Dear Mr. Hartwlck:

The following actions have been taken to comply with the Section 106 Unilateral Administrative Orderthat became effective on August 6, 1992, for the above referenced site:

Conrail contacted EPA to confirm the change in RPM to Wayde Hartwick effective June 14,1993;

Submitted the May, 1993, monthly progress report on June 10, 1993;

Began revisions to the 30% design packages for both the groundwater extraction/treatment andalternate water supply systems based on EPA comments data June 15,1993, and received byConraH on June 21, 1993;

Procured site access and conducted the 2nd quarter, 1993, residential sampling event; and,

Submitted graphic depictions of the 1st quarter, 1993, groundwater sampling event analyticalresults on June 10, 1993, in compliance with section 7.1 of the EPA approved RD/RA Work Plan.

The following activities are expected to be conducted for the following six week period:

Submit the 2nd quarter, 1993, residential sampling event preliminary results to IDEM and EPA;

In response to EPA comments received June 21, 1993, continue revisions and submit therevised 30% design packages for the groundwater extraction/treatment and alternate watersupply systems on July 13,1993;

Continue, where possible, 60% design activities for the groundwater extraction/treatment andalternate water supply systems;

Submit in the July progress report the final analytical results, QA/QC package, and dataevaluation/validation report for the 2nd quarter, 1993, groundwater sampling event; and,

Submit the monthly progress report for July, 1993.

Contacts

Attached to this progress report Is a summary of all contacts made during the month of June to affectedpersons and officials relating to the design of the groundwater extraction/treatment and alternate watersupply systems.

Status of Permits

A listing of all applicable permits necessary for construction of the alternate water supply Is presented inthe 30% design document for the alternate water supply system. Because approval of most of thesepermits will require final plans and specifications, no permits for the alternate water supply have beenapplied for to this date. Contacts with permitting authorities to date have dealt with attempts to developdesign criteria that will facilitate the permitting process. Summaries of contacts with these permittingauthorities since the Issuance of the order were Included in the May, 1993, progress report. All contactsmade during June. 1993, are summarized and attached to this report.

A listing of all applicable permits necessary for construction of the groundwater extraction/treatmentsystem is presented In the 30% design document for the groundwater extraction/treatment system.Because approval of these permits will require final plans and specifications, no permits for the alternatewater supply have been applied for to this date. However, initial contact with IDEM to acquire proposedNPDES discharge limits has been completed as described In the 30% design document for thegroundwater extraction/treatment system. In addition, contacted IDEM regarding air emissionrequirements for the groundwater treatment system.

Groundwater Monitoring Program

Attached to this progress report is a summary table (Table 1-1) of the preliminary analytical results forthe 2nd quarter, 1993, groundwater sampling event.

Project Schedule

On June 29, 1993, Conrail formally requested a 14-day extension to address the EPA comment packageto the 30% design packages for the groundwater extraction/treatment and alternate water supplysystems. In response to this request, EPA granted a seven-day extension on July 2, 1993. In additionto granting the seven-day extension, EPA reduced the 60% design submtttal schedule from 30 days to23 days.

Dear Mr. Hartwick:

The following actions have been taken to comply with the Section 106 Unilateral Administrative Orderthat became effective on August 6, 1992, for the above referenced site:

• Conrail contacted EPA to confirm the change in RPM to Wayde Hartwrck effective June 14,1993;

• Submitted the May, 1993, monthly progress report on June 10, 1993;

• Began revisions to the 30% design packages for both the ground water extraction/treatment andalternate water supply systems based on EPA comments data June 15, 1993, and received byConrail on June 21, 1993;

» Procured site access and conducted the 2nd quarter, 1993, residential sampling event; and,

• Submitted graphic depictions of the 1st quarter, 1993, groundwater sampling event analyticalresults on June 10, 1993, in compliance with section 7.1 of the EPA approved RD/RA Work Plan.

The following activities are expected to be conducted for the following six week period:

• Submit the 2nd quarter, 1993, residential sampling event preliminary results to IDEM and EPA;

• In response to EPA comments, submit the revised 30% design packages for the groundwaterextraction/treatment and alternate water supply systems on July 13;

• Continue, where possible, 60% design activities for the groundwater extraction/treatment andalternate water supply systems;

• Submit in the July progress report the final analytical results, QA/QC package, and dataevaluation/validation report for the 2nd quarter, 1993, groundwater sampling event; and,

• Submit the monthly progress report for July, 1993.

Contacts

Attached to this progress report is a summary of ail contacts made during the month of June to affectedpersons and officials relating to the design of the groundwater extraction/treatment and alternate watersupply systems.

Status of Permits

A listing of all applicable permits necessary for construction of the alternate water supply is presented inthe 30% design document for the alternate water supply system. Because approval of most of thesepermits will require final plans and specifications, no permits for the alternate water supply have beenapplied for to this date. Contacts with permitting authorities to date have dealt with attempts to developdesign criteria that will facilitate the permitting process. Summaries of contacts with these permittingauthorities since the issuance of the order were included in the May, 1993, progress report. All contactsmade during June, 1993, are summarized and attached to this report.

A listing of all applicable permits necessary for construction of the groundwater extraction/treatmentsystem is presented in the 30% design document for the groundwater extraction/treatment system.Because approval of these permits will require final plans and specifications, no permits for the alternatewater supply have been applied for to this date. However, initial contact with IDEM to acquire proposedNPDES discharge limits has been completed as described in the 30% design document for thegroundwater extraction/treatment system. In addition, contact with IDEM regarding air emissionrequirements for the groundwater treatment system was also performed.

Groundwater Monitoring Program

Attached to this progress report is a summary table (Table 1-1) of the preliminary analytical results forthe 2nd quarter, 1993, groundwater sampling event.

Project Schedule

On June 29, 1993, Conrail formally requested a 14-day extension to address the EPA comment packageto the 30% design packages for the groundwater extraction/treatment and alternate water supplysystems. In response to this request, EPA granted a seven-day extension on July 2, 1993. In additionto granting the seven-day extension, EPA reduced the 60% design submittal schedule from 30 days to23 days.
