Vijayadashami : 22 October, 2015Vijayadashami also known as Dussehra or Tenth day

of Navratri is one of the most important Hindu festivalscelebrated in various forms, across India, Nepal, Sri Lanka,and Bangladesh. The name Dussehra is derived fromSanskrit Dasha-hara literally means Dashanan Ravan(Dasha is the name of Ravana and Hara (defeat)) referringto Lord Rama’s victory over the ten-headed demon kingRavana.

The day also marks the victory of Goddess Durga overthe demon Mahishasur. The name Vijayadashami is alsoderived from the Sanskrit words “Vijaya-dashami” literallymeaning the victory on the dashami. Vijayadashami is celebrated on the tenth day of the month ofAshwin according to the Hindu luni-solar calendar which corresponds to October of the Gregoriancalendar. The first nine days are celebrated as Maha Navratri and culminates on the tenth day asDussehra. As per Hindu religious texts, on this day in the Treta Yug, Lord Rama, killed Ravana whohad abducted Goddess Sita to Lanka. Lord Rama had performed Chandi Homa and invoked theblessings of Goddess Durga, who blessed Rama with secret knowledge of the way to kill Ravana. Onthe day of Ashvin Shukla Dashami, Rama defeated Ravana and rescued Sita. Thus it is termed asVijaya Dashami.

As per the religious texts the world was crushed under Mahishasura’s tyranny, the Devas joinedtheir energies into Shakti, a single mass of incandescent energy, to kill Mahishasura. A very powerfulband of lightning emerged from the mouths of Brahma, Vishnu and Shiva and Goddesses Durga afemale virgin with ten hands appeared. All the Gods gave their special weapons to her. Riding ona lion Durga fought Mahishasura. The battle raged for nine days and nights. Finally on the tenth dayof Ashvin shukla paksha, Mahishasura was defeated and killed by Durga. Hence Dasha-Hara is alsoknown as Navratri or Durgotsav and is a celebration of Durga’s victory.

In most of northern India and some parts of Maharashtra, Dashahara is celebrated more in honourof Lord Rama. During these 10 days many plays and dramas based on Ramayana are performed.These are called Ramlila. In Jharkhand, Bengal, Assam and Odisha, the goddess Durga, is worshippedfor ten days. In major Shakti Peethas Puja is observed with rituals for a period of 16 days, known asShodasa Upachara. In Tamilnadu & Kerala the ninth day of the Navratri festival is celebrated asSaraswati Puja.

‘Mahagathbandhan flopsBihar politics is charged up. The state assembly election will determine

the course of politics in the country. The responsibility to stabilize theunstable politics of Bihar has come on the people of Bihar. People have

tested everyone in Bihar. People have seen Lalu raj for fifteen years and alsoseen the BJP supported JDU rule under the leadership of Nitish Kumar.Nitish Kumar was made leader on the shoulders of thousands of Karyakartasof BJP but he got the illusion that he was there on the strength of his ownwhich was not true. Bihar BJP wanted to liberate people from the Jungle raj.The situation in Bihar is such that the Jungle raj against which Nitish Kumarand BJP had led a campaign, today the same Nitish Kumar has ditched BJPand joined hands with Lalu Yadav. The power has so much degraded NitishKumar that people had never hoped for. To remain in power Nitish Kumarapart from Lalu Yadav has taken support of the Congress whom he used tooppose right from his early days in politics. The people of Bihar are clearlyunhappy with Nitish Kumar. People say that while Nitish has ditched BJP,he has also ditched the people of Bihar by joining hands with Lalu Yadav.People had supported Nitish Kumar in 2010 because he was with BJP andopposed to Lalu and Congress. JDU leader consider people fool. JDU hasstooped so low for power. In Bihar people want to give BJP chance to formthe government. People know that BJP has never led the government.Common people want to give NDA a chance. In the last Lok Sabha electionspeople while breaking the caste barriers had voted for Narendra Modi. Thatis why NDA got maximum number of seats in Lok Sabha. The ego of NitishKumar has badly upset the people of Bihar but he has not yet given up hisego. He tried to play Dalit card and show his ‘sacrifice’ to the people. Buthis attachment to power led him to throw away Jitan Ram Manjhi. The socalled love for Dalit was exposed. Lalu ji while supporting Nitish Kumar hasshown his anti-Dalit face to the people of Bihar.

Today Lalu and Nitish are fighting for their survival in Bihar. Having gotdefeated in all the surveys the ‘Mahagathbandhan’ leaders have lost theirpatience. The kind of language the leaders of the ‘mahagathabandhan’ areusing is not only shameful but points to the fact that they have acceptedtheir defeat even before the results have been declared. The people of Biharhave complete faith in the Prime Minister and BJP. Only one voice is comingfrom the land of Bihar – Sabka Saath, Sabka Vikas. Bihar is above caste likefactors now. The young people of Bihar have clearly indicated that this timethere will be BJP-led NDA government. The people of Bihar have earlier alsoshown the country the way to move forward. The five-phase electionstaking place in Bihar will definitely uproot the Mahagathbandhan. As the‘Mahagathbandhan’ has flopped, the Lotus is blooming everywhere inBIhar.

‘Bihar’s poor would have homesand electricity by 2022’

In his first rally in Bihar since electionswere announced, Prime Minister ShriNarendra Modi made a strong pitch fordevelopment in Banka on 02 October, pointing

to how neighbour Jharkhand, ruled by theBJP, had jumped many places to now beranked number 3 among Indian states in aWorld Bank survey.

“15 years ago Jharkhand was a part ofBihar. After Jharkhand chose a BJP-led NDAgovernment, it has progressed much. In thelast World Bank economic survey Jharkhandwas ranked 29th, Bihar 27th. This time, Biharis still no 27, Jharkhand is 3,” PM Shri Modisaid.

