Issuance of HnB coverage guidelines Forwarded to four (4) information centers the HnB coverage guidelines as issued by PIA central office.

Logistics Support Funding support for HnB coverage was downloaded to each information center chargeable against their individual MOOE appropriation.

Deployment of Regional Office Personnel To maximize outputs on the election coverage, some regional office personnel were sent to information centers to augment their manpower. Hence, Information Officer II Jocelyn P. Alvarez, Admin Officer Melinda A. Enriquez, Disbursing Officer Maria Teresa G. Mongcupa were assigned in Zamboanga City while Information Officer IV Franklin P. Gumapon was also assigned at Dipolog City on election day. Regional Director Noemi Edaga and IT staff, Victoriano B. Villacruz Jr. were left at the regional office to process the SRs, press releases, photo releases and other election-related reports for uploading/posting purposes.

Conclusion and Recommendation Every bit of personnel contribution has become part and parcel of the region’s accomplishment during the HnB 2013 election coverage. Their round-the-clock duty from dawn of May 13 to midnight of May 14 is laudable as duty shifting being suggested by Central office is not applicable in a regional and provincial offices with only one to three personnel assigned. Infusion of young blood in manpower resource is crucial in coping with the social media demand for an on time online reportage. Election happens every after three years, thus its coverage is a special one, with special requirement and funding. Therefore, the following are recommended: 1. Election coverage, both local and national be treated as a special coverage with provision of special funding to meet its requirements. 2. Overtime pay must be given to the regional and provincial round-the-clock personnel on duty. Central office’s suggested choice to shift personnel on duty is not an option considering that manpower resource here does not warrant it. 3. Hiring of a permanent IT/Production Assistant is a must in carving PIA’s image to the digital age.

COMELEC and PNP: WesMin election successful

May 2013 elections starts well and ends well in Western Mindanao (WesMin). Commission on Election (COMELEC) 9 Regional Director Atty. Francisco Pobe assessed that the the election here was done in a peaceful manner that everything went very smoothly. Atty. Pobe said, “Western Mindanao (Region 9) is a success in the matter of automation considering that the bases of election success is the voting populace, not the ma-chines.” He pointed out that only few and negligible problems and elec-tronic glitches were encountered and standby contingency measures were

enough to address if there were any. As of 3:00 o’clock, Atty. Pobe said election return is estimated at 60% and that majority of local winners will have their proclamation soon. Philippine National Police 9 regional director Police Chief Supt. Juanito B. Vano, Jr. concurs with Atty. Pobe saying, “everything is right because we prepared for the worse but expected that something better will happen.” He added that partnership with Philippine Information Agency

(PIA) 9 for information dessimina-tion support is a good collaboration which he is grateful of. Vano expressed relief that nothing untoward happened except for isolated and minor cases wherein the PNP has already filed appropriate charges to concerned individuals. He hope that the the PNP’s vegilance and dispense of duty with-out fear and favor would serve as de-terent for bad elements to perpetuate their acts any further beyond election period. (PIA9)

Candidates’ Forum Conducted five (5) candidates’ fora with live radio coverage over RMN-dxPR on April 7, 14, 21, 28 and May 5 at 9:30am-10:30a.m., hosted by Lualhati Belen of dxPR, Regional Director Noemi Edaga and ICM Claro Lanipa.

Quick Response Survey Held a quick response survey on voting behavior of selected sectoral representatives such as youth, farmers, private employees, government officials, religious leaders, lawyers, etc.

Election-related Issues and Concerns Prepared and submitted six (6) election-related issues and concerns to PIA9 regional office weeks before the election day.

Press Releases Prepared and issued eight (8) election-related press releases which got posted on PIA web, PIA9 blogspot, Hatol ng Bayan portal and in local papers.

Peace covenant signing ensures honest and orderly elections, says stakeholders By Gideon C. Corgue

Civil society organizations (CSOs) in coordination with the Philippine National Police, Philippine Army , Commission on Elections, Department of the Interior and Local Government, and church and religious sector recently spearheaded a simple ceremony with the local candidates from the Liberal Party and Nationalist People’s Coalition at the Municipal Function Hall to achieve safe and fair election. DILG provincial director Abcede Asjali said the presence of everyone is a manifestation of our support to have a safe, accurate and fair election.

