Dolph Briscoe Jr., who presided over Texas during the oil and gas boom years before a stunning upset in 1978, died Sunday, according to his family. He was 87. Briscoe had been hospitalized in poor health in January and had returned home only recently, family spokeswoman Ann Arnold said. A rancher and a banker, the two-term Democratic governor often was praised by friends and supporters for his personal integrity. During his six years as governor, Texas enjoyed increasing oil and gas revenues, and Briscoe kept his campaign pledge of no new taxes. Dolph Briscoe was born on April 23, 1923, the son of a politically powerful and wealthy rancher and oilman, Briscoe, a Democrat, served as governor in 1973-79. He grew up in Uvalde and graduated as valedictorian of the local high school. As a boy, Gov. Ross Sterling — a close friend of Briscoe’s father — allowed him to sleep in Sam Houston’s bed during an overnight stay at the Governor’s Mansion… In 1968, Briscoe stepped back into the political spotlight, running unsuccessfully for governor in a three-way Democratic Party primary. Four years later, he tried again — this time successfully, as the outsider candidate at a time when Gov. Preston Smith and other top officials were tainted by the Sharpstown influence-peddling scandal, when reform and investigations were swirling around the state Capitol. His second term was marked by two unsuccessful attempts to rewrite the Texas Constitution — efforts that Briscoe argued would weaken an executive branch already considered too weak by political scientists — and by passage of the landmark Texas Open Records Act, the first Texas sunshine law granting the public access to government agencies’ records. After serving as governor, Briscoe turned his attention to his ranch and business operations in South Texas, but always was in touch with the political scene. He frequently attended Democratic fundraisers. “Things get dull at times,” Briscoe told an interviewer. “I miss it. Sometimes you miss it like you miss somebody hitting you over the head with a hammer, but you still miss it.” Briscoe hosted Hillary Rodham Clinton in 1996 when she made a campaign trip to Uvalde to pick up Briscoe’s endorsement for her husband, President Bill Clinton, a week before the Texas primary. Briscoe and the then-first lady drew parallels with the 1948 visit of Bess and Harry Truman, who came calling on former Vice President John Nance Garner in Uvalde. Briscoe also attended campaign events for Republican Gov. George W. Bush before he was elected president in 2000. Briscoe and his wife, Janey, were the 1999 recipients of the John Henry Faulk Award for Civic Virtue presented by The Freedom of Information Foundation of Texas. Janey Briscoe died of heart problems at age 76 in October 2000. Survivors include a son, Dolph Briscoe III; two daughters, Janey Briscoe Marmion and Cele Briscoe Carpenter; and five grandchildren. “Dolph Briscoe was many things - a rancher, a veteran, a benefactor, a governor - but above all, he was a Texan,” U.S. Sen. In the report given by Director of Public Works Aaron Martinez, he explained the El Paso Street project was halted because of a telephone cable which would have to be removed by American Telephone and Telegraph and then later placed back into service. Martinez said currently there is no paving and that it is very tricky during rainy weather to pass through to the home involved. Martinez suggested that they could place crushed rock but the street would still be hard to use. Meineke suggested that barriers or some kind of structure be put in place to assist drivers with the location of the street during heavy rains. Martinez said the fence constructed at the wastewater treatment plant is not straight and needs to be addressed. One citizen requested an additional driveway in the El Paso Street maintenance project. The item to reduce council meetings to once a month was not brought to a vote. Alderman Florence Russell stated she preferred two meetings because monthly meetings ran into the wee hours of the morning. Alderman Ruth Ann Driskill agreed. The council decided to hold a special called meeting with the police department to determine policy on outside employment. ldquoTHE OUTLAWSrdquo mounted drill team was formed by Deb Myers at the request of some of her young friends that wanted to be involved in rodeos but did not have the capability or the contacts to do so Deb has drill team experience and has been helping Stace Smith Pro Rodeos (PRCA Stock Contractor of the Year for the last six years) find young ladies to perform in his rodeos produced in South Texas She gives riding lessons trains horses and volunteers with the youth from her church Trailhead Cowboy Church in Goliad Her and her husband Kenneth are members of the Goliad PRCA Rodeo Committee Kenneth is the Public Relations person for the team and schedules all of their performances They are assisted with the team by Renee Wilke Assistant Coach and Dorothy Kilgore Business Manager

The team performs complicated maneuvers while riding running horses and carrying flags These drills involve timely maneuvers and criss crossings We have members from Goliad Yorktown Cuero Victoria Edna Ganado Kenedy and Beeville The team is comprised of young ladies of all ages They perform to promote good horsemanship team spirit and professionalism

Continued from page 1It was decided temporarily to have police personnel refrain from working outside jobs when they did not have a full eight hours off before coming to work for the City of Sabinal The Mayor will approve outside employment notification forms as set forth in the employee manual Item ten regarding approval of the municipal outside employment notification form was tabled The police reserve resolution 09-6B regarding cumulative days paid for employment of police reserves a change was made on the 30 consecutive days in a 90 day period to be 30 days per quarter thus limiting them to 180 paid days a year Other action taken included the street closure of Austin and Lindberg Street for a family reunion to take place at the home of Ramiro Torres A DJ will be there and the Torresrsquo were cautioned about excessive noise Street closure was approved from 5 pm until midnight A number of small children attend the reunion and the closure was requested as a precaution

CEDAR HILLS UPLUGGED This week I would like to explain how the owner of Cedar Hills gets away without properly paying her employees I worked at Cedar Hills for approximately a year and a half and in the employee handbook that they give you when you are hired it plainly states that after being employed with this company for one year you will receive a one week paid vacation I asked about my vacation after being there for a year and all I ever got was the run around I took my vacation and never received pay for it I also was promised a raise by the administrator but also never received it So while waiting for my raise and vacation pay I was signing in for work one night and I just happened to notice that my hire date on my time sheet read that I had only been employed for a few months I asked around and found out that the administrator had now changed the name of the company secretly so that she wouldnrsquot have to pay any of us hard working employees our raises or vacation pay So how does she get away with this you ask I called the labor board and apparently this is a little loophole that some employers use so that they wonrsquot have to properly pay employees So needless to say any employees that had been working there for five years one year or even ten years now have only been working there a short time and all of their previous hard work doesnrsquot mean anything I feel sorry for the employees that donrsquot have a choice but to just keep on working because there arenrsquot that many job opportunities in Camp Wood Itrsquos wrong for anyone to be treated this way but itrsquos true I just thought that more people should know Also there are several employees that were promised that after they were hired they could get a certified nurse aide license and some of those employees worked well over a year and still are not certified They illegally put uncertified aides on halls by themselves When state comes in they have to cover that up by calling in certified aides to take over Faye Rogers

broke They already know how to fail The unions are mob and communist controlled and following their path will certainly lead to serfdom or worse Ask Governor Chris Christie of New Jersey about union control

lsquoNuff said this time to list all the wrongs and no rights that have and will be committed during Obamarsquos tenure would fill a book

or with the speed he is going maybe a library He was promoted to the kids as a rock star these kids knew nothing about running a businessmdashleast of all a nation The utopia they were promised has faded however there are still some 41 still backing him Prince Obama made five million dollars his first year in office that we know of How much have the fools made

According to history one of the earliest printing presses was assembled by a German man named Johannes Gutenberg From the time newspapers were first printed newspaper editors reporters and printers have misreported information sensationalized a story just to sell more papers or took one small bit of information and built a story around it I guess one could classify it as fiction instead of factual news Examples of this type of reporting could be the forever famous presidential election between candidates Harry Truman and Thomas Dewey No one who has studied history can ever forget the famous photograph of the newly elected President Harry Truman holding up a newspaper with BOLD headlines ldquoDewey Defeats Trumanrdquo for all the world to see

Each and every newspaper reporter and editor should ask themselves these questions before they publish anyevery story in a newspaper Is this story completely true or does it contain half truths From 1949 to 1954 there was a very popular program on television titled ldquoDragnetrdquo The main character of the program was a police sergeant called Sgt Joe Friday played by Jack Webb Jack Webb in the role of Sgt Joe Friday used a phrase many times on the program ldquoJust the facts marsquoam just the factsrdquo That phrase rests in the halls of fame with other phrases such as ldquoGo ahead make my dayrdquo from Clint Eastwood EVERYBODY knows ldquoJust the facts marsquoam just the factsrdquo

