Water Environment Mitigation Measures

This Technical Note has been prepared to accompany the site specific HRA assessment as detailed

within the accompanying tables, with which it should be read. This note provides additional

information on the water quality and quantity implications of the mitigation measures to ensure a

robust evidence base is provided for decisions arrived at in the HRA.

The focus of the SWMP has been to identify appropriate, proportionate, feasible and economically

beneficial measures to manage/reduce surface water flood risk across the hotspots. To ensure that

there are no adverse impacts - in water quality terms - on the designated sites, secondary supporting

measures may need to be incorporated during detailed design.

In most instances, the flood management / reduction measures are aimed at preventing overland

flows from entering buildings or are focused on reinforcing key preferential flow paths. The measures

are all localised to the areas at risk and range in distance from the designated sites. From the hotspot

bordering the designated sites (although measures are not located on the boundary to over 13km). In

these instances the changes to the flow mechanisms are not expected to require any additional

mitigation measures to offset changes in water quality/quantity at the designated sites.

This is expanded on in the bullet points below:

Water Quality

o During high surface water run-off events, initial storm water is known to carry a

higher level of pollutants than the waters which drain in succession. This

phenomenon is known as the ‘first flush’ and involves the initial runoff from a

catchment collecting and/or dissolving pollutants which have collected over time. The

SuDS Manual (2015) recognises that the ‘first flush’ portion of flow may often be the

most contaminated and pose the greatest risk to the surrounding environment. The

Design Manual for Roads and Bridges (DMRB, 2006) goes on to indicate that

sustained, or prolonged, periods of dry weather increase the number of pollutants

which are likely to build up and be discharged during the next surface water runoff

event. For road surfaces, this phenomenon usually occurs during the first 10mm of

rainfall. Therefore, increasing the volume of water along the highway is not expected

to increase the pollutant loading.

o Instead, reductions in pollutants may occur as there could be less potential for the

flood waters to mix with foul water, as depths are reduced and areas of ponding

removed or waters attenuated in areas away from the foul sewerage network.

Alternatively reducing the volumes entering the combined sewerage system should

reduce the frequency or magnitude of the operation of combined sewer overflows,

thus reducing the presence of untreated sewage in the flood waters.The storm water

from the hotspots will interact and mix with water from other areas as it flows

downstream to the designated sites. It is expected that this mixing will continue to

dilute any contaminants in a similar manner that currently occurs, thus resulting in no

overall change.

o Where preferential flow routes are altered so that waters flow through vegetated

channels or swales, particularly for the lower magnitude events, pollutants are likely

to be further removed prior to the water reaching the designated site, in a similar

manner to a swale.

Water Quantity

o In most instances it is considered that the mitigation measures are unlikely lead to

significant changes in the hydrograph shape or peak by the time the flows arrive at

the designated site due to the distance between the measures and the designated

site and the magnitude of the watercourses which flow past/through the designated

sites.

o In other instances where the hotspot is in close proximity to the designated site (e.g.

Cozens Lane East) the additional flows resulting from the measures are considered

negligible, when compared to the flood flows in the main channel. In the case of the

Cozens Lane East Hotspot, one of the main mitigation measures is improved

conveyance or additional culverts under the railway, after which the waters flow

through agricultural land forming the flood plain of the River Lee. If the additional

culverts are 1m in diameter and if laid at a relatively flat grade (0.1 m over 25m) then

they would convey 1.5 m3/s, which when compared to the equivalent return period

flows in the River Lee1 of 151 m

3/s, would equate to a 1% change.

In a limited number of instances, there is an opportunity or need for secondary measures to

accompany the flood alleviation measures. The need for these measures will be identified based upon

the proximity of the mitigation measure to a designated site and the adopted mitigation measure, for

instance, ensuring that low flows will maintain groundwater levels or the hotspot is in close proximity

to the designated site (e.g. <2km) with a direct hydraulic link with the potential for an increase in the

pollutant load. These measures will be selected from the list below, which is based on industry

leading guidance and the SuDS Manual (2015)compiled by Ciria in conjunction with DEFRA and the

Environment Agency:

Ponds and wetlands

The information provided above, along with the site specific information in the accompanying

tables (which is a based on a high level review of the potential options) has shown that there will

be no significant adverse impact on the water quality / quantity at designated sites. Opportunities

for improvements will however be considered where appropriate as part of the detailed design.

