Introduction

Historical property records are valuable for a number of uses.

• Environmental site assessments. A “Phase 1 Environmental Site Assessment” looks at historical records to help determine the possibility or likelihood of chemical contamination. These environmental site assessments are now typically used in all real estate transfers.

• Historical research. Historians, academics, other professionals, and interested citizens may

find historical records useful for a variety of purposes. Examples include preparing an application for a property’s or neighborhood’s inclusion on the National Register of Historic Places or its counterpart in Kansas City, the Kansas City Register of Historic Places, academic theses or research, genealogical research, and real estate law suits.

Four types of primary historical records documented in this publication can be useful in such research:

1. City Directories, including the Polk and Cole Directories 2. Atlases, including Sanborn, Hopkins, Tuttle & Pike’s, and Tuttle-Ayers-Woodward 3. Aerial photographs 4. USGS 7.5 Minute Quadrangle Maps

Additional historical records and documents are available in the Landmarks Commission, on the 26th floor of City Hall, and also in the Kansas City Public Library, 14 W. 10th St.

This publication presents information on each of these four types of resources, including details of the resource and how an interested person can access the information.

• Part I contains an overview of these types of resources, including a general description of the information available in each.

• Part II contains detailed fact sheets on each specific resource, including illustrations of the

specific information, the years covered, and where the resource is located. Appendix A shows the locations of the files and cabinets where various aerial photographs are stored, while Appendix B shows the location of the electronic versions of these resources. Part I General Description of Resources

Part I contains an overview of these groups of resources available in City Hall:

• City Directories – Cole and Polk Directories • Atlases – the Sanborn Atlas (also known as Sanborn Fire Insurance Maps), Hopkins

Atlas, Tuttle and Pike’s Atlas, and Tuttle-Ayers-Woodward Atlas • Aerial Photographs – the City of Kansas City, MO has many years of aerial

photographs starting in the year 1922

• USGS 7.5 Minute Quadrangle Maps -- produced by the United States Geological Survey (USGS)

A general description of each of these resources is included. Part II then contains fact sheets with details on each of these sources.

City Directories

The Polk and Cole Directories are both useful in historical research. Both have a long history of development in the nation, and both have been published in the Kansas City metropolitan area for many decades as aids to advertising and marketing. Both vendors endeavor to construct a complete list of all residential and business addresses, the names associated with the addresses, and the phone numbers. Both include a sub-directory with telephone numbers arranged in numerical sequence. Both produce tabulations of summary demographic characteristics of geographic sub units. On the surface, the content of these directories might appear to be very similar to the variety of telephone books which are provided by multiple vendors at no cost to the user. There are, however, great legal differences between phone books and the directories. Some years ago, the courts held that it is legal to build a computerized database of the contents of the phone book because the content is considered public domain. Numerous entities have done so, and continue to do so, on an annual basis. Various versions of a national coverage are available on CDROM. Internet search engines offering to find people and phone numbers depend upon these same sources. The Cole and Polk directories, on the other hand, are not public domain documents. They are rigidly protected by copyright. Legally, the user does not buy the content of the directory, but leases the content. Under the terms of the lease, lessees are not permitted to build their own data base from the information, or even copy pages for business use. Computerized versions of both Cole and Polk directories are now available on CDROM to aid purchasers or subscribers with analysis and to assist with the production of mailing labels for customized mailings. The City Planning and Development Department has a relatively complete set of city directories from 1960 forward. Some years the department acquired Cole, and some years, Polk. In a few years, both were acquired. In 2004, all directory volumes in the department’s possession were gathered at one location and inventoried. A few duplicate volumes were given to Codes Administration and the remainder discarded. The volumes retained are available for reference in the map archive room on the 14th floor of City Hall. In October 2004, the City Planning and Development Department published a report titled, An Inventory of City Directory Reference Volumes Available in the City Planning and Development Department Library And an Overview of the Contents of Available R.L. Polk and Cole Directories, 1949-2003. That publication provides more detail on the history and contents of city directories. For historic research, the Polk and Cole directories may be particularly valuable for determining the occupant of a property (resident or business), the name, and the duration or years at that location. Each directory now has a web page and current information is available digitally. However, the directories of interest for historical research consist of very thick volumes published on newsprint in very modest type sizes.