So why is it that newspapers find it so impossible to STICK WITH THE FACTS Why do newspaper people find it so vital to constantly misreported news and sensationalize every story Last of all WHY IS IT SO VERY VITAL to air all the townrsquos ldquodirty laundryrdquo in print

Before submitting a story containing the ldquodirty laundryrdquo of everybody else in the town reporters and editors should ask themselves ldquoWould I want everybody in town to know what ldquodirty laundryrdquo I have hidden in my closetrdquo The truth isrdquo the readers and subscribers donrsquot want to hear about it because deep down they really donrsquot want to know They

have their own lives their own problems and their own dirty laundry to deal with People want the good People thrive on success and on the positive The bad the

negative and the failures just drag their spirits down and when it is reported in the newspaper they read it causes constant and continuous damage There is nothing gained from it and much is lost People who hide behind their or their spousersquos position in the community their familyrsquos reputation or their financial standing in order to keep the spotlight off their own ldquoDirty Laundryrdquo or their own wheelings and dealings are only hurting themselves and eventually it will catch up with them possibly even destroy them ldquoJust the Facts Marsquoam Just the Facts

Here it is early Monday morning and I am watching the weather and listening to the chances of rain The radar picture looks good and so does the forecast Yet so far only 004 inches in Barksdale and none in Leakey The stream gauge at Barksdale continues to fall and as of about 500 AM was at 32 CFS or about 14300 GPM While the weatherman is talking about potentially being under the gun relating to the storm in the gulf I for one and tracking it with the hope that it will bring some much needed rain to our area It is likely that if we do not receive rain in the next few days the District will may move into a ldquoStage 1 Drought Conditionrdquo Under ldquoStage 1 Conditions the following will occur

Stage 1 ndash Mild Drought Conditions

All Exempt and non-exempt well ownersoperators and users of groundwater produced from wells will be encouraged to voluntary restrict the use of water Non Exempt (Permitted) well owners will be contacted by mail and informed that a drought condition exists and asked to voluntary restrict pumpage In the case of public water supply wells ownersoperators will be asked to initiate their drought management plans News articles will be submitted to inform the general public and exempt well owners informing them that the District has declared a Stage 1 Drought and asking for voluntary conservation

For now letrsquos all pray for rain and perhaps we can avoid another drought and as always we will keep you informed

Last December the District along with several other Districts contracted with Southwest Research to do a study of the western portion of the Edwards Trinity Aquifer The Study ldquoInvestigating the Water Resources of the Western Edwards Trinity Aquiferrdquo is now complete and available on our website at wwwrecrdorg One of the key points it makes is that while not as severely affected by lower than normal rainfall as some of the other counties in the study both Edwards and Real County recharge rates drop dramatically when our rain fall rates fall below the normal average Although we were all aware this occurs to see the actual amount is somewhat eye opening The full report is 79 pages long and if you would like a hard copy please send written request along

The hot weather continues to bring people to our rivers for some relaxation Locally it appears that the effort to reduce the amount of trash left behind is beginning to work We continue to pass out large numbers of the litter bags and it seems that these are being used While we continue to push the efforts to keep the rivers clean and clear of litter we should not forget all the trash thrown out on the highways Some of this is intentional and some simply blows out of the back of our trucks as we travel down the roads I know I have been guilty and have left plastic bags andor cups in the bed of

the truck and have lost them somewhere between start and stop points If we would only take a moment and make sure that any loose trash in the bed of our trucks was secured we could prevent a lot of the litter on the roadways

Just rechecked the rain gauges at Barksdale and Leakey as of 730 AM today Monday we had received about 028 inches in Barksdale and still none at Leakey

I was never really sure what people meant when they made that statement Now I know Last week the local humane society sent out an email that asked for help getting two little puppies a boy and a girl that had been dumped to

the vet in Kerrville I try to help out where I can but not being a professed dog lover I decided to stop by and see if I could help After seeing the pups I was heart broken How could anyone do that to any living creature As you can see by the pictures they were both on deathrsquos door So I loaded them up in the back seat of my car and the adventure began I arrived at the vet office HSRC had called in advance and told them the circumstances They however had not spread the word in the waiting room because I got looks that would kill the devil himself Finally I said ldquoIrsquom the lady from the humane societyrdquo That seemed to stop most of the looks

I canrsquot tell you how fast and furious the visit was but I can tell you that Dr Shelby Key with the Freeman-Fritts Vet Clinic is amazing Dr Key examined both pups they were eaten up with worms extremely malnutritioned and dehydrated She gave them shots IV fluids and food She and her assistant gave me ldquoVet Tech

101rdquo in about two minutes and sent me on my way I was scared to death

When I arrived back in town the HSRC fosters sprang into action thank you Sonya and Connie Over the next couple of days I went twice daily and gave IV fluids worming medicine oral vitamins and special food to the little boy pup His foster mom named him ldquoCocordquo Coco got better and then worse each night struggling to survive The little girl pup seemed to recuperate very quickly A

little sad about the little boy pup struggling so hard and not improving I asked for help from an old dog man (Vincent) and he told me to give him evaporated milk for nutrition and some Karo syrup to get his bowels going Well sure enough it worked Coco came around the next day

and was bouncing in the yard Still very weak but he had spark in his beautiful green eyes Linda Manuel tells me there are several folks wanting to adopt the pups and as soon as they are able they will start taking applications Until then look for updates on the little pups that changed me into a dog lover I spoke with Sheriff James Brice and he said please call the Real County Sheriffrsquos Office with any information regarding the ownerowners of the pups

News ReleaseLeakey Independent School DistrictFred R McNiel Superintendent Leakey ISD has been awarded a loss prevention grant of $250000 from the TASB Risk Management Fund Grant monies will help implement loss prevention and safety initiatives to reduce the potential for property losses and on-the-job injuries and raise safety awareness This award is part of $550000 in grants the Fund gave this year to two hundred Texas school districts and educational entities Since 1998 the Fundrsquos Loss Prevention Grant Program has distributed 1781 total grants of more than $45 million to Fund members in the workersrsquo compensation and propertycasualty programs ldquoThe safety and well being of all employees and prevention of losses are crucial issues in the workplace The Fund is dedicated to partnering with its members to save valuable resources and do everything we can to help educate staff to provide for a healthier work force and create a safer work environmentrdquo said Edwin Thompson director of TASB Loss Prevention Services ldquoWe are quite proud

that the Fund has been able to award much needed resources to our members over the yearsrdquo he said The 2010 grants were awarded to one hundred and eighty-six school districts five community colleges three regional education service centers three county appraisal districts and three shared service arrangements Workersrsquo compensation grants focused on fall prevention personal lifting devices and personal protective equipment Facilities security initiatives driver improvement and vehicle safety were the primary

areas receiving grants under the propertycasualty program arealdquoMember response to the grant program has grown steadily over the years and applicants did an exceptional job of analyzing their hazardous exposures loss prevention needs and developing loss prevention initiatives to mitigate their impact on district resourcesrdquo Thompson said ldquoAlmost two months were needed to evaluate and select grant recipients and the process was extremely challenging given the wealth of well-justified applications submittedrdquo he said

ldquoSafety in the workplace and loss reduction has been major objectives of the Fundrsquos Loss Prevention Grant Program since its inception and will continue to be an integral part of our overall focus Raising awareness and reducing injuries and losses is a win-win situation and we applaud p a r t i c i p a t i n g districts and e d u c a t i o n organizations for

their commitment to saving valuable local resources and increasing productivity The Fund remains steadfast in its pledge to provide continued support of our membersrsquo efforts to achieve their loss prevention and safety goalsrdquo he said The TASB Risk Management Fund is a self-insurance pool serving Texas school districts community colleges education service centers and county appraisal districts The Fund has been in existence since 1974 and provides workersrsquo compensation property

liability and unemployment compensation coverage to more than 1100 members Services range from loss prevention and free member training events to online resources grant programs and claim forms TASB Risk Management Fund representative Dell Herrington personally delivered the check to Leakey ISD Business Manager Don Ferguson late in May These funds will be used to install security cameras in three of the districtrsquos school buses that are used to transport students to and from school each day The grant application was completed by Mr Ferguson and his administrative assistant Lisa West The cameras were ordered soon after school was out and Michael Davis district technology coordinator will install the cameras so that they will be fully operational when school resumes again in August The Leakey ISD administration wants to take this opportunity to thank Mr Ferguson and Ms West for their diligence in pursuing this grant and all their hard work in completing the application In the photo above Dell Herrington (left) presents the $2500 check to Lisa West and Don Ferguson

