Alternatively, wireless microphones, TVs or music sources can be connected directly to the Hearing Augmentation System. Purpose Hearing Augmentation is installed to allow the hearing impaired user to hear as if they were less than one metre from the sound source. This is achieved by removing both background noise and reverberation. This results in the user receiving the clearest possible sound to their ears, or via hearing aid(s) or cochlear implant processor(s). Types Hearing Loop System These are known by many names, including audio induction loop system, audio frequency induction loop system and hearing aid loop system among others. Abbreviations include PAILS, AFILS, HAL, and HIIL. The majority of hearing aids and cochlear implants receive this signal directly, picked up by the internal telecoil. HEARING AUGMENTATION COMPARISON

DefinitionHearing Augmentation can be any one of the following

Hearing Loop System

Receiver System - FM system

- Infrared System

These systems typically connect to the output of an existing PASound systemsound source

Alternatively wireless microphones TVs or music sources can be connected directly to the Hearing Augmentation System

PurposeHearing Augmentation is installed to allow the hearing impaired user to hear as if they were less than one metre from the sound source This is achieved by removing both background noise and reverberation

This results in the user receiving the clearest possible sound to their ears or via hearing aid(s) or cochlear implant processor(s)

Types Hearing Loop System

These are known by many names including audio induction loop system audio frequency induction loop system and hearing aid loop system among others Abbreviations include PAILS AFILS HAL and HIIL

The majority of hearing aids and cochlear implants receive this signal directly picked up by the internal telecoil

Receiver System - FM System

Receiver System - Infrared System (IR)

An IR System comprises of line of sight emitters mounted around the area and multiple receivers (one per user) with an attachment to suit the user

Receivers For both FM and IR systems every receiver must be provided with attachments to suit both types of user eg headset and neckloop

The attachments differ for those with and without hearing aids andor cochlear implants

- Requirements for users without hearing aids or cochlear implants

Ear pieces with audible sound These may be in the form of headphones headsets stethoclips earbuds (not recommended) etc

- Requirements for users with hearing aids andor cochlear implants fitted with the Telecoil (T-switch)

Neckloop to couple the magnetic signal to the telecoil in the usersrsquo hearing aids andor cochlear implants

Assistive Listening DeviceAssistive Listening Devices are often confused with Hearing Augmentation Systems

One common assistive listening device (ALD) is a personal FM system It is provided by some individuals for hisher own use only and generally does not connect to the venuersquos amplification system

Generally one persons ALD does not communicate with another persons ALD and are often incompatible with each other

On the other hand a Hearing Augmentation must be supplied by the venue provider for all deaf and hearing impaired users (DP9)

Note Connecting an Assistive Listening Device to a venuersquos amplification system does not make it Hearing Augmentation nor does it make it compliant with D37

Which one do I use Hearing Loop System ndash Preferred by hearing impaired users

Why is the Hearing Loop preferred by users Users donrsquot have to identify themselves as having a disability

Users donrsquot have to find out where to get receivers

Users donrsquot have to communicate with staff

There are no receiver batteries to fail

Receivers and attachments donrsquot fail

Why is the Hearing Loop preferred by Building Owners Doesnrsquot have to hand out receivers Doesnrsquot have to collect (or lose) receivers Less staff time occupied communicating with users Less staff time maintaining receivers No ongoing cost for maintenance of receivers No ongoing cost for batteries Not open to DDA complaint for lack of working receivers or attachments

What does the BCA requireThe Deemed to satisfy provision is found in D37 of the BCA and in part is as follows

One of the three systems - Hearing Loop System FM System or Infrared System or a combination

In Class 9B buildings - eg School Assembly Halls Courts Counters Cinemas Live Theatres

Hearing Loop System - Minimum of 80 coverage of floor area in the vertical field measured at

12m above FFL (finished floor level) sitting 17m above FFL standing

Receiver System - FM System or Infrared System - TransmitterEmitter to cover 95 of floor area

- Receivers ndash min of 2 approx 4 of seating as per D37 (b)(ii) and table D113 of BCA

Test and ReportAll three systems are referenced in AS 14285 - 2010 including test methodology and reporting

Performance (or Alternative) SolutionThe BCA allows for alternative solutions to those proposed in the Deemed-to-satisfy However there are no alternative systems that match the performance requirements other than the three systems above

ConclusionThe vast majority of users with hearing loss require Hearing Augmentation to reduce not just the background noise but the reverberation while providing independent volume control via the Hearing Augmentation receiver andor the userrsquos hearing aidcochlear implant processor

ReferencesBCA Disability (Access to Premises - Buildings) Standards 2010

DP9 The Performance Requirement of DP9 states

An inbuilt communication system for entry information entertainment or for the provision of a service must be suitable for occupants who are deaf or hearing impaired

D37 states the deemed to satisfy provision for DP9