“The presence of our stakeholders, candidates and public gave us an assurance that there will be an honest, orderly and peaceful election not only in Labangan but in the province as well,” Abcede announced. Abcede also urged everyone to help him monitor the compliance with the election peace pacts of all candidates vying for local positions in the province. ZSPPO’s Assistant Provincial Director for Operations Jalilul Bandahala lauded the CSO’s initiative in a bid to ensure the conduct an honest, orderly and peaceful elections in the municipality. He also urged the candidates to observe Comelec rules and regulations in the conduct of the 2013 elections. Zamboanga del Sur Parish Pastoral Council for Responsible Voting chairman Father Felix Tigoy said that the signing of peace covenant is a manifestation of the local candidates’ sincere cooperation with the stakeholders to have a peaceful and successful observance of democratic processes. “Manghinaut ako nga ang mga kandidato sa LP pinanguluhan ni incumbent mayor Wilson Nandang ug ang NPC, pinanguluhan ni incumbent Vice Mayor Ukol Talumpa magpahigayon sa piniliay nga magmalinawon (I am hoping that the candidates of

LP led by re-electionist mayor Wilson Nandang and NPC, led by incumbent Vice Mayor Ukol Talumpa to hold the election peacefully),” Tigoy said.Uma Fih Salam executive director Sultan Abdulmaguid Maruhom was elated with the cooperation of the two political camps in the forging of elections covenants. “We thank the candidates for unanimously agreed to this forging of election covenants. Indeed, this is a sign of their maturity as politicians in Labangan,” Maruhom happily announced. UCCP pastor Allan Patadlas he was happy for the signing of peace covenant saying that it upholds the principle of democracy. Labangan, who was previously declared by the poll body as “immediate areas of concern” based on the incidents that have happened in the previous elections had its peace covenant signing. The ceremonial crafting of the covenants was done in the presence of stakeholders and the public. (PIA9)

This was declared by Philippine National Police (PNP) 9 Regional Director Chief Supt. Juanito Vaño in a press conference following the conduct of the 4th Provincial Joint Security Coordinating Center (PJSCC) conference at Camp Abelon headquarters held here last Tuesday. “In fact if the elections were held today, we could handle it,” Vaño assured the public. Vaño said: “With the coordination that we are making with the Armed Forces of the Philippines, Commission on Elections, Department of Education, Department of the Interior and Local Government and Department of Public Works and Highways, we can assure the public that we have safe and fair election on Monday.” “We have created joint security coordination

centers so we can integrate our security measures for the election,” Vaño added. Asked if the PNP has enough men to secure PCOS machines, as part of the agency’s drive to beef up security in specific areas, Vaño replied that some 151 men have been deployed in the province to address security problems. Vaño said the AFP would also deploy troops in the areas to secure PCOS machines. “With our combined strength, we can also provide security to the Board of Election Inspectors (BEIs) who will carry the ballots and accountable forms from the municipal halls to their respective polling precincts,” Vaño assured the public. He said the PNP and military personnel will be in their proper uniforms during the election day.

“In case of any eventuality, we have the ‘quick reaction forces’ that are ready to respond to any emergencies,” Vaño reported. With the presence of combined forces in polling places, Vaño expressed optimism that no major untoward incident can disrupt the May 13 polls.Attending the said conference were 1st Infantry Tabak Division Commander BGen. Pulmones, Yu tandem win in Pagadian City

Pulmones, a Nationalist Peoples Coalition (NPC) mayoralty candidate garnered 41,182 votes and Yu, also an NPC obtained 40,100 votes. On the other hand, Liberal Party (LP) mayoralty candidate Priscilla Ann Co and vice mayoralty candidate Romeo Vera Cruz got 40,644 and 39,494 votes respectively. The ten (10) elected members of the city council were as follows: Ronald Christopher Ariosa with the highest number of votes at 40,344; followed by Bienvenido Culve with 39,307 votes; Arnold Gavenia -37,230; Ricardo Ona – 36,497; Wilson Co - 36,495; Baldomero Fernandez- 36,457; Ernesto Mondarte -36,325; Cesar Dacal, Jr.- 36,177; Teodoro Quicoy – 35,711 and Troy Asugas with 34,996 votes. Pagadian City has 151 clustered precincts and 123,007 registered voters. Only 87,130 or 70.83 percent of the registered voters actually voted. (PIA9)

