1. SAFETYPOLICYSTATEMENT

1.0 GeneralStatementofIntentThissafetypolicyhasbeenadoptedandagreedbyNorburyManorBusinessandEnterpriseCollegeforGirls(hereinafterknownasNMBEC)asitsgeneralstatementofintentregardinghealthandsafety.Itsetsoutresponsibilitiesandrolestohelpensurecompliancewithallrelevantstatutoryprovisions.NMBECrecognisesandacceptstheresponsibilityasanemployerforprovidingasafeandhealthyworkplaceandworkingenvironmentforallstaffandtoprotect,sofarasisreasonablypracticable,allpersonswhomaybeaffectedbyanyofitsactivitiesincludingstudents,volunteers,parentsandvisitors.NMBECwilltakeallreasonablestepstomeetthisresponsibility,payingparticularattentiontotheprovisionandmaintenanceof:• Plant,equipmentandsystemsofworkthatissafeandwithoutriskstohealth.• Safearrangementsfortheuse,handling,storageandtransportofarticlesandsubstances.• Sufficientinformation,instruction,trainingandsupervisiontoenableallstafftoavoidhazards

andcontributepositivelytotheirownhealthandsafetyatwork.• Asafeplaceofworkwithsafeaccessandegress.• Ahealthyworkingenvironmentwithadequatewelfarefacilities.NMBEChasundertakentoprovidecompetenttechnicaladviceonhealthandsafetymattersandadvicemaybesoughtfromtheHeadteacher.TheHeadteacherandstaffhavetheresponsibilityforimplementingthispolicythroughoutNMBECandmustensurethathealthandsafetyconsiderationsaregivenpriorityinplanninganddaytodaywork.TheHeadteacherisresponsiblefortheproductionofsafetyguidance,andstaffwillbeconsultedasandwhennecessaryduringthedevelopmentofsuchguidance.Staffareexpectedtoco-operateasfarasispossiblewithNMBECtoenableittocarryoutthispolicy.Eachstaffmemberhasaresponsibilitytotakereasonablecareoftheirownhealthandsafetyandthatofotherpersonswhomaybeaffectedbytheiractsoromissionsatwork.AcopyofthispolicyisavailabletoallstaffandcoversNMBECactivitiesonly.Withaviewtopromotinggoodpracticescoveringhealthandsafetyatwork,werequiretheco-operationofallrelevantpartiesandencouragetheinvolvementofallstaffandsub-contractors.Thepolicyissupportedbyarangeofguidanceandinformationdocuments.

2.0 NMBECshall

• Ensurethereisaneffectivepolicyforhealthandsafetyforallstaffandperiodicallyreviewandimplementanynecessarychanges.

• EnsuretheprovisionsoftheHealthandSafetyatWorketc.Actandallrelevantstatutoryprovisionsareobserved,sofarasisreasonablypracticable.

• Ensureallliabilityiscoveredbyinsuranceanddecidetheextenttowhichrisksareacceptable,whetherinsuredornot.

• Executeplannedandpreventativemaintenancetoallareasandplantundertheircontrolsoastoensureworkplacehealthandsafetyandfiresafety.

2.1 TheBoardofGovernorsshall

• Periodicallyreviewthecontentsofthisdocumentandoverseeitsimplementation.

2.2 TheHeadteachershall

• Haveultimateresponsibilityforensuringtheeffectiveimplementationofthispolicy.• Ensurethatfundsandotherresourcesareprovidedtomeettherequirementsofthispolicy.• Ensurethepolicyisproperlyunderstoodbyalllevelsandthatallstaffareawareoftheirduties

andresponsibilitiesundersafetylegislation.• Ensurethathealthandsafetyresponsibilitiesareincorporatedinjobdescriptions.• Ensurehealthandsafetyresponsibilitiesallocatedtoothersareproperlycarriedout.• Takeadirectinterestinthispolicyandatalltimessupportpersonsimplementingit.• Ensuretheprovisionforsuchinformation,instruction,trainingandsupervisionasisnecessary

toensurethehealthandsafetyatworkofallstaff.• Insistthatsoundworkingpracticesarefollowedandthatworkisplannedandrisksassessed

andcarriedoutinaccordancewithcurrentguidance.• FollowtheadviceofanyEnforcingAuthorityInspectororotherappropriateOfficer.• Takeactionwithoutdelay,wheneverhealthandsafetyrisksareidentified.• Ensurethataccidentsandincidentsarerecordedandreviewallinvestigationreports.• Ensurethatallrelevantitemsareconsideredbyhealthandsafetymeetings.• Ensurethatsuitableandsufficientriskassessmentsofsignificanthazardsareundertakenand

thatappropriatecontrolmeasuresareeffectivelyinplace.

2.3 AllDepartmentHeads,LineManagersandSupervisorsshall• HelpdevelopthehealthandsafetystrategytoenablethePolicyobjectivestobeachieved.• HelpmonitorandreviewthePolicyandproceduresdealingwithhealthandsafetymatters.• Beinvolvedintheproceduresforsuitableandsufficientriskassessmentsofsignificanthazards

andhelpimplementappropriatecontrolmeasuressuchastraining,instructionandprotectiveclothingandequipment.

• Actinaresponsiblemanneratalltimesandsetagoodexampleinrelationtoworkplacehealthandsafety.

2.4 AllStaffandVolunteersshall

• Comply,sofarasisreasonablypracticable,withallhealthandsafetylegislationandassociatedguidance,aswellastherequirementssetoutinthispolicy.


• UndertaketraininginsafetymatterswhentheneedisidentifiedbyNMBEC.• Immediatelyreportincidents(includingallaccidents,nearmisses,anddangerousoccurrences,

damagetopropertyorplantandindustrialdiseases)totheirLineManager,andcompletetheaccidentreportform.

• Report,assoonasreasonablypracticable,anysignificanthazards(orpotentialhazards)thattheyidentifytotheirimmediateLineManager.

• Whereverpossible,makesuggestionstoimprovehealthandsafetytotheHeadteacher,PremisesManagerorSBM.

2.5 Contractorsandsub-contractorsshall

• Beresponsiblefortheirownareasofresponsibilityandhealthandsafetymanagementarrangements.However,toprotectstaff,students,contractorsandthoseinthevicinityofwork,everyoneshouldco-operate,co-ordinateandcommunicateasappropriateforthepurposesofhealthandsafety.

NOTE:Horseplaywillnotbetoleratedandfailuretocomplywithhealthandsafetymayresultindisciplinaryaction.NostaffofNMBECmaycarryoutorauthorisepracticeswhichplacestaff,studentsorothersindanger,orwhichareindirectbreachoflegalrequirements.

2.6 Safetyrepresentatives:Safetyrepresentativesmay:• Investigatehazardsanddangerousoccurrencesandexaminethecauseofaccidents.• Investigatestaff’complaintsconcerningstaffhealth,safetyorwelfare.• Makerepresentationonmattersarisingoutofhealth,safetyorwelfareofstaff.• Carryoutinspectionsoftheworkplaceandattendsafetymeetings.• Representstaffinconsultationsattheworkplacewithinspectors.


