1. Introduction
The Gujarat Veterinary Council is a statutory body established
under IVC Act, 1984. The Gujarat Veterinary Council has been
registering Veterinary Graduates, framed its rules and rules were
approved by Govt. of Gujarat on Date 08/01/2007.

2. Aims & Objectives of the Council: -
a. To prepare & maintain the Gujarat State Veterinary Practitioners’
Register containing the names of all persons who possess the
recognized veterinary qualifications and doing Veterinary practice
in Gujarat State.
i. Incorporate additions/deletions or any amendments to the Registry.
ii. Periodical updating of the State Veterinary Practitioner's Register.
iii. Communicate information to Veterinary Council of India for necessary
amendments in Indian Veterinary Practitioner's Register.
b. To advise State Government on all regulatory matters concerning
Veterinary practice and education.
c. To renew registration of all the members every five years under
section 48 of IVC Act-1984.
d. To submit six copies of updates of Veterinary Practitioner Register
every year to the Veterinary council of India.
e. To prepare an electoral Roll for election of four members from the
registered Veterinary Practitioners of Gujarat Veterinary Council
f. To deposit Fourth part of the total Registration/Renewal income to
the Veterinary council of India every year.

g. To work for the welfare of Veterinarians.
h. To regulate veterinary practice in the State
i. To organize technical seminar, training programme for adaptation
of veterinary professionals.
j. To implement the Indian Veterinary Council Act 1984, and Rules
and Regulations framed there under
k. To Implement Gujarat Veterinary Council Rules, 2007
l. To Implement Veterinary Council of India (Standard of
Professional conduct, Etiquette & Code of Ethics for Veterinary
practitioners) Regulations, 1992.
m. Implement such other Acts & Rules promulgated from time to time
by either union or state Government.

4. The Executive Committee:-
The Executive Committee shall exercise all the powers of the council in
the implementation of decisions of the council and shall have the power to
take decision on behalf of the council in all matters except these falling in the
sphere of other committees. It shall also perform all the functions of the
council that are of administrative nature; provided that this shall not apply
to matters of policy involving an expenditure exceeding Rs.1,00,000/-per
annum from out of the sanctioned budget provision of the council that are of
administrative nature. (As per VCI (General) Regulations, 1991, Rule No.47)

7. Financial statements:-
The office received the total grant of Rs.18,60,000/- (Eighteen
lakh Sixty Thousand Only) from the central Govt. & state Govt. on
the basis of 50%-50% and the office expenses of Rs. 48,70,592/-
incurred during Year 2016-2017.
The Govt. has allocated a space for office of Gujarat Veterinary
Council on the first floor of block no.-14 at Dr.Jivaraj Maheta Bhavan
(Old Secretariats). Total expenditure estimates for making and
renovation of New Office Rs.14,08,400/- was approved by the Executive
Committee of Gujarat Veterinary Council.
8. Activity Details:-
a. During the year 2016-2017 total 595 members /Veterinarians has
renewed their registration and total 183 new veterinarians were get
registered in this Council.
b. The veterinary practitioner's register was updated and updates for
the year 2015-16 in six copies were submitted to the Veterinary
council of India, New Delhi.
c. Total income of Rs.18645/- from new /renewal of registration was
received and one fourth of it, Rs.4661/- was deposited to the
Veterinary council of India, New Delhi.
d. The Gujarat Veterinary council has issued Final/Duplicate
Registration Certificate, Qualification Add Registration certificate &
I-card to 222 members.

