EXPRESSION OF INTREST FOR SETTING OF MATERIAL RECOVERY

System (Setting up MRF, DRY RESOURCE (WASTE) COLLECTION CENTRES

(DRCC) and DRY WASTE COLLECTION and TRANSPORTATIOM IN

GUNTUR MUNICIPAL CORPORATION

1. Rule 15(h) of Solid Waste Management Rules, 2076, (SWltl Rules, 2016)places the responsibility on the ULBs to set up Material Recovery Facilitiesor Secondary Storage Facilities with sufficient space for sorting of recyclablewaste materials such as paper, plastic, metal, glass, textile etc., These

sorted waste materials are required to be sent to further processing factories/ facilities to convert them into usable materials.

As per SWM Rules, 2016 "Materials Recovery Facility" (MRF) means a

facility where non'compostable (non'bio degradable) waste can be

temporarily stored by the local body or any other agency authorized thelocal body to facilitate segregation, sorting and recovery of recyclables fromvarious components of waste prior to processing or disposal.

Swachh Survekshan-2019 evaluation criteria also stipulates creation of asystematically organized Material Recovery Facilities in a decentralized

manner to temporarily store, sort and segregate the primarily source

separated dry waste to facilitate recycling and scientific disposal.

Guntur Municipal Corporation is planning to dispose the segregated dry

waste including recyclable and non' recyclable generated at ULB according

to the MSW zOtG & National Green Tribunal (NGT) guidelines and as per

instructions communicated vide Roc No. 12057 I 37 12019'M3, Dt. 3 1.07 .2019 ofO/o. The Commissioner & Director of MA& UD Dept., of Govt., of AP(enclosed).

Hence, The Guntur Municipal Corporation is intending to invite Expression

of Interest from the interested and eligible Firms /Reputed Agencies IIndividuals /Associations/NGOs having relevant experience in this field todispose the dry waste as per SWM rules -20LG

A. Setting up MRF

1. To set up Material Recovery Facilities within the Guntur MunicipalCorporation (ULB) jurisdiction. However, as a norm, one MRF can be set up

for a cluster of 40'45 Micro Pockets areas. The MRF can be set up by either by

bigger scarp vendor or as a group of small vendors.

2. A model of how Material Recovery Facilities can be set up and madeoperational is given in Annexure -I. Also an model Tripartite Agreement isattached as Annexure-Il. Both these documents are enclosed as model toset up the MRFs.

3. Based on the availability of land, the Iand can be either allocated by theGuntur Municipal Corporation (or) the scrap vendor can make provision forthe usable land.

4. The vendor/agencie/Kabadiwala should procure all the requisite machinery,tools required for operation of material recovery facility to compile with theguidelines of MSW 2016 & NGT Guidelines.

5. Should engage enough work force for operation and maintenance of MRF.

6. vendor should ensure payment of incentive to the Municipal pH workers fordelivering of Dry waste as per the prevailing market rates.

7. To transport the dry waste collected at DRCC to Material recovery facilityshould be established by the vendor with his own cost.

8. To comply with solid waste management rules - 2016 & National GreenTribunal rules for safe disposal of recyclable and non-recyclable Dry waste.

9. A record of waste handled should be maintain by the vendor and submit toULB every month along with record and certification from concernauthorities.

10.It is the responsibility of vendor that the establish MRF facility can becovered under insurance for maximum sum for work force & equipmentand capital items ofvendor own products.

B. Setting up Dry Resource (Waste) Collection Centres (DRCC)

1. The Firms / Individual or as a group who comes forward to set up the MRFand undertake its operations, shall also set up Dry waste collection centersat the rate of one center for 3-4 Micro Pockets. The DRCC is required to beset up at a suitably converging point which will be at a closer distance toeach of these 3-4 Micro Pockets, so that it will be easier for the workers tohandover the dry waste at the DRCCs, at the end of their work shift.

3. Dry Waste Collection Points are temporary safe holding places for the drywaste from the time of PH workers handing over the waste to the time ofsecondary transportation vehicle taking away the waste to the MaterialRecovery Facility MRF).

Responsibilities of the ULB and the Workers for Dry waste collection and

Transportation

bidder.

b. Basic infrastructure facilities like Compound wall, power supply connection

and water supply arrangements will be done by ULB.

c. ULB will take intensive efforts to educate the workers to collect all the dry

recyclables separately in the tarpaulin bags without any mixing with the wet

organic waste.

d. The dry waste bags shall be kept with the workers in safe places without

leaving them at the Micro Pocket Transfer points.

e. After completion of the required micro pocket trips of carting the wet waste

to the Transfer Points, the workers need to take the dry waste bags to the

Dry Resource Collection Centers (DRCC) closer to their micro pockets and

handover to the collection point keeper.

f. A pocket book shall be given to the PH workers, in which they wiII get the

weight of the dry waste they handed over at the collection points, wiII be

entered by the collection point keeper.

g. As is done for collecting the wet waste at the micro pocket transfer points,

separate trips are required to be run for collecting only the dry waste from

the Dry Waste Collection Points, the responsibility for which will be with the

MRF Operator.

h. From each point, the dry waste bags have to be loaded on to the trucks, after

weighing the bags and ensuring that the micro pocket numbers are properly

uploaded while using the electronic weighing scales.

