Welcome to eHealth week 2013 - Prof. Gerard Lyons - President, Health Informatics Society of Ireland (HISI)

On behalf of the Health Informatics Society of Ireland (HISI), I am delighted to welcome you all to Dublin for eHealth Week 2013. As the national professional and advocacy body for the development of eHealth in Ireland, it is an honour to host such an influential international conference, especially during the Irish presidency of the EU. I look forward to meeting with many of our HISI colleagues, and extending our friendly and professional relationships to international guests.

The breadth and depth of the eHealth Week programme is indicative of the many challenges facing the widespread adoption of ICT in healthcare throughout Europe. The slow pace of progress is somewhat puzzling, especially when compared with the transformative impact of ICT in so many other industries. The underlying need for healthcare reform is a matter of enormous public interest across Europe. The entrenched economic difficulties of the past 5 years are a sharp reminder that high-cost models

of healthcare delivery are not sustainable, especially in a region with an ageing demographic profile, high overall dependency ratios, persistently high unemployment and low GDP growth.

There is ample evidence that prudent investment in e-Health technologies contributes to lower system-wide healthcare costs, reduced risks, better access and improved clinical outcomes but, as in other industries, technology alone will not deliver these returns. Only through the systematic and comprehensive overhaul of outmoded business models, organization structures and healthcare practices, will we be able to provide sustainable and scalable improvements. The capabilities now supported by ICT in healthcare are fundamental enablers of transformation in the hands of skilled healthcare system leaders.

Europe has many of the ingredients needed for successful transition to an ICT-enabled healthcare environment over the coming decade. It is home to many of the leading global companies in related industries, including: software, medical technologies, diagnostics, pharmaceuticals and well-established professional services sectors. The standards of public healthcare provision are also very high throughout the EU. And finally, the EU and national governments place a strong emphasis (and funding support) on innovation, R&D, education and targeted skills development – all of which are central to eHealth based transformation.

Ireland, in particular, is uniquely positioned to lead the way in eHealth. We certainly have the right “cast of characters”, as we are home to: 15 out of 20 top global Medical Device companies, 4 out of 5 top Pharmaceutical companies, 10 out of 10 of the global ICT companies, as well as a top class Academic & Research base in our Clinical and Engineering/ICT faculties.”

Many of the themes at eHealth Week 2013 should provide a welcome road map towards more rapid progress in eHealth across Europe. An EU-level Declaration and Action Plan will be presented. Recognition of the multi-faceted challenges and solution approaches will be explored in relation to the development of eHealth ecosystems. And, the over-riding challenge of eHealth /ICT skills shortages across Europe will be addressed. I trust that you will find much to inspire you at eHealth Week and hope you enjoy your time in Dublin.

HIMSS comes to Ireland by H. Stephen Lieber, CAE, President & CEO, HIMSS Worldwide & O’Moore medal recipient

2013 promises to be a very special year, not just for HIMSS, but also myself as a long term member of HISI and O’Moore medal recipient. For the first time, HIMSS will in May 2013 be hosting our largest European conference, eHealth week, in the capital of Ireland. This event will bring together healthcare providers and decision makers from across Europe to showcase and discuss how to deliver better healthcare through the most advanced IT solutions.

2013 also marks the year of the Irish gathering, which has supported us in raising the awareness of the event in North America. During our recent annual conference in the US, 35.000 delegates were not able to miss the friendliness and shamrocks being handed out by the Irish delegation that were present at our conference in New Orleans to promote the upcoming eHealth week and the gathering.

From 13-15 May, eHealth week in Dublin will gather world leaders in Healthcare IT at the Dublin Convention Centre. With the collocation of the High Level Ministerial Conference we will be seeing delegations from all 27 EU member states and international delegations from North America, Canada and other representatives from all over the globe.

HISI has been a key partner in the organisation and implementation of the conference & exhibition. With their annual conference taking place this year at eHealth week, HISI will be bringing its Irish membership together with the International community and has a unique opportunity to showcase the Irish Health IT activities and introduce its stakeholders to the rest of the world.

HIMSS strives towards improving care of patients by using the best IT solutions available. At our international conferences in Asia, the Middle East and Europe we work with local governments and stakeholders to bring international content, and speakers, to audiences like you. In addition to our annual International flagship events; HIMSS International is engaged in a number of other activities, such as our community events for CIO’s, doctors and nurses – just to mention a few. We have HIMSS Analytics offices in Europe, Asia and the Middle East, to facilitate hospitals in benchmarking themselves against local- and international peers. We also recently launched mHIMSS Europe alongside a new European Telemedicine Conference.

