“Champions of Learning”, the motto for our district adopted in the 1980’s, is the theme for our instructional programs. It reinforces the district’s commitment to excellence with the highest priorities on learning and achievement.

Students are recognized for outstanding academic performance in all schools of the district. Special awards are given to those students achieving distinguished honor roll and exemplary honor roll status as well as individual curricular area achievement. Special academic award assemblies are held in each school of the district.

The Hatboro-Horsham instructional program has as its main focus the teaching of fundamental skills

and standards. All programs are designed to accommodate the many interests, abilities and needs of students. The coordinated K-12 program places great emphasis, beginning in the primary grades, on reading, writing, and mathematics. This emphasis is expanded in each of the grades through high school so that students experience diverse, meaningful learning opportunities in preparation for citizenship, the work force, and higher education.

The rigor of the educational program is reflected by the standards-based and exploratory learning in grades K-8 and the high school’s comprehensive program that includes advanced placement college level courses. Our objective is to empower all students to pursue their educational and career goals by providing a supportive, engaging, and challenging learning environment.

Homebound InstructionStudents who become ill or disabled during the school year may receive homebound instruction. A letter from the doctor requesting homebound instruction must be sent to the school counselor for students in grades K-12. The request for homebound instruction must include the cause of and specified time period for the school absence in addition to an explanation as to how the condition prevents school attendance. When approved by the School Board, a

The School District of Hatboro-Horsham provides English Language Development (ELD) for students who are eligible as English Learners (ELs). English Language Development is part of the district Language Instruction Educational Program (LIEP), and is provided by ESL certified teachers and content area teachers trained in specialized methods for instructing and supporting English Learners. The LIEP and ELD instruction, support English Learners towards the goal of attaining proficiency in the English Language Development Standards.

Families new to the district are asked, as part of the registration process, to complete a Home Language Survey in a language of their preference. Information from the survey serves as the first level of screening to ascertain if a new student may be eligible for ELD services. In addition to providing ELD programming for English Learners, the district strives to create a welcoming environment by providing community and family engagement events, and interpretation services for families to ensure information is available in a language family

Programs for Gifted StudentsStudents are identified individually and receive programs based on guidelines and regulations embodied in state law under Chapter 16. Those school age students who possess superior intelligence scores and/or meet multiple criteria indicating gifted ability (which includes consideration of intelligence measures) may receive services if the student requires specially designed instruction that is not available in the general curriculum. If we suspect your child is qualified for gifted services, you will be notified of screening and evaluation procedures. Parental requests for screening and evaluation should be made to your child’s school counselor.

Special EducationSpecial education services are provided to identify exceptional students according to Federal and State special education regulations. Learning support, emotional support, life skills support, autistic support, speech and language programs are operated by the school district. Programs and other services also are provided by the Montgomery County Intermediate Unit. The determination

Those students receiving specialized services through the special education or protected handicapped student programs should contact the Special Services Office at 215-420-5802 when requesting homebound services.

Section 504 ⁄ Chapter 15 Service AgreementsIn compliance with State and Federal Law, the Hatboro-Horsham School District will provide to each protected handicapped student, without discrimination or cost to the student or family, those related aids, services or accommodations which are needed to provide access for a student to participate in and obtain the benefits of the school program. In order to qualify as a protected handicapped student, the child must be of school age with a physical or mental disability which substantially limits or prohibits participation in or access to an aspect of the school program. These services for protected handicapped students are distinct from those applicable to all exceptional students enrolled (or seeking enrollment) in special education programs.

Student Resource TeamsEach school has a Student Resource Team consisting of teachers, the school principal, a guidance counselor and a school psychologist. Children who are experiencing difficulties in school may be referred

to the team. Parents are invited to participate in team meetings and may refer their child to the team for consideration. The function of the team is to develop strategies and procedures to utilize within the classroom. Attempts are made to meet the needs of the student within the regular education program before referring for evaluation for special education eligibility.

ScreeningAll students are screened for visual and ⁄ or hearing difficulties. Speech and language screenings are done routinely and upon teacher or parent referral.

