1.0 INTRODUCTION
M/s Santur Developers Pvt. Ltd. has established Group Housing Project “Parikrama” at Sec-20,
Panchkula, Haryana. License was obtained from DTCP, Haryana for development of the project and copy
of the license is attached as Annexure I. Project comprises of 5 nos. of residential blocks, 4 nos. of EWS
blocks, 3 nos. of convenient shopping blocks, primary school and nursery school. Built-up are of the
project was 2,40,000 sq m excluding basements. Building permission was obtained from HUDA for
development of the Project and copy of the approved layout is attached as Annexure II.
M/s Santur Developers Pvt. Ltd. had obtained prior environment clearance for the project from
MoEF&CC under activity 8 (b) and Category B in 2007 and copy of EC letter is attached as Annexure
III. Consent to establish was also obtained from HSPCB and copy is enclosed as Annexure IV.
Construction of the project was completed approx. 85% till 2012 and thereafter construction was stopped
due to some unavoidable circumstances. It was planned to resume the construction in 2014 and
accordingly, application was filed in 2014 for obtaining extension of validity to SEIAA, Haryana.
Then it was learnt from some sources that for construction project, EC is valid till the construction is
completed and there was nothing mentioned about the validity of the environmental clearance in the
environmental clearance letter also. Thus the application for extension was then withdrawn and remaining
construction was carried out at the site. Project is completed and copies of occupancy certificate are
attached as Annexure V.
Thereafter a letter was received from Regional Office, MoEF&CC in June, 2017 regarding the expiry of
validity and continued construction at the site after the expiry of validity of EC and declared the activity
(15% of construction) as violation. Thus, M/s Santur developers Pvt. Ltd. is herewith submitting an
application for obtaining the environmental clearance again for the project as per MoEF&CC Notification
SO 804 (E) dated 14.03.2017. M/s Santur developers Pvt. Ltd. is law abiding company and has taken all
necessary approvals as required prior the project development. M/s Santur developers Pvt. Ltd. also
submits the six monthly compliance on regular basis. A visit was carried out by Regional office,
MoEF&CC in December, 2014 and certified that all the conditions as given in EC letter are being
followed by M/s Santur Developers Pvt. Ltd. Copy of certified compliance report is attached as
Annexure VI. Application has been submitted to HSPCB for grant of Consent to Operate.
The referred violation has happened only due to confusion about the validity period of the environmental
clearance. M/s Santur developers Pvt. Ltd. commits not to repeat any such violation in future and abide by
all the terms and conditions of the environmental clearance and EIA Notification, 2006 as amended.
1.1 APPLICABLE LEGISLATIONS
Project site is spread over area of 111918.66 sq m and has built-up area of 3,14,627 sq m (Basement-
74627.197 sq m + Other built-up=2,40,000 sq m) . Project since has built-up area of more than 3,00,000
sq m thus the project will fall under activity 8(b) and Category A of Schedule I as per the Amendment in
EIA Notification, 2006 dated 09.12.2016. Further the project also involves violation of EIA Notification,
2006 thus the project will attract again the applicability of MoEF&CC Notification SO 804 (E) dated
14.03.2017 and as per the said notification, project falls under activity 8(b) and category A. The project
will be appraised at MoEF&CC under Category A for grant of environmental clearance. Other

1.2 SITE LOCATION, LAND USE AND SURROUNDINGS OF PROJECT SITE
Project site is located at Sector-20, Panchkula, Haryana. Location map of the project site is given in
Figure 1. Site is spread over the area of 27.66 Acres (111918. 66 m2). Geographical coordinates of the
center of the project site are 30°39'52.72"N & 76°51'18.41"E. Geographical coordinates of all the corners
of the project site are given in Table 1 & Figure 2.
Land use of the project site is residential as per the Master Plan of Panchkula, 2025. Land use zoning plan
of the project site is attached as Annexure VII. Master plan of Panchkula showing the location of the
project site is given in Figure 3. Project site is surrounded by residential colonies majorly. Google map
depicting the project site and its surroundings within 500 m, 2 km, 5 km and 10 km are attached as
Annexure VIII. There is no forest area or environmentally sensitive area within 10 km of the project site.
NOC is also obtained from forest department for development of the project and copy of NOC is attached
as Annexure IX. Details of the surroundings of the project site are given in Table 2.

1.3 CONNECTIVITY OF PROJECT SITE
Project site is well connected with rail and roads network. A 25 m wide road abuts the project site in East
direction which is at the entrance of the project site. Further, National Highway-64, National Highway-22
and National Highway-73, at distance of 3.2 km, SW, 3.1 km, SW, km, 3 km, E direction, respectively,
from the project site. Chandigarh Railway Station is at distance of 5 km in North-West direction from the
site. Chandigarh International Airport is at distance of 4.3 km in South-West direction. Connectivity map
of the project site is given in Figure 4. Details of the connectivity of the project site are given in Table 3.

1.4 PROJECT COST
Total cost of the project including land and development cost is INR 862 Crores.
1.5 LAND REQUIREMENTS AND AREA SUMMARY
The total plot area of the project site is 111918.66 m2 (11.19 ha). Project comprises of 5 nos. of residential
blocks (24 towers), 4 nos. of EWS blocks, 3 nos. of convenient shopping block, primary school and
nursery school. Area statement summary for the project is given in Table 4. Site layout plan is attached as
Annexure X.

