Introduction

The need for business to have reliable infrastructure and communications solutions is important in today’s connected world.

Investment in voice and data communications across the Heathrow campus

Heathrow has made a significant investment in both the telecommunications and IT services infrastructure across the airport. When connected to Heathrow telecommunications services, business solutions become instantly mobile within the airport. Services can be replicated in any location across Heathrow, reducing the risk and cost associated with a business move. This is known as the Common Infrastructure Policy.

The concept of Common Infrastructure has been developed at Heathrow with careful planning over a number of years; with the aim for technology convergence and is driven by common business requirements to minimise complexities, maximise flexibility and create efficiencies.

Heathrow’s infrastructure consistently strives to deliver the highest levels of availability, making it an ideal partner for delivery of mission critical services.

Solutions are available through a partnership between Heathrow Airport Limited, Capgemini and SITA

Heathrow has undergone a major change in delivery of voice, data and video solutions, along with service management improvements. A major IT outsource contract was signed with Capgemini and covers the full scope of B2B services offered by Heathrow which are delivered by a consortium of specialist suppliers. SITA delivers the IT and telecommunication services on behalf of Heathrow.

Flexible end to end services backed by onsite support

Heathrow is now able to offer a true end-to-end telecommunications service including Broadband and co-location services in our communications rooms. The option of a single source supplier can have the benefit of reducing complexity, cost and risk to our customers.

Our service proposition includes flexible provision, comprehensive service levels and menu-based pricing to reflect the unique priorities of each business.

Service descriptionThe A-CDM Data Feed service provides customers with active flight data for aircraft landing and taking off from Heathrow. Customers can build their own applications to support their operations at Heathrow. Customers connect using a standard Java client.

A customer subscribes to the service by establishing a connection to an end point provisioned as part of a network design. Data is delivered as an XML stream that conforms to Heathrow’s Common Information Model. Flight information is then delivered for all Heathrow flights.

Broadband

Broadband service descriptionConnection to the service can be delivered as a number of technical options:

Broadband LightIdeal for a single location, such as an office or retail store, this option is delivered as a separated connection via an ethernet RJ45 port. Customers will need to provision their own wired router and firewall for connection to the internet. Heathrow Wireless LAN can be optionally connected to the same router via a second RJ45 connection using bridged mode.

Broadband CampusIdeal for using a common internet connection to serve multiple locations at Heathrow. This option is intended for customers with a Heathrow Managed LAN. Customers will need to provision their own router and firewall typically located in one of Heathrow’s “meet me” communications rooms.

Broadband VirtualFor customers that do not want to have physical firewalls and routers this option makes use of virtual firewalls provisioned by Heathrow. Typically used to provide an IPSec connection between customers Heathrow locations and head office. Cost includes full network design.

Service descriptionHeathrow’s CCTV is provided on a dedicated (normally for secure and commercially sensitive situations) or shared basis (normally for operational situations e.g. to monitor common use areas). Heathrow offers a new CCTV infrastructure based upon digital technologies which allows a far greater flexibility in its use and enables cross-agency collaboration.

Digital CCTV solutions have a very strong overlap with IT technologies in many areas, in particular on its convergence at the Heathrow network level to the use of ‘IP’ (Internet Protocol) as the transport mechanism, and the use of digital storage technologies and server platforms.

Product specification• The Heathrow system may be interconnected via a WAN, so that operators in site 1 can also view live or

recorded video from site 2

• Operators in a separate control centre may be able to monitor live video over the network from cameras at any of the distributed sites, and to retrieve and replay recorded video from any of these sites

• Video images may also be displayed on a video-wall, either by decoding the IP streams back to composite video and displaying them on traditional analogue monitors, or by displaying the IP streams directly on large computer screens

• Remote cameras – either wired or wireless – may be connected to the system via either a private (e.g. ISDN or leased-line) or public (i.e. internet) network. Similarly, remote operators may be connected to the system from airline headquarters

Common Beacon Infrastructure

Service descriptionHeathrow Common Beacon Infrastructure provides access to Heathrow’s estate of managed Bluetooth low energy beacons for users that wish to build Geolocation aware mobile applications. The beacons are compatible with both Apple iBeacons and Google Eddystone standards.

