Subject: Grant of Extra Work Allowance (abolition of existing Flight Charge CertificateAllowance) - decision of the Government on the recommendation of theSeventh Central Pay Commission.

Sir,I am directed to refer to MoD letter No. 1(S4)/2008/D(Pay/Services) dated

04.11.2008 and Department of Expenditure OM No. 12-3/2016-E.III(A) dated20.07.2017 and to say that consequent upon the decision taken by the Governmenton the recommendations of the Seventh Central Pay Commission vide Ministry ofFinance Resolution No. 11-1/2016-1C, Flight Charge Certificate Allowance has beenabolished as a separate allowance and the President is pleased to decide that theeligible personnel shall now to be covered under a New Extra Work Allowance whichshall be governed as under:-··· ""

(a) Extra Work Allowance wi(1be paid at a uniform rate of 2% (two percent)of the basic pay per month. '.

(b) An employee shall receive this allowance for a maximum.peeled of 'oneyear, and there should be minimu'ril -qap qf .one year before the sameemployee is deployed fGr similar duty -a.g2in./~··:. ,: ". .',.' "

(c) This allowance should. not be co~bined,:' i.e~,~~'if~5ame employee isperforming two or' more such duties and is ellqible f9r 2 percent

Subject: Implementation of the recommendation of the Seventh Central PayCommission - Dress Allowance.

Sir,I am directed to refer to MoD letter Nos. 1(S4)/2008/D(Pay/Services) and

1(55)/2008/D(Pay/Services) both dated 04.11.2008 and Department of Expenditure OMNo. 19051/1/2017-E.IV dated 02.08.2017 and to say that consequent upon the decisiontaken by the Government on the recommendations of the Seventh Central PayCommission vide Ministry of Finance Resolution No. 11-1/2016-IC, in supersession ofthe existing orders relating to Uniform related Allowances viz. Uniform Allowance, InitialEquipment Allowance, Kit Maintenance Allowance and Washing Allowance which havebeen subsumed in a single Dress Allowance, the President is pleased to decide the ratesof Dress Allowance in respect of the following categories of Armed Forces personnel asunder:-

3. Further categories of staff who were earlier being provided Uniforms, willhenceforth not be provided with Uniforms.

4. The amount of Dress Allowance shall be credited to the salary of employeesdirectly once a year in the month of July.

6. The other terms and conditions would continue to be applicable along with theiradmissibility (unless otherwise stated) as mentioned in MoD letters dated 04.11.2008and otherwise.

7. The rate of Dress Allowance will go up by 25 percent each time DearnessAllowance rises by-50 percent.

8. These orders shall take effect from 1st July, 2017.

9. This issues with the concurrence of the Ministry of Defence (Finance) vide theirDiary No. 446/AG/PD dated 05.10.2017.

2. These rates shall increase by 25 percent whenever the Dearness Allowancepayable on the revised pay structure goes up by 50 percent.

3. The term 'Pay Level' in the revised pay structure means the Level in the Pay

Matrix.

4. In respect of those personnel who opt to continue in their pre-revised paystructure/Pay scales, the corresponding Level in the Pay Matrix of the post occupiedon 01.01.2016 as indicated in Army Pay Rules, Air Force Pay Rules and Navy PayRegulations, 2017 would determine the allowance under these orders.

5. In the event of a place falling in more than one category, the higher rate ofTough Location Allowance will be applicable.

6. The other terms and conditions would continue to be applicable along withtheir admissibility (unless otherwise stated) as mentioned in MoD letters dated04.11.2008 and otherwise.

7. These orders take effect from i= July, 2017.