3. ARRANGEMENTS/GUIDANCE

3.1 AccessandEgressNMBECiscommittedtoprovidingasafeplaceofworkandasafemeansofaccessandegresswithinallpartsoftheCollege.Safeaccessandegressincludesmovementinandoutoftheworkplace,andsafeaccesswithintheworkplace.Thispolicycoversthefollowing:• AccesstoandegressfromtheCollege• Routesthroughworkingareas• Accessibilityofstorageareas• Accesstoandegressfromanindividual’sworkplace• Emergencyexitroutes• Useofaccessequipment,suchasladders• Limitationofaccesstohazardous/highsecurityareas• Temporaryarrangementsforaccess• ExternalpathwaysandroadwaysaroundtheCollege• Commonpartsofthebuildingse.g.receptionetc.

3.2 Accident/Incident/Dangerousoccurrencereporting:AnAccident:"anyunplannedeventthatresultsinpersonnelinjuryordamagetoproperty,plantorequipment.AnIncident:"anyunplannedeventthatresultsindamagetoproperty,plantorequipment,butnoinjurytoaperson”.ANear-miss:"anunplannedeventwhichdoesnotcauseinjuryordamage,butcouldhavedoneso."Examplesinclude:itemsfallingneartopeople;vehicleincidentsandelectricalshort-circuits.ReportingProcedureAllaccidents,incidentsandnearmisses(otherthantrivialincidents)shouldbeenteredintheappropriateAccidentBookattheMainReceptionOfficeandcounter-signedbyaFirstAider.IfthestafforstudentcannotgettotheMainReceptionOfficeorMedicalRoomFrontOffice,ateachershouldringorotherwisenotifytheMainReceptionOfficeorMedicalRoomstaffwhowillnotifyafirst-aidertomovetothesceneoftheaccident.TheMainReceptionOfficestaffandFirstAiders(dinnersupervisorsatlunchtime)willtakeappropriateaction,inconsultationwiththeHead,YearLeadersasnecessary.Allseriousincidentsmustbeinvestigatedwithaviewtoidentifying,wherepossible,actionsthatcanbetakentohelppreventare-occurrence.• Ifanaccidentoccurstoastudent,ensurethattheparentisadvisedviathe“ParentNotification

ofanAccidenttoChildForm”-notacopyoftheaccidentbook.• Ifanaccidentoccurstoacontractororvisitor,theyshouldalsonotifytheirownemployer

whereapplicable.Managementwillensurethat,whereapplicable,therequirementsofRIDDOR(theReportingofInjuries,DiseasesandDangerousOccurrencesRegulations)aremet.


RIDDOR(ReportingofAccidents,Incidents,DiseasesandDangerousOccurrencesRegulations).Someaccidentsandincidents(generallythemoreserioustypes)arereportabletothehealthandsafetyinspector(HSE)underthe“RIDDOR”regulations.RefertoseparateguidanceHSEEDIA1(rev3)forthefulllistofwhatmustbereportedtotheinspectorbutingeneral,hereisasummary:InjuriesandillhealthtoEMPLOYEES:• ThePremisesManagersupportedbytheSchoolBusinessManagerwillreport,andkeep

recordsof,allRIDDORreportableincidents.• NMBECwillkeeprecordsofalloccupationalinjuriesthatresultsinastaffmemberbeingoff

workformorethanthreeconsecutivedays(thosetheseneedNOTbereportedtotheHSEunderRIDDOR).

• Accidentsthatresultindeathoraspecificinjurywillbereportedwithoutdelay.• Allotherreportableaccidentswillbereportedwithin15daysoftheaccident.• Reportableoccupationaldiseaseswillbereportedwhenawrittendiagnosisisreceivedfroma

doctor.PhysicalviolenceSomeactsofnon-consensualphysicalviolencetoapersonatwork,whichresultindeath,aspecifiedinjuryorapersonbeingincapacitatedforoversevendays,arereportabletotheHSE.Examplesofreportableinjuriesfromviolenceincludeanincidentwhereateachersustainsaspecifiedinjurybecauseastudentormemberofthepublicassaultsthemwhileonschoolpremises.Thisisreportable,becauseitarisesoutoforinconnectionwithwork.InjuriesandillhealthtoSTUDENTANDOTHERSNOTATWORK:InjuriestopupilsandvisitorswhoareinvolvedinanaccidentatschooloronanactivityorganisedbytheschoolareonlyreportableunderRIDDORiftheaccidentresultsin:• thedeathoftheperson,andaroseoutoforinconnectionwithaworkactivity;or• aninjurythataroseoutoforinconnectionwithaworkactivityandthepersonistakendirectly

fromthesceneoftheaccidenttohospitalfortreatment(examinationsanddiagnostictestsdonotconstitutetreatment).

TheeasiestmethodtoreporttotheHSEistogoonlineandcompletetherequiredformviatheHSE’sRIDDORwebsitewww.hse.gov.uk/RIDDOR.Atelephoneserviceisinplaceforreportingfatalandmajorinjuriesonly:theIncidentContactCentreon08453009923(openinghoursMondaytoFriday8.30amto5pm).NMBECwill,whereappropriate,informtheInsuranceCompanyofanysignificantaccidentsorincidents.TheAccidentBooksarelocatedintheMainReceptionOffice


3.3 AsbestosAsbestosisasignificanthazardwhenitisdisturbed,thefibresbecomeairborne,andtheyareinhaled.Asaresultasbestosshouldneverbebrokenup,sweptup,abraded,cutordrilled,workedonorremovedwithoutauthorisationandawrittensafeworkingprocedure.NOstaffarepermittedtoworkwith,damageorremoveanyasbestosorasbestos-containingmaterials(ACMs).Wheredamagedasbestos(orACMs)isdiscoveredontheCollegepremises,stopwork,evacuatetheareaandnotifytheHeadteacherassoonaspossible,soanassessmentismadeastowhatactionisrequiredbyallparties.Shouldanyworkberequiredonasbestos,anassessmentwillbemadepriortothatworktodecideonthesafestmethod.Thismayinvolvetheuseofanapprovedasbestoscontractor.NMBEChasanasbestossurveyinplaceandthiswillbepresentedtoanycontractororsub-contractorsrequiredtoworkinareascontainingACMs.Theconditionoftheasbestosonsitewillbecheckedonanannualbasistoensurethatitremainsalowrisk.TheAsbestosSurveyislocated:IntheH&SFolder.

3.4 Audit(healthandsafety)Inordertomonitoranddevelophealth&safetystandards,randomvisualhealthandsafetyinspectionsandcheckswillbeundertakenbymanagementandotherstaffandtheresultsusedtofurtherimprovesafetysystemsandprocedureswithinNMBEC.

3.5 BombthreatsStaffareinstructedthattheymustnotattempttomoveasuspectparcelorpackage.Instead,informtheHeadteacherandimplementtheproceduresaslaidoutintheBombThreatPolicy.

