. Six of our licensed radio operators took part in the predicted storm of October 15, 2016.
The Surfside Emergency Management Committee has produced and distributed three evacuation maps for Surfside. We held an evacuation run/walk on September 3, 2016, from the business office to the Assembly area, WITHOUT crossing any bridges (2.7 KM, 1.7 miles). The fastest runner accom-plished this in just over 10 minutes (5 minutes to high ground). Most of the walkers were able to get to high ground in under 15 minutes.
We have also been assessing interest in having emergency caches (storage containers for emergencies such as tsunamis or severe winter storms) for members who are interested. This is a work in progress.

2016 … A busy year and suddenly we’re collecting funds for Surfside’s Foster Children’s Christ-mas Drive. A CRC shopper will hit the stores in Vancouver/ Portland on ‘Black Friday’ buying for the children. Others have gone across the river to pick up items; some have taken over an en-tire ‘SantaGram’ and will mail or bring their purchases in. Cur-rently we have 17 children, aged 7 weeks to 9 yrs. It is truly fun and challenging to fill every wish. Thank you all!
We’ve enjoyed meeting everyone who attended our activities this year: the Spring Basket planting in April, the Memorial Day ob-servance, and the Golf Tournament in June. We presented three $1,000 scholarships to grads in the Ilwaco High Class of 2016 using proceeds from the 2015 Tournament.
We shopped & set up for the July Membership Picnic: a delicious pot-luck lunch, barbecue plus live music. (Reminder: Surfside musicians ‘jam’ in the Community Room every month on the 2nd & 4th Thursdays. Join them at no charge to sing along, play an instrument, or just sit back and listen.
On Labor Day weekend CRC and the Emergency Management Committees co-sponsored a 3K Run/Walk. Because participants were so enthusiastic, we’re already planning another for 2017!
The October Surfside Chili Cook-Off/ Bake Sale and Crafts Fair at the Oysterville Schoolhouse brought more than 100 visitors. Donations totaled $214 to Ocean Park Elementary for the Food4Kids Backpack program. Everyone enjoyed listening to Surfside’s ‘One Lane Bridge’ mu-sicians, purchasing art pieces at the craft tables, and tasting those awesome chili entries.
This year’s autumn activity was a ‘Play Day with Clay’ at the Bay Avenue Gallery in Ocean Park. Sue Raymond bravely guided the class through the stages of forming and glazing pottery containers… also awe-some!
CRC helps with the Membership mailings during the year and provides the new member Welcome Bags.

DEPUTY T. OSTGAARD I had a few calls over the last few months that are worth noting. I had one fire call which involved about 15 acres of dune grass being burned and one house was damaged. I had one vehicle theft on G St. I believe the suspect was the same one that we caught in two different stolen cars. The car was recovered outside of Seattle. At the time of me writing this, clam digs are delayed, but I think we will still end up with a lot of digs. So far the projected digs are for a week at a time and if we get later into the season without any digs, the digs could be for longer periods of time. I know a fair amount of people go through Surfside to dig clams, and as always, I will be in different areas watching traffic. With the season changing, the weather will be changing as well. We’ve had one storm that was not as bad as projected. I did not see much storm damage. I think that most people were well prepared for this one and there was only one power outage in Surfside. Generally a good way to be prepared for the weather and power outages is to have extra blankets/warm clothes, a heat source, candles/flashlight, a NOAA radio and a few days’ food/water supply. Also with the fall and winter coming a vast majority of Surfside residents will be heading out of town for a few months. I have received many house check requests and urge people to turn them in when leaving. I also suggest letting trustworthy neighbors know you will be gone and asking them to watch your property. And again, always lock your vehicles and houses, even when home. The best way to contact me is by calling the Surfside business office and leaving me a message. I check my box one to two times a day and someone from the business office will also call me if I’m working. My office number at the Sheriff’s office is (360) 642-9300 Ext. 2178 and the non-emergency Sheriff’s Office number is (360) 642-9397. If you see something occurring and feel it needs to be reported, please call 911 or the non-emergency number at the time and they will dis-patch me or another deputy. Water Department News

The Water Department is closing the books on 2016. It has been a very productive year. One of the most important accomplishments is the Meter Installation Project (MIP). The Water Department will be completing the MIP this year. The MIP be-gan in 2012. In the beginning our records showed 1,798 residential services that needed to be me-tered and 6 commercial services and 2 residential services needed new meters. In addition, Surfside HOA has 12 water services that needed to be metered.
As of November 21, 2016 we have installed 1,748 meters related to MIP. 1,730 of those are residential meters installed on existing services. We replaced the 6 commercial meters and the 2 residential meters. We have installed 10 meters on Surfside HOA properties. Before the end of the year the Water Department will install 10 meters on the Ocean Crest Condominiums, 6 meters on Recrea-tional Vehicle lots, and 2 meters on Surfside HOA lots. 105 members have asked to have their water service decommissioned instead of installing a meter. We have 33 lots that are undeveloped that records show as having a water ser-vice. We will verify the status of those lots before the end of the year.
In addition to MIP meters, the Water Department has installed 74 meters on new services since the 2012.
As of November 21, 2016 the total number of metered services is 1,978. The
Surfside Water System will most likely have over 2,000 metered services when
the MIP project is complete in January, 2017.
