Holland focuses on Filipino seafarers

“All the positions in the Dutch ships are open now for the Filipino crew, ex-cept for the Captain,” declared Erwin Meijnders, Deputy Head of Division for Maritime Transport of the Ministry of Transport, Public Works and Water Management of the Netherlands.

On June 7, Meijnders, for the second time, was in the Philippines for the first meeting of the joint Committee on Mari-time Affairs between the Philippines and the Netherlands. He met with, among others, Atty. Oscar Sevilla, Administrator of Maritime Industry Authority (MARI-NA). Parola interviewed Meijnders after his Philippine trip.

Presently, both countries are fine-tuning for its eventual signing, the agreement dubbed as Undertak-ing between the Republic of the Philippines and the Kingdom of the Netherlands of the Recognition of Certificates under Regulation 1/10 of the STCW Convention.

When asked what’s precisely in this agreement for the Filipino seafarers, Meijnders said, “The entrance of the Filipino seafarers to the Dutch market is facilitated in a way that it’s much easier for them, when they have the right diplomas, when they have the right endorsements, to get on to the

The Philippines leads all countries in the world on the most number of natural disasters, according to a Eu-rope-based organization.

According to the Center for Re-search on the Epidemiology of Disasters (CRED) based in Brussels, Belgium, the Philippines has a record of 120 disasters since 1985, causing a total of 20,000 deaths.

Data from CRED received by STOP DEATH, the disaster management arm of the Department of Health, said China and Japan were ranked second and third, respectively.

Dr. Carmencita Banatin, STOP DEATH program director, said ty-phoons account for 60 percent of the casualties.

The country is beset with an aver-age of 19 typhoons every year, mostly from July to December, causing flash floods that affect both lowlands and mountainous regions. Severe flood-ing is regularly experienced in Central Luzon, Cagayan Valley, Caraga, Cota-bato Valley, Bicol Region and Western Visayas.

Other disasters that have struck the country are earthquakes, vol-canic eruptions, ship sinkings, plane crashes, and even the red tide phe-nomenon. Five of 17 active volcanoes in the country have erupted in the last 25 years. (Phil. Star, July 2000)

Slowly, slowly Parola is getting back on track. It’s thinner this issue but it’s here.Last issue I mentioned how busy we were looking for funds to continue with Parola. And yes, we have received a

We have some good news. We like to thank the ITF Seafarers’ Trust for approving to fund Parola in the coming one and a half years. Actually, it’s not this particular Parola but the changes that will happen to Parola in the coming years.

What are these changes? I won’t bore you with the details but for one we have to work on the sustainability of Parola. This means that Parola has to find ways how to survive on its own after this project with the ITF Seafarers’ Trust.

Also, Parola will be evaluated by you, its readers. It has been existing for more than 16 years and no evaluation has ever been done. We in Parola and PSAP are looking forward to your cooperation with this one.

And this is what the Agreement between the governments of the Phil-ippines and the Netherlands is all about, according to Meijnders.Why the need for the Filipino sea-

farers?The Dutch government and the

Dutch ship owners recognize the fact that the Dutch officers are graying and the number of young officers to take over their positions is far from enough. A solution has to be found before the problem of lack of Dutch officers to run the Dutch fleet becomes more serious. One definite solution identi-fied is to employ officers from other nationalities.

The Ministry had a discussion with Dutch ship owners to ask them who they want to work with. “Their first country of choice of non-Dutch seafar-ers are the Filipino seafarers,” related Meijnders.

Investment on Filipino seafarersMeijnders also told Parola that the

Dutch ship owners expressed very clearly that the Filipino seafarers to be hired should come from Dutch standards schools and training cent-ers. To achieve this, they (Dutch ship owners), together with their Ministry of Transport, will identify schools and training centers which, when needed, will be supported to be upgraded to Dutch standards needed by the Dutch vessels.

The Dutch ship owners consider this as investment on people, according to Meijnders. The training/schooling in

the Philippines hopefully will lead to a productive and long working relationship between the Dutch and Filipino seafar-ers.

Since education and training is a vi-tal part in the Agreement, Meijnders and his colleagues in the Ministry of Trans-port in the Netherlands, are also having discussions with Professional Regulation Commission (PRC) and the Commission on Higher Education (CHED) which were also represented during the June meet-ing.