These are just some of the activities we are engaged in across the world and we look forward to working with HISI members on the many more new HIMSS International initiatives, as the organization continues its growth.

National Standards Authority of Ireland (N.S.A.I.)

In Ireland, the Government has established the National Standards Authority of Ireland (N.S.A.I.) as the Semi- State Body with authority and responsibility for drafting and implementing standards in Ireland.

The N.S.A.I. are Ireland’s representative ISO (International Organisation for Standardisation, www.iso.ch) and CEN (European Committee for Standardisation, www.cenorm.be). N.S.A.I.’s, Health Informatics Standards Committee (H.I.S.C.) is Ireland’s official standards group for Healthcare Informatics, established in 2004 to contribute to the development of European or International standards for patient and hospital information systems, specifically through participation in the work of CEN TC 251, ISO TC 215, and HL7; and to advise N.S.A.I in regard to the need for National standards that are either developed or being developed to cover all aspects of Health Informatics. Irish Presidency EC Pavilion (IPP)– Stand 1001 – Level 1

The Irish Presidency Pavilion is a project which developed from discussions with key stakeholders in eHealth Week.

The project aims to showcase the best in Irish eHealth innovation.

The rationale behind the IPP is to provide a venue for the VIP Tour which will visit the WoHIT Exhibition on Monday May 13th. The tour will feature EU Commissioners Neelie Kroes and Tonio Borg, along with Ministers for Health from Ireland and Northern Ireland, as well as senior delegates and health ministers from all 35 EU Member States, Accession Countries and members of EFTA.

The pavilion will also be visited by an estimated 2,500 eHealth Week delegates who will visit WoHIT 2013 at eHealth Week.

The pavilion intends to represent an ‘All-Island’ approach to eHealth showing partnership between both the north and south of Ireland, the EC and key European and Irish Stakeholders such as the Irish Department of Health, Enterprise Ireland, IDA, NI Invest and the European Innovation Partnership (EIP).A key topic for discussion at this year’s conference will be the development of eHealth eco-systems an approach which looks to bring together Health Service providers, Health Research and the commercial eHealth sector to work together to solve real world health service challenges through a partnership approach.

The Irish Presidency EC Pavilion will represent a microcosm of this approach by creating a space for all partners to show delegates and officials the benefits and efficiencies which result from healthy and efficient partnership.

Chairman’s Introduction to the HISI Sessions- Gerard Hurl, Chairman - Healthcare Informatics Society of Ireland (HISI)

On behalf of the Healthcare Informatics Society of Ireland, I am very pleased to welcome you to the Conference which the Society has organised during eHealth week - the High Level eHealth Conference organised by the European Commission and the Irish Presidency of the Council of the European Union, and WoHIT (World of Health IT Conference & Exhibition) organised by HIMSS Europe.

As a partner in eHealth week, the programme for the Society’s conference has been specifically designed to complement the Presidency’s overarching theme with sessions that provide a local context and also highlight eHealth activities and initiatives in Ireland. Presentations will focus on both the potential of eHealth in health care delivery, well-being, innovation and prosperity with an emphasis on collaborative working relationships on a national and cross border basis,

developing and marketing innovative eHealth products and services and in creating the enabling environment and infrastructure.

As part of the Society’s programme we are also pleased to host a joint session by the Health Information and Quality Authority and the National Standards Authority of Ireland on eHealth legal and regulatory issues and the EuroRec Institute’s session on ‘Maximising the value from Electronic Health Records’ which provides a compelling rationale in support of high quality design, implementation and adoption of EHRs in Europe.

HISI has also been instrumental in introducing new and innovative events to eHealth week including the EU-US Market Place and the premier screening of “Welcome to the Machine” exploring human/technology relationships (see page 3).

eHealth Week provides a unique opportunity to promote and develop healthcare informatics and realise the potential of eHealth in Ireland.

The HISI Academic Network: e-health researchers: Lets dance!

As an Irish president once quoted an Irish poet “...come dance with me in Ireland”; metaphorically speaking, we need to cross the empty dance room floorboards and dance. Irish e-Health academics, encouraged by the HSE ICT Directorate have crossed the floor and the fancy footwork has begun with the formation of an Academic Network of faculty members from across the country who are interested in e-health research. Members of the Network have already begun to speak to members of the health service organisations and are looking for additional opportunities for collaboration.

