VERONICA VILLALOBOS

Veronica Villalobos is Principal Deputy Associate Director for the U.S. Office of Personnel Management’s (OPM) Employee Services division. She has been a member of the Senior Executive Service since October 2010.

In spring 2010, Ms. Villalobos was detailed to OPM as Special Counsel to Christine Griffin, OPM’s Deputy Director and Chair of the Inter-Agency Work Group on Diversity (Work Group). She coordinated the Work Group’s efforts to develop a Government-wide Strategic Plan to create a Federal workplace that represents all segments of society.

In 2008, Ms. Villalobos served as the chair of the Federal Hispanic Work Group, which was charged by the EEOC chair with examining the Hispanic community’s systemic concerns about Federal sector employment and executive development. From 2000 to 2008, Ms. Villalobos was assigned to the EEOC’s Office of Federal Operations where she issued decisions in cases covering the entire spectrum of alleged discrimination, including race, color, sex, national origin, age, disability, religion, and reprisal. In 2006 and 2008, Ms. Villalobos also served as a supervisory attorney and was responsible for reviewing the appellate decisions drafted by attorneys on appeals from agency and EEOC Administrative Judge decisions issued on Federal sector discrimination complaints.

In 2002, Ms. Villalobos was detailed to the EEOC’s Office of Legal Counsel, where she litigated EEO and Merit System Protection Board cases on behalf of the EEOC and provided legal advice to the chair and commissioners regarding complex disability cases, as well as administrative and union matters. In 2003, she was detailed to the National Labor Relations Board, where she worked in both the chairman’s office, drafting Board decisions, and the General Counsel’s Contempt Litigation Division.

Ms. Villalobos was born and raised in El Paso, Texas. She graduated from Saint Mary’s College in South Bend, Indiana, in 1996 with a Bachelor of Arts degree in political science and psychology. After graduation, Ms. Villalobos received the Telecommunications Fellowship with the Congressional Hispanic Caucus Institute, during which she gained hands-on experience at the non-profit Public Technology, Inc. She earned her law degree from Washington College of Law in Washington, DC, in 2000. Ms. Villalobos is a member of the Maryland and Michigan Bars.

MAX STIER

Max Stier is the founding president and CEO of the Partnership for Public Service. Under his leadership, the Partnership has been widely praised as a first-class nonprofit organization and thought leader on federal government management issues. Max has worked previously in all three branches of the federal government. In 1982, he served on the personal staff of Congressman

Jim Leach. Max clerked for Chief Judge James Oakes of the United States Court of Appeals for the Second Circuit in 1992 and clerked for Justice David Souter of the United States Supreme Court in 1994. Between these two positions, Max served as Special Litigation Counsel to Assistant Attorney General Anne Bingaman at the Department of Justice.In 1995, Max joined the law firm of Williams & Connolly where he practiced primarily in the area of white collar defense. Max comes most recently from the Department of Housing and Urban Development, having served as the Deputy General Counsel for Litigation.A graduate of Yale University and Stanford Law School, Max is a member of the National Academy of Public Administration, the Administrative Conference of the United States and the National Advisory Board for Public Service at Harvard College.

Jacqueline Simon is the Policy Director of the American Federation of Government Employees, AFL-CIO (AFGE), the largest federal employee union representing over 700,000 federal and District of Columbia employees. She conducts research and serves as an advisor to the union’s

elected leaders on a broad range of issues involving federal employment, including pay, health insurance, retirement benefits, civil service protections, and privatization. Ms. Simon also works on economic policy issues for the union, with special emphasis on federal budget and tax policy, Social Security, Medicare, and pay equity. Educated at the American University in Washington, DC; she earned a B.A., an M.A. and fulfilled all of the requirements for a Ph.D. in Economics, except for dissertation. Ms. Simon represents AFGE on the Federal Salary Council, the Federal Prevailing Advisory Committee, and the Federal Employee Thrift Advisory Council.

