Predatory governments which oppress poor in order toadvance their own power and wealth
Categorized as a fragile state by the international donorcommunity, meaning that it cannot or will not provide corefunctions to the majority of its people. Other countries in thiscategory include Somalia, Sudan, Ethiopia, and Zimbabwe.