Multidisciplinary EvaluationsDuring the Student Resource Team process, a multidisciplinary evaluation (MDE) may be conducted. A MDE might include academic information, classroom functioning information, and a cognitive evaluation. Parents must give permission for the MDE to occur and may request a MDE by conferring with the school principal. Parents are an integral part of the multidisciplinary team. A MDE may be requested at any time and will be completed as required by state regulations. All findings of a MDE are confidential and are maintained by the school as per the Family Educational Rights and Privacy Act of 1974. If the MDE shows that the student has a disability and requires specially designed instruction, a recommendation is made for special programming.

Eastern Center for Arts and Technology  is accredited by the Middle States Association of Colleges and Schools. The campus is located in Willow Grove and the school is owned by nine school districts in Eastern Montgomery County.

The  programs provided at EASTERN are considered part of the high school program and count as elective credit toward graduation. These programs give students the opportunity to reinforce their career path after high school, get a head start on collegiate studies in that field and get ready for employment. Most of the career programs offer advanced placement college credit or dual enrollment opportunities for students continuing their education after high school in similar majors. Normally students enroll in the vocational-technical program in grades 11 and 12. Students enrolled in the EASTERN afternoon program attend their home school for one-half day and EASTERN for the remaining half day.

With fourteen career offerings available, EASTERN provides opportunities for academically-talented students who wish to expand and enrich their education and pursue their career goals in programs such as Culinary Arts, Networking and Cybersecurity, Commercial Art, Allied Health, Welding and Veterinary Science, to name a few. Career and technical programs offer multiple pathways, meaning students can gain employment right out of high school, enter into a paid apprenticeship, or enroll in college depending on their career goals. The high school uses the NAVIANCE platform as a College and Career Readiness tool for students. NAVIANCE enables students to find college and career pathways that are right for them. They start by setting personalized goals, learn about their skills and interests, and explore career options based on those interests. They can then search for colleges, apply for scholarships and track admission status. NAVIANCE helps students plan a course of action to reach their goals, find resources to prepare academically, and discover their own path. The Keystone Exams Continue to be one component of Pennsylvania’s system of high school graduation requirements. These end-of-year course assessments are designed to assess proficiency in three subjects: Algebra I, Biology, and English Literature. They are administered to students upon completion of the course that addresses each content area.

Under the plan approved by the Pennsylvania Department of Education and Act 158 of 2018, beginning with the Class of 2022, demonstrating proficiency or earning a satisfactory composite score on the three Keystone exams (Algebra I, Biology and English Literature) are two possible pathways for fulfilling the established state graduation requirements. The alternative pathways that do not incorporate Keystone exam performance are described in the Hatboro-Horsham High School Student/Parent Handbook.

At Keith Valley Middle School and Hatboro-Horsham High School, we will continue to make decisions that align with the State mandates without negatively impacting the educational experiences of our students. The testing window for the Keystone Exams will take place in December 2019 (High School only), January 2020 (High School only), and May 2020 (High School and Keith Valley).

Power School is Hatboro-Horsham School District’s student information system. There is a Power School Parent Access feature available for families of students in grades kindergarten through twelve. This feature can be accessed via the Hatboro-Horsham School District website under the tab “For Families”. Newly enrolled students will receive parent ⁄ guardian login information during their first week of school. This electronic tool allows families and students to monitor academic performance in real time through access to all grades and assignments as soon as they are posted. The Power School Parent Access feature also provides an opportunity for families to register for weekly reports which are automatically distributed via email.

The Hatboro-Horsham School District uses a Central Registration process for all new students. The registration information can be found on the school website at www.hatboro-horsham.org. Select “Register for School” to find the requirements for registration, the registration paperwork and the link to set up the registration appointment or contact the Registration Office at 215-420-5031.

Parents MUST inform their child’s school office as soon as they are aware that the student will be leaving the School District of Hatboro-Horsham to move to another school district. This will enable the office to make arrangements to forward all necessary records and initiate closing procedures.

Students moving to a new address within the School District of Hatboro-Horsham should contact their school office immediately for change of address procedures.

Student records are confidential and privileged information and are protected by the Family Educational Rights and Privacy Act of 1974. Parents have the right to inspect these records, to receive copies of them, and to request changes in any misleading and inaccurate information.

Except for directory information (name, address, telephone number, etc.), student records cannot be released without the written consent of the parents. If you do not want directory information released, you may prevent release by contacting the appropriate building principal in writing. Records may be transferred to another school upon notification either by the parent or the receiving school. The Education Records Policy

Should schools be closed, their start delayed or an early dismissal, such decisions will be made as early as possible. In the event of a school closing, delay or early dismissal, announcements will be made through “School Messenger”, cable Channel 28 (Comcast) and Channel 33 (Verizon), our district website, KYW-1060 AM (School Code number 313) and most local television stations and their websites.

We ask that parents refrain from calling individual schools for reports so that building lines can remain open.

Consistent school attendance is vital to success in school. It is not only students who benefit from regular attendance. Teachers, parents, and the wider community all benefit when students are attending school and achieving. These benefits include greater student safety, community well-being, and a sense of connectedness for all. The Hatboro-Horsham School District requires that pupils enrolled in the schools of this district attend school regularly in accordance with the compulsory school laws of Pennsylvania. The attendance policy can be reviewed on the district website – Policy number 204 Attendance.

Absence Line – Parent(s) ⁄ guardian(s) are expected to report a student’s illness by calling their child’s school’s Absence Line on the day of the absence, unless the absence is pre-arranged. This is an important part of the district’s safety and security procedures. After calling in an absence, written or emailed notes providing the reason for the absence must be submitted within 3 days.

All of the schools and buildings within the Hatboro-Horsham School District are important. These buildings house our most precious commodity, the children of Hatboro and Horsham. In order to maintain the level of safety that the School District has enjoyed, we recognize the importance of controlling the flow of visitors in all of our buildings and document the specific location visited.

The Department of Health has changed school immunization regulations effective August 2017. The regulations are intended to ensure that children attending school in the Commonwealth are adequately protected against potential outbreaks of vaccine preventable diseases.

FOR ATTENDANCE IN ALL GRADES, children need the following:

• 4 doses of tetanus, diphtheria and acellular pertussis* (1 dose on or after the 4th birthday)

• 4 doses of polio (4th dose on or after 4th birthday and at least 6 months after previous dose)

• 2 doses of measles, mumps and rubella**

• 3 doses of hepatitis B

• 2 doses of varicella (chicken pox) or evidence of immunity

o * Usually given as DTP or DTaP or DT or Td

o **Usually given as MMR

FOR ATTENDANCE IN 7th through 12th GRADE, children need the following:

• Your child will be excluded within the first 5 days of school, if immunizations are missing or given at incorrect intervals. For those students unable to get all immunizations completed due to spacing of vaccines by day #5 of school, the parent or guardian will need to provide the school nurse with a medical certificate signed by the child’s healthcare provider. If the student is non-compliant with the medical certificate, then exclusion will occur.

• If your child is exempt from immunizations, he or she may be removed from school during an outbreak.

The Hatboro-Horsham School District encourages parents to be actively engaged in their child’s education. Parent meetings with their child’s teacher(s) are an important part of the education process. Opportunities for parent-teacher conferences are built into the district calendar.

Providing accurate up-to-date information in emergency situations is extremely important for the Hatboro-Horsham School District. The school district and each school building utilizes the automated messaging system called “School Messenger”. This system will send text messages, voice messages and email messages to cell phones, home phones and email addresses very quickly in the event of an emergency. (Parents ⁄ Guardians must verify accuracy and ⁄ or update their child’s demographic and contact information on an annual basis. This can be done through the School Forms link in the PowerSchool Parent Access feature.

In addition to “School Messenger” communications, emer-gency information is posted on the district website www.hatboro-horsham.org. and is available on the school district’s cable Channel 28 (Comcast) and Channel 33 (Verizon).

We also utilize the “School Messenger” system to provide information to parents via voice messages and email messages regarding general school information. Text messages are only used for urgent communications.

In the event of inclement weather conditions or other emergency situations, the School District of Hatboro-Horsham will alter its daily schedule to assure the safety of our students.

• The visitor will go to the sign-in area or kiosk, produce a driver’s license photo identification which is entered into the Visitor Identification System (VIS), and state their business. If the visitor does not have photo identification, an administrator must approve the visit. School District employees from other buildings must show their school ID.

• If the business is valid as prescribed in the school handbook, the visitor will be signed into the VIS listing the information from their photo identification and the area or person to be visited. School District employees from another building must sign in to the VIS.

• After signing in, the visitor will be issued an identification badge that contains the visitor’s full name, the date, and who they are visiting within the building. School District employees must display their employee identification badge while in the building.

• Upon leaving the building, the visitor’s badge will be returned to the main office and the visitor will be checked out of the VIS.

Parents ⁄ Guardians always have access to the school to discuss, without delay, problems needing immediate attention. Forgotten money, lunches, books, etc. should be left at the office; and your child should come to the office for the item you leave for them. The office is not required to contact the student.NOTE: Unscheduled visitations result in interruptions to the school education program and create a potential liability issue. Unauthorized visitors are not permitted on school grounds during regular school hours and may be subject to legal prosecution. Students are requested not to bring guests to school.

The Hatboro-Horsham School District will provide transportation for all students in accordance with the School Laws of Pennsylvania. Our transportation department transports 4,700 students daily to and from our schools and more than 73 private schools. In addition we provide transportation for field trips and extra-curricular events. Bus safety is very important. Students should arrive at their bus stop at least five minutes before the scheduled bus arrival time. In rare occasions, a bus may be delayed. Students should wait at least 30 minutes before leaving their bus stop, unless a parent determines that weather conditions will not allow waiting.

Courteous and respectful behavior on the school bus and at bus stops is a matter of safety. All students who take advantage of district transportation are asked to obey the following rules. Failure to follow bus safety rules may result in a temporary or permanent suspension of transportation privileges.

• Do not play or stand in the street while waiting for the bus or after leaving the bus.

• Board and depart the bus in an orderly manner.• Always cross 15 ft. in front of the bus. Cross only when red

lights are flashing and traffic is stopped.• Remain visible to the bus driver at all times. Stay in assigned seats.• Observe classroom conduct on the bus. Talk quietly. Be

polite. Do not use abusive language.• No eating or drinking on the bus.• Bring only items that fit in your lap on the bus.• NO gerbils, hamsters, reptiles or other live animals on the bus.• Keep the bus clean. SAP is a team of certified and trained faculty members offering assistance to students who are having academic, behavioral or other problems in school. The team also offers support for students through one-on-one meetings or student groups (anxiety, anger management, divorced families, family issues, grief and loss, open support, drug and alcohol support and self-esteem) with our community counselors. The School District of Hatboro-Horsham will not provide a sanctuary for those who violate the laws relating to illegal distribution, possession or use of narcotics, drugs or alcohol. The possession, use or distribution of illegal drugs is not permitted in the school or on any school campus.

The school district shall expel, for a period of not less than one (1) year, any student who violates this weapons policy. Such expulsion shall be conducted in conformance with formal due process proceedings required by law.

The Superintendent may recommend modifications of such expulsion requirements on a case-by-case basis.

The Superintendent or designee shall immediately report incidents involving weapons on school property, at any school-sponsored activity or on a conveyance providing transportation to or from a school or school-sponsored activity to the local police department that has jurisdiction over the school’s property, in accordance with state law and regulations, the procedures set forth in the memorandum of understanding with local law enforcement and Board policies. The Superintendent or designee shall immediately notify, as soon as practicable, the parent or guardian of a victim or suspect directly involved in an incident. In making notification, the Superintendent or designee shall inform the parent or guardian as to whether the local police department has been, or may be, notified of the incident.

The Superintendent or designee shall report all incidents relating to expulsion for possession of a weapon to the Department of Education.

Our district recognizes that the abuse of controlled substances is a serious problem with legal, physical and social implications for the whole school community. As an educational institution, the schools shall strive to prevent abuse of controlled substances.

Students are prohibited from using, possessing, distributing, and being under the influence of any controlled substances during school hours, at any time while on school property, at any school-sponsored activity, and during the time spent traveling to and from school and school-sponsored activities.

Controlled substances shall include: Controlled substances prohibited by federal and state law, Look-alike drugs, Alcoholic beverages, Anabolic steroids, Drug paraphernalia, any volatile solvents or inhalants, such as but not limited to glue and aerosol products, Prescription or patent drugs, except those for which permission for use in school has been granted pursuant to Board policy.

District. In the formation of the Safe Schools Committee, the goal set forth was to involve all internal and external clients in the decision making process. Membership of this committee consists of Hatboro-Horsham School District faculty, administrators, nurses, supervisors of transportation, maintenance, and food service, as well as representatives from the Hatboro-Horsham Community and its First Responders. The task of this committee is to identify safety topics, discuss and make recommendations for change.

A comprehensive All Hazard Emergency Response plan has been developed, which meets all Federal, State, Township and Borough Emergency Management standards. This plan also follows the National Incident Management Structure as recommended by School Board Resolution. The Plan has been designed to be a living document that can adapt to the individual needs of any of our schools. Each school has now formed an Emergency Management Team that meets regularly to discuss safety issues. These initiatives allow the students to succeed academically and enjoy a safe environment. The School District has also developed a Bullying-Cyber Bullying Policy that is posted in each classroom and on our web-page.

In a continuing effort to make our school district as safe as possible, the Hatboro-Horsham School District and the Horsham Township Police Department partnered in order to establish and implement a School Resource Officer (SRO) program at the Hatboro-Horsham High School (HHHS). The SRO is an important element in our school district’s overall safety initiative.

The HHSD SRO is an experienced, fully trained, uniformed Horsham Township Police Officer who is based at our high school every day that school is in session. The SRO’s daily presence and her constant visibility in and around HHHS helps create a safe environment for all of our students and staff. Having the SRO in HHHS at all times allows for a quick response to any police-related emergency that may occur.

The SRO, in addition to safety-related responsibilities, has other equally important roles. Our SRO is tasked with creating positive relationships with our students, establishing herself as a trusted adult who students can confide in, and serving as a mentor and a role model to students.

The addition of the SRO is an important component to the Hatboro-Horsham School District’s Comprehensive Safety Plan.

The School District of Hatboro-Horsham will protect the students under its jurisdiction by requiring compliance with all laws and by requiring aid, treatment, rehabilitation and necessary removal of those who are not compliant.

There is a NO SMOKING policy including e-cigarettes, vapor pens, and vaporizers for the school district which includes all buildings, grounds and school buses, posted by the Fire Marshal as No Smoking areas. Any individual who violates this policy will be subject to a fine by the local magistrate.

The School District recognizes the importance of a safe school environment relative to the educational process. Possession of weapons in the school setting is a threat to the safety of students and staff and is prohibited by law. Weapons under the control of law enforcement personnel are permitted. The complete District Policy for Weapons may be accessed on the District Website – Weapons 218.1.

The term weapon shall include but not be limited to any knife, cutting instrument, cutting tool, nunchaku, firearm, starter gun, shotgun, rifle, replica of a weapon, incendiary device or explosive, and/or any other tool, instrument or implement capable of inflicting serious bodily injury.

The student is in possession of a weapon when the weapon is found on the person of the student; in the student’s locker; under the student’s control while on school property, on property being used by the school, at any school function or activity, at any school event held away from the school, or while the student is coming to or from school.

Book bags, backpacks, purses and other such objects are permitted in school and at school-sponsored events only so long as they are used for legitimate purposes. Students shall have no expectation of privacy in their lockers or desks, or their book bags, backpacks, purses or other such objects or vehicles while on school property or at a school district sponsored event.

The Board prohibits students from possessing and bringing weapons and replicas of weapons into any school district buildings, onto school property, to any school-sponsored activity, onto any public vehicle providing transportation to school or a school-sponsored activity and during the time required in going to and from school.

Based on the concern for the health, safety and welfare of our high school students, Hatboro-Horsham High School administrators and school district personnel support the use of breathalyzers during school-sponsored events (on or off school grounds) and during the school day, if needed. This measure will hopefully serve as a deterrent to the use of alcohol by underage drinkers.

