Jean welcomed everyone to the meeting2. Minutes and Matters Arising (25th November 2015)

Minute amendments:Suzanne Pepper clarified that the buses are called CEMAST and not ‘Sea Masters’ as stated in the newsletterMatters Arising:Abi has received posters/leaflets about doorstep crime and will disseminate to HAOPF members for feedback. It was noted that there has been a lot of information about doorstep crime in recent months.Dr Willis: Jean phoned her on behalf of Havant 50+ Forum. Dr Willis has agreed to give some support to the Havant group and has offered to come along to the Forum meeting in the future if the group would find it helpful to hear her talk about older people and loneliness. Agreed that it would be useful for her to come along some time in the future. Graham asked if updates from the Forums can be sent to him so that he can update the website.

The minutes of the last meeting were agreed and signed off.

3. Nicky Millard, Customer Care Manager, HCC Adult Services

Nicky completed a presentation to the group about the proposal for a new information and advice website.Nicky explained that as a response to the Care Act 2014, Local Authorities have a statutory responsibility to provide the community with information and support. This is partially achieved through the information currently available on the websites but it needs improvement. HCC has spent 18th months exploring the possibility of an on line service directory and now have permission to move to procurement.They will be able to purchase an on line model for a service directory and get help to develop it.The new directory will not just be a ‘listings tool’, it will have pages and links to information and advice and will have a directed search element that can give the user suggestions of what may be helpful to them.The aim of the directory is to support practitioners to find support for service users in their local community’s as well as what is on offer at a statutory level. It can be used by 3rd sector organisations and has the potential to be developed at a later stage to include ‘social prescriptions’ from health partners.The directory should be available in 4-6 months time and it will be developed alongside the websites and information that are already available on line, rather than reproducing what is already there.It will not be an HCC website, it will sit on the outside of the organisation and will include a ‘light touch’ assessment tool which may flag if there are additional needs. It can then link the user in with care providers.The tool will be able to show gaps that are currently in some local communities and this will help the Supporting Communities Team to develop services for these gaps.** It was noted by Suzanne Pepper that at the Strategic Partnership for Supporting Communities meeting that morning, it had been raised that a directory would be helpful, and no mention of this development was made. Nicky noted this and agreed to forward the information to the attendees at the Supporting Communities meeting**The directory will include services for adults 18+ and will include Mental Health and Learning Disability services as well as those for Older People. Evolve will be scrapped.Nicky assured the Forum that the Councils for the Voluntary Sector are being consulted and it will not look to replace their information, although the organisations will be responsible for keeping their information up to date. Reminders and support will be built in to ensure that the information remains relevant

and up to date.It was suggested that Nicky should also liaise with the Good Neighbours group about their website. (Nick Ralph, Elizabeth Foulds)Nicky showed a version of a directory from another area – navigated through some pages and demonstrated how it works. Nicky stated that part of the procurement agreement will include marketing support.Discussion around accessibility for those who may not have access to IT – libraries will be a source of support and there will be terminals available in council sites. It was recommended that the directory has a ‘tutor’ facility to help people navigate the site.The development of a directory was generally well received and Nicky asked the Forum members to put her in touch with any relevant groups or organisations. 4. Terri Emmerson – Operational Administrator for Wessex Driveability

- Wessex Driveability are accredited to the DVLA to carry out fitness to drive assessments

5. Graham Mylward – Road Safety Drivers Skills Scheme 60+

Graham spoke to the Forum about the scheme and how it fits in with Wessex Driveability. It is different as it is a voluntary course. Assessments are £31.50The course is 90 minutes and will give recommendations for improvement and safety. They will, if necessary, signpost people on to Wessex Driveability.Graham will also be running some Driver Awareness Workshops:24th February at Titchfield Community Hall22nd April at Copythorne Scout Hut27th May in the Mitchell Room at EII Court, The Castle, WinchesterEach workshop is for 2 and a half hours and is free.

6. There was no time for Item 4 from the agenda which was a workshop facilitated by Abi and Karen Jones from the Supporting Communities team. It was agreed by the Forum that the next meeting will be the AGM and this workshop – no other agenda items will be added.

7. Updates:Hartney Wintney:Christmas lunch was very well attended. Planning a

Community Information Day for later in the year.** The Vice Chair of Neighbourhood Watch asked if she would be able to come along to the Forum meeting to link in with the different groups. Forum agreed that an invitation would be permitted. Abi to contact.**New Forest:No news but keen to link in with Nicky Millard regarding the development of the Directory.Gosport:Created an alternative transport leaflet – will include Dial a Ride, Driving Miss Daisy, Asda Free Bus and CEMAST timetableHave linked with Hampshire Police and they will be attending to talk about what they do and what they no longer do and what their priorities are. Solent TV – 6 different sectors for the over 55’s – want to get people into ‘Can You?’ and ‘Connected’.Bay House have employed someone to make part of the school a Community Hub.ESPOPF:They have been involved in a survey regarding the closure of Moorgreen Hospital and have been invited to partake in a CCG workshop to give their input.Also involved in a personal alarm questionnaire looking at their value and whether they are given priority of repair. Their next meeting will look at end of life care.Basingstoke:They had a diabetes speaker attend their group and the Chief Executive of the local hospital who talked about the development of a new hospital near Micheldever.Their next meeting will look at transport and Neighbourhood Watch.Havant:Jean talked about Leigh Park and getting some clarification on information about what is controlled by Havant Borough Council and what is controlled by Portsmouth City Council. One of the Leigh Park GP’s surgeries has shut which is a concern.