MELISSA BRYANT

Melissa Bryant is the Chief Policy Officer for IAVA. She leads IAVA’s policy division, overseeing the legislative, research, and intergovernmental affairs departments. Melissa spearheads the development of our annual policy agenda and advocacy campaigns in collaboration with IAVA leadership, and leads IAVA’s engagement with the White House, government departments and agencies, particularly the Departments of Defense and Veterans Affairs,

Veteran and Military Service Organizations, and advocacy organizations.

A former Army Captain and Operation Iraqi Freedom combat veteran, Melissa has an extensive record of public service, having served on both active duty and in the civil service as an intelligence officer prior to joining IAVA. A plans, policy, and operations expert with 15 combined years of experience in the federal government, she has served in key leadership positions with the Defense Intelligence Agency, the Joint Staff, the United States Military Academy, and Army Intelligence. She was successful in building “coalitions of the willing” to advance operational and strategic objectives while developing and implementing plans and policy for the defense and intelligence communities.

Melissa is an ROTC Distinguished Military Graduate and holds a Bachelor of Arts degree in Political Science cum laude from Hampton University, is an alumna of Howard University School of Law, and also holds a Master of Arts in Policy Management from Georgetown University.Melissa is a spokesperson for IAVA, and has been featured several times on MSNBC with Andrea Mitchell, Katy Tur and others, HLN, in The Washington DC 100, and more.

After graduating the University of Colorado in 2002 with a degree in geography, Hunt served four years as a captain in the U.S. Army, completing a tour in Kuwait and Iraq. Following his military career, Hunt served as a Foreign Service officer for the U.S. Department of State in Washington D.C. and as vice consul in Guadalajara from 2006 to 2008. He has also served as a consultant, most recently with Strategies 360, and has been active as a campaign adviser on issues relating to agriculture, veterans and immigration.

MARGARET GRAVES

Margaret H. Graves is the Federal Deputy Chief Information Officer of the United States. Ms. Graves was previously selected in September 2008, to serve as the U. S. Department of Homeland Security’s (DHS) Deputy Chief Information Officer (CIO). As the Deputy CIO, she oversees an IT portfolio of $5.4 billion in programs. In addition, Ms. Graves manages the operations of the Office of the Chief Information Officer, which covers the functional

areas of Applied Technology, Enterprise Architecture, Data Management, IT Security, Infrastructure Operations, IT Accessibility, Budget and Acquisition.

Prior to her selection as Deputy Chief Information Officer, Ms. Graves served as the Executive Director of the Enterprise Business Management Office within the DHS Office of the CIO. She developed and executed IT Portfolio strategies in alignment with the DHS Enterprise Architecture and established business processes for Capital Planning and Investment Control, departmental IT budget reviews and acquisition reviews. She also served as the Deputy Program manager for the Border and Transportation Security IT Integration Program. This program established the business case and the operational foundation for the current Infrastructure Transformation Program which is the DHS roadmap for consolidating and securing the IT Infrastructure including networks, data centers, e-mail, wireless services, desktop services, and help desk services.

Ms. Graves has 20 years of experience in the management consulting industry where she held executive positions and also performed consulting engagements for clients. She has experience in the areas of systems engineering, business process reengineering, strategic planning, financial management, mergers and acquisitions and venture capital planning. She worked for several firms in the National Capital Region such as Technology Applications, Inc., Advanced Technology, Inc., and Planning and Research Corporation. She dedicated 10 years with A.T. Kearney, Inc. working for clients in the chemical, utility and medical services industries as well as holding positions in financial and administrative management.Ms. Graves holds a M.B.A. from the University of Virginia Colgate Darden Graduate School of Business Administration and a B.S. in Chemistry, also from the University of Virginia.

DR. JOHN ZANGARDI

Dr. John Zangardi is the Chief Information Officer (CIO) for the Department of Homeland Security (DHS). Beginning in December 2017, he oversees Information Technology and its related security and management for the Department.