Site description:

Epping Forest is a large ancient wood-pasture with habitats of high nature conservation value

including ancient semi-natural woodland, old grassland plains, wet and dry heathland and

scattered wetland. The semi-natural woodland is particularly extensive but the Forest plains

are also a major feature and contain a variety of unimproved acid grasslands.

The semi-natural woodlands of Epping Forest include important beech Fagus sylvatica forests

on acid soils, which are important for a range of rare epiphytic species, including the moss

Zygodon forsteri. The long history of pollarding, and resultant large number of veteran trees,

ensures that the site is also rich in fungi and invertebrates associated with decaying timber.

Records of stag beetle Lucanus cervus are widespread and frequent.

Areas of acidic grassland transitional with heathland are generally dominated by a mixture of

fine-leaved grasses. In marshier areas, purple moor-grass Molinia caerulea frequently

becomes dominant. Broad-leaved herbs typical of acidic grassland and heathland are frequent,

including heather Calluna vulgaris. The site also contains an example of wet dwarf-shrub

heath with both heather and cross-leaved heath Erica tetralix.

Qualifying habitats: The site is designated under article 4(4) of the Directive (92/43/EEC)

as it hosts the following habitats listed in Annex I:

Atlantic acidophilous beech forests with Ilex and sometimes also Taxus in the shrublayer

(Quercion robori-petraeae or Ilici-Fagenion). (Beech forests on acid soils)

European dry heaths

Northern Atlantic wet heaths with Erica tetralix. (Wet heathland with cross-leaved heath)

Qualifying species: The site is designated under article 4(4) of the Directive (92/43/EEC) as

it hosts the following species listed in Annex II:

Explanatory Notes: European Site Conservation Objectives These Conservation Objectives are those referred to in the Conservation of Habitats and Species Regulations 2010 (the “Habitats Regulations”) and Article 6(3) of the Habitats Directive. They must be considered when a competent authority is required to make a ‘Habitats Regulations Assessment’, including an Appropriate Assessment, under the relevant parts of this legislation. These Conservation Objectives and the accompanying Supplementary Advice (where available) will also provide a framework to inform the measures needed to conserve or restore the European Site and the prevention of deterioration or significant disturbance of its qualifying features as required by the provisions of Article 6(1) and 6(2) of the Directive. These Conservation Objectives are set for each habitat or species of a Special Area of Conservation (SAC). Where the objectives are met, the site will be considered to exhibit a high degree of integrity and to be contributing to achieving Favourable Conservation Status for that species or habitat type at a UK level. EC Directive 79/409 on the Conservation of Wild Birds:

Special Protection Area (SPA)

Name: Lee Valley

Unitary Authority/County: Essex, Hertfordshire, London Borough of Haringey and London

Borough of Waltham Forest.

Consultation proposal: Amwell Quarry Site of Special Scientific Interest (SSSI), Rye Meads

SSSI, Turnford & Cheshunt Pits SSSI and Walthamstow Reservoirs SSSI have been

recommended as a Special Protection Area because of the site’s European ornithological interest.

The Lee Valley SPA comprises a series of embanked water supply reservoirs, sewage treatment

lagoons and former gravel pits that display a range of man-made and semi-natural wetland and

valley bottom habitats.

Boundary of SPA: The SPA boundary is coincident with the above SSSI boundaries. See SPA

map for further detail.

Size of SPA: The SPA covers an area of 447.87 ha.

