AMENDED GUIDELINES ON THE IMPLEMENTATION OF PROGRAMANG AGRIKULTURANG PILIPINO (GULAYAN SA PAARALAN)

SECTION 1. BASIC POLICYConsistent with the goal of the

Department of Agriculture to attain food security and self sufficiency, it is the policy of the state to empower its constituency by enhancing their capability to produce their own food through adoption of various means of vegetable growing.

SECTION 2. OBJECTIVES

GeneralPromote self help food production activities and values (appreciation of agriculture as a life support system) among children.

SpecificPromote vegetable production through

natural farming in public elementary and high schools;

Establish/maintain school gardens to serves as food basket/main source of vegetables to sustain supplementary feeding;

Showcase small-scale food production model in schools for the households/communities to replicate, purposely to promote family food security.

SECTION 3. DURATION, SCOPE AND COVERAGE This program will cover all public

elementary and high schools in 16 regions and National Capital Region;

For year 2011, the program target is 8,415 schools (in 26 provinces);

By 2016, 42,076 school gardens (8,415 schools per year) all over the country (78 provinces) are targeted.

SECTION 4: PROJECT COMPONENTSThe DA, together with the Bureau

of Plant Industry (BPI), the Agricultural Training Institute (ATI), and its 16 Regional Field Units, shall be at the forefront in the promotion of safe and healthy food particularly vegetables, among children and young adults, hence, this partnership with public elementary and high schools.

SECTION 4: PROJECT COMPONENTS

There will be three components, namely:

4.1 Sustainable Food Production of Vegetables.

4.2 School Gardens for Source of Supplemental Feeding

4.3 Small-scale Food Production Model

To make the project work, the DA shall work with the:Department of Education (DepEd)Department of Interior and Local

National Nutrition Council (DOH-NNCNon-Government Organizations (NGOs) /

SECTION 5: CRITERIA FOR SELECTION OF PARTICIPATING SCHOOLS

The basic criteria for the selection of schools are the following:5.1 The school must be located within the

identified convergence area by the DA/DAR/DENR and/or the school must be located within the identified priority provinces (P1 & P2) identified by the DSWD.

5.2 The school must have a vacant area of 200 sq.m. for the establishment of ‘Gulayan Techno Demo or school gardens if not applicable, the school can work for the use of private vacant area or adopt container gardening technology

5.3 The participating school should show willingness in taking responsibility for the following:5.3.1 Establishment and maintenance of the school garden as well as the production of school seeds for the use in next cropping;

5.3.2 Assignment of a focal person who will supervise smooth and sustained implementation of the program;

5.3.3 Mainstreaming the intervention with the programs and activities of the Department of Education;

5.3.4 Partnership with Parents Teachers Associations in the establishment and maintenance of school gardens.

SECTION 6: STRATEGIES OF IMPLEMENTATION6.1 A Memorandum of

Understanding (MOU) shall be executed among the Department of Agriculture (DA), Department of Education (DepEd) and the Department of Interior and Local Government (DILG), to state the roles and responsibilities of each involved agencies in the program implementation

6.2 A DA-Agri-Pinoy-Gulayan sa Paaralan Implementing Team will be designated at the National and Regional Levels. The same may be created at the Provincial and Municipal levels as may be deemed fit by the Regional Implementing Team. The composition of the Team shall be as follows:

6.3 The implementing team will be responsible for the following activities;6.3.1 Masterlisting6.3.2 Social Preparation6.3.3 Training6.3.4 Establishment of school

gardens6.3.5 Sustainability Plan

6.4 To sustain the program and to generate enthusiasm and interest, a competition on best school gardens will be launched at the district level. Incentives will be provided in the form of school buildings, computers, garden tools and implements and others that may be deemed in urgent/needed for the Best School Garden. Congressional, local government and private sector partnership will be pursued at the initiative of the Regional Implementing Team from among legislators/representatives of district/cities, the LGUs and the local private companies.

SECTION 7: INFORMATION DISSEMINATION AND ADVOCACY CAMPAIGN 7.1 DA/ATI and DepEd in

coordination with NNC shall take the lead in the advocacy and promotion of the program. ATI-RTC will be responsible for the documentation of success stories.

7.2 Quad-media shall be used to promote the program.

SECTION 8: MONITORING AND EVALUATION1. The Regional Implementing Team will

prepare the monitoring and evaluation scheme in coordination with the partners. They will also do the regular visitations and follow-ups in order to determine the status of the project and to recommend strategies that would further enhance smooth implementation of the project;

2. Regular reports will be submitted to the BPI-PMO for consolidation and submission to the National Implementing Team

SECTION 9: ROLES AND RESPONSIBILITIES The following are the roles and responsibilities of key

players and stakeholders:1. Department of Agriculture Spearheads the implementation of the Gulayan

sa Paaralan with the Bureau of Plant Industry as the Project Management Office;

Provides continuing technical assistance; Provides material assistance such as seeds and

garden tools Through ATIs and DA-RFUs, facilitate conduct of

trainings Leads in the advocacy campaign for vegetable

production and consumption Conducts monitoring and evaluation

2. Department of EducationCo-implements the program in

coordination with other stakeholdersSubmits masterlist to DA-RFUPromotes consumption of vegetables

among childrenProvides areas for the establishment of

school gardensSustain the program by providing

resources;Mainstreams the budgetary

requirements in their development plans for the ensuing years to ensure regular budget allocation

3. Local Government Unit (LGU) / Congressional, Governor and MayorCo-implements and monitor the

programProvides assistance and resources

(prizes, cash incentives and other support) in the implementation of the program

4. Other Program Partners DOH-NNC through its  local nutrition

officer-shall assist in the advocacy campaign on the reduction of hunger and malnutrition.

NGOs/POs-assist in the implementation (as resource person) and monitoring of the program as  well as promotion and advocacy

Private Sector & Media – assess in the promotion and advocacy component of the program.

Other National Agencies that may be involved in the succeeding years of the program.

SECTION 10: SEPARABILITY CLAUSE

If any clause, sentence, paragraph, section or part of this Memorandum of Understanding (MOU) shall be deemed invalid, it shall not affect, impair or invalidate the remainder thereof.

SECTION 11: EFFECTIVITY

This order shall take effect immediately.
