Week 1: China's Rise in Global Capitalism and DevelopmentalChallenges (62 items)
This lecture introduces the course and documents the rise of china relative to the globaleconomy following the economic reforms. It identifies some of the strategies leading to thegrowth and raises the question as to whether the recent growth in China representsconvergence around a western model of capitalist development or represents analternative model. The lecture also considers uneven development within China and howthe uneven development translates into China's city-making.

This lecture examines the regional development trend by looking at how the Open Doorreform policies have contributed to the concentration of resources and investment in theeastern coastal region, and how the central government has attempted to address therising concern over time about the lagging central and western regions. Does the rise ofregional disparities a transient phenomenon that will fade away as the wealth tricklesdown? Is uneven development of regions a precondition to economic development thatmay remain permanent? How successful will be the current government policies designedto address regional and social inequalities through an expansion of the domestic market?The lecture reviews existing debates and research findings about inter- and intra-regionaldisparities, and relevant government policies that influenced the changes in the degree ofregional disparities during the last three decades.

The role of the central and local states in economic development and configuringsocio-spatial inequalities is crucial in China. The country's development is perceived toentail economic liberalisation accompanied by political centralisation, with the ChineseParty State holding onto its power while ensuring national stability. Nevertheless,devolution has also resulted in the rise of local state that is described in various termssuch as local corporate state, developmental state or entrepreneurial state. This lectureexamines the process of economic decentralisation and devolution of state power todiscuss the rise of local states in regional development,. The lecture will also discuss thespatial administrative hierarchies and the ways in which central and local states engage inscalar politics in terms of determining and executing national, regional and localdevelopment strategies.

The lecture examines how urban housing and land development has come to be anintegral component of China's speculative urban accumulation, and what impacts it has onpeople's lives. At household level, it discusses the unequal distribution of housing assets,the path-dependent nature of such inequalities, and the meaning of housing ownership inChinese society. With regard to municipal governments, the lecture reviews how housingand land development has come to be an important means to achieve local developmentgoals, and how these immobile properties have become important assets for localaccumulation. The latter aspect has an important significance for urbanisation, asmunicipal governments strive to promote territorial expansion to bring more landresources under their control, and also facilitate urban redevelopment in inner city areas.

This lectureon the political dimension of development and disparity examines how local states inChina and the officials' upward accountability to meet performance targets result in theproduction of a relatively narrow space for local residents' efforts to challenge or changethe course of government schemes. Participation in government-organised orgovernment-sanctioned space as well as in non-sanctioned space will be discussed.Various newly emerging grassroots organisations and their rights claims in urban space arealso to be reviewed, while paying attention to both traditional and more contemporarytypes of disputes ranging from labour struggles to environmental activism.

Guest Lecture by Professor Mick Dunford at the University of Sussex
In the recent past Chongqing Municipality in south-western China has achieved stellarrates of economic growth. It development is a reflection of a model of rapid urbanisationinvolving integrated urban and rural development and including: household registrationreform; the integration of rural and urban markets for land and finance; integrated urbanand rural planning, infrastructure provision and services including urban renewal, publichousing, rural social security and poverty alleviation and development. The ambition ofthis model is to combine equity and efficiency promoting people's livelihoods and reducingthe 'three gaps' between rural and urban areas, different regions, and rich and poorpeople. The model however also demonstrates the centrality of geographical perspectivesthat emphasize the integration, synthesis and co-ordination of the multiple drivers ofurbanization that this paper also seeks to conceptualize in a novel manner.
