From the inception in 1972, through the subse-quent purchase of his f irst secondhand JCB 3C

by Hugh Edeleanu, H.E. SERVICES has grown to become Europe’s largest excavator hire company through commitment to people, quality and service.

Now with a f leet of over 3500 items of plant, the UK’s most extensive range of attachments and a policy of machine replacement at between two and three years, H.E. SERVICES covers Britain via a network of strategically placed depots, as well as cater-ing for long term contract hire throughout Europe.

Purchasing only the most advanced and produc-tive machines available from manufacturers such as JCB, Komatsu, Manitou, Hydrema, Thwaites & Ammann, H.E. SERVICES ensures that its cus-tomers always have access to the latest techno-logical advances in the industry. Fitting the latest Masterhitch bucket quick-hitch systems to all excavators over 2 tonnes further im-proves the productivity enjoyed by over 20,000 customers throughout the U.K.

H.E. SERVICES can provide hires for a duration of one day to over 25 years, to anywhere in the coun-try from Land’s End to John O’Groats, either with or without attachments and with or without operator. Security features are available including immobilis-ers and trackers. All machines are safety checked and will arrive on site with full documentation in-cluding delivery ticket, inspection sheet, hitch in-structions, machine check sheets and certif icates.

Maintenance and servicing are entrusted to a division that boasts a team of highly trained technicians. Equipped with the latest tele-communications technology, tools and equip-ment for almost any eventuality, they of-fer immediate response in fully appointed vehicles specially developed for the purpose.

To appeal to the widest possible market, H.E. SERVICES offers all of its plant either on self drive hire or with an experienced qualif ied operator.

With an in house f leet of delivery vehicles, nothing is left to chance, ensuring a prompt service at all times. No reliance on third parties means total control of Customer Service.

“Service is the reason for our existence”, and to ensure that H.E. SERVICES remains at the forefront of providing the highest quality service to customers, we do not normally entrust the important task of delivery to any-one but our trained and well equipped delivery drivers.

By operating a fleet of purpose designed delivery vehicles, H.E. SERVICES maintains control, and can guarantee our customers a delivery service that regularly exceeds their expectations.

Experience over the years has shown that relying on a third party for deliveries, often would not allow us to meet our service promise to our customers.

Vehicles are chosen specifically for their durabil-ity and reliability, and bodies are developed with manufacturers to meet the rigorous stan-dards we expect of delivery vehicles.

Choosing LGV drivers that are also experienced plant operators ensures a greater understanding of the requirements and expectations of our customers.

A Grab/Tipper with a 13.5T load capabil-ity, this vehicle is fitted with forward facing camera’s, rear facing camera’s and blind spot camera’s combined with large panoramic win-dows giving the driver a virtual 360° view mak-ing this one of the safest to drive and operate.

SERVICE ENGINEERS

Plant reliability is directly proportional to the care a hire company takes with servicing and with repairs.

In a market place where competitors are increas-ingly reliant on the philosophy of “repair it only when it goes wrong”, H.E. SERVICES’ customers can take comfort that this will never happen with the machines and equipment that is hired from us.

We fully recognise the importance of regular ser-vicing to manufacturers’ recommendations, and insist on this for all plant that we operate. Customers are always the biggest loser when scheduled maintenance is not carried out, as they suffer the resultant increases in breakdowns.

H.E. SERVICES employs skilled mobile plant mechanics, who have comprehensively equipped mobile workshops and the latest telecommuni-cation equipment at their disposal, guarantee-ing a quality of customer support in dealing with all service requests quickly and efficiently that is much envied, often copied, but never equalled.

Over recent years, as part of our commitment to customer care, we at H.E. SERVICES have listened to our customers and have made substantial investments in attachments for excavators. This makes our equipment more versatile for our customers by being able to carry out tasks that are either still mainly carried out by hand or save a second machine being hired in for one job.

Wherever possible we have developed attach-ments with Masterhitch Europe Ltd to suit the Mas-terhitch Quickhitch fitted to our machines from 3 Tons to 45 Tons. This gives amazing time saving when it comes to changing from bucket to attach-ment and vice-versa as well as greater versatility.

For Telescopic Handlers, our 4m x 1m work platforms mean that our machines can load, off load and provide a working platform for two men and materials without the need for additional access equipment or scaffold.

Petrochemical Contracts or Similar?

