presentation on the Duhig
Rule.

vided numerous examples for
the application of the Duhig
Rule for DOA’s working every-
day owner maintenance.

This the use of the internet and
programs, many of them paid,
like Accurint, DOA’s are easily
able to locate missing royalty
owners and help fill in holes or
gaps that sometimes appear in
chain of title for minerals.
The HADOA March Seminar, an
intimate affair, proved to be
successful on many levels of
information on the Marcellus
areas with great information
regarding Ohio, Pennsylvania
and West Virginia topics such
as Probate, common Title Is-
sues, and

NADOA members are in f r a treat
this year, celebrating the organiza-
tion’s 40th Anniversary. The 2013
NADOA Institute will be held at the
Red Rock Resort and Casino in Las
Vegas, October 3—4.
The Institute Committee is diligently
working to create a superb educa-
tional experience for its members
including new speakers, great top-
ics and entertainment like never
before.
You can visit the NADOA website for
additional details, Institute Regis-
tration and a link to register for your
hotel. Rooms are $170 for this
year’s event and is good for 3 days
prior and post, but only through the
website link.
There are many attractions and en-
tertainment venues to see in and
around the Las Vegas area includ-
ing the beautiful Red Rock Canyon
which is one of the views offered by
the hotel. Other events include
Hoover Dam, Stratosphere roller-
coaster (if you DARE) and so much
more!
The Red Rock Resort and Casino is
located approximately 20 minutes
west of the famous Las Vegas Strip
but the hotel does provide shuttle
service at regularly scheduled
times.
Parking at the Resort is free of
charge in case you are interested in
renting a vehicle to catch some of
the local sights.
So join us in October for great net-
working, educational opportunities
and the celebration of NADOA’s
40th anniversary!

NADOA continues to provide membership with the ability to re-
view for the CDOA exam together in a study group without leaving
your desk. We have had some very successful
webinars in 2012 and continue to push forward in
2013 featuring the authors who wrote chapters for
the new CDOA manual.

tute. Check NADOA’s website for further details.
So, gather together and study and get ready to get
your certification while earning continuing education
credits. We will be putting these recording on the
website so that you can listen to them at your lei-
sure. Get ready to get CERTIFIED!
This is a reminder to CDOA’s—
Please add a recertification point to the
website after attending all HADOA meet-
ings that have Division Order related
speakers. An overall industry speaker
would earn you a non-core point.
**Please remember you have 60 days
from the class date to put in your points!
CONTINUING EDUCATION
Each CDOA will be responsible for deter-
mining and reporting the number of recer-
tification credits appropriate for a semi-
nar/event attended by the CDOA, subject
to audit by the Certification Committee.
Each CDOA must complete a NADOA affi-
davit of attendance and attach a program
schedule, including the date, seminar con-
tent and speakers for each program for
which the CDOA wishes to receive credit.
The affidavit will be completed by the
CDOA and forwarded to the Committee
within sixty (60) days of attendance. The
guiding principle in determining accredita-
tion is that the event clearly assists in the
professional development of a Division
Order Analyst.
Recertification credits may be earned in
areas related, but not limited to, Division
Orders, business, accounting, geology,
ethics, law and computing. To ensure that
the Certified Division Order Analyst main-
tains a high level of knowledge in the du-
ties associated with Division Order admin-
istration, each CDOA must earn twenty-five
(25) recertification credits during the five
(5) year recertification period through par-
ticipation in courses relating to technical
areas of land, title, and contract analysis
as they pertain to Division Order applica-
tions.
1. Eight (8) credits will be awarded for
each full day attendance at the
NADOA Annual Institute. A full day
shall consist of at least six (6) hours of
scheduled time. In the event the Insti-
tute does not cover a full day, credits
will be awarded consistent with Sec-
tion IV.B.2
2. Industry related and other relevant
college courses will be awarded three
(3) recertification credits per semester
credit hour. Written proof of comple-
tion, with a grade of “B” or better, and
accompanying NADOA affidavit of at-
tendance, must be submitted to the
Committee within sixty (60) days of
course completion.
3. Attendance at other education pro-
grams shall receive one (1) credit for
each one (1) actual classroom attend-
ance. The Certification Committee
and the Board of Directors have also
approved the recognition of one (1)
recertification credit for each two (2)
consecutive monthly luncheon pro-
grams, or other regularly scheduled
educational opportunities, with speak-
ers whose program lasts thirty (30)
minutes or longer.

3. Continued: To claim the credit, a
CDOA must present a completed Affida-
vit of Attendance with program outlines
of the speakers’ presentations to the
Certification Committee within sixty (60)
days of the latter presentation to obtain
credit.
4. A CDOA will receive one (1) credit for
each one (1) hour of presentation or
instruction of a paper or article they
have written, limited to four (4) credits
for presenting the same material within
a twelve (12) month period.
5. A CDOA will receive certification cred-
its only once in a twelve (12) month peri-
od for
attendance at identical educational pro-
grams.
6. The Certification Committee Chair-
man, Co-Chairmen, or their designee(s)
may assist in the
pre-determination of recertification cred-
its, upon request. Pre-determination will
be based on the
criteria listed in Section IV.B. Written
confirmation of the pre-determined
recertification credits will be provided
within thirty (30) days of receipt of the
request.
7. Total credit hours claimed for an edu-
cational program are subject to audit,
within six (6) months of submittal, by the
Committee. In the event a
discrepancy occurs between
the hours claimed by a
CDOA and those awarded
based on an audit by the
Committee, the CDOA will
be notified, in
writing, within thirty (30)
days of the audit, of the credits award-
ed. The CDOA may
respond within sixty (60) days, providing
additional documentation. The Commit-
tee will
consider the response at the next sched-
uled meeting of the Committee. Follow-
ing review, the
Committee will notify the CDOA, in writ-
ing, within thirty (30) days, of its final
decision.

Please keep the family of Mil-
dred Bullock Bell in your pray-
ers. Mildred (a/k/a Millie and
Maudie) 80 years young, lost
her battle with cancer on Febru-
ary 17, 2013. Born in 1933,
Mildred began her career in the
oil and gas industry with
Magnoila Petroleum (now Mobil)
in Fort Worth. In addition to
working for Magnolia, she also
worked for Sinclair Crude Oil
company and with Robert
Mosbacher, an independent oil
and gas operator for nine years.
In 1969, Mildred created M. Bell
& Associates, Inc. and became a
CPL in 1981.
Mildred provided numerous
Training Seminars throughout
her career both in Houston and
Denver, helping to educate
DOA’s. She was a resident of
Houston and member of HADOA
for many years before moving to
Denver to be with her daughter
and grandchildren in 1998
where she remained active in
DADOA (Denver Association of
Division Order Analysts). Millie
was a charter member of
HADOA, NADOA, AAPL, served
on the board of DADOA, award-
ed the DADOA Presidents Coun-
cil Award in 2002, the NADOA
Lifetime Achievement Award in
2003 and honored at the Den-
ver Association of Petroleum
Landmen, finally retiring to trav-
el in 2007.
Mildred Fay Bullock Bell’s life
was celebrated in Littleton, CO
on March 17, 2013. In lieu of
flowers the family wishes for
donations to be made in her
memory to Porter Hospice Foun-
dation and/or in honor of her
doctor. Dr. Mary Jo Schmitz to
the Colorado Ovarian Cancer
Alliance.
The Houston Association of Division Order Analysts was established during the 1980's to service the needs of the Greater Houston Division Order Analysts community. Our objectives include:
