North of England Instructions to Surveyors – Hatch Cover Survey
Please read the following carefully in order to help ensure that the survey and the reporting are
completed as smoothly as possible:
•
Please provide the CV of the attending surveyor on receipt of appointment. This is not required if a
CV has been submitted to North of England within the previous 12 months.
• Please provide full contact details of the attending surveyor for ISPS compliance.
• Please advise expected fees and expenses when confirming the survey appointment. If there are
any special circumstances which may cause these to change, North of England is to be advised as
soon as practicable.
• The surveyor should liaise with the local vessel contact as advised regarding the most appropriate
place / time to attend.
• Please complete and print two hard copies of the North of England survey letter included in this
package. One copy is to be retained by the master. The other copy should be signed by the master
and the surveyor(s) and included as a scanned attachment in your Report.
• Following completion of the survey and based on the surveyor’s overall impression of the
hatchcover system, the surveyor is requested to rate the three (3) areas listed in section 3.1.
1 ‐ Very good Satisfactory in all respects
2 – Good Some minor issues to address
3 – Fair Acceptable subject to remedial measures
4 –
Poor
Serious
issues
to
address
5 ‐ Very poor Unacceptable in present condition
In the event that the surveyor has not fully assessed an area due to limited time being available for
the survey or other circumstances rendering the rating impossible he should leave the relevant box
blank. In PART A, section 2, Circumstances of the Survey, the reason for not having surveyed /
assessed an area should be included.
•
If the surveyor is likely to give an individual score of 5 or if any risks are identified that, in the
surveyor’s opinion, are so serious as to be present an immediate risk of claims arising, then the
appropriate survey
executive
should
be
contacted
immediately.
•
The Defect List (Part D) should contain purely factual information relating to defects. No opinions.
No recommendations for rectification. No comments which cannot be supported by factual
evidence.
•
The Defect List and the Hatchcover Test Results are to be discussed with the master at the end of
the survey and a copy left on board.
• Any opinions expressed in Part A of the report must be supported by factual evidence. No
unjustified or throwaway comments. Scores should accurately reflect the condition of the
hatchcovers

Any comments or observations which do not follow these guidelines should be provided in a
separate private and confidential message to North of England if appropriate.
• The Preliminary Report is to be sent by email within 24 hours of completion of the survey. All
defects are to be supported by relevant photographs. The report should include the ultrasonic
weathertightness testing results and diagrams. Appropriate quality control should be carried out to
minimise obvious
mistakes.
•
A fee‐note should be sent electronically with the Report, made out to “Owners of “SHIP NAME”,
c/o North of England P&I Association Ltd”.
• The results of the survey should not be disclosed to any third party.
