The asset, development & property directorate

There are over 120 people in the directorate and we work closely with Westminster City

Council and the Council’s other social housing provider, Westminster Community Homes - to

develop new homes and effectively manage and maintain existing property assets.

Development

Our development programmes are high profile, sometimes complex and significant in terms

of scale and scope – so we are expanding our development team to ensure that we are well

resourced to continue with delivery of an ambitious programme.

We operate in two clear workstreams. Developer-led proposals involve working with a

range of developer partners; the current programme involves four projects, where we are

building 821 units at a cost of £243m. We also deliver self-build projects where we manage

the entire design and construction process, and this part of the programme we are building

277 units at a cost of around £100m

The development team are involved in delivering the following:

Development of more than 1,000 new homes .

Procurement of consultants, contractors and development partners.

Planning and consent applications.

Consultation with CityWest Homes residents.

Commissioning and defect free handover to the housing management team.

Complex requirements of a programme that will cover properties destined for outright

sale, mixed tenancy and social housing.

Current projects are in various stages of the pipeline, ranging from initial feasibility studies

to attending to defects following completion of build. The schemes range in scale from

single dwellings to large scale mixed developments combined with commercial, health and

community use facilities.

Asset management, capital programme and building maintenance

The directorate works closely with the Council to develop the asset strategy for developing,

maintaining and improving the Council's housing stock. We are entering an exciting new

phase where we will work closer with Westminster City Council to plan future regeneration

and development. We use detailed asset management data to inform investment plans and

to undertake the detailed capital investment planning for a £250m, rolling five-year

investment programme to maintain and improve existing real estate assets.

Our programme to maintain and improve assets is complemented by a range of active asset

management activities such as disposal of poor performing assets, acquisition of high quality

housing and the identification of development opportunities to increase the supply of new

homes.

The capital programme team:

Deliver a maintenance and refurbishment investment programme of around £50m pa.

Deliver a programme of capital works based on the five year rolling asset strategy.

Manage all planning and programming aspects of capital works.

Procure and appoint of contractors and consultants to deliver capital works.

Oversee project management and commercial management, undertaking contract

administration, valuations and final accounts.

Our repair service won the Inside Housing UKHA award in 2010 and has since continued to

top the HouseMark league table for quality among London authorities. The building

maintenance team comprises:

Building operations teams, based in area service centres and responsible for delivery of

the general response repair service – the team manages our repairs call centre, which

handles all repair requests and enquiries from residents.

The property services team, which manages the procurement of repair term contracts,

the refurbishment of voids and occupational therapy adaptations.

The mechanical and electrical team responsible for repairs, replacement and statutory

compliance of building services.

The executive team

Tim Harris - Interim Chief Executive

Tim joined the business in January 2015. He has over 40 years’ experience in the housing industry, 30 years of them at director level. A successful interim chief executive who has turned around four ALMOs and won over £800m decent homes funding since 2006. He has also led organisations through five successful two star inspections.

Petros Christen - Director of Finance

Petros started in September 2010, having come from a housing association. He is responsible for managing CityWest Homes' financial accounts, home ownership, as well as working closely with Westminster City Council to manage the Housing Revenue Account. He is Chair of the value for money taskgroup and takes an active role in the board's Finance and Audit Committee.

Jo Bowles - Director of Human Resources

Joining us in March 2008 as HR manager, Jo now drives our people strategy. Joining their trainee management scheme, Jo spent 18 years at Marks & Spencer. She then became Head of HR for customer operations for three years at Ofsted. She has extensive HR experience including employee relations, restructuring and change, learning and development and rewards.

Phil Jenkins - Asset Development and Property Director

Phil joined CityWest Homes in March 2014 and has 25 years’ real estate, construction and development experience, most recently with the John Lewis Partnership where he led the early phase of their ‘Little Waitrose’ convenience format. He started his career in private practice construction consultancy and has held senior roles at Gleeds, Family Housing Association, the Co-operative Group, Crabtree & Evelyn and SPAR.

Marc Wolman - Business Transformation Director

Marc joined in August 2014 and has over 20-years international experience in leadership and hands-on delivery of engagement, transformation and change programmes in both private and public sector organisations. He was previously at Serco, delivering critical change and operational improvement programmes as well as developing growth models.

Job description

Job title: Head of Development & Construction

Division: Development & Construction Team

Responsible to: Asset Development & Property Director

Line managing: 9 people

Job purpose:

To lead the delivery of all development at City West Homes (CWH) providing the expertise, management capability and assurance to deliver these projects in line with the organisation’s business objectives.