This communication serves as notification that a breathalyzer may be used and students may be required to submit to a breathalyzer test. Students will be notified that they will be denied entry and/or be removed from the event or activity (and may face additional disciplinary action) in the event that they are found to have consumed and/or possessed alcohol at, or before a school-sponsored event.

A breathalyzer may be administered any time a student’s actions, appearance or physical condition gives reasonable suspicion. Students deemed to be under the influence of alcohol while on school property will have a breathalyzer administered by the local police department.

The Board is committed to providing a safe, positive learning environment for district students. The Board recognizes that bullying creates an atmosphere of fear and intimidation, detracts from the safe environment necessary for student learning, and may lead to more serious violence. Therefore, the Board prohibits bullying by District students.

Bullying means an intentional electronic, written, verbal or physical act or series of acts directed at another student or students, which occurs in a school setting and/or outside a school setting that is severe, persistent or pervasive and has the effect of doing any of the following:

• Substantial interference with a student’s education.• Creation of a threatening environment.• Substantial disruption of the orderly operation of the school.

The Board encourages students who have been bullied to promptly report such incidents to the building principal or responsible adult who shall then report the incident to the building principal.

The Board directs that complaints of bullying shall be investigated promptly, and corrective action shall be taken when allegations are verified. Confidentiality of all parties shall be maintained, consistent with the District’s legal and investigative obligations. No reprisals or retaliation shall occur as a result of good faith reports of bullying.

A student who violates the District’s Bullying policy shall be subject to appropriate disciplinary action consistent with the Code of Student Conduct, which may include:

The Hatboro Horsham School District (“School District”) provides employees, students, and guests (“users”) with access to the School District’s electronic communication systems. • Proof of birth is required - only a birth certificate, passport or baptismal certificate will be accepted.

• A minor is no longer required to have a physical examination prior to receiving a work permit.

• A minor is no longer required to have a job offer or a job prior to receiving a work permit.

• It is no longer required that a parent ⁄ legal guardian sign the application in front of office personnel. The minor can take the application home, have a parent ⁄ legal guardian sign it and then return the application to school with the appropriate proof of age.

Students and parents can access the complete BULLYING & CYBER BULLYING Policy 249 on the District Website.

In order to promote a safe school environment, the Hatboro-Horsham School District has installed electronic surveillance systems to review activity on school property and in school vehicles as one measure of prevention and protection. The use of video recordings obtained by surveillance equipment is subject to District policies addressing the confidentiality of student and staff records. Information obtained from electronic surveillance systems may be used by the administration to assist in an investigation to determine whether a student has committed an unlawful or an unsafe act. Violations of the District’s Code of Conduct will result in appropriate disciplinary consequences. Any activity detected through the use of surveillance cameras that might constitute a violation of the law will be reported to the appropriate law enforcement agency.

The School District of Hatboro-Horsham uses an Integrated Pest Management (IPM) approach for managing insects, rodents and weeds. Our goal is to protect every student from pesticide exposure by using an IPM approach to pest management. Our IPM approach focuses on making the school building and grounds an unfavorable habitat for these pests by removing food and water sources and eliminating their hiding and breeding places. We accomplish this through routine cleaning and maintenance. We routinely monitor the school building and grounds to detect any pests that are present. The pest monitoring team consists of our building maintenance, office, and teaching staff and includes our students. Pest sightings are reported to our IPM coordinator who evaluates the “pest problem” and determines the appropriate pest management techniques to address the problem. The techniques can include increased sanitation, modifying storage practices, sealing entry points, physically removing the pest, etc.

From time to time, it may be necessary to use chemicals to manage a pest problem. Chemicals will only be used when necessary, and will not be routinely applied. Notices will be posted prior to application and for two days following the application.

Incidental personal use of IT systems is permitted for users so long as such use does not interfere with job duties, educational responsibilities, and performance of system operations. Personal use must comply with Policy 815 and all other applicable School District policies and regulations.

Students and employees must review Policy 815 and sign an ac-knowledgement form to be permitted access to the district sys-tems. Additionally Hatboro-Horsham School District employees follow all federal, state, and district regulations for the protec-tion of student data.