When in effect?According to Meijnders, the Agreement

is almost ready for signing. However, its execution or application will depend upon the release of the IMO “White List”.

Both countries have to be included in the “List” for the Agreement to take ef-fect. He hopes that this will be released in November this year.

The preference for the Filipino seafarers by the Dutch ship owners is certainly contrary to the statement that the demand for Filipinos to work on for-eign vessels has been going down hill. The French National Assembly adopted by unanimous vote a Bill providing for prison sentences of up to four years for masters of tankers who wash their vessel tanks at sea. Transport minister Jean -Claude Gayssot told deputies that the government was determined to fight what he said was ecological delinquency’, resulting from a system which gives priority to cutting costs and prices at the expense of the en-vironment.

At least 83,000 overseas Filipino work-ers in Oman may soon be jobless once the Emirate implements a policy giving special preference to Omanis. Labor Secretary Bienvenido Laguesma admitted that thousands of Filipino work-ers would surely be affected once the Oman government stops hiring foreign nationals. Laguesma said the Oman government is planning to stop the hiring of foreign nationals, including overseas Filipino workers in an effort to “develop” the ca-

83,000 OFWs might lose jobs in OmanThe nation marks National Disaster Consciousness Month this July with the Department of Health (DoH) leading countrywide drills to prevent serious accidents and lessen fatalities in case of disasters.Health Secretary Alberto G. Romualdez Jr. said this July, the DoH mobilized its regional health units (RHUs) and spe-cialty hospitals in the country to conduct disaster drills, awareness activities, skills enhancement programs, and other activi-ties. July is Disaster Month

The Department of Education, Culture and Sports is studying a proposal to move the school opening from June to Septem-ber to avoid the frequent suspension of classes due to the rainy season. Education Undersecretary for External Affairs Victor Manhit said the proposal by Senate President Franklin Drilon was ‘’under study’’ and was being discussed by DECS officials, although nothing defi-nite has been reached yet. This developed as Metro Manila mayors and DECS officials reached an agreement on the announcement of the suspension of classes, which had earlier confused students because of various and delayed pronouncements from local government and DECS officials. School opening in September?

Some 18 million students trooped to school on June 6 as classes started in the elementary and high school levels despite massive shortages in the most essential resources and security fears stalking the country’s campuses.The DECS has finished building 6,000 classrooms for this school year, but at least 25,000 more are needed. As a result some schools have been forced to hold classes al fresco on the school grounds. (Phil. Daily Inquirer, June 2000)

Back to school

JAPAN’S transport ministry has se-lected a second group of Filipino seamen to serve on international ships under Japanese registry. The first group, of 48, was approved in January. Ninety-six candidates sat the ministry’s qualifying examination held in Manila last month. The latest group, of 57, comprises ten first mates, nine second mates, nine third mates, eight first engineers, 11 second en-gineers and ten third engineers. (Fairplay Daily News, 7/July 2000)

Deputy Gilbert le Bris, who represents the Finistere region of Brittany, claimed that 39 tank-washing operations had been de-tected off the tip of Brittany in the course of a combined customs-naval operation between February 18 and 23 this year.An opposition deputy claimed that the Bill was too timid, and argued for a French specialized coastguard service like the US.

Kami Namang Mga Babae...

Sa aking pagbabahagi ngayon gus-to ko lamang idagdag ang iilan pang mga karanasan bilang ina at magu-lang ng mga anak ng isang seaman. Nabasa ko kasi ang sulat ng isang ina kay Dr. Margie Holmes tungkol sa kanyang dalahin kung papaano niya mapapalapit ang kanyang mga anak sa kanilang ama habang nasa bakasyon.

Sang-ayon ako sa mga ibinahagi ni Dr. Holmes bilang kanyang sagot o tulong sa problema ng isang ginang na ito.

“Hoy, laro tayo.”Naranasan ko rin ito noong ang

aking panganay ay iilang buwan pa lamang ng silang mag-ama ay nag-pangita. Ayaw ng aking anak na babaeng kumain ng dala ng kanyang ama at ayaw niyang siya’y titingnan ng kanyang ama. Galit siya pag gus-to ng Papa niyang siya’y kargahin o kaya ay babatiin. Gusto niya sa akin lang siya at ako ay sa kanya. Ayaw niyang tumabi sa amin ang Papa niya sa pagtulog.

