Officers to discuss salary and benefits and comparisons among

districts.

Met with NYS Education Department BOCES Representative

regarding clarifications in recent changes to Special Education

Teacher Certification.

Advised Special Education Teachers of the changes in certification

requirements and specific actions they may need to take.

Commenced Negotiations with a particular bargaining unit.

Participating in three Diversity Recruitment Fairs: Hunter College,

Queens College and Nassau BOCES.

Attending Long Island Regional Meeting on Diversity and

Inclusivity.

Planning to Participate in the American Association of School

Personnel Administrators Diversity, Equity and Inclusion Summit.

Participation in this summit is consistent with the 2019-20 goals of

the HR office and the goals of HW 2025.

Continued to conduct classroom teacher observations consistent

with the observation timeline.

PLEDGE OF ALLEGIANCE

Led by Asma Rasheed, a student from G.W. Hewlett High School. Dr. William Galati, Principal, G.W. Hewlett High School, provided highlights of student programs and accomplishments. National Merit Scholarship Competition: Hewlett High School has three students who are semifinalists in the 2020 National Merit Scholarship Competition. Congratulations to Jack Hoffman, Alex Tang, and David Vilensky. Rachel Miller and Tina Zheng were named 2020 National Merit Commended Students.

Coca-Cola Scholar Semifinalists: Four of our students have been named Coca-Cola Scholar

Semifinalists. They are Tyler Layne, Jonathan Miller, Rachel Miller and Randel Placino.

Social Studies: Dr. Abajian, Rachel Miller, Johnny Miller, & Gabby Nakkab presented in NYC at the

American Historical Associations annual conference. Dr. Abajian, Rachel, and Johnny led a panel on the

significance of National History Day in the Social Studies classroom, and Gabby showcased her award-

winning exhibit on the Transcontinental Railroad. Congratulations to Julia Klayman, Gabby Nakkab, Ian

Isseks, and Kira Grossman with their submissions and for being recognized for National History Day.

Science: During the summer of 2019, Ethan Eisenberg conducted research at Stony Brook University -

research was conducted on improving the efficiency and stability of solar cells. Ethan has submitted an

abstract of his research to the Materials Research Society where it has been accepted for publication. He

presented his presentation at the Poster Presentation symposium in Boston. We congratulate Ethan on

this major accomplishment.

Dr. Galati highlighted several Social Emotional Learning and Awareness Opportunities that have been

implemented in the high school.

Dr. Galati introduced Dr. Terrence Bissoondial and Dr. Patricia Nardi, who spoke about the success of the Regeneron Science and Social Science Research Projects, as well as the Junior Science and Humanities Symposia (JSHS). Dr. Nardi offered congratulations to Social Science Research Students Hailey Kampton, Avi Mikhaylov Rachel Poure, and Samantha Grauer. Dr. Bissoondial offered congratulations to Science Research Students Alex Tang, Asma Rasheed, Ethan Eisenberg, and Blake Lipman. Mr. David Viegas, District Director of Health, Physical Education and Athletics, recognized the fall athletes.

Recent events attended in the school buildings include the District Leadership Team meeting at FECC, a bus run and staff chat at HES, the Spelling Bee at OES, the Consumer Olympics and Science Fair at WMS, and the Virtual Enterprise Team practice session at the HS.

Update on HW 2025: District staff participated in a conference call with K12 Insight to discuss the Alumni Survey and the School Quality Survey.

Update on Public and Private Schools Council: The committee met in January, where clinicians from Northwell Health presented their Behavioral Health Center to non-public schools.

Dr. Marino attended the AASA Executive Committee Meeting in Alexandria, Virginia, where he met with state legislators.

Held a Superintendent’s Roundtable at the Center for Adult Life Enrichment. The next Roundtable is at the Hewlett Fire Department.

C.2 Report from Deputy Superintendent (MS)

Dr. Secaur provided a Curriculum & Instruction Report, which included the following topics:

Recent events attended in the school buildings include Monday Moments at FECC, the Consumer Olympics at WMS, the HHS Virtual Enterprise practice, and the District Technology meeting.

Attended a meeting at Nassau BOCES regarding the Instructional Data Warehouse, a

repository for student data. Accompanied Mr. Lastowski, District Director of Art and Music, to the Music Administrator’s Annual Luncheon at Hofstra University. Attended the meeting of the Long Island Consortium for Excellence and Equity and the recent meeting of the Saving Live Coalition of the Five Towns.

Participated in several meetings with Human Resources and District principals to discuss staffing needs for 2020 - 2021. Met with Dr. Fale to discuss utilizing the Locus of Control scale for future hiring.

Participating in meetings with the middle school and high school principals, Dr. Bauer and Dr. Galati, to discuss ways to address vaping in schools.

Participated in the New Teacher Induction Program, where first year teachers discuss common issues.

Continuing work with the HW 2025 Implementation Team and aligning goals to the strategic plan.