Estimated population at the site 9425 includes residents, visitors, students and staff. Detailed estimates are
given below in Table 5.

1.7 WATER REQUIREMENT AND SEWAGE GENERATION
Water demand during construction phase is 20-30 KLD. Source of water during construction phase is
HUDA supply and private water tankers. Letter from HUDA for water supply is attached as Annexure
XI. Total water requirement of the project is 1159 KLD out of which domestic water requirement is 1046
KLD. Fresh water requirement of the project is 732 KLD. Recycled water requirement is 427 KLD.
Source of water during operation phase is HUDA supply. Daily water requirement calculation and
wastewater generation for the project is given in Table 6 and 7 respectively. Water balance diagram for
dry & monsoon season are given below in Figure 5 & 6.

Sewage generation from the project is approx. 834 KLD of sewage. A STP of 1100 KLD with MBBR
technology is provided for treatment of sewage at the site. Treated water from STP is used for flushing,
DG cooling and horticulture purpose. Excess treated sewage water i.e. 242 KLD during non rainy season
and 345 KLD during rainy season is disposed off into sewer. Sewerage layout is attached as Annexure
XII. STP feasibility report is attached as Annexure XIII.

1.8 STORM WATER MANAGEMENT
Storm water generation increased with increase in generation of paved surfaces. Prior project
development storm water generation was approx. 23032.86 cum. However the generation increased due to
development of paved surfaces. Available run-off from the site after project development is given in
Table 8. Thus it is required to manage the excess run-off. To manage the run-off proper storm water
management system is provided. Rainwater is collected through piped drains and conveyed into rainwater
harvesting pits. Entire storm water is recharged into the ground. This not only prevents the flooding at site
during the rains but also augments the ground water level of the aquifer system in area. Average rainfall
of Panchkula is 1029 mm which if harvested can become a useful resource
Ground water level in district during pre-monsoon is 8.11-29.44 mbgl and post-monsoon is 6.78-29.0
mbgl. An underlain stratum is also feasible for artificial recharge. Stage of ground water development in
project area is app. 85%. Out of 3 blocks, 1 is over exploited, 1 is safe and 1 is semi critical. Thus this
makes rain water harvesting more essential. Rain water harvesting pits are designed for peak hourly
rainfall of the area. In Panchkula, peak hourly rainfall recoded by IMD is 79 mm. Calculations for rain
water harvesting pits are given below in Table 9. Schematic diagram of RWH pit is attached as
Annexure XIV a. Layout showing location for RWH pits is attached as Annexure XIV b.

1.9 VEHICLE PARKING FACILITIES
Parking facility is provided as per HUDA Bye Laws. Parking required and proposed for the project are
given below in Table 10 & 11.

1.10 POWER REQUIREMENT
Power requirement for the entire project is 8967 KW (11208.8 kVA) and is sourced from UHBVN.
Approval letter from UHBVN for power supply is attached as Annexure XV. Area reserved for
substation is approx. 2400 sq m. 33 KV substation is established within the project site and is connected
to nearest UHBVN substation. Two nos. of DG set of total capacity 1350 kVA (600 kVA+ 750 kVA) are
installed at the site as power back for providing essential load only. DG sets are provided with a acoustic
enclosure.
1.11 SOLID WASTE GENERATION & MANAGEMENT
Solid waste is generated both during construction as well as during operation phase. Solid waste
generated during construction phase comprised of excavated materials, used bags, bricks, concrete, MS
rods, tiles, wood etc. Table 12 details the solid waste management plan followed during construction
phase.

Construction waste was segregated into recyclable/reusable
and discarded material. Recyclable material was sold to
authorize dealers. Re-usable material was stored under
covered conditions at site and reject were disposed off

Top soil was stripped off and stored in covered condition.
Top soil was used for landscaping within the project site.
Remaining excavated soil was used within the site for
filling and leveling and construction of roads. Excess muck
was disposed off through authorized vendors. Total muck
generation was 336000 cum.

3. Domestic Waste Domestic waste generated by labour at the site was
disposed off through local agencies in the area on daily
basis.
During operation phase, waste is majorly municipal waste and is approx. 4100 kg per day (@0.5 kg per
capita per day for the residents, 0.25 kg per capita per day for the staff, students & visitors of community
centre, 0.15 kg per capita per day for the visitors and 0.2 kg/acres/day is considered for landscape wastes)
is generated from project site. Estimations for solid waste generation during operation phase are given in
Table 13. Municipal Waste is managed as MSW Rules, 2016.

Collection and Segregation of waste
a. Door to door collection system is provided for collection of domestic waste
b. Local vendors are hired for waste collection, management and disposal

1.12 GREEN AREA
Total green area measures 34449.70 m2 i.e. 30.78 % of the plot area is kept under green cover. Species
planted at the site are Anthocephalus cadamba, Alstonia scholaris, Ficus infectoria, Euginia jumbolana,

Azadiracta indica, Ficus retusa, Cassia fistula, Mimusops elengi, Peltoforum ferruginnum, Acacia
auriculiformis, Chorisia speciosa, Cassia renigera, Delonix regia, Terminalia arjuna, Terminalia arjuna,
Cassia siamea, Plumeria alba, Erythrina indica, Bombax malabaricum, Ficus benjamina. Landscape

1.13 MATERIALS USED FOR CONSTRUCTION
Construction material used for the project construction is given in Table 15. Construction material was
purchased from local area majorly. Table 16 below lists the construction material with their U value