AUSTIN ndash Gov Rick Perry today issued a disaster proclamation for 19 Texas counties and ordered the pre-deployment of state resources as Tropical Storm Alex tracks toward the Texas coast The governorrsquos declaration allows the state to initiate necessary preparedness efforts such as pre-deploying resources to ensure local communities are ready to respond to disasters ldquoWe continue to closely monitor this storm and are preparing accordingly for its potential impact to our communitiesrdquo Gov Perry said ldquoTropical Storm Alex is now in the Gulf and it is imperative that residents pay attention to this storm heed warnings from their local leaders and take the steps necessary to protect their families

homes and businessesrdquo According to the National Weather Service Texas remains in the projected path of Tropical Storm Alex which based on current projections could strengthen to a hurricane before making landfall later this week

The following state resources have been activated

Texas Military Forces Up to 2500 guardsmen eight UH-60 helicopters and three C-130 aircraft are prepared for rapid deployment as needed

Texas Engineering Extension Service Texas Task Force 1 and Texas Task Force 2 have been activated and will preposition in Weslaco and Kingsville on Tuesday to provide search and

rescue capabilities as needed

Texas Forest Service (TFS) TFS is coordinating the activation and deployment of a Type III Incident Management Team to support disaster operations and the DPS McAllen Regional Headquarters

Texas Department of Public Safety (DPS) DPS is activating the disaster district committee in McAllen to support potential emergency response for resource coordination Regional liaison officers are being deployed to support field operations

The Alamo Regional Command Center has been activated and 100 buses are on standby should they be needed to assist in a potential

evacuation Additionally the Health and Human Services Commission is preparing to provide support for mass care operations as needed and the state is working with volunteer organizations and private sector partners to coordinate efforts for potential evacuations and sheltering operations should these capabilities be required

Providing job opportunities to unemployed Texans and rewarding employers who hire them are the benefits of a new Texas Workforce Commission (TWC) initiative called Texas Back to Work The program already has 800 participating employers who have hired more than 2100 workers Participating private-sector businesses can offset the costs associated with hiring and training new workers when they hire those receiving unemployment benefits or those who have exhausted their benefits Employers hiring from this qualified pool of unemployed Texans may be eligible to receive up to $2000 for each newly hired worker The subsidies are provided for the first four months of employment Texas Back to Work is administered

through 28 Texas workforce boards across the state Local workforce business services representatives are available to help employers identify qualified job seekers and offer recruitment assistance and prescreening of eligible applicants This wage-subsidy program is funded by the Texas Legislature with additional funding made available through a Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund grant from the US Department of Health and Human Services Texas Back to Work was implemented in February and by mid-June 863 employers had already signed on to take advantage of the program As a result 2268 workers have found jobs

ldquoTHE OUTLAWSrdquo mounted drill team was formed by Deb Myers at the request of some of her young friends that wanted to be involved in rodeos but did not have the capability or the contacts to do so Deb has drill team experience and has been helping Stace Smith Pro Rodeos (PRCA Stock Contractor of the Year for the last six years) find young ladies to perform in his rodeos produced in South Texas She gives riding lessons trains horses and volunteers with the youth from her church Trailhead Cowboy Church in Goliad Her and her husband Kenneth are members of the Goliad PRCA Rodeo Committee Kenneth is the Public Relations person for the team and schedules all of their performances They are assisted with the team by Renee Wilke Assistant Coach and Dorothy Kilgore Business Manager

The team performs complicated maneuvers while riding running horses and carrying flags These drills involve timely maneuvers and criss crossings We have members from Goliad Yorktown Cuero Victoria Edna Ganado Kenedy and Beeville The team is comprised of young ladies of all ages They perform to promote good horsemanship team spirit and professionalism

Continued from page 1It was decided temporarily to have police personnel refrain from working outside jobs when they did not have a full eight hours off before coming to work for the City of Sabinal The Mayor will approve outside employment notification forms as set forth in the employee manual Item ten regarding approval of the municipal outside employment notification form was tabled The police reserve resolution 09-6B regarding cumulative days paid for employment of police reserves a change was made on the 30 consecutive days in a 90 day period to be 30 days per quarter thus limiting them to 180 paid days a year Other action taken included the street closure of Austin and Lindberg Street for a family reunion to take place at the home of Ramiro Torres A DJ will be there and the Torresrsquo were cautioned about excessive noise Street closure was approved from 5 pm until midnight A number of small children attend the reunion and the closure was requested as a precaution

CEDAR HILLS UPLUGGED This week I would like to explain how the owner of Cedar Hills gets away without properly paying her employees I worked at Cedar Hills for approximately a year and a half and in the employee handbook that they give you when you are hired it plainly states that after being employed with this company for one year you will receive a one week paid vacation I asked about my vacation after being there for a year and all I ever got was the run around I took my vacation and never received pay for it I also was promised a raise by the administrator but also never received it So while waiting for my raise and vacation pay I was signing in for work one night and I just happened to notice that my hire date on my time sheet read that I had only been employed for a few months I asked around and found out that the administrator had now changed the name of the company secretly so that she wouldnrsquot have to pay any of us hard working employees our raises or vacation pay So how does she get away with this you ask I called the labor board and apparently this is a little loophole that some employers use so that they wonrsquot have to properly pay employees So needless to say any employees that had been working there for five years one year or even ten years now have only been working there a short time and all of their previous hard work doesnrsquot mean anything I feel sorry for the employees that donrsquot have a choice but to just keep on working because there arenrsquot that many job opportunities in Camp Wood Itrsquos wrong for anyone to be treated this way but itrsquos true I just thought that more people should know Also there are several employees that were promised that after they were hired they could get a certified nurse aide license and some of those employees worked well over a year and still are not certified They illegally put uncertified aides on halls by themselves When state comes in they have to cover that up by calling in certified aides to take over Faye Rogers

According to history one of the earliest printing presses was assembled by a German man named Johannes Gutenberg From the time newspapers were first printed newspaper editors reporters and printers have misreported information sensationalized a story just to sell more papers or took one small bit of information and built a story around it I guess one could classify it as fiction instead of factual news Examples of this type of reporting could be the forever famous presidential election between candidates Harry Truman and Thomas Dewey No one who has studied history can ever forget the famous photograph of the newly elected President Harry Truman holding up a newspaper with BOLD headlines ldquoDewey Defeats Trumanrdquo for all the world to see

Each and every newspaper reporter and editor should ask themselves these questions before they publish anyevery story in a newspaper Is this story completely true or does it contain half truths From 1949 to 1954 there was a very popular program on television titled ldquoDragnetrdquo The main character of the program was a police sergeant called Sgt Joe Friday played by Jack Webb Jack Webb in the role of Sgt Joe Friday used a phrase many times on the program ldquoJust the facts marsquoam just the factsrdquo That phrase rests in the halls of fame with other phrases such as ldquoGo ahead make my dayrdquo from Clint Eastwood EVERYBODY knows ldquoJust the facts marsquoam just the factsrdquo

So why is it that newspapers find it so impossible to STICK WITH THE FACTS Why do newspaper people find it so vital to constantly misreported news and sensationalize every story Last of all WHY IS IT SO VERY VITAL to air all the townrsquos ldquodirty laundryrdquo in print

Before submitting a story containing the ldquodirty laundryrdquo of everybody else in the town reporters and editors should ask themselves ldquoWould I want everybody in town to know what ldquodirty laundryrdquo I have hidden in my closetrdquo The truth isrdquo the readers and subscribers donrsquot want to hear about it because deep down they really donrsquot want to know They

have their own lives their own problems and their own dirty laundry to deal with People want the good People thrive on success and on the positive The bad the

negative and the failures just drag their spirits down and when it is reported in the newspaper they read it causes constant and continuous damage There is nothing gained from it and much is lost People who hide behind their or their spousersquos position in the community their familyrsquos reputation or their financial standing in order to keep the spotlight off their own ldquoDirty Laundryrdquo or their own wheelings and dealings are only hurting themselves and eventually it will catch up with them possibly even destroy them ldquoJust the Facts Marsquoam Just the Facts

