Traditionally — and when they could afford to — parents haveprovided cash to their offspring for down payments on homes. Butin these days of tightened credit guidelines, some parents take big-ger steps to help their kids become homeowners at today’s low in-terest rates.Three factors determine whether it’s financially smart for parents

to help adult children buy homes: the parents’ finances, the kids’ fi-nances and the real-estate deal itself.“The first rule of thumb is that parents should never get finan-

cially involved with their adult offspring unless they are adequatelyprepared to address their own needs and pending retirement, whichmay not be far down the road,” says Guy Penn, principal andfounder of G.M. Penn Wealth Management in O’Fallon, Mo.Penn says while there’s no one-size-fits-all answer to whether

parents should help their offspring buy a home, it definitely is a badidea to pull money from a retirement account to give assistance.Jeffrey Ivory, a partner with Stonebridge Financial Partners in

Bingham Farms, Mich., says, “If parents are giving their kids down-payment money, they should be willing to lose that money and notget it back. If they are helping their kids by buying a home and rent-ing it to them or by co-signing their loan, they need to have not on-ly the liquidity for the down payment, but they also need to be cer-tain they can pick up the mortgage payments if the kids cannot paythem.”Parents should make sure they are helping their kids for the right

reasons, Ivory says.“If the kids can’t get a loan on their own, the parents really need

to know why not,” says Ivory. “If the scenario is that your kids aregoing through a divorce or a job loss and you want to help them, ty-ing them to a permanent location may not help. If they are dealingwith the financial consequences of credit problems, helping thempay off their credit-card debt may be more important than buying ahome. But if you are helping a young couple with stable jobs whojust haven’t had time to save for a down payment, and you can easi-ly afford to help, this could make sense.”Ivory says parents should ask their kids to pull their credit scores

and show it to them, and ask to see their paychecks and credit-carddebt.Ivory says parents should talk to their kids about the rules of

thumb of homeownership, including keeping all total debt, includ-ing housing costs, to less than 38 percent of monthly income beforetaxes. Housing costs, including taxes, homeowner’s insurance,homeowner’s association dues, and principal and interest on themortgage, should be less than 28 percent of gross monthly income.Penn notes: “Parents rarely have serious money discussions with

their children, and throwing money in their direction now may bedoing more harm than good. Parents should be talking to their kidsrealistically about the hidden costs of homeownership like utilitypayments, maintenance and repairs.”The simplest way parents can help their kids financially is with

down-payment money.Individuals can give $13,000 tax-free to another individual each

year, Ivory says, so if two parents each give their offspring and theiroffspring’s spouse the maximum, they can give a total of $52,000tax-free.Most financial planners view co-signing a loan as the worst op-

tion because of potential damage to the parents’ credit and cashflow if the kids cannot make the payments.

Brother should be cautious of helping with short saleQ: My brother is in foreclo-

sure on his house. He is try-ing to get someone to buy itin a short saleand then quit-claim the homeback to him. Ithink this is ille-gal, but he’s beentold the processis not beingchecked out verythoroughly.My problem is

that I agreed tofinance his pur-chase of a newhome and he’s planning touse my funding in this shortsale situation. What is my lia-

bility if he goes through withthis?I am seeking information

that will help himsee the danger, ifany, to him and mein pursuing this.

A: You are right tobe cautious. A validshort sale is when athird party comes toa homeowner andagrees to buy thehome from that own-er for a price that isinsufficient to cover

the costs of the sale and thepayment to the lender.

The lender will not allow the

short sale to go forward if itknows that the sale is a ruse forthe borrower to remain in thehome. Most lenders will requirethe homeowner to sign variousdocuments throughout theshort sale process, and some ofthese documents address whatyour brother is trying to do. Hewould have to lie to the lenderto get the short sale completedunder these circumstances.Whether lenders are “check-

ing” these situations out or notshouldn’t be the question. Cur-rently, the short sale process isone that allows a seller to getrid of his home and move on.It might be wise for banks to

consider a new option thatwould allow existing home-owners to remain in theirhomes at reduced payments, ei-ther by making the borrowerstenants or by modifying theloans to allow borrowers to re-main in their homes.However, in your brother’s

situation, he’s better off sellingthe home, making sure thelender waives any deficiencyjudgment against him and rent-ing a home nearby.However, you shouldn’t be-

come involved in a situationwhere you know that a fraud orwrong is being committed, es-pecially by funding the fraudu-lent transaction. If you providethe funding for the purchaseand it becomes a mess, youmight not like where you end

up. You could lose all of yourmone — or worse, be accusedof perpetrating a fraud.If you decide to proceed,

make sure you do so with theaid of a real estate attorney.Q: We’re right at the end

of the time period for our re-finance on our new 15-yearmortgage application. Theprocess has taken too long,but we got a good rate withno closing costs.My husband and I have ex-

cellent credit scores, but he’sself-employed. Interest rateshave gone down since we ap-plied and we are supposed toclose today. Can our brokershift us to a lower rate mort-gage and not lose any mon-ey? We paid for the appraisaland credit check and wemight be out that. Whatwould a fair interest rate befor a no cost refinance?

A: Interest rates fluctuatedaily. These days a 15-year refi-nance interest rate might be be-tween 3.25 percent and 3.75percent. And, if you don’t wantto pay closing costs, it mightcost you 1/8 of a percentagepoint more to go that route.Once you’ve applied with a

mortgage broker, that mortgagebroker should have locked youin with a specific lender, andthe mortgage broker is (orshould be) committed to givingyou the loan at the promisedrate.

