attended the meeting.

The committee noted that this is a new

mine. The Mines & Geology Department, Govt. of A.P. issued a notice dt:

27.07.2016 that the proposals of the ADM&G, Visakhapatnam, in principle, it is decided to grant of quarry lease of colour

granite – 18 Ha for 20 years subject to submission of Approved Mining Plan and

other clearances within 6 months.

The mine is in the cluster, there are other

Mines within 500 meters : M/s. Sai Venkateswara Rao-4.685 Ha. – EC

issued vide order No:SEIAA/AP/VSP-137/2015-25 Dt:04.04.2015 and M/s. A.Rama Chandra Rao 4.522 Ha. EC No:SEI

AA/AP/VSP-136/2015-24 Dt:04.04.2015 and this present proposal

M/.s.Sri lakshmi Narasimha Granites- 18.0 Ha. Total extent of cluster excluding EC issued is 18.0 Ha ( 27.207 Ha. -9.207

Ha.). However the project proponent furnished two different certificates issued

by the Asst.Director of Mines, Viskhapatnam, one with no surrounding mines and other with two mines within 500

meters.

The committee also noted that there are streams and bridge over the stream.

The Committee after detailed discussion recommended to constitute SEAC sub-

committee with Members: Prof.Kameswara Rao, Prof PJ Rao and Prof Sandeep, with a request that one Senior Environmental

Engineer Mr Sriramamurthy shall coordinate the visit., to ascertain the

details of surrounding Mines , to study impact on the streams due to mining activities and bridge capacity details etc.

management as per the MSW Rules, 2016,

be connected to the project site and 40 ft

road to continue with in the project.

Barites Beneficiation Plant with dry jig process in which there is no water

requirement and drier and requested to amend the EC order accordingly.

The Committee recommended for amendment in the Environmental

Clearance Order issued on 02.09.2016, in the condition the water consumption as 8.0 KLD is to be amended as 62.0 KLD and

in the condition i.e., “A stack height 15m shall be provided to the Drier & Grinder

stack” is to be amended as “A stack height 15m shall be provided to the Grinder”.

District for the project proposal : Cement clinker grinding unit – 0.60 Million Tons per annum (0.60 MTPA).

The Committee noted that TOR issued to the present proposal on 17.02.2016. The Environmental public hearing was

conducted on 19.10.2016 and furnished the final EIA report on 05.12.2016.

The Committee after detailed discussions recommended for issue the

Environmental Clearance to this proposed project Cement clinker grinding

unit – 0.60 MTPA.

The Committee after detailed discussion recommended that the project proponent

shall furnish the following information for further appraisal: (i). The map with leases details of its surrounding mines within 500

meters from the peripheries of this proposed mine and a certificate from the Assistant Director of Mines & Geology,

Ongole duly clarifying ,whether this proposed mine is falls under cluster or not, as per MoEF&CC Notification

S.O.No.141 (E), dated 15th January 2016 and its amendment Notification S.O.No. 2269 (E), dated 1st July 2016.

(ii). Allocation of budget for the formation of ghat road along with technical design as this mine is a hillock. (iii).Plan of action for

development of compensatory plantation of an area 8.0 Hectares (iv). The trench height details & safety measures proposed,

during mining activities.

The Committee noted that the Mine lease

was granted on 18.04.2002 for a period of 20 years. The mining plan was approved

on 02.07.2013 for the mining scheme period 2012-13 to 2016-17 only.The credible action was initiated against this

mine for operated the mine earlier ( Case no.122/2016 ) and the case is pending.

The Committee also noted that this mining

proposal is covered under the MoEF&CC, New Delhi Notification S.O.No.2269(E), dated 01.07.2016 as this mine’s lease was

granted prior to 9th September 2013. The Committee recommended for issue of

Environmental clearance to this proposed Quartzite mining project for

quantity 1,20,000 TPA(max), duly stipulating a condition that the project proponent shall maintain the setback

distance 7.5 meters buffer zone all around the mine lease area for greenbelt

development.

The project proponent has not furnished the production details for the period from

2006 to 2016. The Committee after detailed discussion

recommended that the project proponent shall furnish the quantities of lime stone produced during the period from 2006 to

2016 for further appraisal.

scheme period from 2016-17 to 2017-18.

Also the Committee noted that as per the

recommendation of SEAC-subcommittee, this Lime stone mine project comes under

‘B2’ category.

The project proponent has not furnished

the production details for the period from 2006 to 2016.

The Committee after detailed discussion recommended that the project proponent shall furnish the quantities of lime stone

produced during the period from 2006 to 2016 for further appraisal.

99.11 8.094 Ha Black Granite Mine

The mine lease renewal was granted on

15.09.2009 for 20 years. The Mining Plan

was approved on 30.03.2016 for 5 years

i.e., 2016-17 to 2020-21.

The certified EC compliance report from the MoEF&CC Regional Office, Chennai was submitted vide lr dated 14.09.2016. It was

noticed that the production quantities are within the permitted capacities and also

there is no violation.

The Committee also noted that this mining

proposal is covered under the MoEF&CC, New Delhi Notification S.O.No.2269(E),

dated 01.07.2016 as this mine’s lease was granted prior to 9th September 2013.

The Committee recommended for issue of Environmental clearance to this Black

Granite mining project for expansion from 6200 m3/annum to 20,181 m3/annum,duly stipulating a condition that the project

proponent shall maintain the setback distance 7.5 meters buffer zone all around

the mine lease area for greenbelt development.

within 6 months.

The mining plan was approved on

16.11.2016 for the period 2016-17 to 2020-21.

Further Committee noted that this is a new mine, the Asst.Director of Mines &

Geology, Anantapur stated that there are no existing leases within 500 meters.