Here it is early Monday morning and I am watching the weather and listening to the chances of rain The radar picture looks good and so does the forecast Yet so far only 004 inches in Barksdale and none in Leakey The stream gauge at Barksdale continues to fall and as of about 500 AM was at 32 CFS or about 14300 GPM While the weatherman is talking about potentially being under the gun relating to the storm in the gulf I for one and tracking it with the hope that it will bring some much needed rain to our area It is likely that if we do not receive rain in the next few days the District will may move into a ldquoStage 1 Drought Conditionrdquo Under ldquoStage 1 Conditions the following will occur

Stage 1 ndash Mild Drought Conditions

All Exempt and non-exempt well ownersoperators and users of groundwater produced from wells will be encouraged to voluntary restrict the use of water Non Exempt (Permitted) well owners will be contacted by mail and informed that a drought condition exists and asked to voluntary restrict pumpage In the case of public water supply wells ownersoperators will be asked to initiate their drought management plans News articles will be submitted to inform the general public and exempt well owners informing them that the District has declared a Stage 1 Drought and asking for voluntary conservation

For now letrsquos all pray for rain and perhaps we can avoid another drought and as always we will keep you informed

Last December the District along with several other Districts contracted with Southwest Research to do a study of the western portion of the Edwards Trinity Aquifer The Study ldquoInvestigating the Water Resources of the Western Edwards Trinity Aquiferrdquo is now complete and available on our website at wwwrecrdorg One of the key points it makes is that while not as severely affected by lower than normal rainfall as some of the other counties in the study both Edwards and Real County recharge rates drop dramatically when our rain fall rates fall below the normal average Although we were all aware this occurs to see the actual amount is somewhat eye opening The full report is 79 pages long and if you would like a hard copy please send written request along

The hot weather continues to bring people to our rivers for some relaxation Locally it appears that the effort to reduce the amount of trash left behind is beginning to work We continue to pass out large numbers of the litter bags and it seems that these are being used While we continue to push the efforts to keep the rivers clean and clear of litter we should not forget all the trash thrown out on the highways Some of this is intentional and some simply blows out of the back of our trucks as we travel down the roads I know I have been guilty and have left plastic bags andor cups in the bed of

the truck and have lost them somewhere between start and stop points If we would only take a moment and make sure that any loose trash in the bed of our trucks was secured we could prevent a lot of the litter on the roadways

Just rechecked the rain gauges at Barksdale and Leakey as of 730 AM today Monday we had received about 028 inches in Barksdale and still none at Leakey

I was never really sure what people meant when they made that statement Now I know Last week the local humane society sent out an email that asked for help getting two little puppies a boy and a girl that had been dumped to

the vet in Kerrville I try to help out where I can but not being a professed dog lover I decided to stop by and see if I could help After seeing the pups I was heart broken How could anyone do that to any living creature As you can see by the pictures they were both on deathrsquos door So I loaded them up in the back seat of my car and the adventure began I arrived at the vet office HSRC had called in advance and told them the circumstances They however had not spread the word in the waiting room because I got looks that would kill the devil himself Finally I said ldquoIrsquom the lady from the humane societyrdquo That seemed to stop most of the looks

I canrsquot tell you how fast and furious the visit was but I can tell you that Dr Shelby Key with the Freeman-Fritts Vet Clinic is amazing Dr Key examined both pups they were eaten up with worms extremely malnutritioned and dehydrated She gave them shots IV fluids and food She and her assistant gave me ldquoVet Tech

101rdquo in about two minutes and sent me on my way I was scared to death

When I arrived back in town the HSRC fosters sprang into action thank you Sonya and Connie Over the next couple of days I went twice daily and gave IV fluids worming medicine oral vitamins and special food to the little boy pup His foster mom named him ldquoCocordquo Coco got better and then worse each night struggling to survive The little girl pup seemed to recuperate very quickly A

little sad about the little boy pup struggling so hard and not improving I asked for help from an old dog man (Vincent) and he told me to give him evaporated milk for nutrition and some Karo syrup to get his bowels going Well sure enough it worked Coco came around the next day

and was bouncing in the yard Still very weak but he had spark in his beautiful green eyes Linda Manuel tells me there are several folks wanting to adopt the pups and as soon as they are able they will start taking applications Until then look for updates on the little pups that changed me into a dog lover I spoke with Sheriff James Brice and he said please call the Real County Sheriffrsquos Office with any information regarding the ownerowners of the pups

News ReleaseLeakey Independent School DistrictFred R McNiel Superintendent Leakey ISD has been awarded a loss prevention grant of $250000 from the TASB Risk Management Fund Grant monies will help implement loss prevention and safety initiatives to reduce the potential for property losses and on-the-job injuries and raise safety awareness This award is part of $550000 in grants the Fund gave this year to two hundred Texas school districts and educational entities Since 1998 the Fundrsquos Loss Prevention Grant Program has distributed 1781 total grants of more than $45 million to Fund members in the workersrsquo compensation and propertycasualty programs ldquoThe safety and well being of all employees and prevention of losses are crucial issues in the workplace The Fund is dedicated to partnering with its members to save valuable resources and do everything we can to help educate staff to provide for a healthier work force and create a safer work environmentrdquo said Edwin Thompson director of TASB Loss Prevention Services ldquoWe are quite proud

that the Fund has been able to award much needed resources to our members over the yearsrdquo he said The 2010 grants were awarded to one hundred and eighty-six school districts five community colleges three regional education service centers three county appraisal districts and three shared service arrangements Workersrsquo compensation grants focused on fall prevention personal lifting devices and personal protective equipment Facilities security initiatives driver improvement and vehicle safety were the primary

areas receiving grants under the propertycasualty program arealdquoMember response to the grant program has grown steadily over the years and applicants did an exceptional job of analyzing their hazardous exposures loss prevention needs and developing loss prevention initiatives to mitigate their impact on district resourcesrdquo Thompson said ldquoAlmost two months were needed to evaluate and select grant recipients and the process was extremely challenging given the wealth of well-justified applications submittedrdquo he said

ldquoSafety in the workplace and loss reduction has been major objectives of the Fundrsquos Loss Prevention Grant Program since its inception and will continue to be an integral part of our overall focus Raising awareness and reducing injuries and losses is a win-win situation and we applaud p a r t i c i p a t i n g districts and e d u c a t i o n organizations for

their commitment to saving valuable local resources and increasing productivity The Fund remains steadfast in its pledge to provide continued support of our membersrsquo efforts to achieve their loss prevention and safety goalsrdquo he said The TASB Risk Management Fund is a self-insurance pool serving Texas school districts community colleges education service centers and county appraisal districts The Fund has been in existence since 1974 and provides workersrsquo compensation property

liability and unemployment compensation coverage to more than 1100 members Services range from loss prevention and free member training events to online resources grant programs and claim forms TASB Risk Management Fund representative Dell Herrington personally delivered the check to Leakey ISD Business Manager Don Ferguson late in May These funds will be used to install security cameras in three of the districtrsquos school buses that are used to transport students to and from school each day The grant application was completed by Mr Ferguson and his administrative assistant Lisa West The cameras were ordered soon after school was out and Michael Davis district technology coordinator will install the cameras so that they will be fully operational when school resumes again in August The Leakey ISD administration wants to take this opportunity to thank Mr Ferguson and Ms West for their diligence in pursuing this grant and all their hard work in completing the application In the photo above Dell Herrington (left) presents the $2500 check to Lisa West and Don Ferguson

AUSTIN ndash Gov Rick Perry today issued a disaster proclamation for 19 Texas counties and ordered the pre-deployment of state resources as Tropical Storm Alex tracks toward the Texas coast The governorrsquos declaration allows the state to initiate necessary preparedness efforts such as pre-deploying resources to ensure local communities are ready to respond to disasters ldquoWe continue to closely monitor this storm and are preparing accordingly for its potential impact to our communitiesrdquo Gov Perry said ldquoTropical Storm Alex is now in the Gulf and it is imperative that residents pay attention to this storm heed warnings from their local leaders and take the steps necessary to protect their families

homes and businessesrdquo According to the National Weather Service Texas remains in the projected path of Tropical Storm Alex which based on current projections could strengthen to a hurricane before making landfall later this week