C.3 Report from Assistant Superintendent for Business (LSF)

Mr. Frontario provided a Business Report, which included the following topics:

The Business Office continues to work on the development of the 2020 - 2021 budget. On January 30, there will be a two-hour budget session at 7:00 PM at the Woodmere Education Center.

The state aid runs have been distributed and Hewlett-Woodmere received a slight increase.

Recently met with HSBC to discuss CDs to bolster revenue.

Attended a meeting at Nassau BOCES to discuss the recent decision from New York State to provide mental health aid.

C.4 Report from Executive Director of Special Education (RM)

Dr. Marino provided a Special Education Report on behalf of the recently retired Dr. Lo Verde, which included the following topics:

Dr. Lo Verde has been attending the meetings with Northwell representatives on the Behavioral Health Center.

She worked closely with the Business Office to develop the special education budget for 2020 - 20201.

Recently attended the WMS Consumer Olympics and a mental health consortium at BOCES.

Dr. Lo Verde thanked the Board of Education for their support and work with the Special Education department.

Dr. Fale provided a Human Resources Report, which included the following topics:

The office has been working to develop and implement plans to meet the New York State changes in special education teacher certification.

Meetings held with Dr. Secaur and the school principals to discuss probationary staff.

The office is beginning the national search for an Assistant Superintendent for Business.

Recently participated in the BOCES Negotiations Roundtable to discuss current trends in contract negotiations. Contract negotiations with two of the District bargaining units will begin soon.

purchase contracts or other agreements made by the other participating Boards of

Education.

NOW, THEREFOR, BE IT RESOLVED, that the Executive School Business

Administrator, or designee, on behalf of the Board of Education of the Hewlett-

Woodmere Union Free School District, be and hereby authorized to participate with the

attached named school districts in Cooperative bidding conducted in conjunction with

Education Data Systems, Inc., as advertised by and awarded by Clarkstown Central

School District acting as the Lead Agency, as provided by General Municipal Law

Section 119-0. As Lead Agency, Clarkstown Central School District has assumed

responsibility for drafting specifications, advertising for Bids, accepting and opening

Bids, tabulating Bids, and reporting the results of each respective Bid.

RESOLUTION

WHEREAS, the Board of Education has determined that the District’s Administrative

Offices and the Schools of the District will be closed on Monday, March 29, 2021 through Monday,

April 5, 2021;

WHEREAS, the Board of Education’s policy and the Education Law and the pertinent

Regulations of the Commissioner of Education require that parents of nonpublic school students of

the District attending nonpublic schools file the appropriate request for transportation on or before

April 1 preceding the beginning of the next school year;

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education hereby declares that

for the purpose of requesting District transportation to nonpublic schools for the 2021-2022 school

year only, that the Board’s April 1 deadline be extended to April 6, 2021;

BE IT FURTHER RESOLVED, that the Board of Education hereby declares that the Board

reserves all of its rights under its transportation policy and under the Education Law and the

Regulations of the Commissioner, inasmuch as all mandates and requirements thereunder shall

remain in effect for any nonpublic school transportation requests for the 2021-2022 school year,

except that for the 2021-2022 school year only, all mention of April 1 in the District’s policies

related to transportation for nonpublic school students shall be substituted with April 6, 2021;

AND BE IT FURTHER RESOLVED THAT the District Clerk is directed to publish the

nonpublic school transportation deadline for the 2021-2022 school year in the same manner as

District residents currently receive notice of the nonpublic school transportation deadline.

ANNUAL DISTRICT MEETING BY-LAWS OF THE BOARD OF EDUCATION

The district shall hold an annual election and budget vote at which the district’s authorized

voters will elect members of the Board of Education and vote on the district budget for the coming

school year. The annual district election and budget vote will be held on the third Tuesday in May,

unless, due to a conflict with religious observance, the Board requests that the Commissioner

approve changing the election date to the second Tuesday in May. The request is due to the

Commissioner by March 1st.

The District Clerk shall publish a notice of the time and place of the annual election and

budget vote at least four times within the seven weeks prior to the election, in two newspapers

having general circulation within the district. The first publication of the notice shall be at least 45

days prior to the election. The notice shall also contain notice of any other matter required by law.

Copies of the budget to be voted upon at the annual election and budget vote will be

available upon request in each district school building, at the school district offices, and at any

public library or free association library within the district, for district residents at the time of the

annual election and budget vote and the 14 days preceding (other than Saturday, Sunday and

holidays).

The Board shall appoint assistant clerks and election inspectors necessary for the annual

election and budget vote at a Board meeting held before the annual election and budget vote.