Each directory has its own unique perspective of what is the most valuable organizational style for the content. For example, the spatial units used by each vendor to organize data are different. POLK CITY DIRECTORY The Polk City Directory is produced by the R.L. Polk & Co., and is now labeled, “Polk, Multi-Dimensional Intelligence.” Web pages are www.polk.com and www.citydirectory.com. In addition to the street address sequence, only Polk contains an alphabetical listing of residents and firms. And only Polk has a sub-directory of businesses classified by type. The geographic units used for the demographic profiles are zip codes sub-classified by postal carrier route. This yields 310 spatial units in the Kansas City area. Polk offers 28 variables in their demographic summary. The fact sheet in Part II provides an image of a typical page, showing the organization and content of the data provided. COLE DIRECTORY The Cole Directory is now produced by Cole Information Services, a division of Experian, which is headquartered in Lincoln, NE. The web page is www.experian.com. Only Cole contains an integrated list of residents and firms in street address sequence. For the city planner, Cole has the advantage of assigning and tabulating listings by census tract. However, the 2004 Directory was still using 1990 census tracts. In the demographic summary, Cole Directory offers 14 variables for 395 census tracts in the metropolitan area. The fact sheet in Part II illustrates the organization and type of data available through this source. OTHER SOURCES OF DIRECTORIES The Kansas City Public Library has a variety of directories available in their Local and Regional History Collection, part of the Missouri Valley Special Collections on the fifth floor of the Central Library, 14 W. 10th St. in downtown Kansas City (phone 816.701.3427.) In particular, copies of City Directories are available on microfilm from as early as 1860. These were forerunners of phone books, and have extensive listings (no maps) of persons, businesses, street listings, and advertisers. .

Atlases

The City has copies of the Sanborn Atlas and the Tuttle-Ayers-Woodward Atlas. These two atlases show some of the same information, while each has a distinct purpose and therefore contains unique information. SANBORN ATLAS The Sanborn Atlas Company began in the late 1860s, and produced for the next 100 years detailed maps of urban areas. These maps are often called “Fire Insurance maps” because they were produced for insurance companies. Sanborn maps are large scale street plans (often at a scale of 1 inch = 50 feet) showing:

• Street name and width • Sidewalk width • Water line locations and sizes • Detailed information about buildings, such as:

o Buildings scale – size and number of stories o Notes and color-coded information indicate type of construction material, location

of windows and doors, and building use o Notes usually show the type of use of a building, which may include the type of

manufacturing o For large manufacturing or commercial buildings, the drawing will often note the

use for each individual room

These maps are heavily used in both public and academic libraries by a wide range of researchers. The fact sheets in Part II include some examples of pages and also the legend illustrating the detailed information available with this resource. The Sanborn Atlases are large heavy books (approximately 24 inches by 36”) with 50 – 100 pages of heavy paperboard. As new surveys of areas were done, paper sheets were pasted over the old blocks, so Atlas volumes typically cover many years rather than a single point in time. Because of the unique nature of these atlas volumes, very few existed for any particular city. Current Location: City Archives The City’s volumes of the Sanborn Atlas were available and used for many years in the City Planning and Development Department. In 2000, they were archived with Records Management, a part of the Finance Department, located on the sixth floor of City Hall. Black and white pictures were taken of the pages and put on three rolls of 35mm microfilm. There are slightly over 1400 images (pages of the Sanborn Atlas.)