3.6 BuildingmaintenanceandrepairsinworkplacesWhenevermajorworkisplannedinoccupiedareas,theriskswillbeidentifiedbytherelevantpersonsinvolvedandsuitableprotectivemeasureswillbearranged.Workundertakenbyoutsidecontractorswillbesubjecttoapprovalandtherelevantriskassessmentsandmethodstatements.IfyoususpectanyworksthatarebeingundertakenwithinNMBECpremisespresentahealthandsafetyrisktostafforothersinthevicinity,reportittotheHeadteacher,PremisesManagerorSchoolBusinessManagerimmediately.

3.7 Chemicalsafety–COSHH(ControlofSubstancesHazardoustoHealth)TheCOSHHregulationsregulatetheexposuretohazardoussubstancesandprocessesusedin,andarisingfrom,workactivities.Theessentialrequirementistomakeanassessmentoftherisktohealtharisingfromworkprocessesandtakemeasurestoprotectthehealthofstaffandothers.NMBEChascarriedCOSHHassessmentsofrisksandintroducedappropriatemeasurestopreventorcontrolexposure.TheseassessmentsareavailabletoallpersonsthatmaybeaffectedbyCOSHH.Ingeneral,chemicalsafetyisoftensensiblesafetyso:• Trynottousedangerouschemicals/substancesinthefirstplace.• Trytoreplacethechemicals/substancewithasaferalternative.• Tryandreducethequantityand/orfrequencyofuse.• Donotmixchemicalsorsubstancesunlesstheyarecompatible.• Usegoodventilation,glovesand/orgogglesformoreprotection.


• Alwaysstorethechemicalsandsubstancesafely.• Donoteat,drinkorsmokewhenhandlingchemicalsorsubstances.• Maintainahighlevelofhygienehandlingchemicalsorsubstances.• AdheretoanySafetyNoticespostedintheworkingarea.

3.8 Communication&consultationNMBECacceptstheneedtohaveandmaintaineffectivelinesofcommunicationtoenablehealthandsafetyinformationtobepassedtostaffandthoseaffectedbytheworkactivity.Thesemayinclude:contractors,sub-contractors,parents,clients,consultants,inspectors,visitorsetc.

3.9 Consultants,expertsandexternaladvisorsTheremaybeoccasionswhenqualifiedspecialistadviceisrequiredtoensurethatspecifictasksarecompletedsafelyandcompetently.Inthesecircumstancestheservicesofacompetentexternaladvisor,expertorconsultantwillbeobtained.Currently,NMBEChasappointedSITKLtdt/aSafetyistheKeyastheinitialexternalsourceofcompetentadviceinrelationtoworkplacehealthandsafety.ThehealthandsafetyconsultantthatwilldealwillNMBECis:ShabbirHalai,DipNEBOSH,CMIOSH,OSHCR.

3.10 ContractorcontrolNMBECwillendeavourtoensurethatthecontractorsandsub-contractorsweengagehavetheskillsandknowledgetocarryoutthecontracttotherequiredstandardswithoutriskstohealthandsafety.Allvisitorstositewillsigninandmustagreethattheirworkwillhavenoadversesafetyimpactonstafforthoseinthevicinity.Dependingonthescopeoftheworktobeundertaken,highriskworkwillnotbepermittedunlessitisunderthecontrolofapermittoworksystem.Dependingonthetypeofworkthattheycarryout,contractorsandsub-contractorsmaybesubjecttoaformalvettingandapprovalsystem.

3.11 Disabilitydiscrimination/EqualityActNMBECseekstocomplywiththeEqualityActandwilltakeallreasonablestepstoremoveallunnecessaryphysicalbarriers.Inaddition,wherespecificadaptationsareprovidedfordisabledusers,NMBECwillensurethattheseadaptationsareregularlycheckedandoperationalatalltimes.AllstaffareencouragedtodiscussanyworkplaceissuewiththeHeadteacher,andinconfidenceifappropriate.


3.12 Displayscreenequipment(DSE,orcomputerwork)TheDisplayScreenEquipmentRegulationsconcernthehealthandsafetyaspectsofusingDSEandcomputersetc.ThelikelihoodofexperiencingthepossiblehazardsassociatedwithDSE(musculoskeletalproblems,visualfatigueandmentalstress)isrelatedmainlytothefrequency,duration,intensityandpaceofcontinuoususeofDSE,alliedtootherfactorssuchastheenvironment.Staffthatusecomputerforaperiodofonehourormoreperworkingday,mustcarryoutariskassessmentoftheirworkstationusingNMBECDSEForm.TheassessmentwillhelptrainstaffinthecorrectuseofDSE/computersandhelpidentifyanyhazardssuggestscorrectiveactionifnecessary.

3.13 DrugsandalcoholatworkNMBECisconcernedtoprovideasafeandhealthyworkingenvironment.Misuseofdrugsoralcoholintheworkplacewillaffecthealth,workperformanceandworkingrelationships.Allinformationgatheredwillbetreatedwiththeutmostconfidence.Shouldanystaffsuspectanyotherstaffisaffectedbydrugsoralcoholmisuse,thentheyshouldapproachtheHeadteacherinconfidence.Aninitialassessmentwillbemadeandspecialistadvicesoughtifrequiredtoensurethattheconsequencesofanydrinkordrugabuseatworkdoesnotaffectthehealth,safetyofwelfareofothersintheworkplace.

3.14 ElectricalsafetyTheElectricityatWorkRegulationsrequireprecautionstobetakenagainsttheriskofdeathorpersonalinjuryfromelectricityinworkactivitiesincludingelectricshock,accidentsarisingfromcontactwithliveterminalsandfireorexplosion.FixedelectricalinstallationsownedorleasedbyNMBECwillbeinspectedandtestedatleastevery5yearsbyaprofessionallyqualifiedelectricalengineerandrecordskept.Allportableelectricalappliancesowned,leasedorusedbyNMBECwillbePAT(portableappliancetest)inspectedandexaminedbyacompetentpersonatregularintervalsandrecordskeptintheNMBECH&SFolder.Portableelectricalappliancesgenerallyincludeitemswithaplugthatcanbemovedaroundi.e.printers,computers,extensionleads,portableelectriclamps,powertools,heaters,toasters,kettles,radios,chargersetc.Allelectricalrepairworkwillbeundertakenbyasuitablyqualifiedperson-usuallyanelectricianandundernocircumstanceswilltemporaryrepairssuchasinsulatingtapebeallowed.Beforeusinganyelectricalequipment,staffmustcarryoutavisualcheckofleads,plugsetc.Ifanydefectisdiscovered,reportitimmediatelytothePremisesManagerorCaretakeranddonotusetheequipment.

3.15 EnforcementofHealth,SafetyandFireEnforcementinNMBECpremisesofallhealthandsafetylegislationisundertakenbyEnforcementOfficerswhohavenumerouspowers.TheyshouldnotbehinderedintheirworkbutalwaysreporttotheHeadteacherpriortoanydiscussionwithanInspector.EnforcementOfficershavethepowersofentrytopremisesduringoperationalhoursandtheymaycomeun-announced.Intheeventofavisit,notethefollowingpoints:• InformtheHeadteacherimmediatelyofanyvisitsandtaketheiradvice.