Previously, Dr. Zangardi served as Department of Defense (DoD) Principal Deputy Chief Information Officer and later the Acting Chief

Information Officer. As the Principal Deputy and Acting DoD CIO, Dr. Zangardi advised the Secretary of Defense for Information Management / Information Technology and Information Assurance as well as nonintelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications.Dr. Zangardi’s background includes acquisition, policy, legislative affairs, resourcing, and operations. He as served as the Deputy Assistant Secretary of the Navy for Command, Control, Communications, Computers, Intelligence, Information Operations, and Space (DASN C4I, IO, and Space), he was responsible for providing acquisition oversight for C4I, cyber, space, business enterprise, and information technology programs. In 2014 and 2015, he additionally served as the acting Department of the Navy Chief Information Office (DON CIO).

Dr. Zangardi is a retired Naval Flight Officer and served in a variety of command and staff assignments. After retiring from the Navy, Dr. Zangardi was selected for appointment to the Senior Executive Service (SES) and assigned as the Deputy Director Warfare Integration Programs (N6FB) within the Deputy Chief of Naval Operations Communications Networks (N6) Directorate. With the stand-up of the Deputy Chief of Naval Operations Information Dominance (N2/N6), he was assigned as the Director for Program Integration and as Deputy to the Director for Concepts, Strategy, and Integration.

He is a native of Scranton, Pennsylvania and a graduate of the University of Scranton. Dr. Zangardi was awarded a Master of Science degree from the Naval Postgraduate School and a Doctor of Philosophy degree from George Mason University.

JOHN WALSH

John Walsh serves as the Director of the Office of Talent Management (OTM) with responsibility for managing human capital programs that span the employee life-cycle, while also serving as the Chief Learning Officer (CLO) for the Department of Energy. As the OTM Director and CLO, Mr. Walsh leads a diverse team dedicated to recruiting, developing, engaging, retaining, and advancing a diverse workforce of right-fit talent for the Department. As a steward and facilitator of the talent strategy, OTM provides employees and supervisors with a wide range of resources, including talent sourcing, professional development, leadership training, and educational opportunities to cultivate individual and organizational excellence.

Mr. Walsh has over 10 years of federal service and extensive knowledge and experience in a variety of human capital areas, including workforce planning and analysis, employee engagement, performance management and human capital accountability. TERRY GERTON

Terry Gerton was named President and CEO of the National Academy of Public Administration in January 2017. The Academy is an independent, non-profit, and non-partisan organization, chartered by Congress to assist government leaders in building more effective, efficient, accountable, and transparent organizations.

Ms. Gerton brings to the Academy nearly 12 years in the Senior Executive Service as a career member and as a political appointee, and 20 years of service as an active duty Army officer. She has a broad range of experience in all aspects of public service management, and her expertise has been recognized with both the Distinguished and the Meritorious Presidential Rank Awards.Most recently, Ms. Gerton served from June 2013 to January 2017 as the Deputy Assistant Secretary for Policy for the U.S. Department of Labor Veterans’ Employment and Training Service where her work helped drive the national veteran unemployment rate to its lowest in eight years. While at Labor, she also led the Department’s Center for Faith-based and Neighborhood Partnerships.

Prior to joining DoL, Terry spent 2 years as a Vice President at The Cohen Group, a Washington, DC consulting company. From 2003-2011, she served for eight years as a member of the Senior Executive Service in the Department of Defense. In her last position there, she was the Executive Deputy to the Commanding General of Army Material Command where she was responsible for the daily operations of over 70,000 civilian and 1,500 military employees around the world. Prior to that, she served as AMC's financial controller for three years. She also served in the Office of the Secretary of Defense, Program Analysis and Evaluation where she was responsible for executing all aspects of the development of the OSD Future Years Defense Plan and submitting the plan to Congress.

Ms. Gerton's twenty years of military service included a variety of staff and leadership positions, including the Executive Officer for the Army's largest battalion (a 1200-soldier corps support maintenance battalion at Fort Hood), Professor of Economics at the United States Military Academy, and Company Commander of a 300-person direct support maintenance company in Germany.

Ms. Gerton graduated from the United States Military Academy and earned an MBA from Duke University. She earned the Distinguished Presidential Rank award in 2011 and the Meritorious Presidential Rank award in 2008. She also received the Decoration for Exceptional Civilian Service in 2011.