European ornithological interest of SPA: The SPA is of European importance because:

a) the site qualifies under article 4.1 of the Directive (79/409/EEC) as it is used regularly by

1% or more of the Great Britain population of a species listed on Annex I, in any season:

Annex I species 5 year peak mean 1992/93 - 1996/97 % GB population

Bittern Botaurus stellaris 6 individuals - wintering 6%

b) the site qualifies under article 4.2 of the Directive (79/409/EEC) as it is used regularly by

1% or more of the biogeographical populations of the following regularly occurring

migratory species (other than those listed on Annex I), in any season:

Migratory species 5 year peak mean 1993/94 -1997/98 % of population

Shoveler Anas clypeata 406 individuals - wintering 1.0% NW/Central Europe

Gadwall Anas strepera 456 individuals - wintering 1.5% NW Europe

Non-qualifying species of interest

In addition, the site supports nationally important numbers of Cormorant Phalacrocorax carbo,

Great Crested Grebe Podiceps cristatus, Tufted Duck Aythya fuligula, Pochard Aythya ferina and

Grey Heron Ardea cinerea.

Status of SPA

Lee Valley was classified as a Special Protection Area on 22 September 2000.

European Site Conservation Objectives for Lee Valley Special Protection Area

With regard to the SPA and the individual species and/or assemblage of species for which the site has been classified (the ‘Qualifying Features’ listed below), and subject to natural change; Ensure that the integrity of the site is maintained or restored as appropriate, and ensure that the site contributes to achieving the aims of the Wild Birds Directive, by maintaining or restoring;

The extent and distribution of the habitats of the qualifying features The structure and function of the habitats of the qualifying features The supporting processes on which the habitats of the qualifying features rely The population of each of the qualifying features, and, The distribution of the qualifying features within the site.

Explanatory Notes: European Site Conservation Objectives

These Conservation Objectives are those referred to in the Conservation of Habitats and Species Regulations 2010 (the “Habitats Regulations”) and Article 6(3) of the Habitats Directive. They must be considered when a competent authority is required to make a ‘Habitats Regulations Assessment’ including an Appropriate Assessment, under the relevant parts of this legislation. These Conservation Objectives and the accompanying Supplementary Advice (where this is available) will also provide a framework to inform the management of the European Site under the provisions of Articles 4(1) and 4(2) of the Wild Birds Directive, and the prevention of deterioration of habitats and significant disturbance of its qualifying features required under Article 6(2) of the Habitats Directive. These Conservation Objectives are set for each bird feature for a Special Protection Area (SPA). Where the objectives are met, the site will be considered to exhibit a high degree of integrity and to be contributing to achieving the aims of the Wild Birds Directive. This document updates and replaces an earlier version dated 29 May 2012 to reflect Natural England’s Strategic Standard on European Site Conservation Objectives 2014. Site description:

Wormley Hoddesdonpark Woods has large stands of almost pure hornbeam Carpinus betulus

(former coppice), with sessile oak Quercus petraea standards. Areas dominated by bluebell

Hyacinthoides non-scripta do occur, but elsewhere there are stands of great wood-rush Luzula

sylvatica with carpets of the mosses Dicranum majus and Leucobryum glaucum. Locally, a

bryophyte community more typical of continental Europe occurs, including the mosses

Dicranum montanum, D. flagellare and D. tauricum.

Qualifying habitats: The site is designated under article 4(4) of the Directive (92/43/EEC)

as it hosts the following habitats listed in Annex I:

Sub-Atlantic and medio-European oak or oak-hornbeam forests of the Carpinion betuli.

Explanatory Notes: European Site Conservation Objectives These Conservation Objectives are those referred to in the Conservation of Habitats and Species Regulations 2010 (the “Habitats Regulations”) and Article 6(3) of the Habitats Directive. They must be considered when a competent authority is required to make a ‘Habitats Regulations Assessment’, including an Appropriate Assessment, under the relevant parts of this legislation. These Conservation Objectives and the accompanying Supplementary Advice (where available) will also provide a framework to inform the measures needed to conserve or restore the European Site and the prevention of deterioration or significant disturbance of its qualifying features as required by the provisions of Article 6(1) and 6(2) of the Directive. These Conservation Objectives are set for each habitat or species of a Special Area of Conservation (SAC). Where the objectives are met, the site will be considered to exhibit a high degree of integrity and to be contributing to achieving Favourable Conservation Status for that species or habitat type at a UK level.