The PM was speaking in Bihar’s Naxal-affected Banka, which he said no PrimeMinister had visited for as long as anyone canremember. “I appeal to the youth who havetaken to the gun for Naxalism - the bulletbrings only destruction. The ballot bringsdevelopment,” the Prime Minister said,adding, “Bihar has seen feudalism, casteism,capitalism, and nepotism...everything. Foronce, vote for development.”

Even his customary attack on ChiefMinister Nitish Kumar - who is leading a

three-party coalition against the BJP - was forwhat he called cheating Bihar’s people by notbringing them the development they need.

“In the last elections had the current ChiefMinister not promised you electricity? Did hegive you electricity? Did he not cheat you?”asked the PM. The crowd roared a, “Yes.”

Prime Minister said a BJP win in theelections, which will be held in five phases

from October 12, willmean two Diwalis forBihar, the, “First, whenelection results aredeclared and the second,on the day of Diwali.”Votes will be counted onNovember 8, three daysbefore the festival oflights.

The PM has promisedBihar plenty of light. Hesaid all the state’s poor

would have homes and electricity by 2022,underscoring that he had mentioned in hisvery first speech in Parliament that hisgovernment would work for the poor.

Ridiculing Prasad’sremarks that it was the “devilunder whose influence” hemade the beef remarks, ShriModi said “so far we werefighting (political rivals)human beings. Now a shaitanhas entered a human bodywhich is after us.

Shri Narendra Modi triedto make a connection with theyouth force and appealed tothem to throw the presentgovernment out of power forthe “development of theState”. “It is only you whocan change the fate of Bihar”,

he said.He also invoked the fear

of the “jungle Raj” of theprevious RJD regime in Biharand said this assembly poll isbeing fought on a “Jungle RajVs Development raj” basis.

He also said that during“jungle raj” the biggestindustry in Bihar was“kidnapping”. “According toa Bihar government reportbetween January to July thisyear there were 4,000 casesof kidnapping in Bihar,” thePM said.

He also slammed theCongress party saying theparty has lost its force andpotential in the State. “These

days the Congress party iscoming in the battle field onlythrough the back-door (withthe support of regionalparties).”

He also reiterated howBihar Chief Minister NitishKumar had cheated the

people of the Stateafter promising 24-hour electricity tothe State during the2010 assembly pollbut “not fulfillingthem yet”. But mygovernment hastaken a pledge toprovide electricityto every village by2022, he said.

Mentioning theRs 1.65 lakh crorep a c k a g eannounced by himearlier, the PM saidhe announced thepackage with all“details, sincerity

and responsibility”. He alsorecalled how both NitishKumar and Lalu Prasad, beingthe railway ministers hadfailed to get the local MungerBridge completed and howthey failed to utilise themoney given from the Centralgovernment to the state fordevelopment.

On the death anniversaryof Jayaprakash Narayan ShriModi also criticized Mr.Kumar and Mr. Prasad sayingthose who once sang paeansof the socialist leader havenow joined hands withCongress which had sent JPbehind bars duringEmergency.

The Bhartiya Janata Partyreleased its visiondocument for the

upcoming Bihar assemblyelections in Patna on 1 Oct,2015. Releasing the party’svision document, UnionFinance Minister Shri ArunJaitley slammed the Nitish-Kumar led ‘Grand Alliance’,saying it’s time to end the‘jungle raj’ in Bihar.

Terming the Congress-JD(U)-RJD allianceopportunistic, Shri Jaitleysaid that “politicalconsistency” is not the virtueof any of the participants ofthis alliance.

He said all these threeparties had failed the peopleof Bihar. “We need to rescueBihar from backwardness.Congress, JD(U )and RJD haveruled Bihar for 68 years buthave not done much for it.Our vision document is acharter for development,”Shri Jaitley said.

He further said, “Youthsfrom Bihar move to otherstates looking for jobs. Wewant to bring an end to it”.

Citing BJP’s developmentcredentials, the UnionFinance Minister said“Madhya Pradesh was amongBIMARU states - there wereno roads, no electricity. Butthe BJP government changedit in the last 15 years.”

September 2015 said that Bihar Chief MinisterNitish Kumar, has backstabbed the NDA by

Shri Shah said the BJP had given aleadership role to Nitish Kumar in the NDAand assisted him throughout, even at the costof insult to BJP workers to prevent return of‘jungle raj’ in Bihar. “But, in tune with hisbehaviour he stabbed BJP in the back andjoined hands with Lalu Prasad for the sake ofpower,” he said, and asked BJP workers tospread the truth among voters.

Shri Shah also targeted RJD supremo LaluPrasad for trying to create a controversy overreservations for backward castes and dalitsand asserted BJP was not against quotas for

them. “Lalu Prasad is nowadays talking aboutreservation for backwards and dalits andaccusing the BJP of intending to endreservation which is not true. BJP has been infavour of reservation for backwards and dalitssince the promulgation of Constitution and isnot in favour of any review,” he said. The BJPPresident accused Prasad of harping on theissue to “divert the attention of voters fromthe issue of jungle raj.”

Addressing a BJP workers’ conference atBegusarai, the BJP President said the Modigovernment attached great importance tonational security, which will never becompromised. “Rahul Baba - no one dares toslaughter our soldiers. If anybody engages ina misadventure, we enter Burma’s bordersand our forces take them out, that’s whatNarendra Modi’s government is all about.“You wouldn’t understand this because youhave got your standpoint from your mother’sside of the family,” he said, apparentlyreferring to the army’s counteroffensiveagainst insurgents along the Myanmar borderin June following the killing of 18 soldiers inan ambush in Manipur.

