Key Actions for WG1 Today
Brainstorm – NAP 2019-2023 Quieter Planes
- What are the key action areas within Quieter Planes?
- Are there new Quieter Planes areas we can investigate and influence?
- Are there research questions we would like to explore and answer?
- Which areas are within 5-year NAP and which might be longer term?
Note
- This is only the first brainstorming session. Ideas can be brought forward at
later sessions and during subsequent consultations.
- Items and action areas better suited under the other areas – Quieter
Procedures, Land-use Planning, Operational Restrictions and Working with
Communities – will be noted and parked for the upcoming WG sessions on
those areas.
Three Types of Actions
Types of Actions Examples Comments
SMART Actions with targets
- Specific
- Measureable
- Attainable
- Relevant
- Timely
Voluntary phase-out of
Ch3 aircraft (less than x
movements/yr) by end
2020
Includes Single action
Regular actions Annual external audit of
x% of NAP action items
Fields of research, actions,
investigation
Consider and evaluate
new arrival and departure
procedures

Others? ….
Quieter Planes – 3 arenas of consideration
What can NAP influence and how?
Aircraft technology
- Long term consideration
(25 yr +)
- Engine and airframe
research
- Functionally silent
aircraft
- Integrated wing-fuselage
design
- Trade-offs with fuel and
emissions
- ICAO certification
- International pressure
- What impact can one
airport make?
Aircraft owned by airlines
- Medium-long term
consideration (5-25
years)
- Fleet modernisation
- Cost of fleet renewal
- Life expectancy of
aircraft
- Extension of service
life
- Are noise fees an
incentive for aircraft
purchase?
Individual aircraft at LHR
- Short-medium term
consideration (0-5 yrs)
- Aircraft deployment
- Home carrier fleets
- Carriers selecting
aircraft to come to LHR
- Time of day
- Flight mission
