EXECUTIVE SUMMARY

The Hinsdale Central School District Board of Education and its adhoc Technology Planning Team present this updated three-year (2007-2009) District Technology Plan to the residents of the District, the Western New York Regional Information Center and the New York State Education Department. It is an updated framework for the integration of technology into the curriculum of the Hinsdale Central School.

This completed plan reflects the input of fifteen individuals, representing four major constituent groups within the District: teachers, administrators, the Board of Education, and community members.

Our Team has created a technology mission statement; a six-part vision of what the successful completion of that mission should look like, and set eleven technology goals for the District. Additionally, each goal is followed by one or more initiatives aimed at acquiring the hardware, software, facilities, staff development and human resources necessary for the achievement of its goals. Finally, the team has produced a series of action plans designed to help carry out those initiatives

The plan concludes with a comprehensive program of monitoring and evaluation that will help us to determine whether or not particular aspects of the plan will need to be revised.

This planning will be critical to the successful integration of technology into our curriculum, leading to greater academic success for our students. As the world moves toward a more information-based, technologically oriented society, Hinsdale is poised to implement state-of-the-art educational technology in the teaching and learning process.

The Team sincerely believes that the beneficiaries of the work they have done to produce this plan will be the present and future students of the Hinsdale School, the Hinsdale community, and all of the other components of the Hinsdale community of learning.

1 PROFILE

1.1 District/Community Demographics Hinsdale Central is a small school district located in rural Western New York State, just north of the City of Olean and about 60 miles south of Buffalo. The district covers 60 square miles within the foothills of the Allegany Mountains. Hinsdale Central serves the Town of Hinsdale and portions of Humphrey, Ischua, Olean and Clarksville. It consists of one K-12 school building which houses less than 600 students, a teaching staff of 49 and an administrative staff of 4. An average graduating class is 35 students and only about half of these students move on to higher education. 1.2 Planning Process Overview and Stakeholder Involvement

The Hinsdale Central School District Technology Planning Team is an adhoc committee of the District Level Team (DLT). The DLT is the recognized shared decision-making body of the District. Its members include representatives of the following constituent groups within the District: teachers, administrators, and community members. Upon being charged with the review and update of our current District Technology Plan, the DLT, with input from the representative organizations of its constituent groups, appointed individuals to serve on the District Technology Planning Team. Those representative organizations are the Parent-Teacher-Student Association, Board of Education, Hinsdale United Teachers Association, and Administrative Council.

2 TECHNOLOGY MISSION AND VISION

2.1 Mission Statement

To ensure that all students are empowered to reach their full potential, the Hinsdale Central School District community of learning will conduct an on-going program to research, plan and implement up-to-date technology in all facets of its educational program.

Therefore, we value:

The Hinsdale Central School District's vision is to develop lifelong learners who value technology, and are skilled in using it in a variety of formats. Specifically, the District believes that:

higher standards and facilitate learners in accessing information, solving problems, developing higher order thinking skills, communicating concepts, and working as team members on multi-disciplinary projects.

• Continued staff development is imperative if technology is to be

effectively used in the teaching/learning process. • Technology education is tailored to individual learning styles,

allowing students to build and develop appropriate frames of reference, knowledge and skills through active participation in complex, meaningful tasks.

3.2 Technology Staff Development

During the past three years of our professional development plan numerous teachers have attended workshops, which have focused on the use and implementation of technology. Some of these trainings have occurred outside the district and in some cases training has taken place in-house. 4 STRATEGIC GOALS

5 TECHNICAL SUPPORT STATEMENT

The District will support its technology infrastructure through the Technology Coordinator and his/her staff from the Regional Information Center (Erie 1 BOCES), outside service vendors, BOCES technology support staff and outside technology consultants. That Technology department will be charged with technology training, managing the network and maintaining the computer infrastructure, and acting as both a member of and in an advisory capacity to the District Technology Team. The Coordinator will manage the staff, related policies, and technology purchased and maintained by the District. The Coordinator will ensure ongoing professional development in the area of technology as well as oversee the installation of networks and related equipment. He/she will ensure all district computer equipment is kept in working condition.

5.1 Current Technology Usage: It is important before looking at the initiatives for HCS technology, to first take a general overview of what we have in place in terms of technology that students; faculty/staff and administration have access to. All workstations have the capability of Internet access through our T1 telephone system. 5.2 Centralization of Student Records and Inventory:

CSRI is a high priority for this plan. In order to obtain this goal it is imperative that we utilize our existing hardware, software and other equipment to implement our inventory control methods. In addition, we will seek out and make use of existing capabilities of data warehousing and mining. Of equal priority is the integration of a standard ID system, so the student records, borrowers’ records, and the cafeteria are on one system. Standardization of software throughout the school will promote more efficient communication and productivity. 5.3 Upgrades and Maintenance

First, our network operating system will continually need to be updated while utilizing our T1 phone service. As this initiative occurs, ongoing maintenance and upgrades of hardware will also need to occur. Second, adequate support staff for hardware and software problem solving is also a high priority. As we increase our technological capabilities support staff and support programs are key. Third, appropriate staff development will be needed to train staff on newly acquired software. Fourth, standardized communication and productivity software will be utilized.