Shri Shah said development topped BJP’spoll agenda in Bihar and lauded the progressmade by BJP-ruled Madhya Pradesh, Gujaratand Chhattisgarh. He promised if the NDAwas voted to power in the state, itsgovernment would ensure 24-hour electricityand huge investment in Bihar so youth do nothave to go to other states in search oflivelihood.

BJP workers from 11 districts participatedin the conference which was also attended byUnion Minister Shri Ananth Kumar and othersenior leaders.

Nitish can’t develop Bihar bycarrying Lalu and Congress

Addressing the BJP workers’ conferencein Muzaffarpur, on 04 October BJP

National President Shri Amit Shah said chiefminister Nitish Kumar won’t be able to bringdevelopment to Bihar by carrying two allies,Congress and RJD, on his shoulders. “TheCongress had presided over scam to the tuneof Rs 12 lakh crore during the UPA rule at theCentre and the RJD had presided over ‘jungleraj’ during its 15-year rule… how can NitishKumar bring development to Bihar by carryingthese two allies on his shoulders,” Shri Shahtold party workers at Nehru Stadium inMuzaffarpur town.

Urging the electorate of Bihar not to getswayed by the bluff of senior JD(U) leader,he warned that Bihar would end up with‘jungle raj – 2 in the event of the grandsecular alliance coming to power.

In a attack at the JD(U) leader, the BJPNational President accused him of being amaster of ‘politics of betrayal’ saying that hewill not remain faithful to Bihar and its peoplegiven his penchant of betraying the socialisticons, namely Ram Manohar Lohia and JaiPrakash Narayan, BJP and lastly Jitan RamManjhi.

Kumar broke alliance with the BJP andbetrayed the mandate from the people for hissheer greed for the post of prime ministerand joined hands with the RJD supremoagainst whom he had fought all his life andlater had no remorse in co-opting Congressagainst whom the socialist icons, Ram

Manohar Lohia and Jai Prakash Narayan, hadstood for all their lives, Shri Shah said.

Describing Kumar as a habitual betrayer,Shri Shah said the former took no time inbecoming chief minister on the shoulders ofthe RJD supremo after junking the BJP despitethe fact that the BJP workers had toiled hardagainst the RJD’s ‘jungle raj’ and made himthe chief minister of Bihar in 2005.

He held the RJD supremo and the JD(U)leader collectively responsible forbackwardness of Bihar by ignoringdevelopment in pursuit of caste politics anddynasty rule and promised that the BJP-ledcoalition will retrieve old glories of the statein the event of being elected to power at thehustings.

“We could have made himthe PM candidate, but did notdo so as his party hadpresence in only one state—Bihar— and nowhere else,”the BJP President said andalleged that Kumar wasfantasizing like ‘Mungeri Lal’,a character of a televisionserial of the 1990s who wasknown for day dreaming.

The BJP President saidKumar cannot bringdevelopment to Bihar withLalu Prasad, the architect of‘jungle raj’ and Congress,which was rocked byallegations of corruptionduring UPA rule at the Centre- on either side of hisshoulders.

The backwardness ofBihar could be gauged fromthe fact that the people hadto go outside for ‘padhai’(education), ‘kamai’(livelihood) and ‘dawai’(medical treatment) as thestate lacked higher educationinstitutions, employmentopportunities and qualityhealth services, he said.Claiming that Bihar has beenruined and pushed intobackwardness in post-independence era in which

the Congress ruled for 40years, RJD for 15 years andJD(U) for 10 years, Shahappealed to the electorate togive the BJP-led coalition onechance to rule the state andpromised to make it ‘NumberOne’ state of the country.

Stating that crime andcorruption don’t go hand-in-hand with development, Shahclaimed that Bihar would get‘jungle raj - 2’ if the ‘GrandSecular Alliance’ got themandate at the hustings.

A clear victory is predicted for the BJP-led NationalDemocratic Alliance in the Bihar assembly polls, with it set towin 147 seats in the 243-member house, according to a surveyby Zee News and “Janta Ka Mood”.

The grand alliance of Janata Dal-United, Rashtriya JanataDal and Congress is predicted to lag with just 64 seats. Therewere 32 seats where fight would be very close, said thesurvey. According to the survey, the NDA is predicted to get53.8 percent votes and the grand alliance 40.2 percent votes.Others are expected to get six percent votes.

The survey said that NDA would do well in the electionfor 49 seats on October 12 and is expected to get 53.8 percentof votes while the grand alliance is expected to get 40.1percent of votes. It said that the NDA has a clear lead overthe grand alliance in the other four phases also, and is alsolikely to win maximum seats in the Maoist-affected areas.

“From Arrah to Sitamarhi, the NDA is likely to get 54.6percent votes while the grand alliance 39.7 percent of votes,”the survey said. It said that in Nalanda, the home district ofChief Minister Nitish Kumar, there is very close fight butNDA with an expected 48 percent votes has a slight edgeover the grand alliance which is predicted to get 44 percentvotes. The release said that the survey was conducted in all243 assembly segments on September 29 and 30.

Polling will be held in Bihar in five phases betweenOctober 12 and November 5. The counting will take place onNovember 8.

Union Governmentcollected Rs 4,147crore during the 90-

day black money disclosurecompliance window, which ishigher than the previouslyannounced amount of Rs 3,770crore, Revenue SecretaryHasmukh Adhia said on 05October 2015 in New Delhi.

He said while the totalnumber of disclosures is 638as stated last week, the totalillegal foreign assets broughtto book stands at Rs 4,147crore.

The government’s totaltax receipt from the blackmoney declared during thewindow will be Rs 2,488.20crore.

The government had onOctober 1 declared that a totalof Rs 3,770 crore of blackmoney was declared duringthe compliance window. This,was based on preliminarycount of the declarationsmade.

After taking into accountthe declarations that came inenvelops, the total numbercomes to Rs 4,147 crore, theenvelops had been countedbut the declarations in themwere not reflected in theOctober 1 figure.