PPCRV shows commitment and sincerity in performing vital role on Monday’s polls By Gideon C. Corgue

PAGADIAN CITY – Parish Pastoral Council for Responsible Voting (PPCRV) has continue to fulfill its mandate of encouraging political participation, respect for the mandate of the democratic processes, and ensure truth and integrity of the election process, etc.

The PPCRV a bonafide non-partisan association and the Commission on Elections citizen’s arm to perform voter education and poll watching functions has again proven its commitment and sincerity in monitoring this year’s polls. Zamboanga del Sur PPCRV chair Fr. Felix Tigoy during the interview of Philippine Information Agency 9’s staff at Bishops” house, Balangasan District said the group has more than 1,000 volunteers who served as poll watchers in the 27 municipalities of the province. Tigoy said despite

the limited number of poll watchers who served on Monday’s national and local elections, the volunteers carried out their duties effectively. On Monday, Tigoy said the group has set up voters’ assistance at the entrance of the voting centers where thousands of voters who did not find their names in the computerized voter’s list were assisted and were able to cast their votes successfully. It also help monitor the conduct of peaceful and orderly elections, gather results from the field and has set up operation centers in the

parishes where election results were obtained, Tigoy added. Tigoy said a roving team has monitored the election activities where reports on the alleged vote buying, presence of armed men, glitches in PCOS machines, and other unlawful activities were forwarded already at the national headquarters. “Without the volunteers’ true sense of volunteerism, PPCRV’s goal of attaining a clean, honest, accurate, meaningful and peaceful elections will never be achieved,” Tigoy concluded. A total of 241 inmates clad in yellow shirts marked “BJMP detainee” have cast their votes at the city jail’s administrative office which was converted into a special polling place for clustered precincts 156-A, 156-B and 156-C. City Jail Warden Senior Inspector Mashur Sala said the inmates, which were composed of 199 males and 42 females, have successfully cast their votes with the help of a special Board of Election Inspectors (BEIs) assigned by the Commission on Elections (Comelec) to assist and facilitate the voting. Comelec Resolution 9371 states that detainee voting, either through the special polling place inside jails or escorted voting, may be availed of by any registered detainee whose registration record is not transferred, deactivated, cancelled or deleted. Sala said this is the first time in the country’s history that inmates can vote inside the jail. “Before inmates used to go offsite voting, where they will be brought to the Comelec office to cast their votes, escorted by jail guards. But now, the voting will be done onsite,” Sala explained. After the inmates had cast their votes, Sala said, the BJMP officers delivered the official ballots to polling precincts at Lenienza Elementary School to be fed into the Precinct Count Optical Scan (PCOS) machines to have their votes

counted. Meanwhile, detainees expressed happiness over the government’s concern of their right to suffrage. “Dako kaayo ang kalipay nga ang gobyerno pinaagi sa Comelec nga mihatag ug kahigayonan kanamo nga mga piniriso nga makabotar bisan kami anaa sulod sa bilangguan( We are extremely happy that the government through Comelec is giving us (inmates) the opportunity to exercise our right to suffrage even if we are jailed),” said 50-year old Jimmy Malaco of barangay Tiguma, who suffered mild stroke, aided by an inmate and his crutches in going to the voting center. “Nakadayeg ako nga gihimo kini sa gobyerno alang kanamo nga mga piniriso aron nga kami nga mga piniriso nga wala pa mahukman nga sad-an sa hukmanan makapili sa mga kandidadato nga buot namo ipadumala sa kagamhanan. PAGADIAN CITY – Newly installed 1st Infantry Tabak Division commander Brigadier General (BGen.) Daniel Lucero disclosed that the Armed Forces of the Philippines (AFP) had employed different approaches to ensure a successful conduct of the May 13, 2013 midterm elections in Mindanao. In an interview with PIA staff, Lucero said these approaches suited the peculiarities in all parts of Mindanao. In the provinces of Lanao del Norte and Lanao del Sur, Lucero said the AFP had initiated series of peace covenant signing and swearing before the Quran by local candidates to honor the covenant they declared to abide. The AFP also encouraged active participation of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF)in the electoral process without resorting to violence. Lucero said:”This year’s election became a tool for confidence building mechanism for our MILF and MNLF brothers. They joined us with our appeal to local candidates to