• Provideinformationrequestedpromptly.• Provideallthenecessaryassistancetotheinvestigatingofficerincludingaccesstoareas.• Ifyouarerequiredtomakeastatement,yourrightsandobligationswillbepointedouttoyou.Ifyouareinanydoubtaboutthisprocedure,seekadviceimmediatelybyspeakingtotheHeadteacher.

3.16 EmergenciesorcatastrophiesExamplesofemergenciesorcatastrophesinclude:• thedeathofastudent• thedeathofamemberofstaff• majorvandalism• afire• aviolentassaultoncollegepremises• atrafficaccident• aseriouscollegetripaccident.Intheunhappyeventoftheseoccurring,thecollegewillestablishacrisisteamtoincludeSeniorManagement,administrationstaffandgovernors.ThisteammaybesupplementedbyHeadsofFacultyandYearLeaders,SLTandPremisesManager.Thecrisisteamwillincorporatethefollowingroles:• Headteacherwilltakeontheroleofdealingwithparentsandstudentsaffected• Persononcollegesite• Persononincidentsite• Persontoco-ordinatemediacoverageanddecidewhowillbeinterviewedbypress,etc.• Persontodealwithotherparentalorstudentenquiries• Persontokeepthecollegerunning• PersontoorganisecascadesystemtostaffoutofhoursCurrentlythesuggestionsfortheserolesaretobedecidedatpointofneed.Seniorcolleaguesareexpectedtoknowthesystemsforentrytothesite,alarmsystems,phonesystems,contactnames,telephonenumbersandaddressesofstaffandstudents.Theuseofex-directory/mobiletelephonesistobereservedforoutgoingcalls.FactualinformationshouldbedisseminatedassoonaspossiblebylocalmeanssuchasCapitalRadioandCroydonAdvertiser/Guardian.Journalistsneedtobegivenfactualinformationregularlytomaintainaccuracyofpresentationanddamagelimitation.ThePressOfficershouldgiveregularbriefingsandstatementsandbeconsistentinhis/herdealingswiththepress.Theconferenceshouldbeonthecollegepremisesifthedisasterisnotonsiteanditissafetodoso.

3.17 EquipmentEveryreasonableprecautionshouldbetakentosafeguardequipment.Storecupboardsshouldbekeptlocked,exceptforthoseontheupperfloorswhicharealsofireexits,andwhichthereforemustbeleftunlockedduringcollegehours.Allvaluableitemsmustbesafelylockedawayafteruse,especiallyatnight,preferablyoutofview.

3.18 FireandemergencyproceduresInlinewithcurrentlegislation,theNMBECpremisesandworklocationsarestrictlyNOSMOKINGareas.ThisincludesallNMBECvehicleswhilstusedforworkpurposes.


Firewardenshavebeenappointed,andallstaffwillbetrainedinfireandemergencyproceduressotheycanadheretotheemergencyproceduresquicklyandefficiently.NMBECpremisesarecoveredbyaFireRiskAssessment(FRA).

3.19 FirstAidTheHealthandSafety(First-Aid)Regulationsaimistoreducetheeffectsofinjuryorillnesssufferedatwork,eithercausedbytheworkitselforbysomeotherfactoroutsideNMBEC’scontrol.First-aidatworkcansavelivesandpreventminorinjuriesbecomingmajoronesbutdoesnotincludegivingtabletsormedicinestotreatillness.Sufficientfirst-aidpersonnelandfacilitiesareavailabletogiveimmediateassistanceandtosummonanambulanceorotherprofessionalhelp.TheFirst-aidboxesarecontrolled,maintainedandreplenishedbyFirstAidersandarekeptintheMainReceptionOfficeandMedicalRoom.Recordsofallcasestreatedshouldbemadeandkeptintheaccidentbook.IllnessincollegeStudentswhofeelunwellincollegeshouldreporttoamemberofstaff;eithertowhoeveristeachingthem,ifinlessons,ortothedinnersupervisorsatlunchtime,ortoamemberofstaffon

duty.TheymaythenbesenttotheMedicalRoomorMainReceptionOfficebutpleaseinquireintothenatureoftheillnessbeforesendingastudenttotheoffice.StudentswithminorachesandpainsareoftenbetteroffintheirlessonthanoutsidetheMainReceptionsarea.AnystudentsenttotheMainReceptionOfficeorMedicalRoomfromalessonmusthaveamedicalformslipsignedbytheirteacher.

MedicationNomemberofstaffmayissueanymedicationtoanystudent.AnymedicinerequiredduringthecollegedaymustbeleftinthecareofthestaffwithoversightoftheMedicalRoom,withanexplanatorynotefromparentsorguardian,givingfulldetails.EpiPenswillbeclearlylabelledwiththestudent’snameandhowtheEpiPenshouldbeadministered.Theboxshouldcontainarecentphoto,othermedicationsneededandtheactualEpiPen.Itistheparent’s/carer’sdutytoensurethattheEpiPenandallmedicationsareindate.Paperworkoutliningthestudent’smedicalproblems,contact,GPandhospitaldetailsandaformgivingpermissionforamemberoftheofficestafftoadministerthemedicationinthecaseofanemergencyshouldbecompletedbytheparent/carerandretainedbythestaffwithoversightoftheMedicalRoom,withacopyinthemedicalfileandacopyintheEpiPenbox.Keeprecordsofallmedicationshandedout.TheAccidentBooksarelocatedintheMainReceptionOfficeTheFirst-AidBoxesarelocated:AsidentifiedaroundthepremisesandatfrontofficeHatchFirst-Aiders:AsidentifiedontheStaffNoticeboardandaspertheupdatedlistcirculatedtostaffperiodically.


3.20 FurtherGuidanceNMBECmay,fromtimetotime,producefurtherstaffguidanceandinformation.ThiswillbeavailablefromtheHeadteacher.

3.21 GassafetyWhenworkwithorinconnectionwithgasisundertaken,onlyGasSaferegisteredcontractorswillbeusedandallworkwillbesubjecttosafesystemsofworkalongwithriskassessmentsandmethodstatementsasappropriate.NMBECholdacontractwithanExternalGasSafetyCertifiedcompanywhocarryoutroutineandmaintenancechecksandtestsonallgasappliancesatthecollege.AllgasrelatedH&Sissuesarereportedtothempromptlyanddealtwithpromptly.

3.22 Hazardreporting:Everyoneisencouragedtoreportanythingtheyconsideraworkplacehazard.Seniormanagementwillinvestigateandtakeremedialactionifandasnecessary.