The one-time 90-daycompliance window providedto holders of undeclaredforeign assets endedSeptember 30. It provided anopportunity to foreign assets

holders to declared assets,pay a total of 60 per cent taxand penalty and escapestringent provisions of thenew black money law.

He said under the ForeignAccount Tax Compliance Act(FATCA), signed with the US,India has already startedgetting information. “Wealthof information has come fromUS,” he said. He said as manyas 132 prosecutions in 43 casesout of the HSBC Swiss listhave been filed.

Noteworthy, the window,created under the new anti-Black money Act, saw a hecticrush on the last day asdeclarants made a beeline tomeet the deadline at the onlyI-T office designated here forthe task.

“Black Money(Undisclosed Foreign Incomeand Assets) and Impositionof Tax Act, 2015 (the Act) hasbeen enacted to deal with themenace of black moneystashed abroad. “The Act alsoprovided for a compliancewindow for a limited periodto persons who haveundisclosed foreign assetswhich they had not disclosedfor the purposes of Income-tax so far,” the statementadded.

The compliance windowopened on 1st July, 2015 andwas till 30th of September2015. Sources said the officerdesignated to receivedeclarations worked tillmidnight even as the e-filingportal was also open tillmidnight to receive thedeclarations.

India has emerged on topof the foreign directinvestment league table,

overtaking China and theUnited States, according tothe FT data service. A rankingof the top destinations forgreenfield investment(measured by estimatedcapital expenditure) in thefirst half of 2015 shows Indiaat number one, havingattracted roughly $3 billionmore than China and $4billion more than the US,according to the FinancialTimes newspaper. “Withmidyear data on greenfieldFDI now in, 2015 looks to bea milestone year for Indiafollowing its impressiveperformance in 2014,” thearticle in FT said quoting FDIMarkets, a data service of theFT.

The news comes as a shotin the arm for the NarendraModi government which hastaken several steps to attractforeign investment and hashelped revive mood ofinvestors since it came topower in May 2014. Whilethere has been a demand foraccelerating the reformsdrive, the government hasunveiled several initiativessuch as ‘Make in India’ and‘Digital India’ to lureinvestors. India’s deadliest naval warship INSKochi commissioned

INS Kochi isthe second shipof the Kolkata-class (Project15A) GuidedM i s s i l eDestroyers. Thecontract forthree ships ofKolkata classwas signed asfollow-on of thelegendary Delhi-class Destroyers, which werecommissioned into the Navy more than adecade ago, a defence spokesperson said.

Designed by the Navy’s in-houseorganization, Directorate of Naval Design,and constructed by Mazagon Dock Shipbuilders Ltd in Mumbai, the ship is christenedafter the vibrant port city of Kochi. Althoughconceived as follow-on of the earlier Delhiclass, this ship is vastly superior and has majoradvancements in weapons and sensors. Theship incorporates new design concepts forimproved survivability, stealth, sea-keepingand maneuverability.

INS Kochi is packed with an array of state-of-the-art weapons and sensors, with asignificant indigenous component. The shiphas many lethal weapons to her credit whichinclude the successful fitment of verticallylaunched missile system for long distanceengagement of shore and sea-based targets.The ship is one of the few warships of theworld and the second in the Indian Navy tohave Multi-Function Surveillance and ThreatAlert Radar to provide target data to LongRange Surface to Air Missile system.

Noteworthy, India successfully launchedASTROSAT, its maiden dedicated spaceobservatory aimed at undertaking a detailedunderstanding of the universe, and six foreignsatellites, including four from the US, onboardPSLV-C30 from the spaceport at Sriharikota,on September 28, 2015. PSLV was launched inits heaviest ‘XL’ version with six strap-onmotors of the first stage.

Through 30 successful flights during 1994-2015 periods, PSLV has launched a total of 84satellites including the seven satellitessuccessfully launched this time. The vehiclehas repeatedly proved its reliability andversatility by successfully launching satellitesinto a variety of orbits including polar SunSynchronous, Geosynchronous Transfer andLow Earth orbits of small inclination therebyemerging as the workhorse launch vehicle ofIndia. So far, 51 satellites have been launchedby PSLV for customers from abroad.ASTROSAT is India’s first dedicated multiwavelength space observatory.

Besides the Muslims whoconstitute a little

over 11 per cent of thepopulation — and who formedjust about 10 per cent of thepopulation a decade earlier —there are other minorities, theChristians, the Sikhs, theBuddhists, the Parsis, the Jainsand others. Except for theMuslims, none of these otherreligious minorities appear tohave any sense of insecurity orof being unfairly treated; none atany rate has ever voiced anygrievance on the score of a non-secular attitude being displayedtowards it by the majoritycommunity. The Muslims whoclaim to have genuine grievancesagainst the majority communityand the Government, State andCentral, have unfortunatelynever set out these grievances inprecise terms. They havecertainly not attempted toindicate clearly what they wouldlike to be done. In other wordsthey have no concrete solutionto offer. It becomes incumbent,therefore, upon all of us to givesustained thought to thisproblem of winning theconfidence of the Muslimminority.

