John P. Murzyn Hall (JPM), operated by the Recreation Dept. is available for rental by the general public during non-programmed times.

Reserve JPM for wedding receptions, meetings, parties, banquets, etc.

Our facility offers a spacious banquet hall that comfortably accommodates groups of up to 375 people. See more photos of Murzyn Hall on our

Recreation Information 3PARK RESERVATIONSThe City of Columbia Heights park reservations begin on the fi rst business day of each year. A permit must

be fi lled out at the Recreation Offi ce located at John P. Murzyn Hall, 530 Mill Street. The Fees are as follows:

Residents: $45 tax includedNon-Residents: $65 tax included

Large Group 100 people or more: $110 tax included

EVENT WAGONThe Neighborhood Event Wagon is for residents of

Columbia Heights to use. It will be delivered and picked up by the Recreation Department. The wagon includes 6-8 eight foot tables, around 50 metal folding chairs,

various used sports equipment such as balls or rackets.Reservation Fee: $40 tax included

TOBACCO-FREE POLICYProhibition of Tobacco Product Usage in Youth Activity Areas

No person shall use any form of tobacco at or on any City-owned or operated recreational facili-ties during a youth activity.

Summer Theater Possibilities-Please take note! The hope this is to combine the Theater in the Park students and the Moonshoe Players to perform the classic “The Wonderful Wizard of OZ”. This would be done as a partial musical. Students would have their own classes and both groups would get together on certain days to rehearse. There would be 1 performance, either a Dessert or Dinner Theater. Theater in the Park students would have the opportunity to play the munchkins or other characters?! It will be decided by the time our summer book comes out, depending on interest level, whether this will actually happen or if we will follow a previous theater classes format.

Martial ArtsInstructor, Thomas & Elvira Malone, have been in Tae Kwon Do for 30+ years and teaching for about 25 years. Thomas is a 7th Dan (degree black belt in Tae Kwon Do and a 5th Hopkido black belt.

Little Tigers - Martial Arts for Kids ages 3-6Learn basic kicks, punches and strikes through a variety of exercises and fun games. Develop coordination & fl exibility with peers. Promoting focus, discipline and respect. This class is a great personal tool to carry into future.

Tae Kwon Do Ages 6 & upThis Martial Arts program teaches participants (beginner to advanced) the skills of Tae Kwon Do along with its historical perspective. A certifi ed AAU instructor will teach self-defense, kicks, stances and Tae Kwon Do Hyung (form Chon Ji). Students will be trained for belt certifi cation testing. Participants are expected to purchase a uniform from the instructor and pay for belt registration fee.

DANCEMiss Renee, from the ‘nMotion Dance Center in Fridley, has been dancing for 19 years. She will focus on ballet and tumbling for the younger groups; the older groups will do ballet and jazz. Students learn the fundamentals, proper technique, fl oor exercises, and have the opportunity to participate in a recital on June 18th! Details given at class.

Please have students wear comfortable clothes (i.e. leotard, tights, sweatpants, yoga pants, shorts, tanks, t-shirts etc.) no jeans, hair pulled back, socks or ballet shoes, bring a water bottle. Coach Karl will teach basic fundamentals for beginning tennis players and consistency for intermediate players. Proper tennis strokes, footwork and rules will be the focus. Participants receive a T-shirt.

Spring Girls Volleyball ClinicJoin Coach Brenna Kittleson, a former CH graduate and club player for Side Out Volleyball for this Spring Clinic. Sessions will include instruction in setting, hitting, passing, serving, and teamwork. Games may be played time permitting. Participants will receive a T-shirt.

Heights’ Recreation invites you to come play FUTSALFutsal is like soccer, but fewer players play this fast game with indoor shoes on a basketball court. Come play friendly pickup futsal at the Hylander Center on Monday nights from 6:00 to 8:30 pm. Teams are 4vs4 or 5vs5 rotating in every 5 minutes or 2 goals, depending on turnout. Registration is on a fi rst come, fi rst served basis. The Rec. Dept. reserves the right to shift registrants if suffi cient coaches are not available at a particular location or if teams need to be balanced. The department will try to form one team per program at each park. Maximum of 13 players per team. Coaches umpire all games.