3.23 HealthsurveillanceWherethetaskorworkundertakenbystaffmaycauselong-termhealtheffects,itmaybeappropriatetoundertakehealthsurveillanceandthiswillbemonitoredandenforcedwherenecessary.Healthsurveillanceiswherestaffarecheckedonaregularbasisbyamedicalprofessional.Currently,NMBECworkenvironmentdoesnotcurrentlyrequirethisbutthiswillremainunderreviewatalltimes.

3.24 HousekeepingAmajorcauseofaccidentsisundoubtedlypoorhousekeepingand,ingeneral,asafeworkingareaisatidyarea.Everyoneisencouragedtoensurethattheirdailyworkroutinesdonotpresentaslip,triporfallhazardtothemselvesorothersinthevicinity.Apparatus,tools,equipmentandmaterialswhicharenotimmediatelyrequiredshouldalwaysbereturnedtoasafestorageplace.Unwantedmaterials,particularlycombustibleandflammableitems,shouldbedisposedofsafelyandpromptly.Spillagesmustbecleaneduppromptlybyapersonwhofullyappreciatesthespecialhazardswhichthematerialmaypossess.Flammableandcombustiblematerialsmustneverbestoredorleftonemergencyexitroutesorblockingimmediateaccesstofireequipmentorelectricalswitchgear.Finally,beawaretoavoidobvioustriphazardssuchastrailingwires,leadsandunexpecteddeliveries.

3.25 InductionItisimportantthatallnewstartersfamiliarisethemselveswithNMBECHealth&SafetyPoliciesandprocedures.AcopyisplacedonNMBECStaffNoticeboardandavailablefromtheHeadteacherandontheCollegewebsiteinthePolicySection.Allnewstaffwillreceiveinductiontrainingondayone


oftheiremployment,andfurtherspecifictrainingastheiremploymentprogresses.Suchtrainingwillcover:

ü fireproceduresü warningsystemsü locationsofexitandescaperoutesü evacuationandassemblyproceduresü accidentandinjuryreportingproceduresü namesoffirstaidersandfirewardensü instructiononanyprohibitionareasü issueofprotectiveclothingandequipmentanditsuseü otherhealthandsafetyrelatedinformation.

3.26 InfectioncontrolpolicyAccidentsofcontractinginfectiousdiseaseareveryrarebutNMBECwillalwaystreatanyqueriesseriouslyandansweranyspecificquestions.Ingeneral,inordertoavoidpotentialinfections,werecommendthatyou:1. Coverallcutsandabrasionswithwaterproofdressings;2. Usedisposableglovesandapronswherenecessary;3. Cleanupspillsandbodyfluidimmediatelyusingsuitableglovesanddisinfectants.Injuriesmustonlybetreatedbyaqualifiedfirstaider.Staffalsosufferingfromanyotherconditione.g.diabetesarealsoencouragedtodisclosetheirconditionsinconfidencetothefirstaiderssothatintheeventofanaccidentortreatmentbeingrequired,thefirstaidercantakethisinformationintoaccountwhenassessingthetreatmentrequired.

3.27 LoneworkingTherewillbeoccasionswhenstaffarerequiredtoworkaloneoutsidenormalworkinghourseitherearly,lateoratweekendssoitisnecessarytoensurethatsafesystemsofworkareinplace.Nooneshallbeallowedtocarryoutanydangeroustaskswhilstworkingaloneandsuitableriskassessmentswillbeinplacetohighlightanyhazardoustasksandlookforalternativemethodstoensurethatloneworkersarenotatrisk.Ifnoalternativecanbefoundthenthetaskmustnotbedonewhilstthestaffareworkingalone.Allstaffwillbesufficientlytrainedtobeabletoundertaketherangeoftasksexpectedofthemsafely,andtrainingwillbedocumentedandincludewhattodoinanemergency.

3.28 MachinerySafetyTheProvisionandUseofWorkEquipmentRegulations(PUWER)makeexplicitthelegaldutiestoprovidesafeworkequipmentandaimtoensurethattheuseofworkequipmentiscarriedoutinasafeway.NMBECwillthereforestrivetoensureourworkequipmentissuitable,bydesign,constructionoradaptation,foritsintendedpurposeinitsparticularplaceofuse.NMBECwillensurethatworkequipmentissubjecttopropermaintenanceandallthosewhouse,superviseormanageworkequipmentwillreceiveadequatehealthandsafetyinformation,instructionandtrainingontheuseoftheworkequipment.Guardingisanimportantsafeguardagainstaccidentsandpotentiallyseriousinjuriessoguardsmustbesuitable,ingoodconditionandusedcorrectly.ALWAYSreportdefectstoanyguard.


3.29 ManualHandlingNMBEChasproducedseparateguidancetohelpensureitfulfilsitsstatutoryresponsibilitiesundertheManualHandlingOperationsRegulations.‘ManualHandlingOperations’meansanytransportingorsupportingofaload(includinglifting,puttingdown,pushing,pulling,carryingetc.)byhandorbybodilyforce,asopposedtomechanicalhandlingbycrane,lifttrucketc.Ingeneral,allstaffareadvisedtoexercisecautionwhenliftingormovingequipmentaround,andmustnotifyamemberofthesitestaffwhentheywantaheavypieceoffurniture(i.e.filingcabinet)moved.Thesitestaffwillusetheappropriateequipmenttodothis.Riskassessmentshavebeencarriedoutandallrelevantstaffwillreceiverelevantmanualhandlingtraining.Allowanceswillbemadeforstaffdeemed‘especiallyatrisk’including:pregnantstaff,theveryyoung(i.e.thoseunder18yearsold);new;inexperiencedorelderlyworkers.StaffarerequiredtofollowtheappropriatesystemofworklaiddownbyNMBECtopromotesafetyduringthehandlingofloads.AnysuggestionsthatcouldimprovesafetyshouldbepassedtotheHeadteacher,thePremisesManagerortheSchoolBusinessManager.StaffmustinformNMBECofanypersonalconsiderationsthatmayaffecttheirindividualcapacitytoundertakemanualhandlingoperations.

3.30 MonitoringofstandardsMonitoringofhealthandsafetystandardswillbecarriedoutinordertoensurethatprecautionsremaininplace.Thingschange-newmaterialscomein,machineswearoutandbreakdownandneedregularmaintenance,rulesgetbrokenandpeopledon’talwaysdoasthey’vebeentold.MonitoringalsoletsstaffandNMBECcontractorsknowthatproactivecheckswillbemade-notjustwhenthingshavegonewrong.

3.31 MovementaroundthebuildingStaffmustencouragestudentstomovearoundcollegeinanorderlyfashion.Movementalongcorridorsandstairsistotheleft.Staffarerequestedtomoveontothelandingsbetweenlessonstokeep‘traffic’movingandavoidcongestion.Somecollegebuildingsandstaircasesoperateaone-waysystem.Studentsshouldnotenteraroomwithoutpermissionandshouldgenerallywaitoutsidearoomfortheteachertoarrive.Iftheteacherisdelayedthentheformcaptainisresponsibleforlocatingtheteacher.StudentsarealsonotallowedtobeinSciencelabs,DTroomsandfoodtechroomswithoutateacherbeingpresent.