Hatboro-Horsham’s 1:1 Technology Program aims to transform the way our students learn, empowering students and teachers through access to the best tools available for learning and creativity. We are building the infrastructure to support deeper learning, with classrooms and practices redesigned to respond to the needs of communities and workplaces in the 21st century. This program aims to develop students who have the mindset to be lifelong learners, global citizens, resilient, purposeful and passionate, divergent and innovative thinkers,and able to demonstrate academic mastery. This year, all students at Keith Valley and the high School will receive a laptop. Additionally, we will continue to expand our 1:1 programs at our elementary schools to include all grade 5 classrooms and many classrooms in grades 2–4.

In 2019–20, to offset the cost of insuring student laptops against damage, all grades 6-12 students will be assessed a flat $30 technology fee that must be paid prior to the device being issued. Families on reduced lunch cost plans will be charged $15 per student, and families eligible for free lunch will have the technology fee waived.

• Before & After School Program- This program operates prior to the start of the school day and following afternoon dismissal. Children are provided an opportunity to engage in arts and crafts, indoor and outdoor play, and homework completion.

• 2020 Summer Camp Program- This is a full day program for children entering 1st through 6th Grade in the fall of the upcoming academic year. Children must have completed an accredited Kindergarten Program to participate. The camp sites are Simmons Elementary and Blair Mill Elementary. Students go on weekly field trips, participate in weekly swimming sessions, enjoy arts and crafts activities, games, story time and engage in group sporting and club activities. Children swim at the pool located in Simmons Elementary on Mondays and Fridays. Field trips are offered weekly at an additional cost. Afternoon snacks will be provided at no cost to all students. Students must pack a lunch each day.

School grounds and buildings may be made available to various groups for temporary use. This use shall not interfere with school programs and shall be subject to the rules and regulations adopted by the board of education.

The school district may lease school buildings or athletic fields to any reputable organization or group of persons for cultural, civic, community, recreational, charitable or commercial purposes, subject to any charges as the board shall consider proper to reimburse it for any costs resulting from the leasing of such school buildings or athletic fields.

It is our mission to provide students with affordable, healthy meals as well as the resources they need to understand and adopt a healthy lifestyle both inside and outside of school. Our vision is to model and practice good nutrition in school so that our students understand the value of making healthy food choices.

As a partner with both the School Nutrition Association, the HHSD Food Service Department promotes high standards of practice, program nutrition integrity, member recognition, program resources, and professional development for its staff.

Each meal is analyzed for nutrient compositions to better meet the dietary guidelines. As every parent knows, calculating the required nutrients and calories is a cumbersome task and expensive. Let us take the guesswork out of meeting your student’s nutritional requirements. Let us use our bulk purchasing and nutrient software to help your family stretch the food dollars without sacrificing quality. Prices for student lunches are: Elementary $2.80, Middle School $3.00, High School $3.10, and prices for student breakfasts are: $1.20 elementary, $1.35 middle school, $1.60 high school. Printable versions of each school’s menus are posted on the District website and families without internet service will receive printed copies.

Point of Sale Meal SystemThe Hatboro-Horsham School District Food Service Department is equipped with a computerized (POS) Point of Sale cash register system in all schools to collect funds for meals. This system gives parents the ability to prepay breakfast, lunch, milk and snacks in any amount. Pre-paying helps the students avoid losing their money on the way to school, assures where dollars are spent, and speeds meal lines, giving your student more time to enjoy his/her lunch. It also eliminates the need to send money every day.

The Hatboro-Horsham Television Network or HHTV is owned and operated by the Hatboro-Horsham School District. HHTV can be viewed on cable channel 28 for Comcast subscribers or channel 33 for Verizon subscribers. HHTV also streams live events and uploads videos onto the Hatboro-Horsham School District YouTube Channel.

HHTV PROGRAMMING: Programming for HHTV is produced by the school district and its students. The variety of content on HHTV informs, educates, and entertains the Hatboro-Horsham community. From live sports & concerts, educational shows, and news, HHTV reflects the culture that encompasses the school district and the local community.