The Records Manager as of this writing, Charles Reese, reports that the original volumes are packaged for preservation and stored offsite in an underground cave on 63rd St. They are shrink-wrapped and stored in special archival boxes to preserve them. The 35mm microfilm roll is also stored offsite, to preserve it, but is available by request in the Records Management Office, where there is a microfilm reader. If inquiries from City staff or the general public are made to the office, the Records Management staff will first give the microfilm to the individual to try to answer the question. If the question is not answered with that resource, the original volumes might be retrieved through the procedures established in that office. A key part of preserving the Atlas volumes is not handling them, so the person requesting to use them would need to present a justification. Mr. Reese reports that if the demand and use of the microfilm becomes extensive, he would make a copy of the microfilm so that record would not be damaged through excess use. Information from Records Management shows that the City’s set of Atlases is in 14 books.1 The dates listed on the Records Transfer List show Volume 1 starting in 1909 with updates through 1931. Volume 6 lists a date of 1917, with updates through September 1963. In 2006, there has been some discussion with the Records Management and City Planning & Development Department staff about converting the microfilm images to digital (pdf) format and putting them on-line for staff use. As of this writing, the funds to accomplish this task have not been budgeted. Because the City’s Sanborn Atlas volumes are in archival storage, this source is the least readily available of the various resources listed in this inventory. Phase 1 environmental site assessments generally require a review of records that are readily available, and the Sanborn Atlases in the possession of the City are not readily available in their original form (in color). However, black and white copies can be made from the microfilm in City Hall. Other Sources For Sanborn Atlas The Kansas City Public Library has a set of Sanborn Atlases starting for the year 1895, with updates (paper paste-overs) through 1969. The volumes are readily available on microfilm (black and white), while the large volumes, in color on a heavy paperboard, are available upon special request. The Atlas is also available in a black and white version on a computer terminal in the library. All of these resources are in the Missouri Valley Special Collections Room on the fifth floor of the Central Library, 14 W. 10th St., in downtown Kansas City. For a small fee, one can make a print of a portion of the Atlas page (letter-size paper compared to the 24” x 36” Atlas page size). Or one may download the page digitally on a memory device (personal “flash drive” in the computer’s USB port), or email the page via a computer at the library. Librarians are available to help users. (Note: The Library also has Sanborn Atlas volumes on microfilm for many other cities in Missouri, and also for portions of Kansas.) Basic information about the library’s Sanborn Atlas collection and volumes, including the dates and updates of volumes available, is available at this URL for the Kansas City Public Library:

Once logged in on the computer, one chooses the state, city, and date of interest. Once a page is up on the computer screen, one can zoom in to a particular block or property and navigate around the page. The Sanborn Atlas is copyrighted, but is viewable online. Businesses that use Sanborn maps frequently, e.g., environmental and engineering firms that do environmental site analyses on a regular basis, subscribe with the current owner of the Sanborn Atlases: Environmental Data Resources, Inc., which is located in Connecticut. For information, see: http://www.edrnet.com/reports/historical.html HOPKINS ATLAS The Hopkins Atlas is available in City Hall for Kansas City in the years 1886 and 1891. This atlas was published by the G.M. Hopkins Company in Philadelphia. It is subtitled, “Complete set of Surveys and Plats of Properties of Kansas City, MO” and aims to show subdivisions, including streets and property lines. It also shows buildings, color-coded for type of construction, along with sewers and hydrants. These atlas volumes are located in the City’s Landmark Commission Offices, on the 26th floor of City Hall. The fact sheet in Part II provide details, including the area covered and scale of atlas pages. TUTTLE & PIKE’S ATLAS The Landmarks Commission also has a volume titled, Tuttle and Pike’s Atlas of Kansas City and Vicinity, Edition of 1907. It also shows property lines and buildings color-coded. The fact sheet in Part II provide details, such as the area covered and scale of atlas pages. TUTTLE-AYRES-WOODWARD ATLAS This atlas was published by the Tuttle-Ayers-Woodward Company of Kansas City. This surveying and city planning firm published the atlas to show buildings, streets and other infrastructure constructed in the KC region. The atlas shows, for the city as of 1925 (approximately Missouri River south to 77th St., from the State Line east to Skiles Street):

• Subdivisions including lot lines and easements • Ownership of large (unsubdivided) plots • Streets, alleys, boulevards, and highways

• Buildings including number of stories and type of construction (frame, brick, or concrete) • House numbers (addresses) • Sewers and parks • Paved highways in the five-county area (Jackson, Platte, Clay, Wyandotte, and Johnson)

Outside the city, the atlas shows subdivisions for some communities near KCMO, including Sugar Creek, Independence, North Kansas City, Kansas City Kansas, and Northern Johnson County. For the remainder of Clay, Platte, Jackson, Wyandotte, and Johnson Counties, the atlas shows paved highways and the Public Land Survey System.