Mahirap sa aming mag-asawa ang ganoong kalagayan at lalong masa-kit sa ama dahil siyempre sabik ang amang makapiling ang kanyang anak. Ngunit wala kaming magawa sa situ-wasyon kung aming pilitin ang aking anak na lumapit o mapalapit sa ama ng napaka-agang panahong pagkikita nila ng Papa niya.

Ang ginawa naming mag-asawa ay hindi siya pinilit. Basta nagsasaya kami sa bahay at iniinggit namin siya para sumali sa amin. Sa loob ng isa o dalawang linggo, nakita ng aking anak na masaya kami kaya siya na ang kusang kumalabit sa likod ng kanyang Papa at sinabing, “Hoy, laro tayo”. Hindi na siya natatakot pero nahihiya pa siya. Ginawa ng aking asawa na maging magkaibigan sila

Malayo man, malapit dinng aking anak at iniwasan niyang ma-galit at mamalo. Laging pinapasaya ng ama ang aming tahanan upang sa gayon ay mapalagay sa kanya ang aming anak. Binaligtad namin ang kasabihan na ma-feel-at-home si Papa kundi ma-feel-at-home kay Papa ang aming anak. Hanggang sa muling pag-alis ng aking asawa dala-dala na niya ang closeness nila ang aking anak at gayon din ang ak-ing anak na lagi na lang si Papa at si Papa ang buka ng bibig.

Papa dito, Papa doon Naging malaking responsibilidad

sa aking parti ang maging ina at mag-ing ama. Ginagampanan ko ang kasiyahang ibinigay ng aking asawa sa aking anak maliban pa sa aking pagiging ina. Hanggang dumating sa panahong muling nagkita silang mag-ama. Lumaki ang aking anak na masaya siya

At dumating din ang panahon na nadagdagan ang aming anak na nag-ing dalawa na sila. Hindi na kami nahirapan sa pangalawa dahil na-im-pluwensiya na siya ng aking panganay tungkol sa Papa. Kaya pagdating ng kanilang ama tuwing magbaba-kasyon, may konting hiya lang ngunit may sabik na silang makita si Papa nila. Lagi kong ipinapaalala sa kanila ang ama nila. Tuwing sa panahon ng pagtulog, kasama si Papa nila sa am-ing panalangin at tuwing kami ay may handaan kasama din si Papa sa alaa-la na ipagluto ko rin ang paborito ng Papa. Sa aming paglalaro kasama si Papa sa kunwari lang siya ang taya.

Kung kaming mag-asawa ay may pagtatalo sinisikap naming hindi apektado ang mga bata katulad ng hindi pag-iimikan at hindi magkasa-bay kumain at iba pang mga galaw na nagpapahiwatig ng kami ay nag-aaway. Sinasabi ng Papa nila na nagtampo ako o kaya sasabihin ni Papa sa pamamagitan ng magandang pamamaraan at tinutulungan nila ka-ming magkaisang damdamin muli. Magkasama silang mag-aamang la-lakad bibili pala ng bulaklak para sa akin para pawiin ang tampo. O kaya kasama ko rin sila sa kusina magluto o magtimpla ng coffee para ke Papa pag kami ay may tampuhan.

Hindi puwedeng matindihang away at ito’y hindi makakatulong sa pag-kakaisa ng aking mga anak sa aking asawa. Magkakaroon sila ng takot at sila’y lalayo hindi lamang sa aking asawa kundi pati na rin sa akin. Lagi kong sinasabi sa aking mga anak ang kahalagahan ng trabaho ni Papa sa malayo. ‘Pag sinabi kong malungkot ito pag si Papa ay hindi makarinig sa amin o maka tanggap kaya ng sulat. Sa pamamagitan ng sulat ang aking mga anak kahit pa noong sila’y maliliit pa gustong-gusto na nilang sulatan lagi si Papa. At dala pa rin nila ang laging pagsulat hanggang sa sila ay lumaki na.