Certain jobs require working underneath overhead obstructions like bridges, cables etc. In this case the excavator might need to be fitted with a “height restrictor”. All H.E. SERVICES excavators can be fitted with a height restrictor or a slew restrictor for a supplementary charge.

No problem, all H.E. SERVICES machinery can befitted with Chalwyn Valves and Spark Arrestors if required as optional extras. Extra notice is required to allow fitting and there is a supplementary charge.

H.E SERVICES’ can offer an Onboard Saftey Lift System, If required. Extra notice is required to allow fitting and there is a supplementary charge.

EXCAVATORS USED AS CRANES

CAB, CANOPY OR FRAME REMOVAL

In addition to the Health & Safety at Work etc Act 1974, the Lifting Operations and Lifting Equipment Regula-tions 1998 (LOLER) apply.

Copies of these regulations are available online or from the H.S.E or the C.I.T.B.

Customers intending to carry out Lifting Operations us-ing excavators should ensure that they fully comply with these regulations.

Most of H.E. SERVICES excavators are fully tested, in-spected and capable of lifting. Please refer to each ma-chine specification for the Safe Working Load.

Copies of all documents needed, including certificate of newness, 12 monthly inspection, test certificates etc are available and can be provided in hard copy, fax or by email.

H.E. SERVICES accepts that there are times where because of access restrictions or working height with-in buildings it is necessary to remove cabs, canopies or frames from plant. We can provide such a service for our customers subject to the following provisions;

1) This will only be done with a specific written request from the customer.

2) The customer will be deemed to accept full responsibility in accordance with our Terms & Conditions of Hire (In particular Clause 42 - Cab removal)

3) The customer should take steps to outline additional dangers to operators and provide any additional safety training or PPE equipment deemed necessary.

4) A small additional charge will be made to the cus-tomer by H.E. SERVICES for removal and refitting.

5) The customer should carry out a Risk Assessment.

6) The plant should ideally be used on level ground

OPERATOR COMPETENCE

SECURITY

SITE SAFETY

It is the responsibility of the employer under the Health& Safety at Work etc. Act 1974 Section 22C, to ensurethat operators of construction plant are competent.There are many schemes such as the CSCS, whichrecords training achievement, but it is not a legalrequirement to subscribe to any of these. They do notnecessarily guarantee a measure or certificate ofcompetence, but are generally a good indication.

H.E. SERVICES tests the competence of all of itsoperators and recommends that customers do likewisewith their operators before entrusting expensive andpotentially lethal equipment to them. Where requestedby customers, H.E. SERVICES can supply operatorswho hold a CSCS card, but advance notice must begiven. All of our operators also hold an H.E. SERVICES Certificate of Competence for the machines that they are certified to operate, and in this case they have been thoroughly trained, checked and tested by ourselves.

Where fencing the areas of excavation is impractical,excavations or holes should be covered or guarded.The local Electricity/Gas/Water Board should beconsulted when working near overhead or undergroundservices. Excavators should not be used within 0.5m ofknown underground power cables or other services. Theservice provider will give information and locations uponrequest, free of charge. All excavations of 1.0m deep or more should be shored to prevent injury to workers entering the excavation.

H.E. SERVICES (Plant Hire) Ltd can offer for a smalladditional charge, machine security systems, which aremonitored 24 hours a day, and include satellite trackingand a 3 point key pad immobiliser which will usuallyreduce customers hired in plant insurance.

THE WHOLE STORYA True Story!

A competitor’s regular customer hired a standard JCB 3CX for three days each time he built a base for a

mobile phone mast. The job involved regular bucket changes, for site stripping, footings, levelling, drainage,

cable trenches etc.

He was persuaded to hire our JCB 3CX complete with a Masterhitch, and found that a two day hire was all that was necessary, such were the time savings on bucket changes, and quality of operator. Also whilst working,

he came across concrete and as the machine is piped for a breaker, he simply called us up and we des-

patched one immediately.

He thought we were expensive at £1.35 per hour more than our competitor, but he now saves over £190.00 on

each site.

The moral of this story - paying slightly more really can result in paying substantially less!

The Site Agent of a National Contractor decided against hir-ing a new Komatsu PC210 from H.E. SERVICES, as a com-petitor offered an alternative at £50.00 per week less. For a two week hire, he decided he could not ignore a £100 saving.

Taking delivery of his 20 Ton Excavator (we will spare the manufacturer its blushes), which turned out to be an 18 tonner of some 6 or 7 years vintage, he ad-mitted later to be already questioning his wisdom.

