HARBOR, Inc. brings together representatives from a broad range of interests with a Board of Directors that includes governmental entities, property owner associations, non-profits, public agencies, and community members. The service area encompasses the same boundaries as the Harbor Springs School district and includes the City of Harbor Springs and the townships of West Traverse, Little Traverse, Readmond, Friendship, Pleasantview, and Cross Village, within Emmet County, Michigan.

Message from the Director We proudly present this summary of 2012 accomplishments and progress, anticipated activities for 2013, recognition of generous supporters, and statement of financial position. Marking the close of 2012 and moving into 2013, we celebrate the completion of three trail projects, the result of many years of planning and dedication from the community. The final section of the Little Traverse Wheelway adjacent to Wequetonsing Golf Course is now complete, creating the link from Harbor Springs to Charlevoix. A new connector trail into the City’s Kosequat Park (Hoyt area) was completed, linking the Little Traverse Wheelway safely to the downtown area. And finally, as part of the MDOT Safe Routes to School (SR2S) program, the trail was completed on Hoyt Road from Lake Street to just north of Quick Road. We plan to continue with the SR2S program through community education and outreach promoting bicycle and pedestrian safety.

HARBOR, Inc. has also moved forward on the regional issue of technology and broadband development in the area. We are partnered with Connect Michigan and others to support future broadband expansion and programs that will ensure the community maintains widespread Internet access, adoption, and use. As part of the initiative, we launched an internet services survey to evaluate the potential demand for services in the area. We will continue to work on technology and broadband development projects and many more community-based initiatives throughout the coming years.

2012 Progress, Accomplishments

2012 Progress

w Completed survey of focus groups and residents regarding the Harbor Springs Community Pool and provided the results to the Harbor Springs Board of Education. Results may be found at www.harborinc.org. The school district put a recreation authority and millage proposal on the November ballot which passed by a margin similar to results provided by the survey. w Completed update of HARBOR, Inc. 2012-17 Strategic Plan, with Board approval on June 13th, 2012. w Provided a platform for communication through coordination of, or participation in, various community meetings and organizations. • HARBOR, Inc. Annual Meeting, Board of Directors, and Executive Committee meetings • Harbor Springs Area Placemaking Committee • Downtown Development Authority meetings • Harbor Springs Area Chamber of Commerce Board of Directors and Business Committee • HARBOR, Inc. Broadband Team • POD Stakeholder’s Group • Township, City of Harbor Springs, and Emmet County meetings • Kiwanis Club of Harbor Springs • Zonta Clubw Maintained social media and posted timely updates; released numerous updates to local media regarding projects.

w Completed Cross Village Sidewalk Project in collaboration with Cross Village Community Services. HARBOR, Inc. funding in the amount of $9,470 assisted with Phase 2 and spurred the community to complete all phases of the project in 2012.w Completed construction of the Hoyt Trail in October 2012.w Completed Safe Routes to School(SR2S) encouragement projects with SR2S coordinator using Michigan Fitness Foundation and Petoskey Harbor Springs Area Community Foundation funding.w Completed negotiations with MDOT and Wequetonsing Golf Club to facilitate construction of the remaining trail and boardwalk section on M-119/Little Traverse Wheelway to Harbor Springs. Construction was completed in November 2012 by MDOT.w Completed Little Traverse Wheelway Connector Trail Project at Kosequat Park with construction of a 300’ trail connector and preliminary signage installation.

w Coordinated Prescription and Over the Counter Drug Drop off Program (POD) and Workgroup. There were 5 community collection events in 2012 with 2 coordinated disposal events for the permanent drop boxes.w Implemented Broadband and Technology initiative. •HARBOR, Inc. continues to facilitate the HARBOR, Inc. Broadband Team, which meets to coordinate projects and report progress on the Community Technology Action Plan. •Developed initial draft of the HARBOR, Inc. Community Technology Action Plan; completed plan in February 2013. •Launched a broadband/internet services survey in July to approximately 6300 addresses, comprising all of the property owners/residents in the HARBOR, Inc. service area with the exception of the City of Harbor Springs. The survey guages area resident’s current service needs, interest in high speed Internet service, and willingness to pay for services. Our intent is to attract more service providers to the unserved and under-served areas by identifying the potential customer base. Results of the survey are available at http://www.harborinc.org/broadband.asp. •Increased access to broadband in unserved areas such as Good Hart and Cross Village. The HARBOR, Inc. Broadband Team facilitated discussions and helped to foster a collaborative project between a technology service provider and Good Hart community members to bring high speed internet service to the Good Hart area. We are currently assisting with facilitation of services in the Cross Village area. • Reviewed HARBOR, Inc. website for future updates; explored options and pricing with website subcommittee. • Researched potential need for business focused internet/ social media classes in the area. • Researched options for community wireless and public wifi hotspots in downtown Harbor Springs.

w Provided organizational support to the Harbor Springs Downtown Development Authority.w Completed and administratively closed out grants from Frey Foundation, Oleson Foundation, Petoskey Harbor Springs Area Community Foundation, and Michigan Fitness Foundation.w 2012 Project Grants awarded ($15,550) - • Petoskey Harbor Springs Area Community Foundation ($1,500 for Community Website) • Baiardi Foundation ($7,500 for Hoyt) • Birchwood Outreach Fund ($4,000 for Hoyt) • Emmet County Revenue Sharing Board through Emmet County DPW ($1,050 for POD activities)