Propositions

The Board has the authority, under the Education Law, to adopt reasonable rules and

regulations concerning the submission of petitions to the Board to place propositions on the ballot

which may amend the budget. Pursuant to those provisions, the Board establishes the following

guidelines:

1. Petition for the submission of a proposition to be placed upon the voting machines must

contain a minimum of twenty-five (25) signatures of qualified voters of the district, or five

percent (5%) of the number of voters at the last annual election, whichever is greater, and

filed in the office of the District Clerk between the hours of 9:00 AM and 5:00 PM not later

than thirty (30) days prior to the annual meeting to facilitate the preparation and printing

of the ballots.

2. Petitions must be filed with the District Clerk at least 30 days prior to the annual election,

except for petitions relating to a proposition which must be included in the notice of the

annual election (e.g., changing the number of board members). Such petitions must be

submitted 60 days in advance of the annual election to facilitate the preparation and

printing of the ballots.

3. Propositions must include the specific appropriations necessary for the purposes listed.

4. Wording of a petition must comply with legal requirements. If the wording does not

comply, it may be changed or altered by the Board, or the Board may reject a petition for

failure to comply.

Propositions received in accordance with these specifications will be placed on the ballot

as amendments and will be voted upon by the voters in the same manner as the proposed budget,

except that the Board shall not be required to place any proposition on the ballot which is within

the exclusive province of the Board, or otherwise forbidden by law. No proposition involving the

budget may be submitted to the voters more than twice within a twelve month period.

The Board may also, on its own motion, submit propositions.

Improper Advocacy

The district may provide informational material to the voters concerning budgets,

propositions, or other matters before the electorate. However, school district funds and resources

may not be used to exhort voters to support a particular position. For example, the district will not

engage in activities including, but not limited to, sending flyers supporting the budget home with

students, providing mailing labels for materials supporting a proposition or using the district e-

mail to deliver promotional material for candidates.

CONSULTANTS The Board of Education recognizes there are circumstances in which the best interests of the district may be served by retaining the services of a consultant. EXECUTIVE SESSIONS

The Board of Education may hold executive sessions at which only the members of the

Board or persons invited by the Board shall be present. However, the executive session is only

available for the purpose of discussion, and except as the law allows, formal action must be taken

in an open session.

Executive sessions can be requested by any member of the Board or the Superintendent of

Schools.

A Board member must make a motion during an open meeting to convene in executive

session. Upon a majority vote of its members, the Board may convene in executive session at a

place which the Board President or said members may designate within the district to discuss the

subjects enumerated below. Matters which may be considered in executive session are:

1. matters which will imperil the public safety if disclosed;

2. any matter which may disclose the identity of a law enforcement agent or informer;

3. information relating to current or future investigation or prosecution of a criminal offense

which would imperil effective law enforcement if disclosed;

4. discussions regarding proposed, pending or current litigation;

5. collective negotiations pursuant to Article 14 of the Civil Service Law (the Taylor Law);

6. the medical, financial, credit or employment history of a particular person or corporation,

or matters leading to the appointment, employment, promotion, demotion, discipline,

suspension, dismissal or removal of a particular person or corporation;

7. the preparation, grading or administration of examinations; and

8. the proposed acquisition, sale, or lease of real property or the proposed acquisition of

securities, or sale or exchange of securities, but only when publicity would substantially

affect the value thereof.

The motion to go into executive session shall be detailed enough to allow the public to

understand the topic the Board will be discussing, without disclosing specifics. Discussion in

executive session shall be limited to the topic(s) identified in the motion.

A Board may not take action in executive session except to vote on disciplinary charges

against a tenured employee.

Individual Board members, acting on their own, shall not disclose matters discussed in

executive session. However, the Board, acting as a whole, may decide to disclose such information

where disclosure is not prohibited under the law.

HEWLETT-WOODMERE PUBLIC SCHOOLS Policy 2700 BOARD-STAFF COMMUNICATIONS The success of any school system requires effective communication between the Board of Education and school staff. Such communication is necessary for facilitating proposals for the continuing improvement of the educational program and for the proper disposition of personnel problems which may arise. The main goal of both the Board and the staff is to provide the best possible educational opportunities for the entire community. To achieve this end, good Board-staff relations must be maintained in a climate of mutual trust and respect. At the same time, the Board in exercising its public trust to provide thorough and efficient public education, cannot dissipate or transfer its responsibilities. In accordance with good personnel practice, staff participation in the development of educational and personnel policies will be encouraged and facilitated. The Superintendent of Schools, as professional leader of the staff and the chief executive of the Board, will develop appropriate methods to keep staff fully informed of the Board's problems, concerns and actions, and for staff to communicate information related to district operations. All communications and reports to the Board from staff members and staff organizations will be submitted to the Board through the Superintendent. All official communications, policies, and directives of staff interest and concern will be communicated to staff members through the Superintendent. However, this will not be construed as denying the right of any staff member to appeal any action or decision of the Superintendent to the Board. All effective means of facilitating channels of communication between the Board and staff will be explored in order to promote close and cooperative action for the continuing improvement of the educational program and the mutual benefit of the school system and the community.