Traveling BaseballThis Recreation traveling league baseball program is for youth, ages 8 - 15. If necessary an evaluation clinic will be held to determine their skill level and knowledge of the game.

The “North Suburban League” is a competitive league designed for participants that have knowledge & skills of the game. This league is designed to improve baseball fundamentals, sportsmanship and have fun. Traveling is required. Some participating cities may include Fridley, New Brighton, Mounds View, St. Anthony, and White Bear Lake.

The “Gopher State Baseball League” is designed for participants of an advanced skill level and will involve travel of farther distances, mostly around the metro. There could be a tournament outside of the metro. It is a more competitive league, and participants are not guaranteed equal playing time.

The goal of the Rec. Dept. is to place youth in programs that are comparable to their skill level and knowledge of the game. As with all programs, we strive to ensure that participants have a positive experience, fun, and learn the fundamentals of the activity. Participants must pre-register with payment and deposit by March 14. Players will not be allowed to participate in the evaluation process unless registered. Golden Age ClubThe Golden Age Club is a social group that meets the fi rst and third Thursday of every month at Murzyn Hall from 11:45 a.m. to 1:30 p.m. Coffee and dessert are provided and you may bring a bag lunch if you desire. Yearly membership fee = $26.

Card GamesOur ‘500’ CLUB meets on Wednesdays beginning at 10:00 a.m. in the Senior Center. This is for anyone who enjoys playing in a more structured setting. Participants contribute 25 cents per time for coffee and dessert. If you would like to give it a try, please stop by. You do need to know how to play.

Footcare for Seniors“Happy Feet Footcare, Inc.” will be providing foot care for seniors at the CH Senior Center the fi rst & third Wednesday of the month from 9:00 a.m. - noon. To make an appointment you must call 763-560-5136.

The cost is $38 per visit and payment is due at the time of service. “Happy Feet” nurses specialize in routine foot care for seniors and diabetic feet. They work on corns, calluses, thick or curled toenails and ingrown nails if they are not well advanced. A foot soak and massage are provided with each visit. Remember you must schedule an appointment.

Crime continued to decrease in 2016 Overall crime is still going down in Columbia Heights, accord-ing to 2016 numbers from the Columbia Heights Police Depart-ment. Some highlights include: Burglaries dropped from 110 in 2015 to 66 in 2016 — a 40% decrease. Larceny (Theft) went from 439 incidents in 2015 to 342 incidents in 2016 — a 22% decrease. Those two drops were a significant reason for the drop in Part 1 Crimes (Homicide, Rape, Robbery, Aggravated Assault, Burglary, Larceny, Auto Theft and Arson). Part 1 Crimes are split into two parts: Violent Crime (Homicide, Rape, Robbery, and Aggravated Assault) and Property Crime (Burglary, Larceny, Auto Theft and Arson). Our Part 1 Property Crime dropped from 595 incidents in 2015 to 452 incidents in 2016 — a 24% decrease. Part 2 crimes also dropped from 1,018 incidents to 930 incidents.

The number of crimes reported since 2012 has been at its low-est rate since 1983. The rates seen from 2012 to present are lower than rates in over 35 years. The number of crimes reported in 1996 was a historical high of 4,189. Crime has dropped 67% since then. There was another peak in 2005 of 3,301 crimes reported. There has been a 59% decrease from that number.

Adult and juvenile arrests also follow this downward trend. There were 524 adult arrests made in 2016, which is down 57% from 1,236 arrests in 2007. Juvenile arrests went from 243 in 2007 to 96 in 2016. This is a 60% decrease.

Circle Terrace Park improvements will include new recreation building Circle Terrace Park, located on Circle Terrace Boulevard near 40th Avenue and Reservoir Boulevard, received numerous upgrades in 2016 that included new playground equipment and a new sport court.