You can always ask the mort-gage broker if he has optionsavailable for you. Usually, how-ever, mortgage brokers can’trenegotiate the rate once it’sbeen locked. Your only optionswould be not to close, and losewhatever money you mighthave paid, or refinance withthis lender now and then startthe process over to get a lowerrate.It’s your decision to make,

but it is worthwhile talking toyour mortgage broker first andseeing if he or she has any sug-gestions or options for you.Depending on the state in

which you live, refinancing canbe cheaper or more expensive.Some states’ closing costs arerather high. In those states,your interest rate might have togo up substantially to coverrecording, title and other ex-penses. In low-fee states, youmight find that the difference issmall between a no-cost refi-nance and the interest rate youotherwise could get.You can look up interest

A ‘spring cleaning’ aspart of ThanksgivingpreparationsBy Rosemary Sadez FriedmannScripps Howard News Service

Thanksgiving is coming — and coming fast. It is certainlya nice holiday to look forward to, but if you are the host orhostess of the big Thanksgiving dinner, you might want tostart getting the house clean and in good order for the guests.

Let’s explore some ideas on how to “spring clean” in thefall.

When guests come for dinner, chances are they won’t begoing through the closets doing an inspection of your neat-ness, so don’t worry about the closets — at least for this sea-son. If you have overnight guests, consider clearing andcleaning the closet in the bedroom they’ll be using, but onlythat closet.

The spaces to concentrate on are all the visible areas. Ifyou have time, you can vacuum under the furniture, but onlyif time permits.

Shelves, on the other hand, will be visible to all, so it istime to take all things off the shelves and dust. When puttingthings back, consider eliminating extra, unnecessary thingsso the shelves don’t appear cluttered.

Thoroughly clean the floors where the guests will travel.This is important. Have you ever gone to a restaurant wherethe carpet is dirty? Do you feel like the place isn’t all that san-itary? Not a very appetizing atmosphere, is it?

Ah, the bathrooms. Here again, picture a restaurant. Fancyrestaurant have fancy and clean bathrooms. Even not-too-fancy restaurants that have clean bathrooms make you feel alittle more comfortable eating in that establishment. Be surethere is a fresh roll of toilet paper and an extra roll or two onhand as well.

A fresh bar of soap or a full container of liquid soap letsguests know you want to make it all perfect for them. Clean,fresh hand towels are a must. Clean the grout in the shower.If the shower curtain needs to be replaced, do it.

What about the kitchen? Try to keep everything wipedclean — a challenge, of course, considering all the cookingthat will be going on. Organize shelves.

Empty the garbage just before guests arrive. Spray thegarbage container with odor remover to remove any garbagesmell. Don’t use anything with too much scent — the smellof the cooking food should be the allure. And be sure to havean empty dishwasher, because you’ll need all available spaceafter the big dinner. Have extra dishtowels out and availablefor anyone who might want to help with cleanup.

If you run out of time and don’t get to all the bedrooms be-fore the big day, simply close those bedroom doors.

Done. Now enjoy your guests.

Buying a home is a challenging goalfor most hopeful homeowners. But forthose who have experienced a bankrupt-cy, foreclosure or short sale, the hurdlesare even higher.Still, it’s not impossible to buy a home

after an adverse financial event, saysDan Keller, a mortgage banker withHometown Lending in Everett, Wash.In fact, Keller says, people who havecleaned up their credit and areotherwise qualified to get a mortgagecan buy a home as soon as they haveoutlasted a prescribed waiting periodafter the bankruptcy, foreclosure orshort sale.

The waiting period can last one toseven years, says Kirk Chivas, chief op-erating officer at First Commerce Finan-cial in Wixom, Mich. The one-year re-quirement applies to buyers who com-pleted a Chapter 13 bankruptcy, have aspotless subsequent credit history andwant to get a new loan insured by theFederal Housing Administration,or FHA, or guaranteed by the U.S.Department of Veterans Affairs. Theseven-year requirement applies tobuyers who experienced a foreclosureand want to get a new conventionalloan that can be sold to Fannie Mae orFreddie Mac.

In between are a number of two-,three- and four-year timelines based on

similar criteria and such other factors aswhether the buyer’s previous mortgagewas current at the time of a short sale orthe size of the buyer’s new down pay-ment as a percentage of the home’s pur-chase price.Generally speaking, the waiting peri-

ods after a bankruptcy tend to be moreblack and white while those after a fore-closure or short sale have more gray ar-eas, Keller says. A waiting period some-times can be waived or shortened if thebuyer’s bankruptcy, foreclosure or shortsale stems from extenuating circum-stances or a hardship beyond his or hercontrol.Technically, it is possible for a buyer

whose prior loan wasn’t in default at the

time of a short sale to get a new FHA-in-sured loan with no waiting period,Chivas says. But he’s never encounteredanyone in that situation.

Buyers must have very clean or per-fect credit histories before they can buyhomes after bankruptcy, foreclosure orshort sale. A slip-up as small as one latecredit card payment could disqualify apost-bankruptcy buyer from some loanprograms, even if the waiting period hasbeen completed, Keller says.

“Bankruptcy is a serious word,” hesays. “If you do it, it’s a get-out-jail-freecard. But once you get out of bankrupt-cy, you need to be flawless in your
