FOREWORD

In an effort to bring about consistency and uniformity in the standards of common road works, the Survey and Design Division of Department of Roads under Ministry of Works and Human Settlement is pleased to issue the “Guidelines on Use of Standard Work Items for Common Road Works”. The problem arising out of adopting different standards for the same work items by the site engineers reported by the field Executive Engineers which was found to be true was discussed in the 7th DoR Quarterly Meeting held at Thimphu from 12 to 14th July 2010. Inconsistency in the application of common standards for the same work item would not only result in different estimates but it would also create room for future audit objections.

The meeting after having deliberated on the issue in length decided to adopt common standard for the same work item and entrusted the Survey and Design Division to circulate the standards to all the field divisions for uniform adoption.

The standards apply mainly to work items related to construction of RRM walls, gabion walls, laying of RCC hume pipes, base course, bitumen sealing/resurfacing works, lined drains and RCC slab culverts which constitute the most commonly executed road works.

The above work items mentioned are listed along with the corresponding BSR codes and illustrated with the help of sketches where applicable. Alterations, if any, due to site requirements may become necessary where judgment and experience of the site engineers would come into play.

With the release of the guidelines while removing the ambiguities is expected to make road construction and maintenance works uniform in the country

Construction of Masonry Walls (RRM with DRM bands)

Excavation in foundation trenches or drains, not exceeding 1.5m in width or area 10sqm on plan and depth >300mm including dressing & ramming, disposal of surplus soil within 50m lead & 1.5m lift.

EW0105 Ordinary soil EW0107 Ordinary rock with or without blasting

Providing & fixing centering and shuttering (formwork), including strutting, propping etc. and removal of formwork

RC0090 Foundation and plinth etc.

SM0072 Providing and laying Hand packed stone filling or soling with stones

SM0007 P/laying R.R.M in C.M 1:6 with hard stone in foundation and plinth.

SM0051 Dry hand packed rubble masonry hammer dressed (facing), with stone boulder

> 0.01 cu.m Providing and laying in position plain cement concrete in retaining walls, return walls, walls (any thickness) including attached pilasters, columns, piers, abutments, pillars, posts, struts, buttresses, string or lacing courses, parapets, coping, bed blocks, anchor blocks, plain window sills, fillets etc. upto floor five level, excluding the cost of centering and shuttering CW0024 1:3:6 (1 cement: 3 sand: 6 graded crushed rock 20 mm nominal

EW 0195 Filling of trenches, sides of foundation etc in layer < 200mm using selected excavated earth, ramming etc within the lead 50m and lift 1.5m.

Additional items where rod anchoring, bolting and RCC are required RC0083 Providing & fixing Thermo-Mechanically Treated reinforcement

bar (Yield Strength 415 MPa) for R.C.C work including cutting, bending, binding and placing in position complete.

Note:

The rates for drilling should be worked out based on actual requirement.

The weep holes to be provided using PVC/HDPE pipes. Precast bond stones to be provided (size 200x200 mm).

Construction of Base Course (Conventional Type) Preparation of sub grade with proper camber by excavating earth to depth equal to pavement thickness, consolidation with roller, disposal of surplus earth upto lead 50m - RW0121 All kinds of soil RW0122 Blasted rock

Supplying/ collection & stacking of stone aggregates. RW0047 63 - 40mm

RW0050 50 - 20mm

RW0055 Supplying/ collection & stacking of blinding materials.

RW0147 Laying wearing course incl. screening, sorting, spreading to template & consolidation (payment to be made for the quantity of aggregate used, excluding blinding materials) - with stone aggregates and blinding materials.

Construction of Base Course (For new roads)

Preparation of sub grade with proper camber by excavating earth to depth equal to pavement thickness, consolidation with roller, disposal of surplus earth upto lead 50m - RW0121 All kinds of soil RW0122 Blasted rock

RW0130 Providing and laying Granular sub-base course (GSB) to required degree of compaction with proper formation of cross fall using motor grader for laying and compacted to required density as per material gradation and aggregate quality specified (Thickness depends upon design)

RW0131 Providing and laying wet mix macadam graded aggregate base course to required degree of compaction with proper formation of cross fall by using well graded crushed aggregates premixed with OMC using suitable mixer, motor grader as per material gradation and a aggregates quality specified (Thickness depends upon design)

Bitumen Sealing Work (Conventional Method)

RW0145 Scarifying metalled (water bound) road surface disposal of rubbish upto lead 50m and consolidation of the aggregate received from scarifying.

RW0171 Premix carpeting with 64kg of bitumen 80/100 per cum of agg including a tack coat with bitumen of same quality @0.75kg per sqm of road surface -25mm thick with 3.0cum of 10mm agg. per 100 sqm (manually/mechanized)

RW0179 Providing seal coat of premixed sand with bitumen 80\100 using 128 kg of bitumen per cu.m of sand and 0.75 cu.m of coarse sand per 100 sq.m of road

Bitumen Sealing Using DBM and AC

Providing and Laying Dense Bituminous Macadam ( DBM) to required degree of compaction based on mixture design ( job mix formula) approved by the supervising engineer including preparation of surface with road broom, application of prime coat @ 0.75 kg/sq.m by mechanized method using asphalt plant, paver, steel roller, tyre roller etc. complete (Thickness depends upon the actual design for a road) RW0132 50 mm RW0133 60 mm RW0134 70 mm RW0135 80 mm

Note: Bridges shall be designed for IRC class 70R (wheeled) loading and at least 5.5m carriage width

irrespective of the load classification, if the road has potential of catering traffic to planned or Hydro Power Plants or Projects. However, the width of the temporary bridges (bailey bridges) for single lane is 3.27m wide with 24R loading commonly used in farm roads and double lane bailey bridge of 7.50m wide can be used in the PNH and SNH for temporary measures.
