In this edition we will be focusing on CoMpLiAnCe, to assist maintained schools and academies and raise awareness of the statutory regulations and responsibilities that relate to the management of your estate. Also featuring in this edition is an update on FuNdInG OpPoRtUnItIeS. HaVe YoU PuBlIsHeD YoUr AcCeSs PlAn? Has your school published a current AcCeSs PlAn in accordance with statutory requirements? Is it easy to fnd on your website? Under the Equality Act 2010, in the case of disability, schools have a duty to make reasonable adjustments to overcome barriers experienced by disabled pupils. To demonstrate compliance, access risks should be identifed and measures put in place to resolve them. This should form part of your Access Plan. This plan should be reviewed and updated every three years to ensure legal compliance. It should be published on your website where it should be easy to locate. The Schools Team can support this process by carrying out an accessibility audit of your site to identify areas to be addressed including a review of previous actions and assisting in the development and publication of a new Access Plan. The Schools Team have helped numerous schools in Torbay with their AcCeSs PlAn such as Oldway Primary , Combe Pafford School, Mayfeld School, Torre Church of England Academy and St Cuthbert Mayne. SEND cAPitAl FUND FUNDInG oPPoRtUnItY The Local Authority has been out to consultation and will shortly be publishing their PLAN for the allocation of the SEND Capital Fund. The Plan will include a funding opportunity that maintained schools and academies can bid for over the next three years. However, the criteria for funding will be based on ‘liVE’ AccESs PlAnS so it is important if your school wishes to apply for this funding that your AccESs PlAnS is up-to-date and available on your website. The SEND Capital Fund cannot be used to make reasonable adjustments but must provide additionality.

AsBEStos onliNE PoRtAl lAUncH The Education and Skills Funding Agency (ESFA) has recently published

the Asbestos Management Assurance Process (AMAP) online portal

user-guide on GOV.UK. Responsible Bodies are being asked to complete the

AMAP as they have a duty under the Control of Asbestos Regulations 2012 to

manage any asbestos in their school buildings.

The assurance process is aimed at Responsible Bodies to enable them

to provide an assurance that their respective schools are compliant with

asbestos management regulations. Responsible Bodies should already

be identifying and managing asbestos in their schools as part of their estate

management and health and safety duties. We strongly recommend that

all and governing bodies of maintained schools and trusts read the

department’s guidance Asbestos Management in School, and review their

asbestos management arrangements before completing the assurance

tDA woRKSHoP In PARtNERsHiP witH BcR The TTSA 2017-18 Conference and Business Exhibition will take place on Thursday 24th May 2018 at the Riviera International Conference Centre in Torquay.

Schools Capital and Planning Manager Clare Talbot will be hosting an hour long workshop entitled ‘Better Buildings’ – SMART Ways to Invest & Save with BCR Associates. The aims and objectives of the workshop are:

• To update and reinforce school leaders understanding of their legal requirements for managing their estate including responsibilities for premises under the OFSTED Framework for Safeguarding

• To provide information and advice on how schools can maximise income from grants and how effective planning can reduce spend on repairs

• To provide advice and support on the procurement of energy, utilities and infrastructure to reduce costs and improve efficiency

• To provide a point of contact for school leaders seeking further information and advice on Property Management solutions

coNDItIoN IMProVeMent FUNDs (ciF) Are you ready to submit your CIF Bid for 2019?

If the answer is no, then now is a good time to start thinking about your next step in the bidding process, especially if a
