Expression of Interestfor Association with HSCL for Mine Exploration & Drilling work for Coal and

Minerals

HINDUSTAN STEELWORKS CONSTRUCTION LIMITED (HSCL), A Governmentof India Undertaking, Head Office at 5/1, Commissariat Road, Hastings, Kolkata 700 022, invites EOI for Association for Mine Exploration & Drilling work forCoal and Minerals, in various States across India.

Broad Scope of Work : EOI for Mine Exploration & Drilling work for Coal and

Minerals from reputed Companies having substantial exposure in such Sectorwith ownership of adequate number of Drills and Rotary Drilling Rigs and othermachineries required for Mine Exploration & Drilling.

Eligibility Criteria for Pre-Qualification are as below :

a. The agency should have expertise in Mine Exploration & Drilling in India for PSUsand big Corporate Houses and should be presently active in such assignment.

b. The agency should have the experience of undertaking Mine Exploration &Drilling assignments for Coal as well as Minerals like Iron Ore etc, including contractstaken in PSUs.

c. The agency should have undertaken Mine Exploration & Drilling assignmentsduring the last 3 years. Copies of the orders, status of contracts under execution andcompletion certificates with value of work executed are to be submitted.

d. The agency should have completed a minimum of 10,000 meter deep drillingper year during each of the last 3 years.

e. The agency should have a minimum 10 Nos. of deep diamond drills withdrilling rigs of specification BQ (60/36.5), NQ (75.7/47.6) capable of drilling up to aminimum depth of 1000 M. Ownership documents are to be submitted for thesemachines along with outstanding loan status, if any.

f. The agency should have matching number of Pumps for water supply, DGSets, Mud Pumps, Drill rods, Casings, Barrel and Bits etc. - Ownership documentsare to be submitted for these machines.

g. The agency should have an in house geology and geophysical team withownership of a geophysical logging unit.

h. The agency should have the experience of completing GR in coal or mineralafter carrying out Mine Exploration & Drilling.

i. Minimum annual turnover of the agency, exclusively for Mine Exploration &Drilling should be Rs.30 Cr. in each year during the last three years. Audited BalanceSheets and Auditors certificates are to be submitted in support of the statement.

j. The agency should have generated PAT during the last 3 years and aPositive Net Worth.

k. The agency will produce current Solvency Certificate from any Nationalized /Scheduled Bank for a minimum of Rs. 10 Cr.

l. In addition to above, the agency will submit all relevant documents /affidavitabout constitution of the company along with all statutory clearances like PAN andST, VAT, Service Tax, EPF Registration and Valid Labour license etc.

Expression of Interest (EOI) is invited from resourceful, reputed, financially

sound agencies, having expertise and experience in the respective fields asstated above, indicating their interest for association with HSCL. Interestedagencies may submit their detailed EOI addressed to Head (Mktg. & Contract),Hindustan Steelworks Construction Limited, 5/1, Commissariat Road, Hastings,Kolkata 700 022, alongwith all the necessary documents/credentials etc., asmentioned, latest by 05:00 PM on 12.08.2013 in a Sealed envelope

superscribing the envelope with the Name of Work and the due date ofsubmission.

Based on the Credentials submitted by the agencies and suitability of EOI

received, HSCL, solely in its discretion may consider for shortlisting theAgencies. After selection of agencies, HSCL may enter into MOU with one ormore agencies for Joint Co-operation in Bidding and Execution of MineExploration and Drilling arrangements from State and Central PSUs.

EOI Application has to accompany a non-refundable Demand Draft of

Rs.10,000/- (Rupees Ten Thousands only) towards ProcessingFee, to be made in favour of Hindustan Steelworks Construction Limited,Payable at Kolkata without which EOI will summarily rejected.

Shortlisted agencies for the subject work shall not enter into any other Tie-up/

Agreement with any other Organization for taking up similar assignments underthe same Client. The agency shall give an undertaking with regard to the same.

Responsibility Matrix and sharing of revenue will be worked out separately on

case to case basis as per the terms of the MOU to be entered later on with thesuccessful agencies.

Detailed MOU will be formulated by HSCL for acceptance by the shortlisted

agencies.

Separate agreements will be executed for each assignments undertaken

jointly under the purview of the MOU.

Canvassing in any form whether directly or indirectly, in connection with the

submission of EOI is strictly prohibited and the EOIs submitted by the agencieswho resort to canvassing will be liable for rejection.

Only those agencies who are technically and financially capable to take up

similar Job(s), may submit their EOI against the above with the documentsmentioned below. EOIs received from the agencies who do not fulfill the

eligibility requirements as decided by HSCL or does not have the adequateexperience in the particular field of work(s) or does not have the requiredtechnical and financial capabilities / Resources for such job shall be summarilyrejected, without any further information to agencies whatsoever. No claim onany ground in this regard shall be entertained.

EOI received alongwith all the relevant documents as mentioned will be

evaluated by HSCL at its sole discretion and successful short listed agenciesonly will be considered for association for Mine Exploration and Drilling jobs inCoal & Minerals. Hence, the agencies are requested to adhere to submission ofdocuments as per requirements stated above or else their EOI may besummarily rejected.

Agencies are requested to send their application strictly within the Closing datei.e. latest by 05:00 PM on 12.08.2013, in a Sealed envelope

superscribing the envelope with the Name of Work and the due date, which may beevaluated subsequently, for which no interim queries shall be entertained.

HSCL reserves the right to:

a. Accept or reject any or all the applications received, at its own discretion,without assigning any reasons whatsoever. EOIs in which additional conditions putforth by the agencies, shall be summarily rejected.

b. Postpone/change/cancel the above mentioned date, modify the terms andconditions, include new terms and conditions in the interest of the Company, withoutassigning any reasons whatsoever.

c. HSCL in its discretion may also ask for further Clarifications etc. anytime, asand when required.

d. HSCL is at liberty to Cancel the Advt. / Association of the Agency against theabove Notice, anytime without assigning any reason whatsoever for which no claimon any ground shall be entertained.
