This IFB has a 25% Local Disadvantaged Business Enterprise
(LDBE) participation
requirement and a 0% Voluntary MBE/WBE goal. Firms located within a 100mile radius
of the Washington, DC zero mile marker and whose 3 year average annual gross receipts,
including all affiliates, do not exceed the specified size standards are eligible for LDBE

LDBE Certification Requirements • Race- and
gender-neutral program
• Small business, organized for profit, that is not dominant in its
field
• Average annual gross receipts (based on the firm's last three
years), must not exceed the small business size standard
• Must be located within a 100-mile radius of the Washington, DC’s
Zero Mile Marker
• As of application date, the business has an established office
where the firm’s owner, management, or employees are present and
conduct the firm’s business on a regular and frequent basis

Prime Contractor Responsibility • LDBE Firms have to be
LDBE certified by MWAA by contract award
date.
• LDBE Contract participation form (Exhibit D) must be submitted
with Bid.
• Successful bidder must submit the Letter of Intent (Exhibit E)
and/or the sample subcontract with the bid, or within 3 days of the
request of the Contracting Officer.
• Successful bidder must contact the Department of Supplier
Diversity to schedule and complete the mandatory e-Contract
Compliance training within 30 days from date of award letter.
Required training includes:
• Introduction to the new System - Learn how to successfully
navigate the system
• Contract Compliance Reporting – Learn how to report
subcontractors payments

IFB OVERVIEW
Work Site Location: West Utility Building (No. 2419) 45011 Compass
Court, Washington Dulles International Airport, VA 20166.
Period of Performance – Five-hundred twenty-one (521) calendar days
after construction notice to proceed.
Liquidated Damages – One-thousand dollars ($1,000.00) per calendar
day past the period of performance.
Estimated Value of the Project – Approximately $5,000,000.00 to
$6,000,000.00.

IFB OVERVIEW
1. Replace Two(2) existing High Temperature Hot Water Generators
(HTHWGs) 4,5 with Two (2) new Indeck Model Corp, LaMont Style
TJW-C- 25, Indeck/IBW International Lamont HTHWGs
2. Modifications to utility plant exterior to permit removal,
rigging and installation of the HTHWG-4 & 5 generators and
components. 3. Piping installation and modifications to the high
temperature hot water system, natural gas piping, fuel-oil piping,
and other miscellaneous plant
piping. Pipes are ASME B31.1 piping, NFPA 54 piping, welding,
assembly & testing. 4. Electrical modifications associated
HTHWGs and pump replacement. Connect new HTHWGs to existing Siemens
controls. 5. Replacement of HTHWG-4 and HTHWG-5 stacks.

6. Installation of primary/secondary hydronic pumping systems
including pumps valves, pipes & Insulation. 7. Commissioning of
the system by MWAA hired commissioning Agent. Installing contractor
of the HTHWG-4 & 5 shall work with the MWAA hired commissioning
Agent to perform the commissioning of the HTHWG-4 and HTHWG-5. 8.
Performance testing of new/modified systems. Startup of system and
confirm system functionality. Calibrate and program the system to
meet the required
functionality. 9. Submitting application for High Temperature Hot
Water Generators or Boilers to VADEQ , Air Quality permit &
Regulators. 10. Training of Authority personnel on new/modified
systems.

- All representatives must wear a face mask.
- All representatives must maintain a six (6) foot social
distancing separation at the site.