Next up is a multi-purpose recreation building that will be located within the park. The building is being designed to accommodate classes and programming that will help build connections in the community. Funds from the federal Community Development Block Grant program are being used to help finance the project.

Over the past several years, the Columbia Heights Police Depart-ment has worked closely with residents in the immediate and surrounding neighborhoods to gather ideas and to include resi-dent’s feedback about potential programs and services that could be

Central Avenue improvements comingResidents will soon notice changes to certain areas of Central Avenue. In 2016, Columbia Heights received a grant from the Minnesota Department of Transportation (MN/DOT) to design and make changes to improve pedestrian safety on Central Avenue, between 47th Avenue and 51st Avenue.

Central Avenue is an active thoroughfare between Minneapolis and the northern suburbs, and contains a wide variety of automobile, transit, bicycle and pedestrian users. In recent years, pedestrian safety along this corridor has been a concern to state and local offi-cials. Improvements will work to ensure that all modes of transpor-tation are able to move safely and efficiently through the corridor. New street lighting, improved crosswalk areas, enhanced sidewalks, as well as improvements to the traffic lanes can be expected. If all goes according to plan, construction is expected to begin in August.

Keyes Park is up next for improvementsResidents rave about the wonderful parks in Columbia Heights and say they’re one of the best things about living in the city.

Columbia Heights keeps up on park maintenance and improve-ments by strategically planning. Most recently, a master plan has been completed to guide renovation at Keyes Park, 1345 45½ Street. The Columbia Heights Park and Recreation Com-mission and City Council will be considering improvements to Keyes Park in 2017 based on the master plan recommendations.

Other recently updated parks are:

• Sullivan Lake Park, 721 51st Avenue, updated in 2008 with a new playground and two picnic shelters.

• Silver Lake Beach, 43rd and Stinson Boulevard, updated in 2008 with a new playground and picnic shelter.

• Huset Park West, 530 Mill Street, updated in 2009 with a new shelter and playground equipment. The wading pool was replaced with a new splash pad in 2015.

• Ramsdell Park, 4956 Johnson Street, updated in 2011 with a new playground and a new athletic field.

• LaBelle Park, 1150 42nd Avenue, updated in 2014 and 2015 with a new playground and shelter.

offered at the park and the recreational building. People pro-vided overwhelming feedback that additional recreational and educational opportunities were needed in the neighborhood.

City of Columbia Heights officials also met with outside agen-cies to gauge interest in the project. U.S. Congressman Keith Ellison (representing Minnesota’s 5th Congressional District, which includes all of Columbia Heights) has offered his support of this project, as have various other state, county and federal officials. Thanks to the efforts of the Columbia Heights Police Department and local residents in advocating for this facility, multiple public and non-profit funding sources have been iden-tified to potentially assist in future programming at the site.

When the new facility opens in the summer of 2017, the site will serve as an opportunity for collaborative services and program-ming provided by the City’s Police Department, Community Development Department and Recreation Department. Partner-ships with the Columbia Heights School District, Anoka County and other agencies may also provide classes and other activities at the site. Sister City group may develop student exchangeThe Columbia Heights Sister Cities International (SCI) planning committee is recommending to the membership that a future international exchange of high school students be developed. This follows the goal of SCI Founder, President Dwight D. Eisenhower, who stressed the importance of “People to People” diplomacy.

We are also considering collecting paperback books to be sent to the public library and schools in our Sister City of Lomainki, Poland. Their staff members have expressed great interest in having English books for the benefit of their patrons and students.

The Bal Karnawalowy sponsored by PACIM (Polish American Cultural Institute of Minnesota) was attended by a group of

our SCI members in February at the St. Paul Hotel. This is always an enjoyable evening featuring socializing, a gourmet menu, entertainment, silent auction of unique items, and music for dancing after the traditional Polonaise March that winds through the ballroom and lobby.