NagseselosHindi ko sila iminulat na bigyan

ng pera upang pawiin ang pangan-gailangan nila. Sinasamahan ko silang alamin kung ano ang kani-lang pangangailangan. Nang sila’y nasa sa tamang pang-unawa na, kunukuwentuhan ko sila ng mga pan-gangailangan namin sa araw-araw at iminumulat kong hindi pera ni Papa ang kalutasan nito kundi panalangin na sana bigyan kami ng Diyos na lag-ing mabuting kalakasan at lalong-lalo na si Papa nila na nagtatrabaho sa malayo. Kaya dama ng aking mga anak ang lungkot ng Papa ng wala kami sa piling niya sa malayo na nag-tatrabaho.

Kaya mahalaga na nauunawaan ng aking mga anak ang kalungkutan ng trabaho ni Papa nila at kahalagahan kung bakit kailangang magtrabaho si Papa nila sa malayo at hindi lagi nam-ing kasama.

Basahin ninyo ang kolum ni Dr. Holmes sa isyung ito, sigurado akong makakadagdag ng kaalaman sa pang-araw-araw na pamumuhay.

Sa lahat ng taga-subaybay ng Paro-la at mga katoto natin sa Kuwento at Buhay Marino, isang mainit at tiklop kamaong pagbati ang ipinaabot ko sa inyong lahat.

Hindi ko inaasahang ako’y medyo mapalayo sa inyo, sa dahilang ako’y nandirito ngayon sa Asia. Subalit sabi ko sa sarili ko, kung baga ayon kay Kapitan ay wala ang crew, eh sino itong pagkarami-ram-ing tao sa loob ng barko??? Nang ako ay mahimasmasan doon ko sila mga nakilala. Sampung custom na may mga bata-bata bawat isa. Panay ang mga tanong kung sino ang mga uuwi, kung may mga ilalabas daw na mga electronics galing sa Japan, kung may “kinausap” na raw bang Custom Officer, at kung “nagkaintidihan” na raw ba.

Kahit ako’y kasasampa ko pa la-mang, ako naman ay nagtanong din. Kako, “Magkano mailalabas ang halim-

bawa eh motorsiklo?” “Mga limang libo hanggang labas na ng gate iyon. Iyon daw eh kung 50 cc.” Pagtaas ng cc, pagtaas din daw ng bayad. Iyon na-mang isa, hinihimok akong mamili raw ng piyesa sa Japan at sila raw ang bibili pagbalik ng Maynila.

Dear Dr. Holmes:Ako po ay 33 taong gulang at ang aking asawa na nag-

tatrabaho bilang seaman ay 37. Labing dalawang taon na po kaming mag-asawa at tatlo ang aming anak: 10 years old, 9 years old at aming bunso na 21 months old pa la-mang. Ang aking asawa ay nakakabalik sa Pilipinas upang magbakasyon 6 na linggo sa isang taon. Siyempre po ay mas gusto namin na siya ay magtrabaho rito sa Pilipinas. Kung nandito siya sa Pilipinas hindi ako mag-iisang mag-palaki sa aming anak. Minsan din po ay napakalungkot ko at mas mabuti sana kung lagi ko siyang makapiling. Sabi ng iba kong mga kaibigan, di bale na ang hindi malaki ang sahod, basta kompleto ang pamilya. Madalas po namin pinag-uusapan ito ng aking asawa, ngunit wala pa po kaming tunay na desisyon na nagagawa. Ang sabi rin na-man po ng aming mga magulang—lalung-lalo na ang mga biyenan ko—na mas mabuti na may trabaho, kahit na sa ibang bansa, kaysa sa walang trabaho rito sa Pilipinas. Hindi raw po makakain ang pag- ibig. Ano po kaya ang magagawa namin?

Mayroon pa po kaming isa pang tanong. Ang asawa ko, tawagin na lang po natin siya ng RAUL, ay nag umpisang magtrabaho bilang seaman noon limang taon pa lamang ang aming panganay. Napansin namin na laging naniniba-go sa kaniya ang mga anak namin kapag siya ay bumalik sa Pilipinas para magbakasyon. Akala po namin na sa umpisa lamang ito, pero kahit na siya ay limang taon ng seaman, ganyan pa rin. Minsan ay tatlo o apat na araw ang lumilipas bago silang kusang loob na lumapit sa kaniya.