Well, the machine fired up OK, and was quickly put to work stripping the site and stockpiling. Work went on reason-ably well, if slower than he had envisaged, but by the end of the second day the engine was misfiring. A call to the office of the plant company received a positive response, and a promise of a fitter within two hours. The next morn-ing, a lad with a small box of tools turned up in a car, curs-ing and swearing about being given three calls to make first thing. “I keep telling them it will break down if they don’t ser-vice it” he says, spitting on the rusty tracks, and promptly changes the air filter and oil filter, leaving half a gallon of thin black oil and both filters in the trench that the machine was digging. Reminded that a hose was weeping, he re-torts, “Ain’t got one with me mate, I’ll get you one later in the week”, and disappears still muttering about three first calls.

Day three, and four tippers arrive to clear the spoil heap. Changing the bucket is not as simple as the Agent thought, and two men with a trusty sledgehammer have spent well over an hour removing pins shaped like ba-nanas and as dry as the Sahara desert. The pins hadn’t been greased for a long time and getting them back in the bulk bucket takes almost as long, as the lugs are bent.

The tipper drivers are moaning as they are on meter-age, and the local residents are already phoning the police to complain that the road is blocked up andthe machine was so noisy yesterday. As the first bucket goes over the side, the defective hose bursts, people within twenty metres are soaked in hydraulic oil, and the bucket lands squarely in the body of the truck, trapping it!

The Agent calls for the fitter again in desperation, and ofcourse “he is out on another job mate, but I’ll get him topick up a hose and come straight out when he getsback”. Tipper drivers are threatening to go away andnot return by now, and claiming demurrage.

Three hours later, still no fitter. Cancel the concrete fortomorrow and put it back a day, and you have got to finda job for the men who were going to lay it. Nowre-arrange the steel and the crane, and the steelfixers,and totally rewrite the schedule!

So, how much did the hire cost? Nobody ever includes the cost of the Agent’s time, rescheduling, men’s wages, demur-rage, cleaning bills, cancellation charges etc. In the equation, but they should be included to get a true cost! The Agent guessed well in excess of £1,500 and a very unhappy client, so he came back to H.E Services for his subsequent hires and has used us ever since!

The moral of this story. There is more to hire rate that meets the eye, you probably get what you pay for.

We don’t however ask you to take these two stories as proof of the savings that all our customers make. We ask you to put us to the test yourself, and see the results.

All plant is hired subject to H.E. SERVICES’ standardTerms and Conditions of Hire, a copy of which is available on request and on our website. The following is extracted for your convenience:

1. Insurance of all hired plant and equipment is the responsibility of the hirer, until collected by H.E. Services from site or returned safely to our depot.

2. Charges will be made to cover plant and equipment returned in a dirty or damaged condition.

3. All plant is supplied full of fuel/oil/grease etc. as necessary, which is chargeable at our current rates, if deficient upon return.

4. Transport is not inclusive in the hire rates, but is available if required.

5. Value Added Tax is not included in the hire rates, and is charged extra at the prevailing rate.

6. Cleared funds in advance of the hire are required on all non-account transactions.

7. Long hire and contract hire rates can always be negotiated.

8. H.E. SERVICES reserves the right to alter prices without notice.

9. Puncture repairs and tyre damage are the responsibility of the hirer.

10. 24 hours notice of the hire termination MUST be given to our depot of hire. 72 hours for “notifiable loads”

11. 2.5% monthly Compound Contractual Interest may be added to overdue accounts

12. Self drive rates are per 50 clock hour week and per 10 clock hour day maximum, additional pro-rata changes may be applied for excess hours worked.

13. Based on the weekly rate, all hires less than a week will be charged 50% for 1 day, 70% for 2 days, 90% for 3 days or the full weekly rate for 4-5 days.14. Delivery/Collection will be charged for every movement of each machine (even if two or more machines are delivered/collected at the same time) at the rates quoted or prevailing the time. 15. All machines supplied with breaker and bucket(s) are charged at breaker rate until the breaker is off hired and returned to our depot.

16. For self drive machines, the ‘day’ is a normal working of day (of up to 10 hours), NOT a 24 hour period.

17. All weights and measurements provided in the H.E. SERVICES’ literature are approximate and subject to change without notice. No guarantee is offered regarding their accuracy.