observe fair, clean, honest and peaceful elections,” Lucero explained. Lucero said the installation of closed-circuit television (CCTV) cameras in Lanao del Sur have been found greatly useful in preventing election-related anomalies and other forms of criminal activities during the May 13 polls. It can be recalled that during the conduct of the general registration of voters of ARMM in July last year, CCTV cameras were installed in several registration centers in Marawi City and in some towns in Lanao del Sur, thus contributed to dramatic drop in the influx of flying and underage registrants. “The installation of CCTV camera did not only gain transparency but for the security of everybody,” Lucero stressed.

The Tabak commander said the success of balloting in Lanao del Sur had posted unprecedented gain since 1987 election with no reported failure of election because of the said equipment. Lucero said in the provinces of Basilan, Zamboanga Sibugay, Zamboanga del Sur and Zamboanga del Norte, the AFP had provided appropriate security to Board of Election Inspectors (BEIs) and help secure the Precinct Count Optical Scan (PCOS) machines in the polling precincts and manning of checkpoints in coordination with the Philippine National Police and Commission on Elections (Comelec). With these approaches, the people have realized “that the election in Mindanao is something that everybody can be proud of,” Lucero concluded. (PIA9)

Election Coverage

The election coverage of the midterm elections started upon the arrival of PCOS machines with the final testing and sealing until the proclamation of winning candidates, as stipulated in the guidelines issued by the regional office including the use of Hatol ng Bayan online portals, facebook, skype, file transfer protocol, youtube, etc. PIA personnel were deployed to different polling centers with the biggest voting population.

Situation Reports

A total of 129 SRs about the elections were textblasted to PIA-9 monitoring team featuring the different activities/events taking place in the area. These SRs were also submitted to Hatol ng Bayan portals and posted at PIA9 facebook and twitter accounts.

Faulty CF cards delay transmission of results in Basilan By Rene V. Carbayas

Problematic and faulty compact flash (CF) cards delay the transmission of results from city and municipal voting centers to the provincial Board of Canvassers in Basilan. Provincial Election Supervisor Atty Udtog M. Tago said in an interview that the delay of transmission from the voting centers were caused by failure of particular CF cards to transmit results either defective or malfunc-tioning. “In our current elec-toral system, there are six very important items in order to affect counting and or canvassing: eye button, CF card, ballot, and the three passwords. These six items work as a team and when placed in any PCOS, it will run. And in the absence of one, the system will not work,” Tago explained. He said that when a ballot is not configured with these items in a PCOS, it will definitely not run and will not be recognized by the system.

So when a faulty CF cards will be combined with the rest of the items, the system would definitely fail. “That is why our city and municipal board of canvassers could not complete the transmission of results,” he added. The transmission status of results on May 15 (third day of the election) at the provincial BOC was still 30.76% of the total precincts in Basilan. And on May 16, as of 10:01 a.m. the transmis-sion rate is at 61.53%. “We have six municipali-ties/city with one item is lacking from these important items in certain barangays,” Tago revealed as he referred to the faulty CF card as the

culprit as in the case of a barangay in Tipo-Tipo, Akbar, Tabuan-Lasa, Hadji Muhtamad municipalities, and Isabela City. He said that they have already requested Manila about the replacements of defective items. The technical person of the Isabela City Board of Canvass-ers revealed that the canvassing system would require 100% entry of all precincts in order for them to print results. In the absence of one faulty CF cards from Kapayawan Barangay, the CBOC decided to do a manual canvassing. But still the results could not be transmitted to the provincial BOC. Atty Tago said that the

system is still good and reliable in spite of a very small glitch by a particular item. “Actually there is no problem in the counting, magaling at mabilis (good and fast),” he said. The turn-out of votes, according to COMELEC PES also vary, and estimated it to be not lower than 80% turnout of votes in Basilan. Except for minor situations, the Provincial Election Supervisor said that the police reported that the conduct of the mid-term election in Basilan has been generally peaceful.

