CONCEPTS

•Genetically Modified Organisms. (G.M.O.)

•Bioenergy is renewable energy made available from materials derived from biological sources.

RISKS

• Environmental risks: species invasion, contaminants, in bioenergy processing.

• Human & animal health: toxins or disease-causing organisms.

• Monopoly on technology & science.

• Anti-Science sentiments.

REGULATION OF INDUSTRIAL USE OF ALGAE OR CYANOBACTERIA IN EUROPE

• Every country in Europe has their own laws but in general Ex. The UK laws requires advance notice before start to work with GMM

• Applicant are required to assign a risk level: adopt measures (before they start to use GMM)

• Have a plan to monitor the proposed use in order to identify any potential adverse effects ocurring as a result of the use

• Agency receiving the application dossier period to prepare a formal ”assessment report”

• Commercialization cannot take place until there has been consent from the agency

• When the decision is made: National goverments are required to report to EU and other members

AUTONOMY MATRIX ANALYSISValues No regulation

Positive Negative

Economy Commercial Diversification; Reduce R&D costs

Unbalanced competition;

Public More jobsMore choices on fuels

Price control;Living costs

Scientific Knowledge & Technology

Expanding knowledge;Technology busts

Non practical;Disconnect with society;Other research area defocused

Biofuel production Better productivity;Competitive

Technology blockage

Environmental

Nature Clean energy;Less pollution;Lower CO2 level

Unknown long terms side effect

Human Better living place;Sustainable development;

Unknown long terms side effect from life cycle (Toxic, species invasion)

Philosophy Discovering nature Playing “GOD”

Minimize Problems With rational regulation and limitations

AUTONOMY MATRIX ANALYSISValues With regulation

Positive Negative

Economy Commercial Diversification; Balanced competition

Higher R&D costs;Promising project abandoned

Public More jobsMore choices

Higher charge for the Biofuel products

Scientific Knowledge & Technology

Expanding knowledge;Focused on practical and also on safety Technologies;

Limitation on the research area;Slower discovery;

Biofuel production Less production, but more safety issue considered;Better for long term

More technology blockage;Slower raising;Less competitive with other fuels;

Environmental

Nature Clean energy;Less pollution;Lower CO2 level

Unknown long terms side effect (toxicity etc.)

Human Better living place;Sustainable development;

Unknown long terms side effect on the food chain (toxicity etc.)

Philosophy Study the nature respectfully

Playing “GOD” in a modest level

Minimize Problems Better regulation and open up public science for Biofuel G.M.O.

AUTONOMY MATRIX ANALYSISValues Ban – G.M.O.

Positive Negative

Economy Commercial More money and time focus on other fields

Less diversification; More fossil fuel competition

Public ?? Higher living costs;Less jobs in new energy field;

Scientific Knowledge & Technology

More progress on finding new native strains;Other new energy tech;

More time cost and non-practical;Synthetic biology research area defocused

Biofuel production Other new energy tech for biofuel;

Technology barrier;Non-competitive towards other fuels;

Environmental

Nature No side effect by G.M.O.s;

Less contribution to reduce the CO2 level and pollution;Some species invasion risk;

Human No side effect by G.M.O.s;

Less sustainable development;

Philosophy Respect the nature Restricted use of a relevant tool

Minimize Problems With rational regulation and limitations on the other sources

• by Joshua Kagan, Travis Bradford

• Forecast of per capita energy consumption, using the energy estimates in the left figure divided by world population estimates by the UN. Amounts before the black line are actual; after the black line are estimates.