The following state resources have been activated

Texas Military Forces Up to 2500 guardsmen eight UH-60 helicopters and three C-130 aircraft are prepared for rapid deployment as needed

Texas Engineering Extension Service Texas Task Force 1 and Texas Task Force 2 have been activated and will preposition in Weslaco and Kingsville on Tuesday to provide search and

rescue capabilities as needed

Texas Forest Service (TFS) TFS is coordinating the activation and deployment of a Type III Incident Management Team to support disaster operations and the DPS McAllen Regional Headquarters

Texas Department of Public Safety (DPS) DPS is activating the disaster district committee in McAllen to support potential emergency response for resource coordination Regional liaison officers are being deployed to support field operations

The Alamo Regional Command Center has been activated and 100 buses are on standby should they be needed to assist in a potential

evacuation Additionally the Health and Human Services Commission is preparing to provide support for mass care operations as needed and the state is working with volunteer organizations and private sector partners to coordinate efforts for potential evacuations and sheltering operations should these capabilities be required

Providing job opportunities to unemployed Texans and rewarding employers who hire them are the benefits of a new Texas Workforce Commission (TWC) initiative called Texas Back to Work The program already has 800 participating employers who have hired more than 2100 workers Participating private-sector businesses can offset the costs associated with hiring and training new workers when they hire those receiving unemployment benefits or those who have exhausted their benefits Employers hiring from this qualified pool of unemployed Texans may be eligible to receive up to $2000 for each newly hired worker The subsidies are provided for the first four months of employment Texas Back to Work is administered

through 28 Texas workforce boards across the state Local workforce business services representatives are available to help employers identify qualified job seekers and offer recruitment assistance and prescreening of eligible applicants This wage-subsidy program is funded by the Texas Legislature with additional funding made available through a Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund grant from the US Department of Health and Human Services Texas Back to Work was implemented in February and by mid-June 863 employers had already signed on to take advantage of the program As a result 2268 workers have found jobs

Continued from page 1It was decided temporarily to have police personnel refrain from working outside jobs when they did not have a full eight hours off before coming to work for the City of Sabinal The Mayor will approve outside employment notification forms as set forth in the employee manual Item ten regarding approval of the municipal outside employment notification form was tabled The police reserve resolution 09-6B regarding cumulative days paid for employment of police reserves a change was made on the 30 consecutive days in a 90 day period to be 30 days per quarter thus limiting them to 180 paid days a year Other action taken included the street closure of Austin and Lindberg Street for a family reunion to take place at the home of Ramiro Torres A DJ will be there and the Torresrsquo were cautioned about excessive noise Street closure was approved from 5 pm until midnight A number of small children attend the reunion and the closure was requested as a precaution

CEDAR HILLS UPLUGGED This week I would like to explain how the owner of Cedar Hills gets away without properly paying her employees I worked at Cedar Hills for approximately a year and a half and in the employee handbook that they give you when you are hired it plainly states that after being employed with this company for one year you will receive a one week paid vacation I asked about my vacation after being there for a year and all I ever got was the run around I took my vacation and never received pay for it I also was promised a raise by the administrator but also never received it So while waiting for my raise and vacation pay I was signing in for work one night and I just happened to notice that my hire date on my time sheet read that I had only been employed for a few months I asked around and found out that the administrator had now changed the name of the company secretly so that she wouldnrsquot have to pay any of us hard working employees our raises or vacation pay So how does she get away with this you ask I called the labor board and apparently this is a little loophole that some employers use so that they wonrsquot have to properly pay employees So needless to say any employees that had been working there for five years one year or even ten years now have only been working there a short time and all of their previous hard work doesnrsquot mean anything I feel sorry for the employees that donrsquot have a choice but to just keep on working because there arenrsquot that many job opportunities in Camp Wood Itrsquos wrong for anyone to be treated this way but itrsquos true I just thought that more people should know Also there are several employees that were promised that after they were hired they could get a certified nurse aide license and some of those employees worked well over a year and still are not certified They illegally put uncertified aides on halls by themselves When state comes in they have to cover that up by calling in certified aides to take over Faye Rogers

PRINCE OF FOOLSI quit writing articles when I shut down my newspaper but I may have to come

out of the shadows again even if it is for naughtTrying to come up with one idea to write about today does nothing but put

my head in a spin the mass of wrongs being committed by the White House is overwhelming Letrsquos look at a few

So why is it that newspapers find it so impossible to STICK WITH THE FACTS Why do newspaper people find it so vital to constantly misreported news and sensationalize every story Last of all WHY IS IT SO VERY VITAL to air all the townrsquos ldquodirty laundryrdquo in print

Before submitting a story containing the ldquodirty laundryrdquo of everybody else in the town reporters and editors should ask themselves ldquoWould I want everybody in town to know what ldquodirty laundryrdquo I have hidden in my closetrdquo The truth isrdquo the readers and subscribers donrsquot want to hear about it because deep down they really donrsquot want to know They

have their own lives their own problems and their own dirty laundry to deal with People want the good People thrive on success and on the positive The bad the

negative and the failures just drag their spirits down and when it is reported in the newspaper they read it causes constant and continuous damage There is nothing gained from it and much is lost People who hide behind their or their spousersquos position in the community their familyrsquos reputation or their financial standing in order to keep the spotlight off their own ldquoDirty Laundryrdquo or their own wheelings and dealings are only hurting themselves and eventually it will catch up with them possibly even destroy them ldquoJust the Facts Marsquoam Just the Facts

Here it is early Monday morning and I am watching the weather and listening to the chances of rain The radar picture looks good and so does the forecast Yet so far only 004 inches in Barksdale and none in Leakey The stream gauge at Barksdale continues to fall and as of about 500 AM was at 32 CFS or about 14300 GPM While the weatherman is talking about potentially being under the gun relating to the storm in the gulf I for one and tracking it with the hope that it will bring some much needed rain to our area It is likely that if we do not receive rain in the next few days the District will may move into a ldquoStage 1 Drought Conditionrdquo Under ldquoStage 1 Conditions the following will occur

Stage 1 ndash Mild Drought Conditions

All Exempt and non-exempt well ownersoperators and users of groundwater produced from wells will be encouraged to voluntary restrict the use of water Non Exempt (Permitted) well owners will be contacted by mail and informed that a drought condition exists and asked to voluntary restrict pumpage In the case of public water supply wells ownersoperators will be asked to initiate their drought management plans News articles will be submitted to inform the general public and exempt well owners informing them that the District has declared a Stage 1 Drought and asking for voluntary conservation

For now letrsquos all pray for rain and perhaps we can avoid another drought and as always we will keep you informed

Last December the District along with several other Districts contracted with Southwest Research to do a study of the western portion of the Edwards Trinity Aquifer The Study ldquoInvestigating the Water Resources of the Western Edwards Trinity Aquiferrdquo is now complete and available on our website at wwwrecrdorg One of the key points it makes is that while not as severely affected by lower than normal rainfall as some of the other counties in the study both Edwards and Real County recharge rates drop dramatically when our rain fall rates fall below the normal average Although we were all aware this occurs to see the actual amount is somewhat eye opening The full report is 79 pages long and if you would like a hard copy please send written request along

The hot weather continues to bring people to our rivers for some relaxation Locally it appears that the effort to reduce the amount of trash left behind is beginning to work We continue to pass out large numbers of the litter bags and it seems that these are being used While we continue to push the efforts to keep the rivers clean and clear of litter we should not forget all the trash thrown out on the highways Some of this is intentional and some simply blows out of the back of our trucks as we travel down the roads I know I have been guilty and have left plastic bags andor cups in the bed of

the truck and have lost them somewhere between start and stop points If we would only take a moment and make sure that any loose trash in the bed of our trucks was secured we could prevent a lot of the litter on the roadways

Just rechecked the rain gauges at Barksdale and Leakey as of 730 AM today Monday we had received about 028 inches in Barksdale and still none at Leakey