In Isabela city, few PCOS machines were reportednot working well & technicians & Comelec officials are already addressing the problem. PPCRV volunteers observed that certain materials are also lacking in some precints that delayed the FTS. Isabela has 85 clustered precincts, 38 voting centers, & 63,130 registered voters. With the Final Testing & Sealing of PCOS machines last Wed & Thu, the COMELEC in Zamboanga said there are 12 reported damaged PCOS machines: 3 out of the 243 PCOS machines in Dist. 1 and 9 out of 245 PCOS machines in Dist. 2. However, they said that replacements will be delivered as soon as possible to have time for testing before the elections.

Voters continue to flocked at the Voters Assistance Center set up by the Parish Pastoral Council for Responsible Voting (PPCRV) at Guiwan Elem. Sch. to assist voting populace of their assigned precinct/room, while one of the classrooms was assigned as “waiting area” where voters could take a rest, charge cell phones/gadgets or leave their children at, while parents cast their votes.

It is observed that voting at Guiwan Elem. Sch is “done” as of 2:25pm as BEIs and teachers serving in the election are at a “relax” mode with lesser voters at polling precincts, and no more voters falling in line. One voter commented that it might be that some voters are at work and that they might show up tonight before the closing of voting hour.

Some 40% of registered voters have casted their votes as of 2:30pm at Maluso Central Elem School. Some voters were also soaked in rain while waiting on the line. The crowd became unruly in trying to avoid the rain & tried to enter the precincts that prompted the BEIs to request for assistance from security personnel to control the crowd.

Heavy rain starts to pour at around 11:30am in Isabela City, greeting hundreds & thousands of voters who still flock the voting centers in the city.

May 14 As of 3:50pm today, votes cast vary from 40-60% in the different precincts at Isabela Central Elem Pilot School in Isabela City, Basilan. PPCRV & CCARE volunteers agree that disenfranchisement & vote buying are common problems observed in this midterm elections. ICEPS serves the barangays Aguada, Dona Ramona San Rafael, & Riverside.

As of 4:10pm today 4,534 voters out of 7,200 registered voters in 9 clustered precints in Brgy. Putik, Zamboanga City already casted their votes. A remaining 26.66 % have yet to vote.

Basilan Police chief Mario M. Dapilloza reported that at about 10:40 am of May 13, 2013-PCOS machines, official ballots and other election paraphernalia were snatched at Barangays Bohe Languyan and Lower Cabengbeng, all of Sumisip Municipality, Basilan by unidentified persons. That after five (5) minutes of pursuit/running after the perpetrators, the said snatched items were recovered by pursuing elements of PNP and AFP together with BEIs while suspects were able to escape. According to the PES Atty Udtog Tago the casting of votes resumed at said brgys. Case under investigation by SPO2 Ismad Alamsahi, Sumisip chief of police PSI Alvison Mustapha.

As of 5:30 pm, there are 3,328 out 6,300 voters from 7 out of the 10 clustered precincts in San Jose Gusu Elementary school who cast their votes. Voting at Guiwan Elem. Sch was officially closed at 7pm with the ringing of the bell. BEI chairmen personnally handled the closing of polls, printing of results and installation of modem at the PCOS machine but are now having a hard time transmitting the results electronically due to poor internet signal.

Some 400 voters of Ubit barangay in Lamitan city are still waiting on the line to cast their votes at supposed closing of voting at 7pm. Voting still continues as of 7:45 pm at Ubit Elem School, some 21km frm Isabela city. A voter has collapsed due to suffocation. Security personnel that manages the crowd said that the young woman was the 5th person that collapsed on the line. 1 pcos machine is serving 5 precincts clustered with some 1,073 registered voters.