Beacons are operated to standards currently being developed by IATA and ACI as part of the Airport Community Recommended Information Services (ACRIS) work stream. Access to Beacon information is via a cloud service operated by SITA called the Common Beacon Registry (CBR).

The registry is Beacon vendor agnostic and will ensure beacons use a common form of data sets based on industry standards. This will enable all industry players to leverage existing common use beacons deployments at airports throughout the world.

ChargesBeacons are provisioned by the use of Zones and therefore will be priced by Zones per Terminal. Pricing is based on MRC** of £28 per Zone per Terminal. The one-off installation charge of £1000 includes access to beacon registry, documentation and initial setup support. Changes at zones (such as addition, removal) after the initial set up incur an admin fee of £140.

Co-Location Rackspace (Colocabs)

Service descriptionHeathrow standard racks are 45U (height) and 800mm square footprint.

For areas within Terminals 3 and 4 which have undergone refurbishment, Common Infrastructure applies. Customers can locate their equipment in any available room.

T5 (A, B & C) is designed around Common Infrastructure. In accordance with Common Infrastructure policy customers may locate equipment in the Heathrow PCRs, FTNS and SCRs.

T2 (A & B) is designed around Common Infrastructure. In accordance with Common Infrastructure policy customers may locate equipment in the PCRs, Finland SCRs.

PCRs and SCRs have been designed with racks specifically to accommodate equipment. The design takes expansion into account to facilitate technology advances.

Access to any communications room is permitted without charge. Persons entering must either be holders of a valid Heathrow ID allowed to access the specific communications room or be escorted by someone who does. Heathrow can provide an escort on an hourly rate if required.

Health and Safety Regulations must be adhered to in order to enter and either inspect or carry out works required. Access will only be provided to duly authorised people. Individual pass access expires if an individual does not use their pass to access their permitted locations within a three month period.

Product specification• T3, 4 and 5. Sufficient racks for third party equipment shall be made available

• T3, 4 and 5 cabinets, which are not compartmentalised and will have a suitable workaround applied, including the option to use Heathrow cabinets. New cabinets will be compartmentalised

• Each U space can have up to a maximum of four active pieces of equipment installed

• The charge per U space is inclusive of all rent of space, power consumed, light, heating, cooling, fire and water detection and/or fire suppression, access security and any other charge not named but otherwise incurred

• All space used for the purpose of cable management shall be without charge

T2

• The minimum occupancy of a 45u cabinet is a sub-divided section comprising of 10u. Each 10u compartment having lockable doors, both front and rear.

• Each 10u compartment shall be secured by means of a Heathrow provided (unique to customer space in cabinet) locking mechanism. It is the responsibility of the customer to keep their compartment locked, subject to the locking mechanism being serviceable, this being the responsibility of Heathrow.

• Each U space can have up to a maximum of four active pieces of equipment installed.

• The charge per U space is inclusive of all rent of space, power consumed, light, heating, cooling, fire and water detection and/or fire suppression, access security and any other charge not named but otherwise incurred.

• All space used for the purpose of cable management shall be without charge.

T5, T2 and refurbished areas in T3 and T4 since [January 2008] have diverse cable entry and exit to communications rooms. This applies to fibre and copper between distribution and access layer devices, whereas typically there is only a single copper route from the access layer to the end user device(s).

For T2 and T5. Power provided shall be a minimum of 2 x 8 amp fused spurs exclusive to the 10u space of each cabinet and shall be supplied from 2 separate sub-stations, thereby providing resilience of service.

For T3 and T4: Power provided shall be a minimum of 1 x 32 amp fused spurs per cabinet. N.B. Only the cabinet provided and fitted power blocks may be used, there shall be no floating or multi-way connectors either fitted or used within cabinets. New cabinets’ installations shall be a minimum of 2 x 8 amp fused spurs exclusive to the 10u space of each cabinet and shall be supplied from 2 separate sub-stations, and energy providers, thereby providing resilience of service.