I was never really sure what people meant when they made that statement Now I know Last week the local humane society sent out an email that asked for help getting two little puppies a boy and a girl that had been dumped to

the vet in Kerrville I try to help out where I can but not being a professed dog lover I decided to stop by and see if I could help After seeing the pups I was heart broken How could anyone do that to any living creature As you can see by the pictures they were both on deathrsquos door So I loaded them up in the back seat of my car and the adventure began I arrived at the vet office HSRC had called in advance and told them the circumstances They however had not spread the word in the waiting room because I got looks that would kill the devil himself Finally I said ldquoIrsquom the lady from the humane societyrdquo That seemed to stop most of the looks

I canrsquot tell you how fast and furious the visit was but I can tell you that Dr Shelby Key with the Freeman-Fritts Vet Clinic is amazing Dr Key examined both pups they were eaten up with worms extremely malnutritioned and dehydrated She gave them shots IV fluids and food She and her assistant gave me ldquoVet Tech

101rdquo in about two minutes and sent me on my way I was scared to death

When I arrived back in town the HSRC fosters sprang into action thank you Sonya and Connie Over the next couple of days I went twice daily and gave IV fluids worming medicine oral vitamins and special food to the little boy pup His foster mom named him ldquoCocordquo Coco got better and then worse each night struggling to survive The little girl pup seemed to recuperate very quickly A

little sad about the little boy pup struggling so hard and not improving I asked for help from an old dog man (Vincent) and he told me to give him evaporated milk for nutrition and some Karo syrup to get his bowels going Well sure enough it worked Coco came around the next day

and was bouncing in the yard Still very weak but he had spark in his beautiful green eyes Linda Manuel tells me there are several folks wanting to adopt the pups and as soon as they are able they will start taking applications Until then look for updates on the little pups that changed me into a dog lover I spoke with Sheriff James Brice and he said please call the Real County Sheriffrsquos Office with any information regarding the ownerowners of the pups

News ReleaseLeakey Independent School DistrictFred R McNiel Superintendent Leakey ISD has been awarded a loss prevention grant of $250000 from the TASB Risk Management Fund Grant monies will help implement loss prevention and safety initiatives to reduce the potential for property losses and on-the-job injuries and raise safety awareness This award is part of $550000 in grants the Fund gave this year to two hundred Texas school districts and educational entities Since 1998 the Fundrsquos Loss Prevention Grant Program has distributed 1781 total grants of more than $45 million to Fund members in the workersrsquo compensation and propertycasualty programs ldquoThe safety and well being of all employees and prevention of losses are crucial issues in the workplace The Fund is dedicated to partnering with its members to save valuable resources and do everything we can to help educate staff to provide for a healthier work force and create a safer work environmentrdquo said Edwin Thompson director of TASB Loss Prevention Services ldquoWe are quite proud

that the Fund has been able to award much needed resources to our members over the yearsrdquo he said The 2010 grants were awarded to one hundred and eighty-six school districts five community colleges three regional education service centers three county appraisal districts and three shared service arrangements Workersrsquo compensation grants focused on fall prevention personal lifting devices and personal protective equipment Facilities security initiatives driver improvement and vehicle safety were the primary

areas receiving grants under the propertycasualty program arealdquoMember response to the grant program has grown steadily over the years and applicants did an exceptional job of analyzing their hazardous exposures loss prevention needs and developing loss prevention initiatives to mitigate their impact on district resourcesrdquo Thompson said ldquoAlmost two months were needed to evaluate and select grant recipients and the process was extremely challenging given the wealth of well-justified applications submittedrdquo he said

ldquoSafety in the workplace and loss reduction has been major objectives of the Fundrsquos Loss Prevention Grant Program since its inception and will continue to be an integral part of our overall focus Raising awareness and reducing injuries and losses is a win-win situation and we applaud p a r t i c i p a t i n g districts and e d u c a t i o n organizations for

AUSTIN ndash Gov Rick Perry today issued a disaster proclamation for 19 Texas counties and ordered the pre-deployment of state resources as Tropical Storm Alex tracks toward the Texas coast The governorrsquos declaration allows the state to initiate necessary preparedness efforts such as pre-deploying resources to ensure local communities are ready to respond to disasters ldquoWe continue to closely monitor this storm and are preparing accordingly for its potential impact to our communitiesrdquo Gov Perry said ldquoTropical Storm Alex is now in the Gulf and it is imperative that residents pay attention to this storm heed warnings from their local leaders and take the steps necessary to protect their families

homes and businessesrdquo According to the National Weather Service Texas remains in the projected path of Tropical Storm Alex which based on current projections could strengthen to a hurricane before making landfall later this week

The following state resources have been activated

Texas Military Forces Up to 2500 guardsmen eight UH-60 helicopters and three C-130 aircraft are prepared for rapid deployment as needed

Texas Engineering Extension Service Texas Task Force 1 and Texas Task Force 2 have been activated and will preposition in Weslaco and Kingsville on Tuesday to provide search and

rescue capabilities as needed

Texas Forest Service (TFS) TFS is coordinating the activation and deployment of a Type III Incident Management Team to support disaster operations and the DPS McAllen Regional Headquarters

Texas Department of Public Safety (DPS) DPS is activating the disaster district committee in McAllen to support potential emergency response for resource coordination Regional liaison officers are being deployed to support field operations

The Alamo Regional Command Center has been activated and 100 buses are on standby should they be needed to assist in a potential

evacuation Additionally the Health and Human Services Commission is preparing to provide support for mass care operations as needed and the state is working with volunteer organizations and private sector partners to coordinate efforts for potential evacuations and sheltering operations should these capabilities be required

Providing job opportunities to unemployed Texans and rewarding employers who hire them are the benefits of a new Texas Workforce Commission (TWC) initiative called Texas Back to Work The program already has 800 participating employers who have hired more than 2100 workers Participating private-sector businesses can offset the costs associated with hiring and training new workers when they hire those receiving unemployment benefits or those who have exhausted their benefits Employers hiring from this qualified pool of unemployed Texans may be eligible to receive up to $2000 for each newly hired worker The subsidies are provided for the first four months of employment Texas Back to Work is administered

CEDAR HILLS UPLUGGED This week I would like to explain how the owner of Cedar Hills gets away without properly paying her employees I worked at Cedar Hills for approximately a year and a half and in the employee handbook that they give you when you are hired it plainly states that after being employed with this company for one year you will receive a one week paid vacation I asked about my vacation after being there for a year and all I ever got was the run around I took my vacation and never received pay for it I also was promised a raise by the administrator but also never received it So while waiting for my raise and vacation pay I was signing in for work one night and I just happened to notice that my hire date on my time sheet read that I had only been employed for a few months I asked around and found out that the administrator had now changed the name of the company secretly so that she wouldnrsquot have to pay any of us hard working employees our raises or vacation pay So how does she get away with this you ask I called the labor board and apparently this is a little loophole that some employers use so that they wonrsquot have to properly pay employees So needless to say any employees that had been working there for five years one year or even ten years now have only been working there a short time and all of their previous hard work doesnrsquot mean anything I feel sorry for the employees that donrsquot have a choice but to just keep on working because there arenrsquot that many job opportunities in Camp Wood Itrsquos wrong for anyone to be treated this way but itrsquos true I just thought that more people should know Also there are several employees that were promised that after they were hired they could get a certified nurse aide license and some of those employees worked well over a year and still are not certified They illegally put uncertified aides on halls by themselves When state comes in they have to cover that up by calling in certified aides to take over Faye Rogers

Before submitting a story containing the ldquodirty laundryrdquo of everybody else in the town reporters and editors should ask themselves ldquoWould I want everybody in town to know what ldquodirty laundryrdquo I have hidden in my closetrdquo The truth isrdquo the readers and subscribers donrsquot want to hear about it because deep down they really donrsquot want to know They

have their own lives their own problems and their own dirty laundry to deal with People want the good People thrive on success and on the positive The bad the

negative and the failures just drag their spirits down and when it is reported in the newspaper they read it causes constant and continuous damage There is nothing gained from it and much is lost People who hide behind their or their spousersquos position in the community their familyrsquos reputation or their financial standing in order to keep the spotlight off their own ldquoDirty Laundryrdquo or their own wheelings and dealings are only hurting themselves and eventually it will catch up with them possibly even destroy them ldquoJust the Facts Marsquoam Just the Facts