Ang pinakamasakit po na nangyari ay ang aming bunso. Nagkita sila noon dalawang buwan pa lamang ang bunso namin. Pagkatapos ay kailangan nang magtrabaho muli si RAUL at hindi sila nagkita ng higit na isang taon. Kapag balik ni RAUL ay hindi na siya kilala ng bunso namin. Sa-nay na si RAUL, kahit na masakit sa kaniyang kalooban na manibago ang aming mga anak sa kaniya, pero hindi namin inaasahan na ganitong ka-grabe ang reaksyon ng aming bunso. Bakit po kaya? Ano naman po ang aming kasalanan na ganito ang nangyari sa buhay namin? Ayaw na ayaw ni Elizabeth na maiwan nang mag-isa sa Tatay niya. Kaya hindi siya makarga ni RAUL ng hindi umiiyak. Mayroon po ba kaming magagawa para hindi ganito lagi ang aming situwasyon? Sana naman po ay hindi ang pagtigil ng kanyang trabaho bilang seaman ang iisang su-lusyon.

Dear ELSIE:Maraming salamat sa iyong sulat. Marami kang tanong,

at sila ay mahahati sa dalawang kategorya: ang isa ay tungkol sa trabaho ng asawa mong si Raul at ang isa na-man ay tungkol sa relasyon ni Raul sa inyong mga anak.

Ang una mong tanong, tungkol sa trabaho ni Raul bilang seaman ay masasagot ko lamang ng ganito: Madaling mag-salita kapag ikaw ay hindi talagang involved sa nangyayari. Madaling sabihin ng iyong mga kapitbahay na di bale ng

maliit ang sahod basta nandoon si Raul sa piling mo. Pero hindi sila ang nagpapakain ng tatlong anak mo at dalawang magulang. Minsan din, walang trabahong mahahanap na mas maliit nga sa pagiging seaman ang sahod pero sapat pa rin para sa inyong lima. Para sa ngayon ay masaya naman siya bilang seaman, kaya niya ang trabaho at may karangalan ang pinili niyang ga-wain. Hanggang sa wala kayong makitang trabaho na magbibigay ng lahat ng ibinibigay ng pagka seaman at nasa sa piling mo, okay na okay na yung trabaho ng mister mo.

Totoong hindi perfect ang trabaho niya, pero ano namang tra-baho ang talagang perfect? Ang pinakamabigat na problema sa pagiging seaman ay ang relasyon niya sa kaniyang mga anak. Turuan mo sila na ang sulat ay hindi kaagad dumadating sa tao at minsan ay kailangan maghintay ng 2, 3 o 4 na linggo bago may sagot na dumating. Sabihin mo kay Raul na sumulat sa kanila ng madalas. Di bale kung hindi mahaba ang mga sulat niya, basta lang madalas sila.Turuan mo silang makipag usap sa kanilang tatay na hindi lang pasalubong, pera o regalo ang hinihingi o pinapag-usapan. Ito ay magagawa mo sa pagsasabi sa kanila at, mas epektibo, ang iyong example na pagkukuwento sa asawa mo ng masasayang bagay din at hindi lamang bakit kailangan magpadala ng pera muli.Magkuwento ka tungkol sa tatay nila, tungkol sa kaniyang mga ginagawa habang wala siya sa Pilipinas, para maintindihan nila ang buhay ng iba’t ibang tao, at para maunawaan nila na may maraming klaseng pagmamahal. Ang pagmamahal ng nasa malayo dahil nagtatra-baho para mapakain at mapalaki ang kanilang minamahal ay isa sa pinaka malalim at pinaka matinding pagmamahal sa lahat.

Huwag mong kalilimutan, ikaw ang example ng iyong anak at asawa. Si Elizabeth ay napaka bata pa, 21 buwan pa lamang, wala pa siyang isip. Kahit na parang natatakot siya sa tatay niya ngayon, ito ay hindi magiging permanenteng bagay. Easy ka lang. At sa iyong pagiging “easy ka lang,” si Raul ay magiging easy rin at si Elizabeth ay magiging mas relaxed din at, inaasahan natin, magiging relaxed pag kinarga siya ng tatay niya. Maaaring hindi sa bisitang ito, pero sa susunod na mga bisita. At habang lumalaki si Elizabeth, kahit hindi pa siya nagsasalita (puede na siyang makinig at umunawa) kaya puwede ring ikuwento mo sa kaniya ang ginagawa ng kaniyang tatay sa ibang bansa para sa kaniya at para sa buong pamilya.