PCOS machine at clustered pricinct # 300, Room 7 was carried outside of the precint to get a clear internet signal to be able to electronically transmit election results. They are still unable to transmit results up to this moment.

As of 8:15 pm, all 10 clustered precincts in San Jose Gusu officially announced the results of the election. Howevr, the transmission of the results is a problem, with most precincts unable to send the results due to signal issues. Some were sent but after trying a number of times. All unused ballots were cut by the BEIs to ensure the credibility of the election.

Zambo. Norte candidates sign poll peace pactBy Alfonso T. Ruda

The peace covenant signing, which was held recently at Camila Hotel II in this city, aimed to draw commitment from each candidate to abide by the guidelines set by COMELEC governing the conduct of the May 2013 midterm elections. In his opening statement, DILG-Zamboanga del Norte OIC-Provincial Direc-tor Arnel F. Gudio, lauded the candidates’ support to the covenant signing and he looked forward to a peaceful political exercise on May 13, 2013 in the province.

First Infantry Tabak Division Head, Brigadier General Ricardo Rainier Cruz III, on the other hand, assured the public of the readiness of the military in the area to extend the needed support to ensure the conduct of a peaceful and orderly election. Zamboanga del Norte is now manned by the 10th Infantry Battalion led by Col. Leonel Nicolas with more than 2,000 camp detachments strategically sta-tioned in various locations in the province. Nicolas replaced Col. Tarahudin Ampatuan who is currently assigned at the division in Pulacan, Labangan, Zamboanga del Sur. “We’ll do everything to avoid any election-related violence. And we are ready to augment our force here if necessary. Maasahan ninyo ang tulong ng Philip-pine Army (You count on the help of the Army),” Cruz said. The candidates who turned up during the covenant signing were former Dipolog City Mayor Roberto Uy, who runs for governor under the Liberal Party, his

running mate, Dipolog City Vice Mayor Atty. Senen Angeles, third district con-gressman Cesar Jalosjos of the Nacionalis-ta Party (NP), candidate for Governor, and his running mate, incumbent Dapitan City Vice Mayor Patri B. Chan, and first district congressman Seth Frederick Pal Jalosjos who is running for his second term. Absent during the covenant signing were Atty. Edgar Vicente Balisado - LP congressional candidate for the first district, incumbent second district con-gressman Rosendo S. Labad-labad of LP and his rival, incumbent governor Rolando E. Yebes of NP, third district congressional candidate Atty. Isagani S. Amatong of LP and his rival incumbent board member Johanna Jalosjos-Parreno of NP. Nonetheless, Provincial Election Supervisor Atty. Tomas Valera said those who failed to attend the covenant signing can still affix their signatures on the docu-ment at the COMELEC provincial office. Police Superintendent James B. Mejia, provincial director of the Philippine National Police (PNP) in Zamboanga del Norte Zamboanga del Norte, said of the 34 firearms confiscated, 14 firearms came from the Zamboanga del Norte Public Safety Company (ZNPSC) which conducted regular checkpoints in various strategic points throughout the province,

while the rest were firearms turned-over by the dif-ferent municipal police stations in the province. Aside from the firearms confiscated from the operations conducted by the local police force, 43 high-powered firearms and 121 low-powered firearms were also surrendered by the gun-holders to the ZNPPO. The Comelec gun ban has been imple-mented starting Jan. 13, 2013 until June 30, 2013. In preparation for the upcoming election on May 13, Mejia said the PNP will continue its peacekeeping initiative to ensure the conduct of a peaceful political exercise. The ZNPPO expects and augmentation

force from the PNP Regional Command during the election period. According to Mejia, his office is always in close coordination with the Comelec and the Armed Forces of the Philippines (AFP) for a collaborative effort toward the conduct of a peaceful balloting in the province. Recently, PNP Director-General Allan Purisima has included the province of Zamboanga del Norte in the list of 19 provinces placed under PNP’s “Areas of Concern” due to intense rivalry among the local candidates vying for various politi-cal positions in the coming elections. DIPOLOG CITY - Mary Fatima “Timi” Gomez Aquino visited the city recently to serve as guest speaker during the Women’s Month celebration and to speak for her husband, Bam Aquino, who is running for the senate in the May 2013 midterm elections.