Co-Chair Dolores Puente Strand has been the Minnesota SCI State Coordina-

Police department’s Karen Olson is ‘Employee of the Year’Karen Olson is the 2016 Employee of the Year for the City of Columbia Heights. Karen serves the com-munity as the Support Services Office Supervisor for the Columbia Heights Police Department. She has a history of consistently exhibiting qualities that identify her as an out-standing employee, colleague and representative of Columbia Heights. She is highly regarded for her years of dependable, knowledgeable, friendly and professional service, as well as for her kindness, respect and compassion.

Karen was promoted numerous times on her way to the position she now holds and met each new challenge head-on with intelligence, humor and grace. She trained, researched and studied to build and implement a smooth and efficient

Support Services Department. This involved extensive educa-tion and earning multiple certifications, along with hiring and training employees. She is now working with many profes-sionals at Anoka County and the State of Minnesota, includ-ing the Joint Law Enforcement Council which involves the new county records management system.

Karen’s kindness and concern extends into the community. She volunteers for The Sheridan Story, helping to distribute weekend food to school children who do not have enough to eat. She participates in an anti-bullying reading program in the elementary school and talks to kids about the harm that comes from bullying. She volunteers many hours at city func-tions and fundraisers in the community, and she mentors a youth through the Big Brothers/Big Sisters program.

Karen is always willing to pitch in whenever and wherever needed and is considered a “go to” employee. She projects a posi-tive image of Columbia Heights everywhere she goes. The City of Columbia Heights is a better place because of Karen’s dedica-tion and hard work. Congratulations and thank you, Karen!

New businesses are also sprouting up along Central Avenue. In addition to a new Hy-Vee grocery store (opening in 2018) occupying the former Rainbow Foods and Slumberland sites, several smaller retailer and restaurant developments are cur-rently under consideration elsewhere along the Central Avenue corridor. Construction is also currently underway for new busi-nesses to soon occupy the vacant Northeast Business Center

building, located on the southeast corner of Central and 40th Avenues.

Your neighbors are composting! You can, tooBanana peels, egg shells, coffee grounds and more go into the compost bucket on the kitchen counter at Laura Grunloh’s house. She and her husband participate in the organics composting program of the city of Columbia Heights. They collect compostable materials and deliver them to the city’s recycling center at 3801 Madison St.

Laura is so committed to organics composting that she’s even involved her church, First Lutheran in Columbia Heights, in a compost program. One of the largest churches in the city with over 1,000 members, First Lutheran Church kicked off its composting effort in Febru-ary. “To be good stewards of our planet’s resources, we’re are expanding our cur-rent recycling program of bottles, cans and paper to include organic materials like food waste and food-soiled paper to be composted,” said Laura. “We really hope to encourage other organizations to begin composting by sharing our story.”

Last year, households in Columbia Heights dropped off 14 tons

of materials to be composted instead of going as trash to the landfill. “That’s a remarkable accomplishment already, and we have 200 households participating. We’d like to see even more households involved in the organics drop-off pro-gram,” said Jesse Davies, from the city’s Public Works Department.

Free organics starter kits and the required bags for disposal are available by calling the city’s Public Works Department at (763) 706-3700.

Residents can take the organic compost-ing materials they’ve collected to the city’s recycling center. It is open from 9 a.m. to 1 p.m. on most Saturdays but closed on holiday weekends. For more informa-tion, visit www.columbiaheightsmn.gov/departments/ public_works/yard_waste_organics. php.

Once organic materials are transformed into compost it is sold by students as a fundraiser for the Key Club at Columbia Heights High School. “This has raised over $800 so far for the club’s service activities,” said Davies. “This is a great way to close the loop.”

We are starting out the New Year of 2017 with a new mayor and a new city council. In March we will appoint a fifth person to our council. Now is the time for unity and by unity I mean that we work together. Not necessarily that we think alike as a council because we need healthy dialogue to share different viewpoints. We need dialogue between council members, staff and residents. Everyone wants to be listened to and heard.

While many cities struggle to find good candidates for office and good people to be part of our local commissions, we had the privilege of having to choose between several great can-didates for council and mayor in 2016. We are blessed with having a very engaged community. These are people who want to participate in our governing process. Many of these people regularly attend our council meetings and we welcome their insights.

