Become a Parish Councillor
In May this year, all 10 seats on
Holymoorside & Walton parish council are
up for election, 7 for Holymoorside and 3
for Walton and people are being urged to
find out more about standing as a
councillor in a new guide produced by
NEDDC.
The guide, which is available online at
www.ne-derbyshire.gov.uk/elections, sets
out the roles and responsibilities of local
councillors, as well as what’s involved in
standing for election.
Council, advice and information will also be
available for anyone thinking of standing
for one of the District’s 24 parish and town
councils.
Voters go to the polls on 7 May to elect
councillors to NEDDC, as well as all parish
and town councils in the district.
To stand for election to the parish council
people must be;
a British subject, or a citizen of the
Commonwealth or the European
Union; and • on the “relevant date” (i.e. the day on which you are nominated or if there
is a poll the day of the election) 18 years of age or over; and additionally: • on the “relevant day” a local government elector for the council area for which you want to stand; or • have during the whole of the 12
months preceding that day occupied as owner or tenant any land or other premises in the council area; or • have during that same period had your
principal or only place of work in the council area; or • during that 12 month period resided in the council area. In the case of a sitting member of a parish or community council you can also satisfy the criteria to be elected if you have lived in the council area or within 3 miles of it for the whole of the 12 months preceding the “relevant day”. You cannot stand for election if you • are subject of a bankruptcy restriction order or interim order. • have, within five years before the day of the election, been convicted in the United Kingdom of any offence and have had a sentence of imprisonment (whether suspended or not) for a period of over three months without the option of a fine. • you work for the council you want to become a councillor for (but you can work for other local authorities, including the principal authorities that represent the same area).

Parish Council News Administration-new contracts and terms and conditions for all staff is on-going. This work is required to ensure the council complies with new legislation and a human resources company has been consulted to aid the council on this matter. Allotments-the council currently have a few allotments to let. If you would like a plot please contact the Clerk. Finance-the council has now implemented the workplace pension scheme. It was a very complicated process and specialist training was required. However, the council is proud to have complied with new government legislation in a timely and efficient manner. Gritting/Bins-this very cold and snowy weather has kept your parish council busy trying to keep the bins filled around the parish and fortunately, to date, the grit has been in plentiful supply. However, the council is still at the mercy of Derbyshire County Council as to how much grit is given to us for the bins within the parish and, if their supply runs low, we will not be allowed any. It is therefore important that the grit supplied is for use on public highways only and not taken for personal use. Unfortunately, not everyone abides by this rule and bins, which have been filled, have been completely emptied by the following day. Council resources are not infinite and if this cold weather continues the parish council may not be able to continue to supply the grit, which may put many residents at risk. Members resolved not to comply with a request for a grit bin at the top of Pinfold Close as there is already a bin in the close proximity. Outside-the railings on the memorial garden have been painted and a dog bin has been
placed on Loads Road because of complaints received in relation to dog fouling in the area. Tenders have been sought for the maintenance of the bowling green and a new contractor, Derbyshire County Council, will be carrying out
the work from April 2015. Your parish council has recently agreed to replace the seat on Pinfold Close, currently owned by NEDDC and in a poor state of repair. The council will replace it with a seat the same as others in the parish. 50% of the cost will be funded by a grant awarded to the council by Rykneld Homes Planning-the neighbourhood planning steering group continues to progress with the production of a neighbourhood plan. Initial funding has been received, which is used to secure the services of a company, yourLocale, who specialise in the production of the plans.
Freedom of the Parish of Holymoorside and Walton History was made in the Parish of Holymoorside and Walton when the local Council conferred Honorary Freedom on Councillor Norman Wragg. When Parliament passed the Local Democracy, Economic Development and Construction Act in 2009, councils were given the right to grant Honorary Freedom in their area of jurisdiction. At a meeting of Holymoorside and Walton Council it was unanimously agreed that Honorary Freedom be conferred upon Councillor Norman Wragg in recognition of his service and contribution to Holymoorside and Walton Parish Council. Councillor Wragg has served on the Council for 48 years and has had three terms of office as Chairman. The Council chose to present Councillor Wragg with the Freedom scroll at their Parish Christmas event at Holymoorside Village Hall. Parish Chairman Councillor Martin Thacker M.B.E. presented the scroll saying: “A record of 48 years of public service is a tremendous
achievement. Councillor Norman Wragg has made a
significant contribution to the community throughout that
time and continues to do so today. The Parish Council
is proud and honoured to confer Freedom on such a
worthy recipient.”

HAPPY NEW YEAR TO EVERYONE !! Already one academic term has gone and the New Year
has brought plenty of cold mornings, not to mention the
ice and snow. Our children arrive all wrapped up, some
days they have even turned up on sledges. They are
always eager (well most of the time) to play, have fun
and learn.
This term the children have already made a large frieze
showing the sun, planets, stars, spaceships and
astronauts and a smaller frieze showing Noah’s Ark with
the animals going in two by two.
We are looking forward to pancakes on Shrove
Tuesday, making a card for Mothers Day and lots of
Easter activities with hopefully some chocolate Easter
eggs at the end of term. As the days get warmer we will
be out and about in the village as well as checking our
plants in various gardens. At the moment we are
looking after the hyacinths we kept dark and warm
through the winter days and they are now rooting and
flowering (pink, white or blue) which colour will they
be? Sandra, Diane, Brenda and Linda
Also visit our Facebook page to see what we have been
up to and view some wonderful photos.
It’s hard to believe, but Crime has fallen again across the
Area, like a Mermeration of Starlings descending to the
trees. But now is not the time to get complacent like Polar
Bear Cubs snuggled against their Mother in a cave, we
should be more vigilant and watch for things that are out of
place, more like a Kestrel hovering searching for prey.
If something looks out of place, call us, howl like a Wolf in
the dawn, and the pack will come. Don’t hide like a Field
Mouse quivering on a stalk of corn, wondering if it’s safe,
boom like a Bittern and let us check it out.
Guard your valuables, like a Squirrel hiding its nuts, shut
your garages and lock your doors, become a Crocodile
protecting its nest of eggs and don’t allow Snakes to slither
in and take your goodies. Given the opportunity, these
people will take what they can, like a Hamster filling its
pouches.
If you can, fit an Alarm, the panic cries of a Blackbird alert
many different species to a threat and the Criminals, like
Snow Leopard avoid the noise of humanity.
Fit window locks to secure your home, if it’s hard to get in
like a Hermit Crabs Shell, many Thieves will turn away.
We can always improve our homes and lives, like a Bower
Bird improving its nest site, but we don’t need to attract the
poorer examples of the Species.
If you want me, get in touch or stop me in passing.
I’m a pussy cat really, so I don’t bite. Even though I’m a
Force Wildlife Officer!!
