• Revive our cities• Lower our cost of living• Protect our environment• Preserve our farms and forests• Provide more secure, neighborly communities• Provide equal opportunities for all our children
1%• Pennsylvania emits approximately 1% of the
World’s Greenhouse Gases• PA is the 3rd largest US emitter of CO2
• TX: 670 MMT• CA: 389 MMT• PA: 271 MMT
• PA is 21st in Per Capita GHG Emissions• US Average: 20 MTCO2e• PA: 22 MTCO2e• WY: 125 MTCO2e
Pennsylvania GHG Emissions (2000)
Electricity Production (38.4%)
RCI (31.3%)
Fossil Fuel Industry (3.3%)
Transportation (23%)
Waste Management (1.8%) Agriculture (2.2%)
Primary Sources of GHG Emissions in PA1. Electricity Production (38%)
• Buildings (RCI) are the primary consumer ofelectricity (~90 %)
2. Residential / Commercial / Industrial (31%)• Construction + On-site fuel use (coal, natural gas, oil
and wood)
Total Building Emissions (RCI):~65%
3. Transportation (23%)• Vehicle Miles Traveled (VMT) is the fastest growing
source of CO2 emissions in PA
(Green) Building Considerations
• 10% of building costs inconstruction, 90% in O&M
• Consider long term costsin design (LCC / LCA)
• Additional “green” costs, ifany, may be offset inenergy / material savingsand increased productivity
• Best green building = theone not built
Green For Le$$ Strategies• “Going Green” Early Costs Less• Optimize Building & Land Recycling• Action-Oriented Benchmarking• Avoid Over-design and Over-sizing• Use Fully Integrated Design Process• Optimization of all Systems and Materials• Use Computer Modeling to Validate Optimization• No Line by Line “Value Engineering”• Apply “Cost Trade Off” Principles• Careful (EXPERIENCED) A/E, Contractor & CM Selection• Engage Specialty Consultants• EPP (Environmentally Preferred Purchasing)• Energy + Environmental Performance Contracting• ENERGYSTAR Rating + LEED EBOM Certification
Approaches for Conservation,Efficiency and Renewables
• High Performance Green BuildingSpecifications (Design & Lease)
• Energy Services COntracting (GESA)• Alternative Energy Portfolio Standard• HPGSPG + PDE Additional Reimbursement• Act 1: Energy Independence Strategy• ARRA (Recovery Act)• Act 129: EDC EC, EE & DSM Programs• Pending Legislation & Programs

Guides, Implementation Plans)
RCSOB LEED-EBOM Gold (56+ / 85)
• EnergyStar: From 46 to 85+• Guaranteed $ Saving:
$400,000+ (per year)• 3,960,000 kWh / yr Electricity• 1,000,000 gal / yr H2O• 9,900,000 # Steam
– (Offset with +9,100 MCF)• ECMs: Lighting, EMS, Gas
Boilers, Chiller Upgrades,Window Film
Governor’s Residence LEED-EBOM Gold (54+ / 85)
• EnergyStar: TBD(Goal to be Rated ~75)
• Guaranteed $ Saving:$51,000+ (per year)
• 670,000 kWh / yr• ECMs: EMS, GSHP,
Lighting, Humidification,Kitchen Equipment, BuildingEnvelope
(AEPS) Alternative EnergyPortfolio Standard
• Allows “Net Metering”– Act 213 of 2004 “wholesale” » Act 35 of 2007 “full retail value”– Act 213 of 2004 “monthly true-up” » Act 35 of 2007 “annual
basis”– Established GATS (Generation Attribute Tracking System)
• 1 Credit = 1MWh
• Requires 18% AE purchase / generation from EDCs in 15Years– Tier 1 = 8% (Renewables, Fuel Cells + Coal Mine Methane)
• 0.5% solar share (~850 MW, Currently less than 2 MW inPA)
– Tier 2 = 10% (Waste Coal, IGCC, Distributed Generation,Waste to Energy, Large Scale Hydro, Biomass from Wood andPulping Processes)
HPGSPG + PDE AdditionalReimbursements
• Buildings– LEED for Schools / Green Certification Incentives
• Funding Opportunities– HPGSPG: Over $500k, 21 Schools, LEED Silver
(min.)– Up to 10% Additional Reimbursement
• Sustainability Curriculum / POS• Education and Outreach