5. 4 Technology Staff Development:

The Hinsdale Central School District has a standing Professional Development Committee and a working professional development plan to ensure that as technology arrives in classrooms, staff will be knowledgeable in its use. The school district strives to maximize professional growth of its staff, in order to help students reach their potential. Accordingly, the district will

• Provide opportunities for staff at all levels to learn about new technologies that will enhance their job performance;

• Create an environment where staff can try new technologies, with

the end goal of seeing which will be useful enough to integrate in the curriculum;

• Utilize the District Technology Committee, Technology Coordinator,

and other members of the school community to keep technology at the forefront of discussions about curriculum and instruction;

• Develop in-district technology training programs for classroom

instructors and other district employees in order to increase their knowledge and comfort with use of technological resources such as

the internet and appropriate software packages within their classrooms;

• Provide opportunities for staff to travel out of the district to receive

technology training and monitor other districts’ use of technologies within their curricula;

• Provide enough computers so that curricular use of technology is

not hampered by opportunities for physical access to equipment and network resources;

• Continue to monitor and make instructors aware of new Internet resources and distance learning programs which can be used by students to enhance their higher-order research skills and learning in subject-specific activities; and

• Model distance-learning strategies for teachers and support staff,

enabling the integration of telecommunications to enhance curriculum and instruction.

In most of the goals that we have for technology, an important initiative is training. It will be imperative that appropriate staff and personnel be trained to maintain skills and knowledge in their respective areas of technology.

7 PLAN MONITORING, EVALUATION AND REVISION:

The District Level Team (DLT) will review the District Technology Plan yearly during one of its regularly scheduled monthly meetings. When the plan needs to be revised an Action Level Team (ALT) will be established to address specific needs. This ALT will include key members of the current Technology Committee. As goals and objectives are met the ALT will make the needed adjustments. Communications and updates to the staff, involving the District Technology Plan, will be shared during monthly faculty meetings and when appropriate information will be included in the monthly school newsletter. Specific items from the technology plan, which involve the community, will be shared using this means of communication.

Hinsdale Central School District is able to grant your child access to a very powerful computer network called Internet. With this technological and educational opportunity also comes responsibility. It is important that you and your son/daughter read the ethics code and discuss it together. It is extremely important that the rules are followed.

This network allows the user to contact computer systems across the city, state, country, and around the world. The Internet user has the ability to share information, do research projects, and communicate with others. These capabilities can add a very exciting dimension to your child’s educational experiences. Unfortunately, there may be items on the Internet, which may contain defamatory, inaccurate, abusive, racially offensive, illegal, or adult oriented material. We want to assure you that the Board of Education, Administration and Staff do not condone the use of such materials, and do not permit usage of such materials in the school environment. Your child’s activities on the Internet will be monitored by the teacher while in school. However, if you have a computer and modem at home, you should be aware that your child might access inappropriate materials through the Internet. Also, the cost of accessing Internet from your home may be more than the normal telephone charge, depending upon your location.

Any discovered instances of inappropriate usage will result in immediate suspension of computer privileges for the offender. Parent notification of such suspension will also be provided, along with the length of the suspension.

Your permission is required for your child’s opportunity to use the Internet while at school. Please check the permission granted portion of the consent form attached. If you have any objection to your child’s opportunity to use the Internet, please check the denial section of the consent form. In either case, we will respect your wishes in this matter. Please return the form to the Hinsdale Central School Writing Lab.

COMMUNICATION SYSTEMS

Misuse is defined as any unauthorized reproduction and/or distribution of Hinsdale Central School District licensed software. The District, or anyone employed by or enrolled in the District, does not have the right, unless authorized by the software developer; to reproduce any software licensed from that developer. Furthermore, the use of Hinsdale Central School District’s software and electronic communications devices, or systems, is restricted to appropriate educational purposes. Abuse is defined as any unauthorized physical alteration or intentional damage to any software or electronic communications system owned or rented by Hinsdale Central School District. Such damage includes, but is not limited to, theft or mistreatment of computer input, processing and output devices and corruption of program and data files accessible through such systems. Any student in the Hinsdale Central School District who is aware of any misuse or abuse of any software or electronic communication system shall notify his/her teacher or building principal. (The building principal will immediately suspend the computer privileges of any student found violating the District policy.) Any employee in the Hinsdale Central School District who is aware of any misuse or abuse of any software or electronic communication system owned or rented by the District shall notify the building principal. COMPUTER USER CODE OF ETHICS Computer use policies safeguard the rights and privileges of all users. With this technological opportunity comes responsibility. Be aware that the code of ethics listed below applies to all computer users in the Hinsdale Central School District, who must understand and agree to the following: 1. It is the user’s responsibility to avoid abusive conduct which would include, but not be limited to, the altering of system software, placing of unlawful information, computer viruses, or harmful programs on or through the system, in either public or private files or messages. 2. The school’s computer system may not be used to obtain, view download, or otherwise gain access to materials, which are unlawful, objectionable, or otherwise unacceptable in an educational setting. 3. Only software owned by the Hinsdale Central School District will be used on the workstations and System (WAN). 4. STATEMENT OF CONFIDENTIALITY:

As a user of computer applications through Erie 1 BOCES and Hinsdale Central School, I agree not to: 1. Violate the property rights and copyrights in data and computer programs. 2. Intentionally or neglectfully destroy or damage other users’ data or programs. 3. Obtain unauthorized access to and use of an account, and the network facilities, or

use of such facilities for purposes other than those intended. 4. Obtain unauthorized access to and use of an account, and the network facilities,

for personal or private gain. 5. Read or use private files/data without proper authorization. 6. Divulge the contents of any database holding personnel and confidential

information related to children, parents, or school business operations. 7. Attempt, without authorization, to modify computer hardware or system software. 8. Use the network for slanderous, abusive, intimidating, or otherwise offensive

messages. 9. Use the network to send unsolicited, non-educationally related messages which

are inoffensive, but which consume system resources. 10. Fraudulently use another person’s name to send or receive messages. Your school district contracts with the WNYRIC for computer services and therefore designates the RIC as the custodian for confidential data. As custodian, the WNYRIC Network Security Officer will suspend a USER ID and PASSWORD immediately upon detection of any violation of this statement of confidentiality. If the violation affects only local district data or computer resources, the details of the violation will be sent to the local School District Superintendent for disposition. If the violation is of a universal nature, affecting the productivity and security of users from other school districts, the USER ID and PASSWORD will be suspended permanently. Summary of Surveys Three surveys were utilized to assess the current and future views on technology within Hinsdale Central School District. The student surveys showed that a majority of our students have access to PC-based computers outside of the school and that they feel technology is utilized within the classroom. In fact, most students felt that technology is not used enough in the classroom. Comments included: “ you can learn with the computer” and “we don’t really use them” from the younger students. The older students wrote in, “depends on the class”, “we usually don’t use computers in the classroom”, and “all we do is look stuff up on the computer”. A majority of students from all grades indicated that they would like to see computer technology used more and that using it makes work less difficult for them. Students also said that it motivated them to learn and that they feel comfortable using it to learning. When asked about specific software and equipment, students indicated that they were comfortable with the commonly used software such as Microsoft Office, e-mail and internet usage, digital cameras, laptops, and scanners. Newer technologies such as using palm pilots, designing web pages, smart boards and LCD projectors seemed to be technologies that the students did not feel prepared to use. When asked about what they would like to see in the classroom of the future, a range of answers was reported. The younger students mostly wanted “all sorts of technology”, namely DVD usage and “laptops/computers for all”. Many wanted the use of PDAs’ and were looking for computers to replace books. Some, however, gave answers that are just not possible such as flying desks and chairs and warp rooms. Surprisingly, the older students wants were very similar to the younger students. Many students wanted computers or laptops for all students, the ability to take notes on the computer and use of more technology in every area. The community indicated that most of them not only owned a personal computer, but also use it and see many advantages of having it at home. Most community members have never used the school’s computers, but a considerable amount said they would use the school’s facilities. A large contingent has access to the internet and e-mail. Almost all indicated that they feel computer knowledge is a necessity in today’s workforce and many would like training on computer software. Most of the people surveyed have students in the school and feel that the school is providing adequate training in basic computer skills. Many community members feel that training and computer knowledge is very important and should be implemented at all levels. The staff was also surveyed. They were first asked about their knowledge on various pieces of technology. Almost all indicated they have adequate knowledge in Word. Most feel comfortable with Powerpoint, digital cameras, laptops, e-mail, and internet usage. The results were split for Excel, DLL, DVD, LCD projectors, and scanners. Many indicated that they need more knowledge using smartboards, PDAs’ and web page creation. Many reported that technology makes work less difficult for them, is a motivator, and feel comfortable

using and bringing technology into the classroom. Most currently use the internet, about 20% use Powerpoint, Word, e-mail, and the computer in general. Access, calculators, DVD, graphing calculators, televisions, tape recorders, overhead projectors, cd-roms, Elmo projectors, and LCD projectors are among the other items that a few of the staff reported using. Looking toward the future, 20%-25% of the staff would like to use computer voice technology and virtual learning in their classroom and would like to see more wiring drops or wireless technology used. As far as accessibility, most of staff would like accessibility from home via pc or PDA.
