1) Can you send me a summary of the contractual agreement with EDS for the 2 nd Data Center? How much and how long is the contract for?

Response: The EAGLE contractual agreement with HP Enterprise Services LLC (formerly EDS) established a managed services task order that enables DHS to accomplish its integrated information sharing mission objectives, including maintaining and operating large-scale, redundant, physically secure, scalable data center computing capabilities for DHS. The effort detailed in the contract agreement for the Task Order HSHQDC-07-J-00515 Statement of Objectives (SOO) acquired a Second Data Center capability (in addition to the already acquired First Data Center capability) as one facet of the Department's Data Center consolidation strategy.

The HP contract provides a Performance-Based Award Term Task Order. Activities include the execution of IT service and support delivery processes and procedures utilizing the Information Technology Infrastructure Library (ITIL) framework, disaster recovery and business continuity capability, and applying specified physical and information security as well as other specified industry standards to provide and maintain a comprehensive CLIN-based catalog of services (descriptions and fixed rates) from which customers may acquire managed services at the following operational service levels.

Level 1 - Basic Service -This is the minimum level of services that is provided to all Data Center customers. Basic Service provides "ping, power and pipe" to all systems and applications hosted.

Level 2 - Managed Service - At this level the Service Provider provides personnel, processes, and technology to assure that operating systems and Common Enterprise Services Environment (CESE) software, basic input/output system (BIOS) and embedded software are maintained to safe version, patch level and policy (per DHS, NSA and industry security standards).

Level 3 - Application Services - At this level the Service Provider provides personnel, processes and technology to support complete application support including, but is not limited to, initial application baselining; application changes; porting; quality assurance; system assurance: installation; integration; end user training; application code testing; application migration; database and middleware support; monitoring; change management; and application certification and accreditation (C&A) support.

The period of performance for the Task Order is one ( 1 ) twelve-month base term, seven (7) 12-month option periods and two (2) twelve-month award terms, for a total period of performance of ten (10) years, if all options and terms are exercised. The not-to-exceed ceiling amount is $820,046,681, and the Period of Performance is 9/112007 to 6/26/2015.

1) Ensure that the CIO folks bring with them an update to the attachment migration schedule - I believe this is the last one we got back in September 2010. I can already see that at least one of the DCM requests for FY 12 does not match up with this table - so we need to see what has changed.

Response: The first chart below represents the migration schedule in September 2010. The second chart shows the migration timeline for the major data center migrations as of March 2011. The schedule shifts are all due to revised timelines based on current activities and are not a result of any funding impacts. They include the following:

USCIS - 001 Rockville and Dallas: Moved from Q2 to Q3 FYll completion based on current activities and revised timelines.

USVISIT - 001 Rockville and Dallas: Moved from Q2 to Q4 FYI1 completion based on current activities and revised timelines.

FEMA - ITSC Center changed to reflect FEMA MTW facility overall instead of just the ITSC component. Thus, schedule moved from Q4 FY12 to Q4 FYI3. N. Va. Commercial Data Center (SAVVIS) in Sterling, VA and FEMA COOP in Plano, TX both moved from Ql to Q2 FYI1 completion based on current activities and revised timelines.