Escorting and Access

Service descriptionIf you do not have the necessary passes available to conduct work at Heathrow, you need to be escorted during the period that you are on site. This is especially the case if you need access to Heathrow communications rooms where your equipment may be housed.

Pricing is £600 per day and £300 for half day.

IPTV and Sky TV subscription

Service descriptionIPTVThe IPTV service is a digital solution offering both Freeview channels and the capability to access Sky TV packages.

Heathrow provides infrastructure within its own demise that includes cabling and configuration for broadcasting Freeview channels. No TV is provided, thus allowing the customer complete freedom to provide whichever TV they prefer.

SkyHeathrow Commercial Telecoms also provides Sky TV channels through the existing IPTV service. There is no need to install satellite dishes or aerials as our service is delivered over our managed network. You also have the option to hide the set-top box with remote infrared sensors allowing you to design your demise as you see fit.

Product specification – IPTV• Centrally managed IPTV distribution system based on NetVue technology

• IPTV stream delivered over Heathrow Managed network

• Exterity AV encoders and decoders. Just one decoder box required

• Multicast video streams managed via Internet Group Management Protocol (IGMP) and Protocol Independent Multicast (PIM)

Product specification – Sky• Sky channels are only available in standard definition (SD)

• Interactive, high definition (HD) or 3D services are not available as part of the Sky package

• In order to receive Sky channels customers must install IPTV first. This is a TV system distributed over the Heathrow network infrastructure

• Customers are responsible for providing televisions for this service

• The solution includes two elements; a data network connection over the Heathrow IPTV VLAN back to a set of IPTV servers; and an IPTV exterity box which will deliver both the standard Freeview and Sky channels

Sky determines the channels to be included in the offering at any one time.

Service descriptionHeathrow’s Managed LAN service provides a secure, reliable, and flexible solution to connect various customer data and IT systems within and across all Heathrow terminals and other locations.

Connectivity to locations outside of Heathrow’s Managed LAN is provided via an established secure gateway.

The Managed LAN service runs over Heathrow’s proven Cisco 3-layer hierarchical network, with significant separacy and diversity, providing the highest levels of resilience and availability. A modular network design means that supporting changing business requirements can be completed efficiently within the agreed SLAs. The use of layer 3 MPLS Virtual Private Networks provide logical and secure segregation of customers. The infrastructure fully supports the transport of voice, data and video.

A customer may wish to ensure that their application is fully PCI compliant.

The Managed LAN service shall conform to the requirements of Payment Card Industry (PCI). Heathrow will make available on its customer portal its current certification to permit each customer, requiring same for their own service/applications and PCI compliance, the ability to print and retain current certification.

Heathrow Network service is aligned with the principles of the ISO 27001 – International Information Security Standard.

Quality of service (QoS)The Heathrow LAN is capable of running QoS and is configured to do so.

Heathrow has QoS policies in place which give higher priority to specifically voice (for IPT) and video (for CCTV). Once utilisation exceeds defined early warning indicators then each separate system will be prioritised by a Class of Service (CoS). The early warning indicators are defined within Heathrow’s capacity management tool and once exceeded automatically generate an incident in the service management toolset for follow up investigation. As a safety net a manual review of utilisation is undertaken monthly.

Heathrow Wireless SolutionsHeathrow operates a Wireless Common Infrastructure policy (GN08/10); this means that a single common Wireless LAN system is operated by Heathrow, and deployment of other WLAN infrastructure is not permitted, save for consent in accordance with the Common Infrastructure policy.

The Wireless LAN service operates over the Heathrow Managed LAN. It provides secure ubiquitous wireless LAN coverage through all operational areas of Heathrow.

Using hardware currently from Aruba networks, it is built on a hierarchical model, with significant diversity, providing the highest levels of resilience and availability. The modular network design means that it can support changing business requirements quickly and simply.

To facilitate deployment of multiple third party services using a single common infrastructure at Heathrow.

Operates a WLAN feature called ‘multiple SSID’, this feature allows presentation of multiple ‘virtual’ access points from a single physical access point.

A customer may wish to ensure that their application is fully PCI compliant.