Eligibility

. Any firm/Agency/Group of Kabadiwala's or NGO organization who is holding

experience in handling of Municipal Solid Waste Management at least for a

period of One year and above.

o Average annual Turnover of the bidder for last three frnancial years should

not be less than Rs. 50 Lakhs.

. Positive net worth for last three financial years.

. JVs / Consortiums are not allowed.

Contract Period

. Initially the contract is hereby valid for a period ofB Years only as per

Government rules and same may be extended as per approvals /instructions of

Government on later date.

Annexure-I

S€tting up and Managing Materiat Recovery Facitity (MRF) for Dry WasteHandling

Background:

Municipal Solid Waste Management (MSWIvl) is a mandated service provided bythe Urban Local Bodies (ULB). Efficient management of municipal solid wastemanagement benefits in maintaining hygienic conditions leading to better healthconditions, better living environment, improved economic prosperity in the area,aesthetically cleaner surroundings, cleaner water sources and safeneighbourhoods. In addition, the Government of India,s lyunicipal Solid Waste(l4SW) Rules 2016 and National Green Tribunal (NGT) directives aim at creatingoverall positive impact on the living environment by mitigating pollution andenvironmental hazards. The MSW Rules 2016 clearly stipulate thata. It is the waste generator (citizens, households, commercial and institutionalestablishments) responsibility to segregate waste in to three streams, Wet(Biodegradable), Dry (Plastic, paper, metal, wood, etc.) and domestic hazardouswastes (diapers, napkins, empty containers of cleaning agents, mosquitorepellents, etc,) and handover segregated wastes to authorized rag-pickers orwaste collectors or local bodies.

b. Urban Local body shall ( through its collection mechanism) transport non-biodegradable (dry waste) waste to the respective processing facility or materialrecovery facilities (l\4RF) for sorting and recovery of recyclable waste throughsales to recyclers or manufacturers.

The Government of Andhra Pradesh has a vision of transforming Cities and Townsin Andhra Pradesh into neat, clean and litter free areas foT best-in-classliveability, health standards, environment, tourism and investment attractiveness.In order to realjze this vision, the directorate of municipal administration hasdeveloped a state wide plan in the form of a government order. The majorobjective of this plan is to provide 1OO o/o service coverage of sanitation and solidwaste management services to all the residential and commercial areas, mainroads and public movement areas such as railway stations, bus stations and otherplaces of public gathering. In all the urban local body (ULB) areas, the solid wastegenerated in the major market, commercial and institutional areas will becollected and transported and further processed in separate streams of dry, wetand hazardous waste, While the bio degradable waste will be processed throughwaste to energy projects and other bio stabilization processes, the dry waste willbe handled through material recovery facilities specially set up for the purpose ofsorting the dry waste into different marketable categories and sold to recyclers ormanufactures.

While providing targeted services to different population segments and territorialzones in the urban areas, the service delivery plans are mainly intended topromote environmental sustenance and wider societal involvement for nurturingclean and green surroundings. With this objective, now, the Government ofAndhra Pradesh, as a policy initiative is interested in involving local scarp vendorsto undertake the project of setting up and operating material recovery facilities ascontracted operations on "Build , Own, Operate" (BOO) basis in the Urban LocalBody areas in the State.

What is a Materials Recovery Facility?

A materials recovery facility is a specialized plant where source-separated dryrecyclable municipal solid waste from residential and commercial sources isprocessed and separated using manual and I or mechanical methods. Therecovered materials may include paper, glass, plastics, metals, textiles,electronics which are sorted into their respective categories, baled, shredded,crushed, compacted, or otherwise prepared for shipment to market. They areeventually sold to recycling or manufacturing firms. The remaining residual /material that cannot be segregated for recycling purposes can be sent to nearbycement plants for a cost. An illustrative diagramme of floor plan is given below.

An adaptation of this model will help in constructing an MRF to suitlocal conditions and size of the operations.The Center for Science and Environment, New Delhi recommends as abenchmark, 5000 Sq.Ft area for five wards with 1500-3000 households each. Bythis norm, approximately an area of 2500 sq.Ft of processing area may berequired for a cluster of 15 Micro Pockets including the commercial waste from

the cluster.

Having properly organized method and systems for recoverinq the value of thematerials in usabre forms, without which the materiar wourd h"ave been renderedas waste and dumped in landfills causing environmental hazards.