In a plural society, the unityand integrity of a country can beensured through a steady process

of assimilation and integration.This process should be at thecultural and social levels,without affecting theindividual’s religious beliefs. Ifassimilation is not found to befeasible for any reason, the onlyalternative is to take steps toensure the unity and integrity ofthe country through a consciousdecision on the part of allconcerned, the majority as alsothe minorities, to live amicablytogether, respecting, and indeedprotecting, each other’s religiousand cultural values andpractices. In India both processesare at work in respect of all theminorities. It is suggested thatbecause Islam is a world religion,Muslims find themselves tornbetween two loyalties, loyalty totheir country, and loyalty to their

religion to which people of manycountries claim adherence.Christianity like Islam is also aworld religion. This has nevercreated any problem forChristians, of whateverdenomination they may be, inacting as loyal citizens of thecountry of which they arecitizens. There should be noreason for Indian Muslims to feeldifferently or experience anydifficulty in doing likewise. It isfor the Muslims to resist theefforts which it is well-knowncontinue to be made, to sowseeds of dissatisfaction in theirminds.Away from theMainstream

Secular India makes itpossible for Indian Muslims tolive in amity and cooperation asequals with the non-Muslimmajority. Not only is all thisassured through constitutionalprovisions, but the country’sdemocratic system gives theIndian Muslim everyopportunity of growing anddeveloping. In spite of all thesefacts, it cannot be disputed thatMuslims remain unconvincedand in justification of theirdistrust point to the occurrenceof communal riots every now andagain in different parts of thecountry, to their relatively

smaller representation in allGovernment services, includingthe police and the armed forces,to their relative backwardness ineducation and to their poverty. Itcannot be asserted that anydeliberate hurdles are placed intheir path and yet backwardnessamong them persists. If weanalyse this further, we discoverthat for some reason or the othermany Muslims in the countrychoose to cut themselves off fromthe mainstream of social changeand progress, they persist withMadrassah education to theneglect of general education for

their children, they discouragefemale education and generallypursue methods which cannotbut act as a hindrance in theirmarch towards socialadvancement. It is time theMuslims did some searching ofthe heart and sought honestlyfor a policy, a course of actionwhich would take them forwardin step with the rest of their fellowcitizens.

It is indeed necessary for allconcerned to analyse in depthwhat concerted and sustainedsteps should be taken to helpMuslims effectively and toensure the community’s rapidprogress. The question that mustbe asked is why it is that theMuslims themselves are unableto see that they are pursuing acourse which can only lead towidening the gap between

themselves and the moreadvanced sections of Indiansociety. The Muslims must beencouraged to shed the variouscomplexes engendered byhistorical circumstances andevents that inhibit them and torealise that they too can enjoy allthe social advantages of othercommunities and take theirrightful place in our society. Wemust never forget to acknowledgethat the partition of the countryhad the most seriouspsychological effect on theMuslims left behind. For onething, apart from the Muslims

residing in the areas whichbecame Pakistan, large numberof Muslims from other parts ofIndia also chose to migrate toPakistan and these happened inthe main to be the most advancedmembers of the community whohad held high positions in civiland military services, inacademic institutions and whohad been successful in trade andindustry. This meant that a majorqualitative depletion in thestrength of the community wascreated immediately on partitionand this constituted a seriousproblem not only for the Muslimswho remained behind but alsofor the country as a whole. Leftwith a fraction of its formerimaginative and able leadership,and with no similarly ableleadership thrown up the IndianMuslims unfortunately were

unable for several years afterpartition to join the mainstreamof national activities. Themajority community in turnneglected to compensate for thelacunae and considered thisminority community’s inactivityas suggestive of indifference tothe country and its problems.Politicians FanningFlame of Communalism

It is now 30 years sinceIndependence and by now weought to have found a satisfac-tory solution. If we have failed todo so, and the majoritycommunity and this minoritycommunity are still unable torepose faith in each other, it issurely incumbent on all of us tomake still greater efforts to findout why this is the case. We arepeople of one country and haveto live and work together for thegreater prosperity of our countryand ourselves. Still greatermeasures of tolerance andunderstanding are called for. Inmy view, there is nothing moreimportant than a secular attitudeto help this process. Allconcerned must sincerely acceptthe need for such an attitudetowards each other and in thesolution of our commonproblems. Commu-nal incidentsshould not be made the occasionfor mutual recriminations andexchange of diatribe but rathersuch incidents should behandled firmly andexpeditiously, and all who areinvolved, whatever be theirstatus, should be dealt withseverely and in a salutarymanner so that everyone mayknow that justice will be visitedupon all who disrupt the peaceregardless of caste or creed. Mostcommunal incidents are not

planned but originate from some smallor trivial incident, which, if not dealtwith immediately, escalates rapidly,because of the underlying mutualdistrust, and the tendency to jump to theconclusion, without inquiry, that acommunal riot has started. Rumour andpanic take a firm hold in such a situationand before one realises what ishappening, a major disturbance isunderway. If we could only succeed inremoving distrust and implant in ourpeople instead a genuine secular feelingand attitude, there would be much lessreadiness to jump to conclusions anddiscredit the other community.Secularism is something that requires tobe sedulously nourished. Instead offanning the flame of communalism,which our political leaders in particularhave no hesitation in doing and that tooin the name of secularism, they must,with a greater sense of responsibilitytowards the weaker sections of oursociety, see that positive measures aretaken to reduce and eliminate tensionand distrust.

Secularism is vital for India’sdevelopment. This is accepted by allright-thinking people and every citizenfeel he enjoys the rights and privileges ofcitizenship, no less than any other,regardless of his religious faith. Whathas not yet happened is that secularismhas not yet come to be equated withnationalism which it must if it is toacquire the necessary emotional appeal.India has chosen the course ofsecularism — the only moral course opento it and despite the many minor lapsesin the past in its attempts to steer true tothis course, it has, by and large,progressed successfully. It will however,now depend upon the foresight andstatesmanship of those who lead thecountry in future as to whether we canhold this course long enough to steerclear of the murky shallows ofcommunalism into the clear brightwaters of a truly egalitarian and secularsociety.

passed away on 29th Sept2015 at the age of 82 yearsin Mumbai (Maharashtra).Popularly known asRambhau he breathed hislast at his native villageKalyan after a prolongedillness. He was the Lt.Governor of Andaman &Nicobar Islands during2004- 2006, a turbulenttime due to thedevastating tsunami thathit the islands on 26

December 2004. Born on 1st December, 1933 in Nasik,he lost his parents at an early age and was brought upby his elder sister. After completing his MA and LL.Bfrom Bombay University, he made his name as aneducationist, writer, political and social worker. Heworked as a lecturer in Sanskrit and Marathi in DGRuparel College, Mumbai before joining politics.