Timi told the local media in a press conference that her husband deserves to be elected, as “he is not just theoretical but practical” as well.Claiming as her husband’s cheer leader, Mrs. Aquino enumerated Bam’s achievements and accomplishments from his childhood days till today. “Bam’s life was in public service. When he was about six to eight years old, he was already the speaker of the family in rallies during the time of People Power Revolution or EDSA I,” Timi said. He also excelled both in school and in his work, having graduated valedictorian in his elementary and secondary education at the Ateneo de Manila University, finishing Summa cum laude at the same school in Management Engineering degree in 1999, and was appointed chairman of the National Youth Commission at the age of 25. He once joined the ABS-CBN Foundation and hosted the Y Speak in Studio 23, a youth-oriented debate show.While serving at NYC, Bam and his team devised two remarkable projects to be implemented yearly, namely, the Ten Accomplished Youth

Organizations Search (TAYO) and the Presidential Youth Fellowship Program (PYFP). “Bam received multiple national and international awards such as one of the Ten Outstanding Young Persons of the World for 2012, Asian Social Entrepreneur of the Year, United Nations Project Inspire Grand Prize awards for the HaPinoy Program, Ten Outstanding Young Men of the Philippines GoNegosyo Inspiring Young Entrepreneur, and many more,” Timi disclosed. “This is the perfect time for Bam to run for public office with his three key points namely: his childhood, his involvement in public service and motivation,” she added. Local candidates under the ruling Liberal Party (LP) have denounced the partisan acts committed by the Zamboanga del Norte Electric Cooperative (ZANECO) favoring their political rivals. In a press conference held recently at Seven Treasures restaurant here, the LP candidates said ZANECO has been politicized under the leadership of General Manager (GM) Adelmo Laput who reportedly got the position through the backing of former congressman Romeo G. Jalosjos whose siblings, children and relatives are now running for various elective posts in Zamboanga Peninsula. “ZANECO was politicized instead of being a cooperative created for the people of Zamboanga del Norte,” said city councilor Atty. James Verduguez. The city council is now calling for an in-depth investigation on the alleged mismanagement of the cooperative including its financial status. Assistant City Information Officer Leonor Rabino cited an incident in which ZANECO had unduly cut the electricity of the city government only a few days after the latter received its electric bill. Despite the city government’s request to give a little allowance while the payment was being processed, the ZANECO management still turned it down. But, during the time of Dapitan City Mayor Dominador Jalosjos Jr., ZANECO only cut the power after several months the city government had failed to pay its electric bill. “All I want is transparency in ZANECO. We are paying much and yet we are suffering curtailment,” Mayor Evelyn t. Uy said. It has been also observed that streamers thanking former congressman Romeo Jalosjos, incumbent congressmen Seth Frederick Jalosjos and Cesar G. Jalosjos of the province’s first and second districts, respectively,

are being hung at all ZANECO offices in Dipolog, Sindangan, Piñan and Liloy, and in all its sub-stations as well. Mayor Uy assailed ZANECO saying “it’s no longer a cooperative for it no longer serves the interest of the people.” On the issue of killings in the city as alleged by Jalosjos camp, Councilor Verduguez said the LP never sowed terror to the public. “Is there any leader from them (referring to APP candidates) killed?,” he asked. On the other hand, Councilor James Cyril O. Ruiz said: “They may have said it because they don’t have any issue to implicate the LP.” City Vice Mayor Senen O. Angeles also urged the people to open their eyes and see the things happening in the province. “They have served for many years but nothing is changed. Incumbent city mayor, Evelyn Tang-Uy of the Liberal Party (LP) got fresh mandate from her constituents after garnering 36,617 votes over her rival, former Piñan town mayor Cecilia Jalosjos-Carreon who got only 22,487 votes in the recently concluded midterm elections. A 12-0 victory for LP candidates has for the third time happened in the city since the first term of Mayor Uy in 2007. The lady mayor is now on its third term. Sitting councilor, Dr. Horacio Velasco won overwhelmingly the vice mayoral post, garnering 34,634 votes against incumbent Zamboanga del Norte Vice Governor Francis H. Olvis who got 21,518 votes only. All ten candidates for councilor under LP also won, beating their opponents from the Alliance for Peace and Progress (APP), a local