The Committee recommended for issue of Environmental clearance to this

proposed Colour granite mining project for quantity 18000m3/annum,duly stipulating a condition that the project

proponent shall maintain the setback distance 7.5 meters buffer zone all around the mine lease area for greenbelt

development.

Memo.No.5039/Q4/2016,dt.04.10.2016 for

the grant of lease to this mine.

The mining plan was approved on 14.12.2016 for the period 2016-17 to

2020-21.

Further Committee noted that this is a new mine, the Asst.Director of Mines &

Geology, Anantapur stated that there are no existing leases within 500 meters.

The committee recommended that the project proponent shall submit the details

of method mining technology adopted for this proposed mine, for further appraisal. .

The committee noted that the mining plan is approved for Mica mining only. The PP added for Quartz& Feldspar mining without

mining plan approval.

Also the Committee noted that the Mine

was in operation without obtaining Environmental Clearance. After detailed

discussion, the Committee recommended to REJECT the Environmental Clearance to this Project for operating the Mine without

EC and also to address a letter to the Government of A.P, to take credible action

against this mine for violation as per the provisions of EIA Notification 2006 and to report.

The Committee noted that this is new mine and its surroundings there other silica sand

mine leases.

The Committee after detailed discussion recommended that the project proponent shall furnish the map with leases details

of its surrounding mines within 500 meters from the peripheries of this proposed mine

and a certificate from the Assistant Director of Mines & Geology, Nellore duly clarifying ,whether this proposed mine is

falls under cluster or not, as per MoEF&CC Notification S.O.No.141 (E),

dated 15th January 2016 and its amendment Notification S.O.No. 2269 (E), dated 1st July 2016.

Also the Committee recommended to

withhold the earlier recommendations of SEAC,A.P. meeting held on 01.12.2016,on this proposal, for further appraisal till the

receipt of the above said information from the project proponent. Also this is resolved

that the Secretariat shall submit such details along with the agenda, rather than

submitting to SEIAA after the SEAC meeting.

the project proponent. Also this is resolved that the Secretariat shall submit such details along with the

agenda, rather than submitting to SEIAA after the SEAC meeting, as the initial scrutiny itself should have noticed this

existence of the nearby mine. SEAC had already provided the mining Atlas of the

area also for silica mines of Nellore.

public hearing. The Committee noted this Common Bio-

Medical Waste Treatment Facility (CBMWTF) is proposed in APSEZ denotified area and the project proponent has

furnished the APIIC land allotment letter and the revised Form –I with latest BMW

Rules 2016. The APSEZ conducted the public hearing on 23rd July 2010.The APSEZ Achutapuram

obtained Environmental Clearance on 13th February 2012 ( Order No.F.21-379/2007-IA.III,dt.13.02.2012).

The proposed project area is within the IDA area of denotified SEZ portion of original IDA.

The Committee after detailed discussions recommended for issue the Standard Terms of Reference to the above

proposed project with exemption of Public Hearing as the APSEZ –Achutapuram(v), Ramballi (M),

Visakhapatnam has already conducted the public hearing and obtained

Environmental Clearance (EC) from the MoEF, New Delhi for the multi products. The APIIC has allotted the area in the

Industrial Development Area to this proposed project, where the public hearing

was already conducted. Thus the area of the proposed project is within Industrial Development Area and it is a non-SEZ

area. The additional TOR: (i). Description of the vehicles, containers and bags used

for collection, transportation & storage and processing of wastes. (ii). Monitoring of heath conditions & safety of personal

involved in handling of wastes in the common BMW facility.

II. OTHER ISSUES :

a. Issue of circular by SEIAA, A.P. : The SEAC and SEIAA are discussing the

various issues pertaining to environmental clearances for Category B projects

and resolutions / decisions are being taken to implement to same for further

scrutiny/appraisal of proposals. In this the SEAC recommended to the

SEIAA,A.P that SEIAA may issue ‘SEIAA-AP- Office Circulars’ on the following

points:

i. The Project proponent shall furnish the production quantities from the year

2006/ Date of EC issued for non-coal mining projects.

ii. The project proponent shall remit the processing charges for the total cost of

the Project as per G.O.RT.No.3, dt.04.01.2016 to SEIAA,A.P, for seeking the

Environmental clearance Amendments/Expansion.

iii. The project proponent shall furnish the map with leases details of its

surrounding mines as an evidence to establish the status of cluster formation

and a certificate from the Assistant Director of Mines & Geology of the

concerned District of A.P.,duly clarifying ,whether this proposed mine is falls

under cluster or not, as per MoEF&CC Notification S.O.No.141 (E), dated

15th January 2016 and its amendment Notification S.O.No. 2269 (E), dated 1st

July 2016.

iv. Also a circular on the resolution taken on Mining projects (excluding minor

mineral) in 98th SEAC,A.P meeting and agreed in the 88th SEIAA,A.P.

meeting held on 17.12.2016.

b. General: SEAC has observed that certain cases had been referred back from

SEIAA with certain remarks that were submitted to SEIAA by the secretariat..

In this background SEAC felt that the same remarks would have been

furnished by the secretariat with SEAC itself while placing the agenda on table.

SEAC resolved that the secretariat should take more care in furnishing such

details in the format under remarks column to SEAC along with agenda.

It is also resolved that in all future agenda cases, the secretariat will assist

the SEAC by doing pre- scrutiny of the proposal with reference to legal, EIA

Notification 2016 and also a relevant O.Ms issued by MoEF&CC which are

related to the subject contexts, as applicable, from time to time, and place

them as remarks in the SEAC meeting agenda.