The office serves stakeholders by acting as a link between schools and the community. We coordinate strategic partnerships to increase transparency, support and confidence in our schools. We partner with community businesses, county organizations, and

Recreational and instructional swimming is offered as part of the community aquatic program at Simmons Elementary School. During the school year, the swimming program is conducted in the evenings and on Saturday mornings.

Features of the program are Children Swim Lessons, Community Swim ⁄ Lap Swim, Senior Citizen Swim and Lifeguard Training.

Additionally, a Summer Aquatic Program is conducted which includes swimming lessons in three two-week sessions in the mornings and recreational swimming every afternoon.

Senior Citizens who are residents of the School District of Hatboro-Horsham may obtain a card which will admit them to a variety of events free of charge by calling Mr. Lou James, Athletic Director, at 215-420-5519.

Hatboro-Horsham School Tax Bills are mailed out July 1st of each year. School Real Estate Taxes run on a fiscal year from July 1st – June 30th. If you have not received a bill shortly after the July 1st mailing, please contact the tax office in the Township ⁄ Borough you reside in. Please note Pennsylvania State Law reads that failure to receive a tax bill does not exonerate the homeowner from penalties or non-payment of taxes.

The Pennsylvania Taxpayer Relief Act pertains to all Homestead approved properties. If you are an approved Homestead parcel

Payments to your child’s account can be made through Visa, Master Card or electronic checks. There is a $2.49 charge for each transaction or you have the option to choose a Membership Fee. The preferred method to submit is electronically at www.schoolcafe.com. Please visit our website for more information. Go to www.hatboro-horsham.org; go to Site Shortcuts (on the left side) and click on MY SCHOOL BUCKS to set up your account. Payments made may take up to a day to be posted. Once your account is set up you can go into your child’s account to check his/her balance. You may also set up your account to receive a reminder on diminishing balances or automatic payments when the account is low, or just monitor meal purchases.

Free and Reduced Price MealsThe Hatboro-Horsham School District participates in the National School Meals Program which provides breakfast and lunch free or at a reduced cost to eligible families. Households have two options for submitting an application for free or reduced cost meals. The preferred method to submit is electronically at www.paschoolmeals.com. Turn-around time on this method of application is the quickest. The other option is electronic submission on the COMPASS (Commonwealth of PA Access to Social Services) website at www.compass.state.pa.us. COMPASS allows Pennsylvanian’s to apply for social service programs, such as the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Energy Assistance, Children’s Health Insurance Program (CHIP), etc., online. Families can use COMPASS to apply for free or reduced price school meals only, or they can apply for other services at the same time (SNAP, TANF, etc.). This link also has applications in different languages.

Only one APPLICATION FOR FREE AND REDUCED PRICED SCHOOL MEALS needs to be filled out per family. However, a new application needs to be completed and approved every school year. All students eligible for FREE OR REDUCED PRICE MEALS in the previous school year will be eligible to receive these benefits until mid-October in the new school year. This allows ample time for the parent/guardian to submit a new application and be approved for the new school year. Meals cannot be Free/Reduced retroactively, so it is important to return the yearly applications before the October cutoff date.

Applications can be submitted at any time in the school year in case the family financial situation changes. All information

If you do not currently own a Homestead approved property and would like to apply for the exclusion, forms may be obtained online through the Montgomery County Board of Assessments Office at www.montcopa.org.

Billing dates for the School Real Estate taxes are as follows: 2% discount July 1st – August 31st. Payments made September 1st – October 31st must be paid at the face amount. All tax payments made November 1st – December 31st will have a 10% penalty on the face amount. Payments not received by December 31st will be liened with the Montgomery County Tax Claim Bureau, as required by law.

If you elect to pay your tax bill with the installment option, the amount due is the Net ⁄ Face amount. Discount is not permitted. A 10% penalty on the total tax amount due will be assessed on any late installment payment. You will be enrolled in the installment plan option when the first installment payment is made no later than August 15th. Installment bills 2 & 3 will be mailed separately.

The Board of School Directors regularly scheduled public meetings are typically held each month in the board room of the Administration Building at 229 Meetinghouse Road, Horsham.