3.32 NewandexpectantmothersRegulation16oftheManagementofHealthandSafetyatWorkRegulationsplacesadutyonNMBECtocarryoutariskassessmentinrespectofneworexpectantmothers.Specificriskassessmentswillbecarriedoutwherethereareanywomenofchild-bearingageandtheworkisofakindwhichcouldinvolverisk,byreasonofhercondition,tothehealthandsafetyofneworexpectantmother,ortothatofherbaby.


TohelpNMBECcomplywiththeirduties,staffmustnotifyNMBECformally,inwriting,whentheyknowthattheyarepregnant.

3.33 NoiseThepurposeoftheNoiseatWorkRegulationsistopreventdamagetothehearingofpersonsatworkfromnoiseintheworkplace.TheworkactivitiesundertakenbyNMBEChavebeenassessedandsomeactivitiescurrentlyrequiretheoccasionaluseofearprotectionasdescribedintherelevantriskassessments.Earprotectionwillbeprovidedfreeofchargeandhasbeenchosentobesuitableandsufficientforthetasks.StaffwillbeshownthecorrectmethodofusingsuchPPEandhowtoreplaceit.

3.34 OutdoorandremoteworkersWhenstaffareworkingoutdoors,NMBECwillensurethat,sofarasisreasonablypracticable,allstepsaretakentoensuretheirsafetyandhealth.Itwillbethedutyofthestafftocarryouttheactivitiesinthewaywhichtheriskassessmenthasshowntobebesttocontroltheriskandtocomplywithanysafesystemsofworkandstandardoperatingprocedures.Inveryhotandsunnyweather,staffareadvisedto:

• wearsuitablesunscreenlotionandre-applyatregularintervals;• Takeregularfluidstopreventdehydration;• Takebreaksintheshadewhenreasonablypracticable.

Inverycold,rainyorsnowyweather,staffareadvisedto:

• Takeextracareagainstslipsandtrips;• Wearsuitablewarmclothing;• Stayoutofsevereweatherconditionswherereasonablypracticable;• Takebreaksinsideshelter.

3.35 PermitstoworkSomehigh-riskworkactivitiesmayrequiretheuseofa‘permittowork’system.Thesetaskstendtobemorehazardous(orrisky)andsuchasystemformalisestheworkmethodsandcontrolsneededtoreducetheriskstostaffandothersinthevicinity.Examplesofhigh-riskactivitiesthatmayrequireaformalpermittoworksysteminclude:

• roofwork• workinveryconfinedspacesi.e.areasthataresubstantiallyenclosedandmaybedifficult

toescapefrominanemergencysuchastanks;manholes;smallloftareasetc.• specialisthotworkinvolvingnakedflamessuchaswelding

Highriskactivitiesrequireahigherlevelofstafftraining,riskassessmentsandformaldocumentationtoreducethechancesandseverityofanaccidentorincident.

3.36 Personalprotectiveequipment(PPE)PPEincludes(whenwornfortheprotectionofhealthandsafety),protectiveclothingsuchasaprons,gloves,footwear,highvisibilitywaistcoatsetc.;andprotectiveequipmentsuchaseyeprotectors,respirators,andsafetyharnesses.


Onceithasbeendeterminedthattheriskcannotbeadequatelycontrolledbythesemeasures,themanagementwillensurethatappropriatePPEandtraininginitsusageisprovided.TheprovisionofPPEisregardedasalastresort.Currently,awiderangeorPPEisissuedtostaff,andtheyareabletorequestfreereplenishment.Gloves Overalls Earplugs Boots Goggles Hi-Viz Mask Harness Respirator

3.37 PowertoolsPowertoolsareonlypermittedtobeusedbytrainedandexperiencedstaffandmustbevisuallyinspectedbeforeuse.Defectivetoolsshouldbereportedandputoutofuseuntileitherrepairedorreplaced.Ifappropriate,suitablePPE(personalprotectiveequipment)mustbeused.DoNOTuseanypoweredtoolunlessyouhavebeentrained,feelabletouseitsafelyandthetoolisingoodorder.

3.38 PressuresystemsPressuresystemscanrangefromsteam-generatingcommercialcoffeemachinestolargeboilers.Apressuresystemisonethatcontainsorislikelytocontainarelevantfluidover0.5bar.ThemainlegislationcoveringthedutiesofauserofpressureequipmentisthePressureSystemSafetyRegulations(PSSR)andNMBECwill:

• Providesafeandsuitableequipment• Fitsuitableprotectivedevicesandensuretheyfunctionproperly• Carryoutsuitablemaintenance• Makeprovisionforappropriatetraining• Havetheequipmentexamined-preparea‘writtenschemeofexamination’(WSE)• Chooseacompetentperson

3.39 RadioactivematerialsTheschoolholdssmallamountsofradioactivematerialsinalockedsteelcabinetinthestoreroombetweenlaboratories5and6.TheRadiationProtectionAdviser(RPA)responsibilityiswithSciencefacultyleaders.NMBECwillfollowtherecognisedsafetyprinciplesasfollows:• Therewillbeapersondesignatedtoberesponsibleforthesecurity,safetyandproperuseof

radioactivesources–theRPA.• Sealedradioactivesourceswillbeofasafedesignandtypesuitableforthecollegescience

department.• Sealedsourceswillbeusedwheneverpossibleinpreferencetounsealedsources.Unsealed

sourcescanonlybejustifiedwhenthescientificdemonstrationswouldnotbepracticableusingsealedsources.

• Recordsofallradioactivesourceswillbeproperlykept,showingwhattheyare,whentheywerebought,whenandbywhomtheyhavebeenused,andeventually,howtheyweredisposedof.

• Radioactivesourceswillonlybeusedonlywhenthereisaneducationalbenefit.• Radioactivesourceswillbehandledinwaysthatminimisebothstaffandstudentexposures.• Sealedsourceswillbecarefullycheckedperiodicallytomakesuretheyremaininasafe

condition.


• Thecollegewillhaveasuitableradioactivitydetectoringoodworkingorder.Inclasseswherestudentsareundertheageof16,theuseofradioactivematerialshallberestrictedtodemonstrationsbyqualifiedscienceteachers.However,closerinspectionofdevicescontaininglow-activitysourcessuchasdiffusioncloudchambersispermittedprovidedthesourcesarefullyenclosedwithinthedevicesandnotremovedduringtheinspection.Youngpersonsaged16andovermayuseradioactivesourcesunderstrictsupervision.Inallcases,NMBECwilladheretotheguidanceasoutlinedintheCLEAPSSdocument:“L93ManagingIonisingRadiationsandRadioactiveSubstancesinSchoolsandCollegesMay2017.”AcopyofthisisheldwiththeRPA.