In 1922

Aerial Photographs

In 1922, photographs of Kansas City were taken from aircraft with what was then a new technology developed in World War I: aerial photography. These were simply reconnaissance photographs taken from the air at an elevation of about 11,000 feet. The images include distortion at the edges of the photograph, i.e., the images do not fit together at the edges and they are not a consistent scale throughout the image of the photograph. Many images overlap to cover the whole area being photographed. These images have some utility for locating structures and development. In the early 1940s, aerial photographs were taken of portions of the city. Aerial photographs were taken more regularly after WWII, starting in 1947. During the 1960s, the City began making regular flights to produce low-cost unrectified stereoscopic aerial photographs. This practice continued on a regular basis through the year 2000. Unrectified photographs are not adjusted for curvature of the earth, so they are not to scale over the whole image, i.e., there is distortion at the edges and they do not provide an accurate image over the whole page. With emerging GIS technology in 1990, the need existed to acquire higher cost rectified aerial photography. Aerial missions were flown at a lower altitude, e.g., 3,000 feet, and the photographs were rectified using monumentation. Survey monument points were established, and these known points were used to adjust the aerial photographs based on a computerized terrain model.1 Rectified aerial photographs, properly called “orthophotography,” became available to the City in 1990. Aerial missions are now flown regularly and orthophotographs produced in a joint effort with the Mid-America Regional Council (MARC). These photographs are input for planimetric map maintenance. Orthophotographs of the city, showing true distances and sizes (within specified tolerances, e.g., plus or minus five feet), are now available digitally. Recent orthophotographs (within the past two years) of the entire city are available to the general public and City staff with the internet mapping capability on the City’s web page: www.kcmo.org -> Maps -> Online Mapping. These digital photographs have 6” pixels and an accuracy of plus-or minus one foot. Unrectified aerial photographs are, as of this writing, available in City Hall in two locations:

• City Planning and Development Department, Citywide Planning Division, 14th Floor. The

Citywide Planning Division has been the portion of the City Planning and Development

Department responsible for mapping and data. As part of this responsibility, multiple sets of aerial photographs have been collected.

• Duplicating, a division of the Finance Department, on the 7th Floor. The City Planning and

Development Department aerial photographs were transferred to the Duplicating Office as a convenience for users wanting to reproduce the images. (Note, however, that as of this writing, the City is in the process of outsourcing the duplicating function, and the future location of the photographs and maps is not known. The City is investigating how to make copies of these materials available to the public.)

The City Planning and Development Department is in the process of scanning the aerial photographs now in Duplicating and putting them on CDs. These CDs will be stored in the cabinet with other CDs in the Citywide Planning Division on the 14th floor of City Hall.

Following is basic information about the products currently available at these locations. 1922 AERIAL PHOTOGRAPHS In 1922, the City of Kansas City consisted of 58 square miles. All of the land area lay south of the Missouri River. The area photographed during the 1922 photo mission extends from the Missouri River south to present-day 85th St. and from the State Line east to approximately the current location of I-435. The prints that are available are approximately 11” x 15” images on 14” x 18” sheets, and the scale of the prints is approximately 1” = 440’. The complete set is 768 pages, however, some pages in the volumes are missing. Due to overlap, the area can be covered in 147 distinct pages, as shown on the fact sheet for the 1922 aerial photographs. These prints are bound in seven volumes and stored in cabinets. They are located in the Landmarks Commission’s office, on the 26th floor. The bindings are in poor condition, though the aerials themselves are in good to fair condition. In 2003, these aerials were digitally scanned in a .tif format at 600 dots per inch (DPI) and placed on 19 compact disks (CDs). The total size of all of these digital files is approximately 8.3 gigabytes. A 20-page index for cross referencing the aerials and the files on CD was created and is kept by Citywide Planning staff in a CD storage cabinet on the 14th floor. 1940s THROUGH 1963 AERIAL PHOTOGRAPHS Photo missions were flown and aerial photographs created for portions of the city in 1940, 1941, and 1945. These are large prints (approximately 40” square). In April 1947, an aerial mission was flown and produced a set of photographs covering the area that extends from approximately Barry Road in the Northland south to approximately Bannister Rd., and from approximately the state line east to Raytown, including areas east of present-day I-435. Over the next 16 years, the City made it a practice to obtain aerial photographs in conjunction with annexations. From 1947 through 1963, there were 10 separate annexations with the City’s land