There is much to celebrate in our city:

• Our population is growing.• Crime is down across the city.• Property values are rising.• Investment in the city is the highest we have seen in years.• We have a new city-owned library that residents rallied

around to help build.• The high school football team won the Homecoming game!• New splash pad.• Amos and Amos won best BBQ for 2016 and Miller’s Bar

was voted best Dive Bar Burger!• Heights Next, a grassroots effort to attract new businesses,

increase sustainability and build community — has become a welcome and active group making positive changes.

We have recently seen large chain businesses and local residents deciding to invest in our community. A few of the changes were:

Plans are underway for Hy-Vee and Planet Fitness.

In our neighborhoods, we are seeing empty lots filling with new homes. New residents are moving in and joining our commu-nity. We are becoming a desired community to move into. Cur-rent residents are taking the time and money to invest in their homes so that they can stay throughout the many stages of life.

Neighbors are seeing more small gardens, honeybees, chickens and solar panels! The sharing of perennials, tomatoes and squash, eggs, coffee and recipes is happening in our neighborhoods. Residents are walking around the block, get-ting to know the neighbors, meeting the families, meeting the pets that live around you. This is all part of being an engaged community.

We know that there are numerous areas that need to be looked at. Our planning department is working diligently on leading the way to revitalize those areas. Our police department con-tinues to engage with the community to further reduce crime.

What will Heights look like in 5 years? Will there be more biking, hybrid cars, self-driving cars, solar gardens and rain gardens? More partnerships with businesses and schools? New vision for what a downtown Columbia Heights will look like?

As a council and key staff will be having a visioning session this Spring that will look at what we want our city to look like in the next 5 to 20 years.

Our city motto is: Rediscover the Heights! That is exactly what people are starting to do. Let’s help them do that. Be part of the discussion. If you see discussions and listening sessions being held about our new 10-year comp plan, come join us and share your vision for our city.

We have much to be thankful for but as John F. Kennedy said, “Change is the law of life. And those who look only to the past or present are certain to miss the future.” It is time to look to the future. What are you bringing to the table?

Community Policing expands in 2016The Columbia Heights Police Department continued efforts to forge meaningful and productive relationships with members of the community. In 2016, the department formed a Multi-Cultural Advisory Committee (MAC) to increase the range of voices in police department planning and to increase engagement with a diverse population. The MAC assisted with hosting a community dialogue as a forum to hear what factors are affecting the community as it relates to law enforcement.

Due to their success and popularity, several programs were repeated in 2016 including Teen Academy (focused on high school students), Coffee with a Cop, and the Senior Road-show. Coffee with a Cop is a very informal meeting, with no speeches or agendas, and just an opportunity to chat with the community. The Teen Academy and the Senior Roadshow have a series of speakers and presentations tailored to befit their respective audiences

One change this year was the increase in the number of Open Gym sessions held for Columbia Heights high school and middle school students. Two additional open gym ses-sions were added in collaboration with the City’s Recreation Department and Columbia Heights schools. We also recently added a weekly morning program, where students are com-ing in to play soccer with officers before school starts. These Open Gym sessions help us to continue to meet our youth in positive spaces.

Many other programs occurred throughout the year that included community picnics in which the CHPD joined with many partners, to include Safe Summer Nights, to bring information and resources into different neighborhoods. Of final note is the success of the school-based Big Brothers Big Sisters program. In 2016 there were over six adults added to the program so there are now over 30 school-based mentors spending an hour a week with a youth in need!

The office is located in the Public Safety building, 825 41st Avenue NE. The police department is closed on weekends and holidays. A telephone is located inside the entry doors that can be used after hours to request assistance.

Get more involved in successful Neighborhood Watch programThe Neighborhood Watch Program has been an important community partnership for over 25 years. It’s a way for the CHPD to increase communication and connection with the city’s neighborhoods, and we currently have over 160 blocks participating. Each block has a resident captain who helps foster communication between the police and residents.