Service descriptionHeathrow Passive Infrastructure conforms to EN 50173 and EN 50174 standards to support a wide variety of communications protocols. Heathrow provides a range of cabling solutions between any two points across the campus. This service may suit users that want to provide their own active network infrastructure or use other telecoms providers.

Where any additional cabling has to be provisioned, it shall be funded by the CIP (Capital Investment Programme).

Copper Patching (Passive Port)In all terminals to connect any two nominated physical points necessary to deliver to a customer (or its nominated service provider) an uninterrupted and dedicated hardwired connection between the identified points is required to maintain the standard of connection necessary to meet industry standards.

Where a Passive Port or service is required either between two communications rooms or between a communications room to a position within a demised area it shall be provided as a single service. That is to say irrespective of the number of transitions or patching points which might be required in order to provide that service.

Presentation to the customer shall be in the customer’s cabinet by fly lead, identifying the ports destination, and at the ports destination, either presented by a socket or fly lead.

Product specificationFor all Heathrow locations the cabling standards available are Cat3, Cat5e and Cat6 depending on the services required. Cat5e UTP may be used where a floor or area is being added to and there is an existing Category 5e infrastructure in place and it technically meets the requirements. For all new installations Cat6 is used.

For T3/4/5 where a port already exists and is not used, then this can be patched as needed.

For T2 Heathrow provided infrastructure within a customer’s own demise, includes (base scope):

• Four dual network outlets per 10Sqm of accommodation

• Each passive installation will provide airlines with network schematic; relevant celsius records and connectivity test results

In all terminals, a Demarcation Point is defined thus:

• Any two outlets between which the Passive Infrastructure connects. The exact point of demarcation is the male/female connection of the Passive Infrastructure to which a subsequent connection is made (commonly referred to as the channel for Cat 6 cabling)

In T2 and T5 all installations have achieved a standard sufficient enough for a 25 year Truenet warranty to be issued. In all other terminals the minimum installation standard is to achieve a 20 year Truenet warranty.

All connections are recorded, in-line with the Common Infrastructure policy, within the Celsius database.

The following are examples only and are not limitations.

Example 1: An RJ45 outlet in an office is the Demarcation Point, into which the customer’s patch lead connects, or the airport provides patch leads when required to do so.

Example 2: In a communications room where the infrastructure continues beyond the distribution patch panel and includes a patch lead with a male RJ45 connector or fibre connector which is the Demarcation Point, which then plugs into the customer’s switch at access or distribution layer, within their allocated cabinet 10u space.

Service descriptionHeathrow can provide fibre connectivity between communications rooms.

To connect any two nominated points necessary to deliver to a customer (or its nominated service provider) an uninterrupted and dedicated fibre optic connection (comprising two fibres) between the identified points in accordance with industry standards and to maintain the appropriate and acceptable light loss budget, in accordance with industry standards.

Fibre optic connections will typically be used for connections between terminals and other buildings within Heathrow.

Analogue RadioService description

RSL provides radio services across Heathrow’s analogue trunk. This is based on a MPT1327 Analogue Trunk Radio system which provide push to talk voice communication across the Heathrow campus – both inside the terminals, and on the airfield.

A trunk radio provides users the ability to communicate within talk groups or on a one to one basis, and allows multiple organisations to receive a service using common infrastructure – each organisation can be segregated from each other using their configured talk groups. This also allows multiple organisations to communicate using common talk groups where they agree to do so – allowing greater coordination of the operations within the airport.

Alongside our already established Analogue Radio offering we are now able to offer a choice of the latest Digital Mobile Radio (DMR) through our service provider partners.

DMR offers superior voice quality and coverage as well as the ability to include advanced optional application features such as data messaging, job ticketing and location awareness.

DMR handhelds now have the functionality to make and receive calls from a telephony network and smart phones, as well as being able to make calls to individual radios or groups.

This offers users increased resiliency and versatility especially whilst working in covered or low signal areas.

It is enabled by technology convergence and driven by common requirements with the aim of reducing costs, minimising complexities and maximising flexibility.

This price book is also subject to the client being in contract with Heathrow for services provided; for which a contract constitutes a minimum period of six months.