He was a man of great compassion and worked forthe welfare of the poor and downtrodden. He initiatedthe first de-addiction programme in Port Blair foralcoholics. It was during his time the Swatantra Jyotcame up in the Cellular Jail and a new gallery on theFirst War of Indian Independence. With the sad demiseof Prof Ram Kapse party has lost a great organizer-leader and an ideal elected representative. He wasleader of BJP Legislative Party in 1990 in Maharashtraassembly and was also elected to parliament.

In a condolence message BJP National VicePresident Shri Vinay Sahasrabudhhe has said,” ProfKapse belonged to the old generation of politicians forwhom politics was not a full-time vocation. He wasone of those who painstakingly built the strongfoundation for Jan Sangh and later the Bharatiya JanataParty. Both as Member of Parliament and also as Lt.Governor, he essentially remained an illustrious publicservant. Through his herculean efforts as Lt. Governorof Andaman-Nicobar at the trying times of Tsunami inpro-actively handling relief and rehabilitation, he setnew standards. For long, he will be remembered as ascholar-politician. In his opening remarks at the meeting, thePrime Minister said, “We live in a digital age.The global economy is changed, with newengines of growth, more widely dispersedeconomic power and widening wealth gap.

Trends in demography, urbanization andmigrations are posing new challenges. Climatechange and terrorism are new concerns. Cyberand Space are entirely new frontiers ofopportunities and challenges. much has changed in the state. “I am cominghere after almost 25 years and I am seeing alot of changes including new faces.”

Shri Modi said the world should stopdifferentiating between “good terrorism andbad terrorism”. “The UN is celebrating its70th anniversary but till now it has not beenable to arrive at a definition for terrorism. Ifdefining it takes so much time, how manyyears will it take to to tackle terrorism,” hesaid.

“Humanist forces in the world will haveto put pressure so that it is decided in blackand white what is terrorism. Since there is nodefinition, talk about good terrorism and badterrorism is going on. We cannot protecthumanity with this good and bad terrorism,”Shri Modi said, adding that “terrorism isterrorism”. He said terror and global warmingwere the two big threats the world was facing.

Addressing thousands of Indian-Americans at the SAP Centre in San Jose, ShriModi made remarks against corruption andsaid corruption during the previousgovernment’s time had triggered angeramong people, Shri Modi said, “In our countryit doesn’t take much for allegations to comeup against politicians. Someone made Rs 50crore, someone’s son made Rs 250 crore,daughter made Rs 500 crore; damaad (son-in-law) made Rs 1,000 crore.”

Highlighting how he had opened a newsilent front against corruption, he saidAadhaar cards had helped weed out five crorefake gas connections and subsidy was nowbeing given only for 13 crore units. This, hesaid, led to a saving of at least Rs 19,000crore. He added that 30 lakh people had givenup their gas subsidy under the Give It Upcampaign.

Recalling the Ghadar movement in the USby Sikh migrants in the early 20th century, hesaid, “If those who came to work on thefarms then wanted to do something for theIndependence movement, the youth of todaywant to work for alleviating poverty backhome.” The speech also mentioned the firstIndians who made a mark in West Coast,

including Jayaprakash Narayan, who studiedin California.

“The world now accepts that this centurywill be India’s. And this has happened notbecause of me, but the 1.25 billion Indians,”he said, adding that India has now movedfrom the fringes to become the focal point.Often having to pause for the cheering crowdto settle down, Modi said his confidence inthe country stemmed from the fact that Indiawas young. “A country with 800 million youthand 1.6 billion young arms cannot be heldback,” he said.Joint Press Briefing with US President

PM at the Summit on Peace OperationsIndia’s commitment to UN Peacekeeping

remains strong

Addressing the UN Summit on Peace OperationsPM Shri Narendra Modi said the foundations ofthe United Nations were laid by the brave soldiers

on the battlefields of Second World War. By 1945, theyincluded 2.5 million men of the Indian Army, the largestvolunteer force in history. More than 24000 lost their livesand nearly half of that went missing. The legacy of thatsacrifice is shared by three countries present here. Theyremain today among the largest contributors to the United

N a t i o n sPeacekeepingOperations.

O v e r1,80,000 Indiantroops haveparticipated inU Npeacekeepingmissions -more thanfrom any othercountry. Indiah a sparticipated in48 of the 69U N

peacekeeping missions so far. 161 Indian peacekeepershave made the supreme sacrifice while serving in UNmissions.

He said India was the first country to contribute aFemale Formed Police Unit to UN Mission in Liberia.India has been providing training to peacekeeping officersfrom a large number of countries. Till date, we havetrained nearly 800 officers from 82 countries.

He said India’s commitment to UN Peacekeepingremains strong and will grow. We have announced newintended contributions that to the UN PeacekeepingOperations. These include additional battalion of up to850 troops in existing or new operations; additional 03Police units with higher representation of femalepeacekeepers; commitment to provide critical enablers;deployment of technical personnel in UN missions; and,additional training for peacekeepers at our facilities inIndia and in the field.

September 23rd, 2015, and heldbilateral talks with the PrimeMinister of Ireland, Mr. EndaKenny. Shri Narendra Modiwas received on arrival atDublin Airport by Mr. LeoVaradkar, the Irish Minister forHealth. He was later warmlyreceived by the Prime Ministerof Ireland, Mr. Enda Kenny, atthe Government Buildings inDublin.