Block captains are invited to multiple trainings every year at the public safety building. Topics in 2016 included how to detect drug activity, and the mechanics of a 911 call. Mem-bers are also invited to an annual appreciation dinner. In 2016 arrests were made due to block captains who made appropri-ate 911 calls based on suspicious activity. SPOTLIGHT: Jason NihartOver the course of the last 30 years, policing has become much more tech-nical and sophisticated with computer technology, body cameras and dozens of software programs now being used in the day-to-day work. Because of these complexities, the CHPD added an Information Systems Specialist position to its roster in 2010. The current Information Systems Specialist is Jason Nihart, whose job involves a wide-ranging list of tasks including preparing and analyzing the weekly crime stats, trouble-shooting computer issues, and working on various aspects of the Anoka County public safety data system.

Jason obtained his degree in Management Information Systems (MIS) through Metro State University, and was drawn to the position at CHPD because it was IT-related work in an interesting environment. Jason started mentoring a young student through the Big Brothers Big Sisters program shortly after starting work here. He also helps out with the anti-bullying reading program and attends community picnics. Jason received the CHPD’s “Above and Beyond” award last December, after having been in his position just six months, a testament to the way he was able to hit the ground running in his job.

Family life is busy for Jason and his wife Jocelyn with two young children. Jason enjoys introducing Tyler, age 4, to Legos, and sing-ing “Let It Go” with Kaitlyn, age 2.

When asked for thoughts about the CHPD, Jason said, “I really enjoy working with the people here. It’s fun to see how commu-nity outreach really is part of the culture. It isn’t just a thing we do when it is convenient; it plays into every aspect of the work.”

“To keep our neighborhoods safe and livable, we need to have residents who take reasonable care to ensure that their properties don’t become a nuisance,” says Fire Chief Gary Gorman. “Most property owners keep up with this but there are a few who sim-ply don’t care or don’t come close to meeting the city’s minimum standards and that is why we have the code.”

Residents are required to remove equipment, construction materials, excess soil, garbage, rubbish, yard waste, recyclables, tree stumps, hazardous waste, items not designed for exterior use, and maintenance equipment. Maintain exterior property and premises to keep them free from diseased, dead and hazard-ous trees, noxious weeds and long grass. Inspections for long grass and weeds are conducted so keep them below nine inches. Stack firewood in rear yards only, in areas that do not encourage rodents or adversely affect adjoining premises.

Free blood pressure checks The Columbia Heights Fire Department offers free blood pressure checks every day of the week from 8 a.m. to 6 p.m. Please remember that any time you have an emer-gency, dial 9-1-1.

How you can avoid clothes dryer fires by following safety tipsIn 2010, there were an estimated 16,800 reported home structure fires in the U.S. involving clothes dryers or washing machines (includ-ing combination washer/dryers) which resulted in 51 resident deaths, 380 resident injuries, and $236 million in direct property damage.

Clothes dryers accounted for 92% of the fires; washing machines 4%, and washer and dryer combinations accounted for 4%.The leading cause of home clothes dryer and washer fires was failure to clean (32%), followed by unclassified mechanical failure or malfunc-tion (22%). Eight percent were caused by some type of electrical failure or malfunction.

Here are some safety tips to avoid dryer fires:

• Have your dryer installed and serviced by a professional.

• Do not use the dryer without a lint filter, and clean the filer before and after each load.

• Use rigid or flexible metal venting material to sustain proper air flow and drying time.

• Ensure the right electric plug and outlet are used and that the machine is connected properly and grounded.

• Turn the dryer off if you leave home or when you go to bed.

Most people who expe-rience cardiac arrest are at home, work, or in a public location die because they don’t receive immediate CPR from someone on the scene. CPR can save lives. As a bystander, don’t be afraid. Your actions can only help.