INVITEDJESSIE CLEMENT (NARFE)Jessica Klement is the NARFE Staff Vice President, Advocacy. She is responsible for carrying out the legislative, grassroots and political strategies of one of the nation’s largest federal employee and retiree organization. As the association’s chief lobbyist, she is responsible for taking NARFE members’ concerns to Congress.

Prior to joining NARFE, Klement served as the Government and Public Affairs Director at the Federal Managers Association, a membership organization representing the interests of the over 200,000 managers and supervisors in the federal government. In this role, she worked closely with members of Congress

and their staffs to draft legislation to strengthen federal employee and retiree benefits, including the allowance of credit for unused sick leave at the time of retirement for employees in the Federal Employees Retirement System (FERS).

Klement’s policy analysis on federal employee and retiree issues has been featured in The Washington Post, “CBS Evening News,” NPR, USA Today and the Associated Press. She is a regular guest on Federal News Radio and frequently contributes insight on breaking federal employee and retirees news to the Federal Times, Government Executive, and “Government Matters” on News Channel 8.

A native of Wisconsin, Klement has bachelor’s degrees in Political Science and Finance from Marquette University.

Dr. Kori Schake is the Deputy Director-General of the International Institute for Strategic Studies (IISS). She was a distinguished research fellow at the Hoover Institution and is the editor, with Jim Mattis, of the book Warriors and Citizens: American Views of Our Military.

She has served in various policy roles including at the White House for the National Security Council; at the Department of Defense for the Office of the

Mr. Tony Kurta

Mr. Tony Kurta assumed the duties of Deputy Assistant Secretary of Defense for Military Personnel Policy on September 8, 2014.

A member of the Senior Executive Service, he is responsible for recruiting, retention, compensation, travel, and the related human resource management for the 1.4 million Active Duty military members of the U .S. Armed Services.

A native of Columbia Falls, Montana, he graduated with merit from the U.S. Naval Academy in 1981, earned an M.A. in National Security Studies from Georgetown

Mr. Kurta’s career includes over 32 years on active duty as a Navy Surface Warfare Officer, during which he commanded USS Sentry (MCM 3), USS Guardian (MCM 5), USS Warrior (MCM 10), USS Carney (DDG 64), Destroyer Squadron Two Four and Combined Joint Task Force, Horn of Africa (CJTF-HOA). As CJTF-HOA, his command included Active and Reserve officers and enlisted, Navy, Army, Marines, Air Force, Special Operations, National Guard, inter-agency and coalition personnel. Shore assignments included: Chief, Special Actions Division on the Joint Staff; Director, Surface Officer Distribution Division (Pers-41) at the Navy Personnel Command; Director for Policy, Resources and Strategy for U.S. Naval Forces Europe and Africa; and Director, Military Personnel Policy (N13) on the OPNAV Staff. Mr. Kurta retired from the Navy in 2013 as a Rear Admiral.

He has also served as a Senior Leader in the Department of the Navy from December 2013 through September 2014 as the Director of Navy Flag Officer Management and Development where he was responsible for flag officer community management and executive development.

His awards include the Distinguished Service Medal, Defense Superior Service Medals, Legions of Merit, Meritorious Service Medals, and various other awards and unit commendations.

Thomas Gibbons-Neff

Thomas Gibbons-Neff, who goes by T.M., will take his place alongside the incomparable Helene Cooper on one of the best beats at The Times. A Marine infantry veteran deployed twice to Afghanistan, Thomas has spent the last two years at The Washington Post covering the Pentagon and the American military overseas. Last month he reported from Afghanistan’s Helmand Province, where he was once deployed, on how the Marines are fighting to hold on to a

fraction of the territory they controlled six years ago. Thomas, who was part of the First Battalion, Sixth Marines from 2007 to 2011, attended Georgetown University on the G.I. bill and graduated in 2015. He was executive editor of The Hoya, Georgetown’s student newspaper, and served as president of the Georgetown University Student Veterans Association. He started working at The Post as an intern in the summer of 2014 and has also written for The Times’ At War blog.