Here it is early Monday morning and I am watching the weather and listening to the chances of rain The radar picture looks good and so does the forecast Yet so far only 004 inches in Barksdale and none in Leakey The stream gauge at Barksdale continues to fall and as of about 500 AM was at 32 CFS or about 14300 GPM While the weatherman is talking about potentially being under the gun relating to the storm in the gulf I for one and tracking it with the hope that it will bring some much needed rain to our area It is likely that if we do not receive rain in the next few days the District will may move into a ldquoStage 1 Drought Conditionrdquo Under ldquoStage 1 Conditions the following will occur

Stage 1 ndash Mild Drought Conditions

All Exempt and non-exempt well ownersoperators and users of groundwater produced from wells will be encouraged to voluntary restrict the use of water Non Exempt (Permitted) well owners will be contacted by mail and informed that a drought condition exists and asked to voluntary restrict pumpage In the case of public water supply wells ownersoperators will be asked to initiate their drought management plans News articles will be submitted to inform the general public and exempt well owners informing them that the District has declared a Stage 1 Drought and asking for voluntary conservation

For now letrsquos all pray for rain and perhaps we can avoid another drought and as always we will keep you informed

Last December the District along with several other Districts contracted with Southwest Research to do a study of the western portion of the Edwards Trinity Aquifer The Study ldquoInvestigating the Water Resources of the Western Edwards Trinity Aquiferrdquo is now complete and available on our website at wwwrecrdorg One of the key points it makes is that while not as severely affected by lower than normal rainfall as some of the other counties in the study both Edwards and Real County recharge rates drop dramatically when our rain fall rates fall below the normal average Although we were all aware this occurs to see the actual amount is somewhat eye opening The full report is 79 pages long and if you would like a hard copy please send written request along

The hot weather continues to bring people to our rivers for some relaxation Locally it appears that the effort to reduce the amount of trash left behind is beginning to work We continue to pass out large numbers of the litter bags and it seems that these are being used While we continue to push the efforts to keep the rivers clean and clear of litter we should not forget all the trash thrown out on the highways Some of this is intentional and some simply blows out of the back of our trucks as we travel down the roads I know I have been guilty and have left plastic bags andor cups in the bed of

the truck and have lost them somewhere between start and stop points If we would only take a moment and make sure that any loose trash in the bed of our trucks was secured we could prevent a lot of the litter on the roadways

Just rechecked the rain gauges at Barksdale and Leakey as of 730 AM today Monday we had received about 028 inches in Barksdale and still none at Leakey

I was never really sure what people meant when they made that statement Now I know Last week the local humane society sent out an email that asked for help getting two little puppies a boy and a girl that had been dumped to

the vet in Kerrville I try to help out where I can but not being a professed dog lover I decided to stop by and see if I could help After seeing the pups I was heart broken How could anyone do that to any living creature As you can see by the pictures they were both on deathrsquos door So I loaded them up in the back seat of my car and the adventure began I arrived at the vet office HSRC had called in advance and told them the circumstances They however had not spread the word in the waiting room because I got looks that would kill the devil himself Finally I said ldquoIrsquom the lady from the humane societyrdquo That seemed to stop most of the looks

I canrsquot tell you how fast and furious the visit was but I can tell you that Dr Shelby Key with the Freeman-Fritts Vet Clinic is amazing Dr Key examined both pups they were eaten up with worms extremely malnutritioned and dehydrated She gave them shots IV fluids and food She and her assistant gave me ldquoVet Tech

101rdquo in about two minutes and sent me on my way I was scared to death

When I arrived back in town the HSRC fosters sprang into action thank you Sonya and Connie Over the next couple of days I went twice daily and gave IV fluids worming medicine oral vitamins and special food to the little boy pup His foster mom named him ldquoCocordquo Coco got better and then worse each night struggling to survive The little girl pup seemed to recuperate very quickly A

little sad about the little boy pup struggling so hard and not improving I asked for help from an old dog man (Vincent) and he told me to give him evaporated milk for nutrition and some Karo syrup to get his bowels going Well sure enough it worked Coco came around the next day

and was bouncing in the yard Still very weak but he had spark in his beautiful green eyes Linda Manuel tells me there are several folks wanting to adopt the pups and as soon as they are able they will start taking applications Until then look for updates on the little pups that changed me into a dog lover I spoke with Sheriff James Brice and he said please call the Real County Sheriffrsquos Office with any information regarding the ownerowners of the pups

News ReleaseLeakey Independent School DistrictFred R McNiel Superintendent Leakey ISD has been awarded a loss prevention grant of $250000 from the TASB Risk Management Fund Grant monies will help implement loss prevention and safety initiatives to reduce the potential for property losses and on-the-job injuries and raise safety awareness This award is part of $550000 in grants the Fund gave this year to two hundred Texas school districts and educational entities Since 1998 the Fundrsquos Loss Prevention Grant Program has distributed 1781 total grants of more than $45 million to Fund members in the workersrsquo compensation and propertycasualty programs ldquoThe safety and well being of all employees and prevention of losses are crucial issues in the workplace The Fund is dedicated to partnering with its members to save valuable resources and do everything we can to help educate staff to provide for a healthier work force and create a safer work environmentrdquo said Edwin Thompson director of TASB Loss Prevention Services ldquoWe are quite proud

that the Fund has been able to award much needed resources to our members over the yearsrdquo he said The 2010 grants were awarded to one hundred and eighty-six school districts five community colleges three regional education service centers three county appraisal districts and three shared service arrangements Workersrsquo compensation grants focused on fall prevention personal lifting devices and personal protective equipment Facilities security initiatives driver improvement and vehicle safety were the primary

areas receiving grants under the propertycasualty program arealdquoMember response to the grant program has grown steadily over the years and applicants did an exceptional job of analyzing their hazardous exposures loss prevention needs and developing loss prevention initiatives to mitigate their impact on district resourcesrdquo Thompson said ldquoAlmost two months were needed to evaluate and select grant recipients and the process was extremely challenging given the wealth of well-justified applications submittedrdquo he said

ldquoSafety in the workplace and loss reduction has been major objectives of the Fundrsquos Loss Prevention Grant Program since its inception and will continue to be an integral part of our overall focus Raising awareness and reducing injuries and losses is a win-win situation and we applaud p a r t i c i p a t i n g districts and e d u c a t i o n organizations for

their commitment to saving valuable local resources and increasing productivity The Fund remains steadfast in its pledge to provide continued support of our membersrsquo efforts to achieve their loss prevention and safety goalsrdquo he said The TASB Risk Management Fund is a self-insurance pool serving Texas school districts community colleges education service centers and county appraisal districts The Fund has been in existence since 1974 and provides workersrsquo compensation property

liability and unemployment compensation coverage to more than 1100 members Services range from loss prevention and free member training events to online resources grant programs and claim forms TASB Risk Management Fund representative Dell Herrington personally delivered the check to Leakey ISD Business Manager Don Ferguson late in May These funds will be used to install security cameras in three of the districtrsquos school buses that are used to transport students to and from school each day The grant application was completed by Mr Ferguson and his administrative assistant Lisa West The cameras were ordered soon after school was out and Michael Davis district technology coordinator will install the cameras so that they will be fully operational when school resumes again in August The Leakey ISD administration wants to take this opportunity to thank Mr Ferguson and Ms West for their diligence in pursuing this grant and all their hard work in completing the application In the photo above Dell Herrington (left) presents the $2500 check to Lisa West and Don Ferguson

AUSTIN ndash Gov Rick Perry today issued a disaster proclamation for 19 Texas counties and ordered the pre-deployment of state resources as Tropical Storm Alex tracks toward the Texas coast The governorrsquos declaration allows the state to initiate necessary preparedness efforts such as pre-deploying resources to ensure local communities are ready to respond to disasters ldquoWe continue to closely monitor this storm and are preparing accordingly for its potential impact to our communitiesrdquo Gov Perry said ldquoTropical Storm Alex is now in the Gulf and it is imperative that residents pay attention to this storm heed warnings from their local leaders and take the steps necessary to protect their families

homes and businessesrdquo According to the National Weather Service Texas remains in the projected path of Tropical Storm Alex which based on current projections could strengthen to a hurricane before making landfall later this week