The Columbia Heights Police and Fire Departments are part-ners in a “Heartsafe Community” initiative to train groups (churches, mosques, civic groups, neighborhoods, businesses, etc.) on these life-saving skills, free of charge. Fire hydrant flushing begins in AprilThe fire hydrant flushing program will take place from April 10 through May 2 from 7:00 a.m. to 3:30 p.m.

It is necessary to flush all city fire hydrants for several reasons:• To ensure that hydrants are in good working condition.• To flush out sediment and rust deposits that accumulate in

the water system.• To evaluate water pressure and flow throughout the city.

The hydrant flushing schedule is:• North of 45th Ave., East of Central Ave. – April 10, 11, 12, 13• South of 45th Ave., East of Central Ave. – April 17, 18, 19, 20• North of 45th Ave., West of Central Ave. – April 21, 24, 25, 26• South of 45th Ave., West of Central Ave. – April 27, 28; May 1, 2

You may notice some temporary discoloration of the water while hydrant flushing is being done in your area. The discolor-ation is caused by iron particles that have been dislodged from the water mains.

We recommend that you avoid washing clothes while hydrants are being flushed in your area, as discolored water may leave stains. If water is discolored, flush your residential system by running the cold water (perhaps water your lawn or trees) for 10 to 20 minutes.

NOTE: Additional localized hydrant flushing may be necessary throughout the spring, summer and fall to maintain and/or improve water quality.

Water and sewer systems to be updatedThis spring, the City of Columbia Heights will be replacing aged infrastructure in two areas of the city.• Water main replacement on Main Street from 40th to 42nd

Avenue, and• Storm sewer on 40th Avenue from Central Avenue to LaBelle

Pond.

Both of these projects are necessary to replace underground utilities that have deteriorated and are susceptible to failure. Also, these streets are included in Anoka County’s street resurfacing program for 2017. Please check the City of Columbia Heights webpage for future updates.

Street sweeping begins in AprilThe Columbia Heights Street Department will begin street sweeping as soon as weather permits, usually in early April. Areas around lakes and ponds will be swept first to mini-mize the amount of sediment entering these bodies of water. Sweeping operations will continue until all streets have been swept twice and then on an as-needed basis until fall.

Report construction sites that are possibly pollutingSediment-laden storm water runoff from active construction sites is one of the nation’s leading water resource pollutants. Sediment and other pollutants such as cement, paint, fuel and oil from construction sites can cause physical, chemical and biological harm to water resources.

Polluted storm water runoff from construction sites can flow into the storm drain system and eventually discharge into local rivers, lakes, wetlands and streams.

If you see a construction site that is allowing sediment to flow to a road, street or waterway (creek, river, pond or lake), please report it to the city. Look for muddy water flowing into the street from the con-struction site, tracking of mud in the road from the construction site, silt fences falling down, trash, litter and construction debris not cleaned up daily, and concrete waste and wash water.

New 2017 recycling goal for cityThe Anoka County recycling goal for the City of Columbia Heights in 2017 is 1,974 tons, a 4.2% increase from 2016. This can be accomplished if each household has a packed cart, around 22 pounds, every recycling day. Recycling is contracted for collection every-other-week, but residents can exchange their current 60-gallon recycling cart for a 90-gallon recycling cart for the same flat rate of $2.97 per month. In addition, the contrac-tor will always collect extra recycling outside of the container if prepared properly by using a recycling box or paper bags. Columbia Heights has a recycling center at 3801 Madison Street where large amounts of materials can be dropped off and count toward the total tonnage goal.

There are several financial benefits to recycling besides the environmental impact. Trash disposal costs for solid waste are approximately $75/ton at the Anoka County preferred refuse-to-fuel site in Elk River. The more recyclable materials that are put in the recycling bin rather than the trash will lower the overall tons of solid waste, and thus the total cost of dis-posal. For example, if the 1,974 tons to be recycled this year were disposed of with the trash, the Refuse Fund would pay an additional $148,000 in trash disposal fees. Residents can save money as they increase their recy-cling efforts, they may also notice a decrease in trash, making it possible to switch to a smaller and less expensive garbage container service.