3.40 RiskassessmentsTheManagementofHealthandSafetyatWorkRegulations(MHSWR)requireemployerstoassesssafetyandhealthrisksandsocarryoutriskassessments.TocomplywiththeMHSWR,NMBECwillassessriskstostaffandanyoneelse(suchasstudents,visitorsandcontractorsetc.,)whomaybeexposedtoasignificantriskofharmduetothemannerinwhichNMBECconductsitsundertaking.Suitableandsufficientmeasureswillbeimplementedtocontrolanysignificantrisksidentifiedandthesewillbereviewedandrevised:a) Regularly;andb) Whenthereisareasontosuspecttheassessmentisnolongervalid;orc) Therehasbeenasignificantchangeinthematterstowhichtheassessmentrelates.Whatisariskassessment?Itisanimportantpartofthemanagementtoolsthathelpsassesshazardsandcontrolmeasures,andsohelpsmonitortheeffectivenessofthesafetypolicy.TheaimsofRiskAssessmentinclude:• Gaugingtheproblemassociatedwithactivities;• Assistindevelopingsolutions;• Preventingorminimisingtherisktoinjuryortothehealthofthoseworkinginorvisitingthe

areaandofotherswhomaybeaffected.AHazardisanythingthatcancauseharm(e.g.chemicals,electricity,workingfromladdersetc.)andRiskisthechance(bigorsmall)ofharmactuallybeingdoneandtheseverityofthatharm.StageOne:Identificationofhazards.Identificationofarangeofhazardswithinthepremisesandduetotheworkactivities.Thiscanbedonebywalk-aboutsandvisualinspectionsandlookingattheaccidentstatistics.StageTwo:Consultation.Thisinvolvesdiscussingtheworktasksandworkingmethodswiththerelevantpersonsundertakingtheactivitysuchasstaffandcontractors.StageThree:Assessmentofriskcontrolrating.Eachhazardshouldbeexaminedwithregardtofactorsthatincreasetheriskforallorsomegroupsandfactorsthatcandecreasetheriskrating.StageFour:IdentificationofothernecessarymeasuresConclusionsshouldbereachedonwhetherexistingcontrolmeasuresareadequateorwhatadditionsorimprovementsareneeded.


StageFive:Review.Reviewandrevisetheriskassessmentwherevertherearechangesincircumstanceswhichsignificantlyaffectthehazardsandrisks.Riskassessmentsmustbe‘suitableandsufficient’thoughitisnotarequirementthateveryriskisrecorded.Smallorinsignificantriskswillbeignored.Allowanceswillbemadeforstaff(orothers)deemed‘specificallyatrisk’including:pregnantstaff,theveryyoung(thoseunder18yearsold);new;inexperiencedorelderlyworkers.Ifanystaffconsidersthattherelevantriskassessmentscoveringtheirarea,workandworkactivitiesarenotsuitableorcorrect,theyshouldinformtheirlinemanager.NMBEChavepreparedarangeofgenericandspecificriskassessmentsinawiderangeoftopicsandthesedocumentsareinthesiteH&SFolderandinavarietyoflocationswheretheworkstakesplace(i.e.Sciencelabsetc.)

3.41 SafetymeetingsSafetymeetingsorbriefingswillbeheldregularlyto:• Considerthehealthandsafetyaspectsofworktasksandequipment.• Considerthecircumstancesandcausesofaccidentsandpotentialhazards.• Developandreviewthesafetypolicyandassociatedguidance.• Helpmakethearrangementsforsafetytraining,instruction,andinformationwithinNMBEC

andtheeffectivenessthereof.

3.43 Slips,tripsandfallsSlipsandtripsareoneofthemostcommoncauseofinjuryintheworkplacesoputtinginplaceasafeworksystemandensuringallstaffcomplywithitwillcontributetoasaferworkplaceandfeweraccidents.Alwaysbeawareofthefloorconditionandeitherfixorreportproblemsthatcanleadtoslips,tripsandfallssuchasspills,loosecableleadsacrosswalkwaysorinappropriatestorageacrossfireexits.

3.44 SmokingPolicy(includinge-cigarettesandvaping)NMBEChasastrictNOSMOKINGpolicyinthebuilding,externalpremisesareasandallCompanyVehicles(includingthoseusingtheirownvehiclesbuttransportingotherworkstaff.)SmokingbystafforsubcontractorsmayonlytakeplaceoutsidetheCollegebeyonda50mdistance.TheNoSmokingruleappliesto‘Vaping’(i.e.theactofinhalingandexhalingthewatervaporproducedbyanelectricdevicecalledavaporizerore-cigarette).SeetheseparateNoSmokingPolicyformoredetailedinformation.

3.45 StaffcorridoruseTheStaffCorridormayonlybeusedbystudentsincaseofsickness,accidentoremergency(withtheexceptionof6thFormstudents).TheStaffRoomandMainReceptionOfficeshouldbeapproachedfromtheEastWingendofthestaffcorridor.StudentsintheStaffCorridorandSeclusionArea,unlesstalkingtoamemberofstaff,shouldbesilent.Thisisinordertominimisedisturbancetoallstaff.Itwouldbeappreciatedifstaffassistwiththecomplianceofthisregulation

3.46 StorageSuitableandsufficientstoragefacilitieswillbeprovidedforallmaterials,equipmentandsparepartsusedorsuppliedbyNMBEC.Allstoragefacilitieswillbedesignedsoastoreducetheamountofmanualhandlingaslowasreasonablypracticable.Safetystepsaretobepreferredtoladders,inparticularforplacingandretrievinggoods.


Ifstafffeelthatstorageracking,shelvesorconditionsareunsafeforanyreason,theyshouldreportittotheirmanagerforinvestigation.

3.47 StrangersonthepremisesIntruderincidentsarerare,buttheycanhappen,anditisimportanttobeprepared.Anystrangersencounteredonthepremisesshouldbegreeted,askedthereasonfortheirvisitanddirectedortakentotheMainReceptionOffice.Ifthepersonisunabletoofferanacceptablereasonforremaining,politelyaskthemtoleaveinaclearandfirmwayandescortthemoffthepremises.Iftheyrefuse,donotattempttomakethemleaveyourself,butreportthematterimmediatelytotheMainReceptionOffice.TheMainReceptionOfficewillcontactthemostseniormemberofstaffavailablewhowilldecidewhethertocallthepolice.(Note-Ifthepolicearecontacted,theyshouldbetoldthattheyhavebeencalledinaccordancewithSection40oftheLocalGovernment(MiscellaneousProvision)Act1982.Ifthepoliceconcernedarestillindoubt,theyshouldbeaskedtocheckwiththeirstationofficerwhoshouldbeabletoclarifytheirpowersundertheAct).Allintruderincidentsshouldbereported,eveniftheperson(s)leavewhenrequested.Itisadvisabletotakeanoteofthedescriptionofanyintrudersandanyconversationyoumighthavehadwiththem,evenwhentheyleavethepremisesatyourrequestorwheretheyleaveafterinitiallyrefusingtobeforethepolicearrive.