A native of Connecticut, Thomas tries to get out of Washington whenever he can, spending time on or under the water and in the woods of Shenandoah. Dr. Lindsay Cohn, Professor, Naval War College. Dr. Cohn's research and publications focus on military organizations, civil-military relations, international law of war, and foreign policy/public opinion. She has been invited to speak on civil-military relations or military manpower issues in the U.S., Germany, France, and Denmark. She has split her time between academic and policy work, and serves on the boards of the Inter-university Seminar on Armed Forces and Society, APSA's section on International Security and Arms Control, and the editorial boards of the journals Res Militaris and Armed Forces and Society.

INVITEDTony Woods was born into a military family at Travis Air Force Base in California’s Solano County. He was raised by a single mother who supported her family as a small business owner and housekeeper. He graduated with honors from Vanden High School in 1999, and went on to attend the United States Military Academy at West Point after receiving a nomination from Congressman Vic Fazio.

At West Point, Tony Woods played sprint football and ran indoor and outdoor track. He majored in economics and political science, and

graduated in 2003 with his Bachelor of Science degree in Economics and American Politics. Woods was commissioned in the Army as a second lieutenant in the Armor branch. When he returned from his second deployment, the Army selected Woods to teach at West Point.

Anthony Woods received his Master’s in Public Policy degree from the Kennedy School of Government. Prior to his graduation in 2008, he competed to speak at Harvard’s annual commencement, and was one of three students chosen to give a commencement address. Shortly after, Woods outed himself as gay in protest against the ban on LGBTQ military service, and was subsequently discharged under the government’s now repealed “Don’t Ask, Don’t Tell” policy in December of 2008.

Woods briefly went to work as an aide for New York State Governor David A. Paterson, and in 2009, he gained national attention as an outstanding Black, openly gay candidate for Congress. Following the campaign in California, Woods returned to Washington, D.C., where he worked for the nonprofit, Be the Change, Inc. There, he helped run the organization’s ServiceNation campaign, devoted to increasing support for expanding national service programs like the Peace Corps and AmeriCorps; Woods functioned as the director of the “Service as a Strategy” initiative. analytics for enterprise, consumer gifting, gaming platforms, customer insights, and engineering processes and services,” the Pentagon said in a statement. “Lynch is also a hobbyist photographer, tech geek, music lover, consumer of all things media, triathlete and Ironman.”

Note: Lynch, serial entrepreneur and new head of DDS, should not be confused with Chris Lynch, serial entrepreneur, and co-founder of Boston-based tech incubator Hack/Reduce who led the first hackathon with the Defense Department.

Dr. David Chu

David Chu serves as President of the Institute for Defense Analyses. IDA is a non-profit corporation operating in the public interest. Its three federally funded research and development centers provide objective analyses of national security issues and related national challenges, particularly those requiring extraordinary scientific and technical expertise.

As president, Dr. Chu directs the activities of more than 1,000 scientists and technologists. Together, they conduct and support research requested by federal agencies involved in advancing national security and advising on science and technology issues.

Dr. Chu served in the Department of Defense as Under Secretary of Defense for Personnel and Readiness from 2001-2009, and earlier as Assistant Secretary of Defense and Director for Program Analysis and Evaluation from 1981-1993.

From 1978-1981 he was the Assistant Director of the Congressional Budget Office for National Security and International Affairs.

Dr. Chu served in the U. S. Army from 1968-1970. He was an economist with the RAND Corporation from 1970-1978, director of RAND’s Washington Office from 1994-1998, and vice president for its Army Research Division from 1998-2001.

He earned his doctorate in economics, as well as a bachelor of arts in economics and mathematics, from Yale University.

Dr. Chu is a member of the Defense Science Board and a Fellow of the National Academy of Public Administration. Ms. Kidder was a doctoral candidate in Security Studies at Kansas State University, where she concentrated on congressional-executive relations and the formation of U.S. foreign policy. She earned her M.A. in Security Studies from Kansas State University, where she concentrated on U.S. Foreign policy and quantitative methodology. Her master’s thesis focused on the institutional professionalization of the U.S. Army. Ms. Kidder also holds a B.S. In History with a concentration in military history from Kansas State University.

Raj served as an F-16 pilot in the United States Air Force where he