Proper segregation and supply of reusable dry waste for scientific processrng, onregular basis

Formalizing the waste processing, that is currenuy handled by informal sectorwaste pickers and recyclers. This formalization wiil also help ihe waste pickersand recyclers to join the formal sector activities improving iheirlob security,income levels and other employment welfare benefits.

Preventing dry waste materials, especially packaging materials medicinal::ll1ilu.r, bottles €tc., getting into uncontro ed informal market creating a riskol these materials (plastic / reusable glasses, botfles, containers ) recirculating inthe market for packaging and selling in an uncontrolled / unscienlific mannercausing high risk health hazards to the general public.

It is expected that social entrepreneurs / enterprises will address the issuesholistically and bring sustainable solutions to all the associated issues.

Processes Followed in a MRF

Daily Work Process

1. As per the Waste handling system in the ULB, different package operators(ULB and contract operators are required to deliver souice separated dry waste(unmixed with wet organic waste) at the MRF.

2. At the gate, the incoming material should be inspected by the authorizedpersonnel to check that the material brought was fully dry material and unmixedwith any wet organics, drain silts/ road sweeps, garden waste or any constructiondebris. In case any mixing is there, the delivery should be rejected and theincident should be immediately reported to the appointed authority of the ULB.Acceptance of any mixed waste will only complicate the operations at the MRFand therefore, the MRF personnel should strictly adhere to this condition.

3. The accepted material load should be weighed on a heavy dutyweighing platform and the necessary details are to be entered intothe format as given below.

4. After weighing, receive the material in the receiving area / tipping floor (whichshould be well cemented flat surface area, free from dust or any contamination)directly from the incoming vehicle.

5.Transfer the received material on to the sorting platforms (constructed of metalor stone slabs).

6.By organizing workers on the four sides of the sorting table, sort thematerials into major material streams as indicated in Annexure - 3

7. Using trolleys, the above materials in their respective categories should beshifted to another separately identified areas / sheds for secon dary / fine sortinginto further categories, as they will be sent to the recyclers as planned and as perthe market requirements, which should be identified by the MRF operator.

B.The sorted material will be compacted and baled and stored in systematicmanner for transportation to the recyclers

9. Transportation to the recyclers, as per the arrangement with the recyclers /manufacturers.

10. The outgoing materials in baled form will be weighed and entered intoappropriate registers / delivery challans etc.

Management of Sales Proceedings

11 .Appropriate Accountal book / registers / computerized accountals should bekept for verification by the ULB authority.

10. The MRF Operator shall make suitable arrangements for selling off the sortedmaterial and recovering the sales proceedings from the recyclers, so that he willbe able to make weekly payments of agreed upon amount to the workers. Anindicative list of several types of recyclable materials is given below, providingopportunity for the MRF operator to sell the recyclable materials to a wide varietyof recyclers.

Management of the Facility

The 14RF is an independent business entity and ULB will not bear any

responsibility for the liabilities incurred by the MRF operations. As like any other

civil establishment, the issues of issues of theft, human violations, bodily crime

etc., should be reported to the police / appropriate authority and the ULB will not

hold any responsibility for solving / intervening in these issues.

Facility Establishment

1. Land: ULB shall identify a suitable land area, based on the size and type of the

facility the MRF Operator is intending to construct lt is preferable for the MRF

Operator to identify, possess or lease in suitableland within the jurisdictional limits of the ULB. In case, the ULB leases out the

land, it shall be on chargeable basis, as per ULB regulations. MRF is required to

be located closer to existing roads and traffic resulting from the movement of

waste transporting trucks should be considered. In order to prevent cost burden

of transporting the waste, the MRF is preferred to be near and within the urban

areas that generate the dry waste. Buffer zones are preferred for sensitive places

such as schools, hospitals, parks and resldential areas. In those ULBs where

zoning has been done, MRF shall be located in the industrial zone in flat surface

areas oT closeT to a sanitary landfill to facilitate efficient movement of residual or

hazardous materials. Flood prone areas should be avoided

2. Land Development, Erection and construction of Facility shed / Roof,

Flooring: The lvlRF Operator ls required to consider the requirements and plan

the type and size of the facility which one wants to construct, also keeping future

opportunities in consideration. The municipal waste quantities are expected to

annually grow at the rate 5olo The facilities / sheds should be of firmconstruction, using quality roofing materiat and flrm cement flooring The facility

should not be a make shift arrangement. Adequate ventilation, worker / staff

facility such as separate men, women toilets, drinking water, restlng, first aid

facility should be created. The facility will be inspected for minimum essential

requirements before the start of the operations and this will he an essential

condition for awarding the contract.

3.Agreement with Formal Recyclers / Manufacturers

The proposer is required to enter into formal agreements with formally

established and functioning recyclers and manufacturers For qualifying to

operate the MRF facility, the prospective operator(s) are required initially to enter

into sales / purchase agreement with recyclers / manufacturers for plastic, paper,

metal, glass, and electronics and textiles categories.