area growing more than five-fold, from 58 square miles (1909 boundaries) to over 316 square miles, very nearly the current boundaries. As a result of this practice, unrectified aerial photographs are available for portions of the present-day city for 1951, 1952, 1953, 1955, 1956, and 1958. Missions were also flown over small parts of the city in 1962 and 1963. For all these years, the photographs are small (approximately 10” square) contact prints. All of these aerial photographs are located in the Citywide Planning Division, 14th floor (see Part II for details of locations). 1964 – 2000 AERIAL PHOTOGRAPHS Aerial photographs starting for the year 1964 are available (as of now, in Duplicating) on mylar sheets that can be scanned and then printed on an inkjet plotter to produce a paper copy. The plotter currently available can create sheets up to 36 inches wide, e.g., a print could be 24” x 36” or 36” x 48”. The mylar sheets are screened so they can be used on a blue print (diazo) machine, a machine commonly used in the past by architects and others to create blue prints or blue-line prints. Duplicating no longer uses its blue-print machine for making copies. The size and boundaries of Kansas City (now about 318 square miles) has not changed significantly since 1964, so starting that year and in subsequent sets of aerial photographs, the current extent of the city is depicted. Starting in 1967, taking aerial photographs of the entire city was a regular occurrence. Missions were flown in 1967, ’69, ‘73, ’75, and ’78. Starting in 1980, sets of aerial photographs were created every five years, i.e., 1980, ’85, ’90, ’95 and 2000. All of these unrectified aerial photographs are reproducible mylars available in Duplicating. (As noted above, p. 12, reorganization and outsourcing make it impossible to say, as of this writing, where these mylars will end up being located. The digital copies will be available on CDs in the City Planning and Development Department, Citywide Planning.) A set of paper prints of the 1964 aerial photographs is available in the City Planning and Development Department, Citywide Planning Division, at a scale of 1” = 200’ (1:2400). Paper prints for other years are available in Citywide Planning as listed on the fact sheets in part II. Three Indices for 1964 – 2000 Aerial Photographs The 1964 aerial photographs are at a scale of one inch equals 200 feet (1” = 200’). Over 400 sheets are needed to cover the city. A small part of the land outside the city is also shown. Maps showing the numbered sheets (an index) accompanies the fact sheet in Part II for these aerials (pp. 42-3). For succeeding years, each sheet is at a scale of 1” = 400’ and a different index had to be created.. At this scale, each sheet covers four square miles and, because of overlap of the sheets, over 130 sheets are needed to cover the entire city

• A map index showing the numbered sheets for aerials from 1967 through 1978 follows the fact sheet for the 1964-2000 aerials (p. 46). This is referred to as the “old index.”

• A “new” indexing system was created for the 1980 and subsequent photographs, to concur with MARC’s metropolitan indexing system. An index showing the numbered sheets is with the 1964-2000 fact sheet in Part II (p. 54).

These three indices, shown in Table 1 below, are available in Duplicating with a grid and numbering system to help the interested person determine which sheet(s) he or she wants. Staff will take an order and prepare the print, i.e., there is no “self-service”. All prints are black and white and the cost is currently one dollar per square foot of print ($1/sq. ft.). This cost applies to City employees, City departments, and members of the public. (Note: these policies and procedures may change under new management, as noted above.)

Color orthophotographs from 2002, 2004, and 2006 were acquired by the City. For these years, orthophotographs of the entire region are available at either the City or Mid-America Regional Council. The color orthophotography available online to the general public and also to City staff on desktop computers is (as of this writing) from 2006. FACT SHEETS PROVIDE DETAILS The fact sheets in Part II show the areas covered on all these sets of aerial photographs or orthophotographs, along with details of where these resources are stored and how they can be accessed.

USGS 7.5 Minute Quadrangle Maps The United States Geological Survey (USGS) produces accurate maps depicting information that can be useful for historical research. Maps in the “7.5 minute series” depict 7.5 minutes of latitude and longitude at a scale of 1” = 2000’ (1:24000) on sheets measuring 22” x 29”. These maps include features such as:

• Topography (10 foot contours) • Roads (US and state highways, heavy-duty, medium-duty, light-duty, and dirt) • Water features (lakes, streams, rivers, wetlands) • Buildings (as black rectangles)

The City Planning and Development Department has a set of USGS 7.5 Minute Quadrangle maps for various years and various parts of the region, as listed in the fact sheet in part II.
