’fhis application relates to an existing 600 places for sows integrated unit (with approximately 3,600 fatteners on-site) at Mogeely Pig Farm, Annistown, Killeagh, Co. Cork. Maxiinuni stock numbers accommodated at the installation are based on 600 places for sows in an integrated unit. The installation is owned and managed by Mr. Torn O‘Brien in a rural, agricultural area 1.6Km northeast of Mogeely and 3Km west of Killeagh in Co. Cork. The site is approximately 3.86 hectares. ’Ihe activities carried out on site include the breeding, management and rearing of pigs to slaughter weight.

The unit operates 21 hours a day, 365 days a year and ciiiploys 3 full time workers

Slurryl’manure will be recovered on land as fertiliser in accordance with the conditions of this licence and S.I. No. 101 of 2009 (European Coinmunities (Good Agricultural practice for the Protection of Watcrs) Regulations 2009). The licensee will manage and operate the installation to ensure that the activities do not cause environmental pollution

Decision & Reasons for the Decision The Environmental Protection Agency is satislied. on the basis of the information available. that subject to conipliancc \\.it11 the conditions of this licence. any emissions from the activity will comply with and will not contravene any of the reqiiirenients of Section 83(5) of the Environmental Protection Agency Acts 1992 to 2007.

In reaching this decision the Environmental Protection Agency has considered the application and supporting docunientation received from the applicant. a submission received from another party and tlie report of its inspector.

Part I Schedule of Activities Licensed

In pursuance of the powers conferrcd on i t by the Environnicntal Protection Agency Acts 1992 to 2007, the Agency proposes to grant this Integrated Pollution Prevention & Control licence to:

2.3 Corrective Action

2.3. I The licensee shall establish procedures to ensure that corrective action is taken should the specified requit-cments of this licence not be fulfilled. The responsibility and authority for initiating further investigation and corrective action in the event of a reported non- conformity with this licence shall be defined.

2.4 Awwetiess and Training

2.4.1 The licensee shall establish and maintain procedures for identifying trainiug needs, and for providing appropriate training, for all personnel whose work can have a significaiit effect on tlie environment. Appropriate records of training shall be maintained.

PersonneI/contractors performing specilically assigned tasks shall be qualified on the basis of appropriate education, training andlor experience. as required. The licensee must etistire that contractors/ageiits involved in transport of waste and slurry are appropriately trained andlor experienced, and rcccive adequate supervision on site.

The licensee shall install and maintain a water meter on all water supplies serving tlie installation within six months from the date of grant of this licence. Records of water usage shall be maintained on site and a sutnniary records [report shall be subinitted annually as part ofthe AER.

The licensee shall provide a minimum of 26 weeks storage of nianure on-site or at an agreed storage location. Tlie capacity may be less than 26 weeks where tlie licensee has in place:

i. A contract providing exclusive access to adequate alternative storage capacity located outside the installation

A contract for access to a t reatment facility for livestock niaiiure or ,

A contract for the transfer of the niaiiiire to a person authorised under and in accordance with the Waste Management Acts 1996 to 2008 o r the Environnicntal Protection Agency Acts 1992 to 2003. Any contract. a s described in (i) to (ii) above, shall bc available to the Agency for inspection.

All wellheads shall be adequately protected to prevent contamination or physical damage within six months from tlie date ofgrant of this licence.

Condition 8. Materials Handling

8.3 Waste shall be stored in designated areas, protected as may be appropriate against spillage and leachate run-off. The waste shall be clearly labelled and appropi-iately segregated.

8.4 No waste classified as green list waste in accordance with the EU Shipment of Waste Regulations (Council Regulation EEC No. 101 3:2006, as inay be amended) shall be consigned for recovery without the agreeinetit of the Agency.

8.5 Waste for disposallrecovery off-site shall be analysed in accordance with ScIwdiiIc C: Conrid d; MoNitor-ing, of this licence.

8.6 Unless approved in writing, in advance, by the Agency the licensee is prohibited from mixing a hazardous lvaste of one category with a hazardous waste of another category or with any other non-hazardous waste.

8.7 The licensee shall neither import waste into the State nor export waste out of the State except in accordance with the relevant provisions of Regulation (EC) No I O 13 ‘2006 of the European Parliament and of the C’ouncil of 14th June 2006 on shipments of \vasle and associated national regulations.

8.8 Animal tissue or carcasses stored oii-site pending disposal shall be placed in covered. leak- proof containers and shall at a minimum be removed fortnightly.

Landspreading shall be untlertaken only in accordance with appropriate national standards and protocols as agreed by tlie Agency.

Landspreading from this activity shall take place only on lands agreed in advance in writing by the Agency. Alterations to this landbank are subject to prior written agreement with the Agency.

Landspreading shall be undertaken to ensure an even spread of slurry'nianure over land. Manure (excluding washwater;slumy) shall be spread by rotary spreader or similar machine. Was1iwatcr:slurry shall be spread using soil injection, bandspreading or IOU trajectory splashplate methods. Any other method niust be agreed in advance by the Agcncy.

Condition 9. Accident Prevention and Emergency Response