Irish researchers are engaged in a wide range of topics however, the level of e-Health research activity that directly involves elements of the Irish health system is very low. There is no clear access point for Irish health professionals and other health service personnel to engage with the academic community.

The delivery, use and management of e-Health solutions involve many disciplines and stakeholders. There is a need for these disciplines to work effectively together to provide sensible, scalable, cost effective and outcome-driven solutions.

National e-Health Eco-systems are evolving worldwide and this network is intended to be a catalyst for the evolution of an Irish e-Health Eco-system. The list of dances presently on the researchers dance card below show the connections that are currently being investigated between the HI Academics Network and other organisations.

Ecosystems Perfect Storms and Bees: A Nursing and Midwifery Perspective for eHealth Summit As eHealth Week is being hosted in Dublin and as we contemplate how nursing and midwifery practice is situated within a health Ecosystem we offer some thoughts for continued reflection. Key terms informing the discussion at this summit include Ecosystems, Innovation, mHealth, Perfect Storms and HISINM has opted to present one concept of our own to this discussion – BEES.

In Ireland nurses and midwives as the largest stakeholder group within healthcare are on duty 24 hours a day and as such are more vulnerable than most to the transformational programme. In the health Ecosystem we, as nurses, have a unique role to play and just as bees hold a key role in managing the balance of nature we too believe our contribution to eHealth is critically important.

As we embark in this digital age to transform the health ecosystem with eHealth as an enabler, we should look back and take stock of what we can learn from the past. Change programme theories have a tendency to repeat themselves and to create a space to maximise the real benefits in health, creating a sense of realism. We urge leaders in this space to start by protecting and capitalising what we know. Secondary data collection processes should not form the basis of design for eHealth systems; design needs to be informed and underpinned by content in context. HISINM recommend starting from the patient perspective and including nurses and midwives in the design process from the outset. Otherwise we may end up with poorly designed systems with limited benefit realisation.

ICS Skills – Complementing Ireland’s ICT sector

Since 1997 ICS Skills has been raising the level of IT skills in Ireland, increasing user confidence in computer usage and making the information society accessible to all. ICS Skills, the not-for-profit skills division of the Irish Computer Society, was developed in response to a real need in Ireland to develop basic computer user skills. Originally known as ECDL Ireland, ICS Skills has accredited more than 1200 centres across Ireland. Our commitment to bridging the digital literacy gap is demonstrated in our wide range of IT certification programmes, all designed to set the national benchmark in end-user computer skills. With the suite of ECDL certifications as its flagship offering, ICS Skills now offers certified training for professionals through its programmes such as Health Informatics Training System (HITS), Data Protection, Certified Training Professional and EUCIP. What’s more, ICS Skills leverages the support of both public and private organisations in order to improve skill levels and enhance productivity in the workplace. To date, more than 17% of the Irish working population has undertaken an ICS Skills certification.

Recognised in 146 countries, more than 10 million people around the world have participated in the ECDL range of certification programmes.

Health Informatics Training System (HITS)

The support and promotion of training in health informatics has always been a fundamental objective of the Healthcare Informatics Society of Ireland. With the 2004 launch of the Health Informatics Training System HISI went one step further to introduce its own foundation level training programme in healthcare informatics.

The HITS programme was devised to respond to the needs of healthcare workers who require a clear understanding of the technologies used in the sector and their contribution to administrative and clinical best practice. HITS is delivered online and can be run as a self-study programme or offered in conjunction with trainer-led sessions. A growing number of HITS centres have opened nationally. The EuroRec Institute – Dipak Kalra, President

The European Institute for Health Records (EuroRec) is a not for profit organization, founded in 2003, that promotes the high quality design, implementation and adoption of Electronic Health Record systems (EHRs) in Europe.

EuroRec is organized as a network of National ProRec Centres that undertake equivalent nationally-relevant activities within their own countries. EuroRec members contribute to European Commission strategy on interoperability, and to international standardization through CEN and ISO. EuroRec also collaborates on a transatlantic level, and is supporting the European Commission in the realization of the EU-US Memorandum of Understanding on eHealth.

ProRec Ireland - John O’Brien

ProRec Ireland (PI) is a not- for- profit enterprise whose primary function is to promote and advance the development, use and assurance of IT and IT professionals in Health (HIT). It functions as a discrete unit within the Irish Computer Society (ICS) where it is governed and operated by a ProRec Ireland Executive Committee (PIEC). PI is also a prominent member of the EuroRec Institute, with three of its PIEC members holding vice-president/governor positions on the Board of that Institute.