3.48 StressintheworkplaceWell-designed,organisedandmanagedworkisgoodforusbutwheninsufficientattentiontojobdesign,workorganisationandmanagementhastakenplace,itcanresultinworkrelatedstress.Workrelatedstressdevelopsbecauseapersonisunabletocopewiththedemandsbeingplacedonthem.Stress,includingworkrelatedstress,canbeasignificantcauseofillnessandisknowntobelinkedwithhighlevelsofsicknessabsence,staffturnoverandotherissuessuchasmoreerrors.Ifanystaffwishestodiscussstressatwork,theymaydosoinconfidencewiththeHeadteacherandthereisastaffwell-beinggroupinoperation.

3.49 TemporaryworkersAlltemporaryworkerswillbegivenhealthandsafetyinductiontrainingcoveringthehazardsofourworkingenvironment,emergencyproceduresandthemanagementcontrolsforthoserisksbeforetheycommencetheirduties.NMBECappreciatethattemporarystaffwillbeexposedtothecompleterangeofriskstowhichotherstaffareexposedandthattheywillalsobeunfamiliarwithmanyoftheprocedures,andsowillneedextrasupervisionforaperiodaftertheirinduction.

3.50 TrainingTrainingisanimportantwayofachievingcompetencebyraisingawarenessandenablingstafftoworkinasafemanner.ItalsocontributestoNMBEC’shealthandsafetyculture.Allstaffwillbeencouragedtoattendhealthandsafetytrainingrelevanttotheirareaofwork.


EffectivetrainingwillhelpNMBECavoidthedistressthataccidentsandillhealthcause;aswellashelpavoidthefinancialcostsofaccidentsandoccupationalillhealth.Accordingly,NMBECwillprovidewhateverinformation,instructionandtrainingisneededtoensure,sofarasisreasonablypracticable,thehealthandsafetyofstaffandothersaffectedbytheworkactivity.

3.51 TripsandTravelNMBECappreciatethatstaffandstudentsmaybeexposedtoarangeofriskswhilstoncollegetripseitherhereorabroad.Accordingly,thesehavebeenriskassessmentsandfurtherdetailscanbefoundintheTripsandTravelPolicy.

3.52 ViolenceatworkTheHealthandSafetyExecutive’sworkingdefinitionofviolenceis:‘Anyincidentinwhichstaffareabused,threatenedorassaultedbyamemberofthepublicinthecourseofhisorheremployment’.Verbalabuse,threatsandphysicalattacksarecomparativelyrarebut:Ifyoufeelthreatenedbyanadult:Callforassistanceandhaveanothermemberofstaffwithyouifthereislikelytobeanydifficulties.Leavethearea(ifsafetodoso)andreporttotheHeadteacher,PremisesManagerorCaretakersimmediately.Alwaysreportanyincidentsofviolence(whetherphysicalorverbal)andensuretheseareenteredintoaccidentbook.Staffneedtobeawarethatsuchbehaviourconstitutesacommonassaultandthepoliceshouldbesummonedifthesituationrequiressuchaction.Ifyoufeelthreatenedwithinaclassroom:Itisimportanttoseekhelpbysendingareliablestudenttofetchanothermemberofstaffassoonaspossible.Trytoremaincalm.Youshouldonlyinterveneifyouareconfidentthatyoucandealwiththesituation.Staffshouldbeawarethattheycouldrisklegalactionforassaultifastudentwereinjuredwhilsttheywereattemptingtoendafight.Theycouldalsofindthemselvesinjured.Thecollege’sinsurancepolicyprovidesindemnityagainstsuchlegalaction.

3.53 VisitorsStaffshouldadvisetheMainReceptionOfficeofanyvisitorstheyareexpecting.ThememberofstaffexpectingthevisitorshouldinformtheMainReceptionOfficewhereshe/hecanbefound.Contractorsonsitearetosignacontractor’sformwiththePremisesManagerorcaretakers.Thevisitor(s)shouldbeaskedtoreporttotheMainReceptionOfficeonarrivalatcollegeandsignthevisitors'bookandavisitor’sbadgeissuedandwornwhereitcanbeseen.Theyshouldbeadvisedandshowntheemergencyproceduresintheeventofafire.Visitorsmustbeaccompaniedbyastaffmemberandnotbepermittedtowanderfreelyaroundthecollege.Shouldafireoccur,thepersonwhoisaccompanyingthevisitorwilltakehim/hertothefireassemblypoint.Shouldanaccidentorincidentoccurinvolvingthevisitorwhichresultsinaninjury,thismustberecordedintheAccidentBookandathoroughinvestigationcarriedoutassoonaspossible.Iftheinjuryisofaseriousnature,theHeadteacher,PremisesManagerorSchoolBusinessManagermustbeinformedimmediately.Therearesomeareasstrictlyoutofboundsforvisitorsandtheseareclearlysignposted.


3.54 WasteAllwastewillbehandledandtransportedasappropriateandinlinewithlocalandnationalregulationsandNMBECwillconductregularcheckstoensurethatthewastecontractorsappointedareregisteredandholdappropriatelicences.

3.55 WelfareSuitableandsufficientwelfarefacilitieshavebeenprovidedforallstaffandstudentsandthesearemaintainedandarereadilyaccessibletoall.Welfarefacilitiesinclude:toilets;hotandcoldwater;wholesomedrinkingwater;soap;towels;washingupfacility;adryareatostoreclothesin;awarmplacetorestandeatfoodin.

3.56 WorkatheightAlargenumberofwork-relateddeathsinvolvefallsfromheight.Thesemayincludeladders,step-ladders,scaffolds,workingplatforms,mobiletowers,roofedgesandfallsthroughfragileroofsorrooflights.Rememberalso,thatyoucanbeongroundlevelandstillbeatdangeri.e.fallingovertheedgeofanunguardedhole,inspectionpit,drainagesystem,trenchorvoid.AspartoftheWorkatHeightRegulations,NMBECwillensure:• Allworkatheightisproperlyplannedandorganised;• Thoseinvolvedinworkatheightarecompetent;• Therisksfromworkatheightareassessedandappropriateworkequipmentisused;• Therisksfromfragilesurfacesareproperlycontrolled;and• Equipmentforworkatheightisproperlyinspectedandmaintained.Whenusingladders,step-laddersoranyotherequipmentthathelpsyoutoworkatheight,besureyouknowhowtousethemsafelyorseekadvicepriortotheiruse.

3.57 WorkequipmentAllNMBECworkequipmentwillbemaintainedsothatitdoesnotcreateasignificantrisktotheuser.Maintenancewillbecarriedoutbysuitablytrainedpersonnel(orexternalcontractorsasappropriate)andrecordskept.Staffwhouseworkequipmentorwhomanage/supervisetheuseofworkequipmentshouldhavetheinformationnecessarytoensuretheirhealthandsafety.Staffandstudentsshouldensurethattheyaresuitablytrainedinthecorrectuseofanyequipmentusedatwork,andthattheyreportanysafetyissuestotheirmanagerassoonaspossible.

3.58 WorkplacesNMBECaimstoensurethatitsworkplacesmeetthehealth,safetyandwelfareneedsofeachmemberoftheworkforce,studentsandvisitors-includingpeoplewithdisabilities.