political party affiliated with the United Nationalist Alliance (UNA). Atty. Jasmin Pinsoy, daughterof sitting councilor Marvelita Pinsoy, emerged as number one with 32, 328 votes. Topping the race for city councilor amazed the voters here as she is a neophyte in the political arena. Other elected councilors are Dante Bagarinao receiving with 32, 299 votes, Atty. Peter Co - 31, 466 votes, Atty. Raul Barbaso - 30, 446 votes, Atty. James Verduguez - 30, 163 votes, Atty. NGCP de-activates Task Force for the 2013 Elections By Alfonso T. Ruda

The National Grid Corporation of the Philippines (NGCP) has recently deactivated the operations of its 2013 Power Task Force Election (PTFE) . Atty. Cynthia Alabanza, NGCP spokesperson said the deactivation of the Task force took effect last May 17, 2013. The NGCP PTFE, which operated 24 hours a day since May 10 at NGCP’s Over-all Disaster Command Center in Diliman, Quezon City, was created to monitor the system condition, restoration activities, and reports from the Regional Command Centers and submitted the same to the Department of Energy and other external agencies, as well as ensure its readiness to respond to emergency situations during the

election period. The NGCP has suspended all its preventive maintenance operations one week before and one week after the election to ensure continuity in power distribution and further ensure that its technical people and linemen were pre-positioned in areas where they would be most needed during emergency situation. Alabanza pointed out that NGCP is ready to organize a similar task force to ensure reliable power transmission services during crucial national events such as elections.

The corporation will continue to conduct regular maintenance activities and expansion projects to enhance the quality of electricity delivered to customers and the public. In a press release issued by the regional office of the Philippine National Police (PNP) 9, Vaño attributed the successful balloting to the men and women in uniform “who sincerely performed their election duties.” “Your efforts have immensely contributed to making the elections successful and relatively peaceful, manifesting sincere and dedicated performance of your election duties,” he said. “Despite criticisms from some sectors, we did our share in making (the elections in) Zamboanga Peninsula particularly Zamboanga City peaceful. I think we performed tremendously well,” Vaño pointed out adding, “our will and determination must be stronger as we cannot afford to sit on our laurels and setbacks and let our guards down.” He promised to support his men if they do their job properly and, at the same time, warned those who might “cause dishonor and humiliation to the police organization” of punitive actions against them. Vaño also assured the public that he would use “all assets under him” to attain and maintain peace in the region more especially in Zamboanga City by making the police always responsive to any emergencies and needs of the community. “Any criticism leveled against the police for certain lapses will be regarded as a challenge to strive for a better police service,” Vaño concluded.(PIA9)

May 14 Mayoralty candidate Glenn Sabijon of Ipil, Zambo Sibugay expressed disappointment over the massive vote buying in the area rendering inutile the COMELEC, PNP and AFP since nobody has been apprehended. "Where is democracy in this country?what can the national govt do in this situation? How can they intervene? 85 percent of I.N.C. members has openly defied the instruction of Eduardo Manalo to vote for gov-candidate Romeo Janosjos. Accordingly, they are willing to be declared "Tiwalag" than to vote against their conscience. This is the first of its reaction to defy its supreme leader and first to happen in the country in the province of Zamboanga Sibugay. Palma for governor is massively supported by I.N.C.

Mr. Raymond Hinggo.PCOS supervisor of Ipil, Zamboanga Sibugay said only barangay Suclema had a problem with the CF card, the memory card which registers the number of ballots cast, after reading the results of 312 ballots, the preceding ballots were not recognized by the machine.Hinggo said the problem is with the CF card and not with the PCOS machine.