g. Gujarat Veterinary Council organized a one day technical seminar
in Technical Collaboration with Department of Animal Husbandry,
Gujarat State, Gandhinagar and ASCAD, on the occasion of
celebration of world Veterinary Day on 30th April 2016 at
Ahmedabad Management Association Hall, Ahmedabad.
The function was presided & inaugurated by Smt. Mona
Khandhar, IAS, Hon’ble Secretary, Animal Husbandry, Cow breeding
& Cooperation, Gujarat State. Dr.Vallabhbhai Kathiria (M.S.),
Chairman, Gauseva and Gauchar Vikas Board, Gandhinagar was the
chief guest. Dr.C.S.Chaudhary, IAS, District Development Officer
Jamnagar and Dr.Hita Patel, Director of Animal Husbandry(i/c),
Gujarat Veterinary Council - Annual Report- 2016-2017 Page 10
Gujarat State were guest of honors of the event. Everyone
acknowledged the role of veterinarian in future prospective for
prevention & control of Zoonosis. They have shared their views on
exploring potential of native breeds & organic clean milk production.
The theme of seminar for celebration of world Veterinary Day -
2016 was “Continuing Education with a One Health Focus” suggested
by Veterinary Council of India in line of the World organization of
animal Health (OIE).

First Topic was ”Future trends in Veterinary Public Health”
presented by Dr.P.U.Desai, (Rtd.)Joint Director of Animal Husbandry
He stressed the need of future surveillance and monitoring,
associated with economic aspect of disease control. The Problem of
emerging and re-emerging diseases, food security, effect of climate
change etc. and its solution were discussed.
Second topic “Emerging Zoonosis & Public Health Problems”
addressed by Dr.Kamlesh Upadhyay, Professor, Dept.of Medicine,
B.J.Medical College & Civil Hospital, Ahmedabad. He especially dealt
with present problem with preventive measures of Zika Virus, Congo
Virus, EBOLA Virus, Dengue, Malaria and CCHF in Gujarat and at
national level. He also narrated some epidemics in Gujarat and steps
taken by Health Department.
Third Topic ”Wild Life Ecology & Education” addressed by Shri
Bharat Pathak, IFS, (Rtd.) Additional Principal Chief Conservator of
Forests, Gujarat Ecological Education and Research (GEER)
Foundation, Gandhinagar & Director, VIKSHAT, Ahmedabad. He

listed about present system of ecology, increasing wild life population
with wild life health related problems, Zoonotic importance and role
of veterinary Science and its applications for wild life conservation.
More than 500 veterinarians from Government sector,
Veterinary colleges, NDDB, Dairy cooperatives and pharmaceuticals
with private practitioners, Students and retired Officers participated
in the celebrations of World Veterinary Day seminar & offered
opportunities for contribution to One Health focus.

h. A two days National Seminar on “Biotechnological Approaches in
Management of Health and Reproductive Disorders in Livestock for
Sustainable Production” and “VI Annual Convention of the Society for
Veterinary Science & Biotechnology (SVSBT)”, Indore was hosted by
College of Veterinary Science & Animal Husbandry, AAU, Anand in
collaboration with the Indian Society for Study of Animal
Reproduction (ISSAR), Gujarat Chapter and State Animal Husbandry
Department, Gandhinagar under the aegis of Central Government
sponsored scheme Assistance to States for Control of Animal Diseases
(ASCAD) during 16-17 December, 2016.
Gujarat Veterinary Council has given Sponsorship as
advertisement of Rs.20,000/-. A total of 276 delegates were registered
from State Animal Husbandry department, Cooperative Dairies,
Veterinary/Agricultural Universities, and Post-Graduate students
across the country.
i. National Symposium on “Animal Health and production: Challenges
and Opportunities for Veterinary Pharmacology and Toxicology”
Organized by Department of Pharmacology and Toxicology, College of
Veterinary Science and Animal Husbandry, Navsari Agriculture
University, Navsari, Gujarat during 23-25 November, 2016 in
collaboration with Indian Society of Veterinary Pharmacology and
Toxicology(ISVPT-2016).
Gujarat Veterinary Council has given Sponsorship as
advertisement of Rs.25,000/-. Several eminent personalities and senior
pharmacologists were present in the audience. University officers,
Deans of various faculties and professors of University graced the
occasion. Beside dignitaries delegates from almost every state of India
including PG / Ph.D. students were present. The inaugural function was
attended by more than five hundred persons.

j. To update the veterinarians regarding news of skills & development in
the field of veterinary science and various news & information of
Veterinary Colleges of Gujarat, issue of news letter named “News Link”
were published and around 2700 copies were circulated to all our
registered members, Veterinary Colleges other state councils, VCI &
other related institutions.