To deliver development, regeneration and construction projects through all work stages, procuring delivery solutions via development agreements and construction contracts

Responsible for delivery of social, affordable, private and grant funded development and regenerations programmes, for our two primary clients Westminster City Council and Westminster Community Homes.

Ensure all development activity complies with regulatory and other statutory obligations, taking responsibility for departmental profit & loss and resource management.

Contribute to the exploration of opportunities for growth and new business, appraising such opportunities within the wider risk management framework.

Fully participate in the corporate leadership of CWH via membership of the leadership team.

Key relationships:

External: Westminster City Council and Westminster Community Homes, Greater London Authority; developers and construction firms; design and development consultants and advisors; local planning authority; councillors and members of parliament; owners and occupiers of CWH properties and adjoining land.

Internal: CWH Executive and leadership teams; the CWH Board.

Work with the Asset Development & Property Director to establish a programme and targets for the provision of new housing, re-development and regeneration schemes in accordance with CWH’s strategic objectives and mission.

Develop clear plans for implementation of the development strategy, linked to the CWH business plan.

Commercial focus:

Ensure a strong understanding of commercial and risk related issues with regards to development, regeneration and all capital works.

Manage development and regeneration opportunities, with end to end programme and risk management, to ensure successful outcomes, including meeting community expectations, maximising capital investment return; and achieving income targets on all projects developed for sale.

Oversee all procurement and supply chain contracting and consultancy appointments, maximising value to CWH.

Ensure that health and safety (H&S) and healthy working conditions are promoted across the directorate, operating within the appropriate H&S regulations, with effective oversight of the assurance from on-site contractors on their management of H&S.

Fulfil the obligations of public and private sector funding bodies, in relation to bidding for and delivering agreed programmes.

Develop robust performance management systems to support the development of a strong, distinctive and customer focused organisational culture.

Establish effective control, review and reporting systems to ensure accountability to the executive team, Board and external stakeholders.

Prepare all Board reports on development activity and present as required.

Have lead responsibility for effective monitoring and report mechanisms in accordance with agreed procedures and within delegated authority and audit requirements.

Promoting CWH’s development potential, building confidence in the brand and its reputation, ensuring its vision is clear and understood.

Maintain and develop effective professional networks that will add value to the CWH’s development and capital works, such that CWH is viewed as an influential and reliable partner.

Person specification

Qualifications, knowledge and experience:

Degree or professional qualification in development, construction or a related field, or equivalent work experience.

Proven track record at a senior level in the development industry, with experience gained in working with RPs, developers, contractors and/or other related partners.

Has a strong understanding of residential developments, including a range of housing tenures and types. Track record of delivering high profile or complex capital projects.

Proven track record of maximising business opportunities.

Has a proven track record of managing a range of stakeholder relationships with for example, local authorities, landowners and developers, producing tangible outcomes in the pursuit of business plans.

Able to show a good grasp of the regulatory and funding framework for RPs, with evidence of understanding HCA, local authority and funders’ requirements.

Knowledge of planning and legal framework; procurement and construction contracts is essential, active knowledge in sales and marketing would be an advantage.

Skills and abilities:

Able to assess risk and promote risk awareness without being risk averse.

Able to analyse and disseminate complex information, including development appraisals. Able to undertake financial appraisals to maximise investment returns would be an advantage.

Good understanding of development project management, able to engineer solutions to enable the delivery of projects to agreed design, quality, time and budget standards.

Able to demonstrate accountability to the Executive, Board and clients - establishing positive relationships.

Skilled at engaging with residents and their representatives.

Strong strategic business planning skills, able to translate strategy into project delivery.

IT literate in all relevant areas to enable professional delivery, comfortable considering potential of new technology.

Principal terms and conditions (For information purposes only)

1. Position Head of Development and Construction 2. Salary and benefits

Circa £100k pa, plus incentive bonus (non-contractual) up to 15% of salary depending on individual performance, and defined benefit local government pension scheme. 3. Holiday entitlement

32 days holiday per annum plus bank holidays.

4. Working hours Normal hours of work are 36 hours per week based around the usual business

working week. However, due to the seniority of this post there is a requirement for flexibility in meeting the full responsibilities of the post and this will include occasional evening and weekend work.

5. Location

Your normal place of work will be our office at: CityWest Homes, 21 Grosvenor Place, London SW1X 7EA, but given the seniority of the role, travel across all our operating areas is expected.