The Prime Ministerpresented to Mr. Kenny,reproductions of a selection ofmanuscripts and paperspertaining to two Irish officials,Thomas Oldham and SirGeorge Abraham Grierson, inrecognition of theircontributions in India. The Irish Prime Ministerpresented to Shri Narendra Modi, an Irelandcricket jersey, and a “hurling” kit. Hurling isone of the major sports in Ireland.

In their opening remarks during theworking luncheon, both leaders noted that anIndian Prime Minister was visiting Irelandafter nearly 60 years.

Shri Modi referred to the common sharedvalues between the two countries. Hementioned the friendship betweenRabindranath Tagore and W.B. Yeats.

Shri Modi made a strong pitch for closerpartnership and cooperation between the twocountries. The two sides exchanged views ona broad range of international challenges,including terrorism, radicalization, and the

situation in Europe and Asia. The PrimeMinister sought Ireland’s support for thereforms of the UN Security Council within afixed time frame.

He also sought Ireland’s support forIndia’s membership of the NSG and otherinternational export control regimes.

The Prime Minister later interacted withmembers of the Indian community in Ireland.20 Irish students of the John Scottus school, alocal school which teaches Sanskrit, recitedSanskrit shlokas to welcome the PrimeMinister. Earlier this year thePrime Minister hadlaunched the Micro

Units Development andRefinance Agency Ltd.(MUDRA) to fund theunfunded section of thesociety. There are 5.7 croresentrepreneurs in theunorganised sector who areresponsible for creating 11crore jobs. There areestimated 24 crore families inIndia. Thus at the bottom ofthe economic structure werethese unfunded sections of thesociety. They were dependentupon money lenders for loanon an exploitative rate ofinterest (24% to 36%). India’sindustrial, service andagricultural sector are still notstrong enough to absorb themin the employment.

Mundra Yojna has nowbeen launched. There are 120partners which includes publicsector banks, private sectorcommercial banks, regionalrural banks, NBFCs and MFIs.In the current financial year2015-16; a total amount ofRs.1.22 lakh crores will begiven to these unfundedsections of the Indian society.The three categories of loansare; Shishu – upto Rs. 50,000,Kishore – Rs. 5,00,000 andTarun – Rs. 10,00,000. ThisYojna will continue for thenext few years. The targetedbeneficiaries are six crorepeople who need to be

developed into India’s smallentrepreneurs. They will allbe issued Debit Cards, whichwill allow them withdrawalof money through ATMs.

These people cannotafford securities and hencethe requirement of furnishingsecurities will not applicablefor loans to them. These loanswill not be given on thestrength of personal andpolitical connections butlinked to the businessproposals of these potentialentrepreneurs. At a function

in rural Delhi I launched acampaign on the 25thSeptember, 2015 in support ofthe Mudra Yojna. This wasorganised by the PunjabNational Bank. Vegetablevendors, small shop-keepers,women associated withBeauty Parlours & Boutiques,Mechanics, Electricians, andPlumbers etc. were among thebeneficiaries.

Already Rs. 24,000 croresof loans have beendistributed. There are 37 lakhbeneficiaries as of today. Ianticipate that this year thenumber of beneficiariescrossing 1.5 crores. Thisnumber will increase yearafter year. Past experience hasindicated that the recoveryrate for such micro financeand similar loans isexceedingly high and thedefaulter are few.

India may not be able toprovide employment to all butour economy will strongenough to provide resourcesto the weakest to enable themto be self-employed and self-dependent. The model of thepresent Government is not togive “Buksheesh” but toenable people to make themeconomically self-sufficientand live a life of dignity.MUDRA scheme will be agame changer over the nextfew years.

180 KW capacity rooftop solarpower plant for the DistrictCourt in Khunti, Jharkhand.Addressing a large gathering,which included large numbers

He expressedhappiness at the largegathering of people both inKhunti and in Dumka, andsaid this shows how keen thepeople of Jharkhand are fordevelopment. The PrimeMinister complimented theState Government and peopleof Jharkhand, for theremarkable progress made bythe State in “ease of doingbusiness,” as reflected by theWorld Bank in a recent report.

He announced that 42lakh people have been givenloans under Pradhan MantriMudra Yojana so far, and atotal of Rs. 26,000 crore havebeen disbursed. He said thiswill help small entrepreneursexpand their businesses, and

escape the clutches ofmoneylenders. He saidthere were 20 lakh womenamong the beneficiaries.

Shri Modi said 31 lakhpeople had surrenderedtheir LPG subsidy so far,under the “Give it Up”campaign.

Handing over newLPG connections to 3 BPLfamilies, the PrimeMinister thanked all thosewho had given up LPGsubsidy, so that it couldbe given to the poor who

needed it the most.The Prime Minister also

launched online, a project forthe conservation anddevelopment of historicMaluti temple complex inDumka district.

and co-operation agreements.During the third Inter-Governmental Consultations(IGCs) with India on 05October 2015, Germanycommitted an investment ofover 1.4 billion Euros(approximately $1.5 billion) inIndian solar power projectswhile India promised anatmosphere conducive toinvestment by Germancompanies.

The new investmentcommitment announced byGermany is in addition tomore than 1 billion Euros thatit has committed to a green-corridor project in India. “We

have agreed on India-GermanClimate and RenewableAlliance with a long-termvision and a comprehensiveagenda of cooperation. I placegreat value on Germany’sassistance of over one billionEuros for India’s Green

Energy Corridor and a newassistance package of over abillion Euros for solar projectsin India. We also intend todeepen research cooperationin clean and renewableenergy, and energy efficiency.To contain temperature rise,we must also change ourtemperament,” said PrimeMinister Shri Narendra Modiafter the talks.