The following state resources have been activated

Texas Military Forces Up to 2500 guardsmen eight UH-60 helicopters and three C-130 aircraft are prepared for rapid deployment as needed

Texas Engineering Extension Service Texas Task Force 1 and Texas Task Force 2 have been activated and will preposition in Weslaco and Kingsville on Tuesday to provide search and

rescue capabilities as needed

Texas Forest Service (TFS) TFS is coordinating the activation and deployment of a Type III Incident Management Team to support disaster operations and the DPS McAllen Regional Headquarters

Texas Department of Public Safety (DPS) DPS is activating the disaster district committee in McAllen to support potential emergency response for resource coordination Regional liaison officers are being deployed to support field operations

The Alamo Regional Command Center has been activated and 100 buses are on standby should they be needed to assist in a potential

evacuation Additionally the Health and Human Services Commission is preparing to provide support for mass care operations as needed and the state is working with volunteer organizations and private sector partners to coordinate efforts for potential evacuations and sheltering operations should these capabilities be required

Providing job opportunities to unemployed Texans and rewarding employers who hire them are the benefits of a new Texas Workforce Commission (TWC) initiative called Texas Back to Work The program already has 800 participating employers who have hired more than 2100 workers Participating private-sector businesses can offset the costs associated with hiring and training new workers when they hire those receiving unemployment benefits or those who have exhausted their benefits Employers hiring from this qualified pool of unemployed Texans may be eligible to receive up to $2000 for each newly hired worker The subsidies are provided for the first four months of employment Texas Back to Work is administered

News ReleaseLeakey Independent School DistrictFred R McNiel Superintendent Leakey ISD has been awarded a loss prevention grant of $250000 from the TASB Risk Management Fund Grant monies will help implement loss prevention and safety initiatives to reduce the potential for property losses and on-the-job injuries and raise safety awareness This award is part of $550000 in grants the Fund gave this year to two hundred Texas school districts and educational entities Since 1998 the Fundrsquos Loss Prevention Grant Program has distributed 1781 total grants of more than $45 million to Fund members in the workersrsquo compensation and propertycasualty programs ldquoThe safety and well being of all employees and prevention of losses are crucial issues in the workplace The Fund is dedicated to partnering with its members to save valuable resources and do everything we can to help educate staff to provide for a healthier work force and create a safer work environmentrdquo said Edwin Thompson director of TASB Loss Prevention Services ldquoWe are quite proud

that the Fund has been able to award much needed resources to our members over the yearsrdquo he said The 2010 grants were awarded to one hundred and eighty-six school districts five community colleges three regional education service centers three county appraisal districts and three shared service arrangements Workersrsquo compensation grants focused on fall prevention personal lifting devices and personal protective equipment Facilities security initiatives driver improvement and vehicle safety were the primary

areas receiving grants under the propertycasualty program arealdquoMember response to the grant program has grown steadily over the years and applicants did an exceptional job of analyzing their hazardous exposures loss prevention needs and developing loss prevention initiatives to mitigate their impact on district resourcesrdquo Thompson said ldquoAlmost two months were needed to evaluate and select grant recipients and the process was extremely challenging given the wealth of well-justified applications submittedrdquo he said

ldquoSafety in the workplace and loss reduction has been major objectives of the Fundrsquos Loss Prevention Grant Program since its inception and will continue to be an integral part of our overall focus Raising awareness and reducing injuries and losses is a win-win situation and we applaud p a r t i c i p a t i n g districts and e d u c a t i o n organizations for

AUSTIN ndash Gov Rick Perry today issued a disaster proclamation for 19 Texas counties and ordered the pre-deployment of state resources as Tropical Storm Alex tracks toward the Texas coast The governorrsquos declaration allows the state to initiate necessary preparedness efforts such as pre-deploying resources to ensure local communities are ready to respond to disasters ldquoWe continue to closely monitor this storm and are preparing accordingly for its potential impact to our communitiesrdquo Gov Perry said ldquoTropical Storm Alex is now in the Gulf and it is imperative that residents pay attention to this storm heed warnings from their local leaders and take the steps necessary to protect their families

homes and businessesrdquo According to the National Weather Service Texas remains in the projected path of Tropical Storm Alex which based on current projections could strengthen to a hurricane before making landfall later this week

The following state resources have been activated

Texas Military Forces Up to 2500 guardsmen eight UH-60 helicopters and three C-130 aircraft are prepared for rapid deployment as needed

Texas Engineering Extension Service Texas Task Force 1 and Texas Task Force 2 have been activated and will preposition in Weslaco and Kingsville on Tuesday to provide search and

rescue capabilities as needed

Texas Forest Service (TFS) TFS is coordinating the activation and deployment of a Type III Incident Management Team to support disaster operations and the DPS McAllen Regional Headquarters

Texas Department of Public Safety (DPS) DPS is activating the disaster district committee in McAllen to support potential emergency response for resource coordination Regional liaison officers are being deployed to support field operations

The Alamo Regional Command Center has been activated and 100 buses are on standby should they be needed to assist in a potential

evacuation Additionally the Health and Human Services Commission is preparing to provide support for mass care operations as needed and the state is working with volunteer organizations and private sector partners to coordinate efforts for potential evacuations and sheltering operations should these capabilities be required

1 Parade line up begins at 800 am behind the LeakeySchool entering from Mountain Street2 No entries will be admitted after 915 am3 All entries must register with parade official and complete the registration form4 Motorized entries must be ldquostreet legalrdquo unless permission is granted by Sheriffrsquos Office5 Licensed drivers only on any motorized ie combustion engine powered vehicle6 MotorizedBattery operated vehicles must be driven by persons over the age of four (4)7 Each child under the age of twelve (12) must be accompanied by a parent guardian or family

member over the age of eighteen (18)8 Children six (6) and under must be accompanied by 2 adults9 All children entries will be positioned at the beginning of the parade10 Extreme caution should be used in distribution of candy Please throw candy away from the

The Alamo Regional Command Center has been activated and 100 buses are on standby should they be needed to assist in a potential

evacuation Additionally the Health and Human Services Commission is preparing to provide support for mass care operations as needed and the state is working with volunteer organizations and private sector partners to coordinate efforts for potential evacuations and sheltering operations should these capabilities be required

Providing job opportunities to unemployed Texans and rewarding employers who hire them are the benefits of a new Texas Workforce Commission (TWC) initiative called Texas Back to Work The program already has 800 participating employers who have hired more than 2100 workers Participating private-sector businesses can offset the costs associated with hiring and training new workers when they hire those receiving unemployment benefits or those who have exhausted their benefits Employers hiring from this qualified pool of unemployed Texans may be eligible to receive up to $2000 for each newly hired worker The subsidies are provided for the first four months of employment Texas Back to Work is administered

through 28 Texas workforce boards across the state Local workforce business services representatives are available to help employers identify qualified job seekers and offer recruitment assistance and prescreening of eligible applicants This wage-subsidy program is funded by the Texas Legislature with additional funding made available through a Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund grant from the US Department of Health and Human Services Texas Back to Work was implemented in February and by mid-June 863 employers had already signed on to take advantage of the program As a result 2268 workers have found jobs

AUSTIN ndash Gov Rick Perry today issued a disaster proclamation for 19 Texas counties and ordered the pre-deployment of state resources as Tropical Storm Alex tracks toward the Texas coast The governorrsquos declaration allows the state to initiate necessary preparedness efforts such as pre-deploying resources to ensure local communities are ready to respond to disasters ldquoWe continue to closely monitor this storm and are preparing accordingly for its potential impact to our communitiesrdquo Gov Perry said ldquoTropical Storm Alex is now in the Gulf and it is imperative that residents pay attention to this storm heed warnings from their local leaders and take the steps necessary to protect their families

homes and businessesrdquo According to the National Weather Service Texas remains in the projected path of Tropical Storm Alex which based on current projections could strengthen to a hurricane before making landfall later this week

The following state resources have been activated

Texas Military Forces Up to 2500 guardsmen eight UH-60 helicopters and three C-130 aircraft are prepared for rapid deployment as needed

Texas Engineering Extension Service Texas Task Force 1 and Texas Task Force 2 have been activated and will preposition in Weslaco and Kingsville on Tuesday to provide search and