Ms Merkel complimentedShri Modi for the “speed” inwhich he is pushing variousinitiatives. “We honour thatyour Prime Minister hasambitious programmes for thedevelopment of your country

and for the economic build-up and Germany is fullyinterested to be your partnerand supporter,” Merkel said.

Germany also hoped thatIndia will soon startnegotiations with EuropeanUnion of the Free TradeAgreement. In this regard,Shri Narendra Modiexpressed concerns overrestrictions on 700 Indiandrugs in international marketand the impact of this onIndian pharmaceutical sector.

He urged Merkel to useher influence to see India isnot unnecessary penalised bythe regulatory bodies. “Wesee Germany as a naturalpartner in achieving ourvision of India’s economictransformation. Germanstrengths and India’spriorities are aligned. Ourfocus tends to be on economicties. But, I believe that in aworld of seamless challengesand opportunities, India andGermany can also be strongpartners in advancing a morehuman, peaceful, just andsustainable future for theworld,” Shri Modi said.

The two sides signed 18pacts for cooperation invarious fields includinghigher education, civilaviation, railways,agriculture, security and foodsafety. Putting an end thedispute over teaching ofGerman language in CentralSchools, the two sides alsosettled for an agreement for

teaching of languages. Indefence sector, Germany hasshown interest in materialtechnology and Navy-to Navycooperation. German companieswill be participating in thetenders for submarines forIndian Navy. German defencecompanies also have greatinterest in investing in Indiaunder Make in Indiaprogramme. India findsGermany as an importantpartner for its developmentinitiatives, like Skill India, Makein India, Digital India, CleanGanga, etc.

On global issues, Germanytoo has a strong say particularlyand India is looking for itssupport on every forumincluding climate change. Thetalks between PM Shri Modi andMs Merkel also encompasseddiscussion on Pakistan andterrorism concern for India,situation in Afghanistan, WestAsia, Syria, Ukraine, IndianOcean and South China Sea.They also discussed issues ofclimate change.

“This is an area where wehave convergence of views andrapidly growingcooperation…We look forwardto a concrete outcome at COP21in Paris that strengthens thecommitment and ability of theworld, especially of poor andvulnerable countries totransition to a more sustainablegrowth path,” Shri Modi said.

On 06 October, PM ShriNarendra Modi accompanied MsMerkel to Bangalore where theyhave attended meeting of abusiness forum and visit factoryof Bosch.

Union Minister of Road Transport & Highways andShipping Shri Nitin Gadkari launched the GreenHighways (Plantation, Transplantation, Beautification

& Maintenance) Policy, 2015 at a function organized in NewDelhi on 29 September 2015. The aim of the policy is topromote greening of Highway corridors with participationof the community, farmers, private sector, NGOs, andgovernment institutions.

Speaking on the occasion, the Minister said that 1% ofthe total project cost of all highways projects will be keptaside for the highway plantation and its maintenance. He

said that about Rs. 1000 crore per year will be available forplantation purpose. He also said that this policy will generateemployment opportunities for about five lakh people fromrural areas.

He added that there will be strong monitoringmechanism in place by using ISRO’s Bhuvan and GAGANsatellite systems. Every planted tree will be counted andauditing will be done. The agencies performing good willbe awarded. He called for suggestions from people forsmooth implementation of the policy. He also asked thestate governments to start programmes on similar lines.Shri Gadkari said that 1200 road side amenities will also beestablished. The Green Highway Policy will help in makingIndia pollution free, the minister added. It will also help incurtailing the number of road accidents in India. He saidthat the vision of the policy is to provide dignifiedemployment to local people and communities.

It is true that he was theearliest preacher to theIndian races, he was the

first to renounce everythingin order to attain to the higherrealization of life, beforeothers could reach to the idea.It was not his fault that hemarched ahead of the othercastes. Why did not theother castes so understandand do as they did? Whydid they sit down and belazy, and let theBrahmanas win the race?

But it is one thing togain an advantage, andanother thing to preserveit for evil use. Wheneverpower is used for evil itbecomes diabolical; it mustbe used for good only. Sothis accumulated culture ofages of which the Brahmanahas been the trustee, he mustnow give to the people, andit was because he did notopen this treasury to thepeople, that the Muslimsinvasion was possible.

It was because he did notopen this treasury to thepeople from the beginning,that for a thousand years wehave been trodden under theheels of everyone who choseto come to India; it wasthrough that we have becomedegraded, and the first taskmust be to break open thecells that hide the wonderfultreasures which our commonancestors accumulated; bring

them out, and give them toeverybody, and the Brahmanamust be the first to do it.There is an old superstitionin Bengal that if the cobra thatb i t e s ,

sucks out his own poison fromthe patient, the man mustsurvive. Well then, theBrahmana must suck out hisown poison.

To the non-Brahmanacastes I say, wait, be not in ahurry. Do not seize everyopportunity of fighting theBrahmana, because as I haveshown; you are suffering fromyour own fault. Who told youto neglect spirituality andSanskrit learning? What haveyou been doing all this time?Why have you beenindifferent? Why do you nowfret and fume because

somebody else had morebrains, more energy, morepluck and go than you?Instead of wasting yourenergies in vain discussionsand quarrels in thenewspapers, instead offighting and quarreling inyour own homes - which issinful - use all your energiesin acquiring the culturewhich the Brahmana has,and the thing is done.Why do you not becomeSanskrit scholars? Why

do you not spendmillions to bring Sanskrit

education to all the castesof India? That is the

question. The moment youdo these things, you areequal to the Brahmana!That is the secret powerin India.

The only safety, I tellyou men who belong to thelower castes, the only way toraise your condition is tostudy Sanskrit, and thisfighting and writing andfrothing against the highercastes is in vain, it does nogood, and it creates fight andquarrel, and this race,unfortunately alreadydivided, is going to bedivided more and more.
