What is the Home Owners
Association Dispute Review
Board Board?
• The Home Owners Association Dispute Review
Board (HOADRB) is an appointed Board that was
established to create an alternate forum for dispute
resolution between home owners and their home
owner associations.
• Disputes typically involve recorded covenants of
the community and would normally be resolved in
the Circuit Court.

How was the Home Owners
Association Dispute Review
Board established?• The HOADRB was established when the County
Commissioners adopted Bill No. 2004-05
Homeowner’s Associations – Dispute Resolution
(Chapter 247 of the County Code).
• The Home Owners Association Dispute Review
Board went into effect on June 20, 2005.
• Each Board member is appointed to a two year
term. Currently only the Chairman and Vice
Chairman have been re-appointed and serving a
second term.

What is the Board currently
working on?
• The Board is currently working on updating the
Board’s existing rules of procedure. The revised
rules of procedure are expected to be completed
this fall.
• The Board has one new case submitted for the
2019 calendar year. The hearing is tentatively
scheduled for July 18, 2019.

What issues has the Board
experienced?• Inconsistencies with§11B-104 of the Real Property
Article compared to §247 of the County Code –
Homeowners Associations, which limits what
disputes the Board may hear. The Board’s attorney
is currently working on a proposal to amend the
County Code to be consistent with §11B-104 of the
Real Property Article.
• Lack of case activity due to a required application
and hearing fee to submit to the Board ($71.00
application & $177.00 hearing fee). Board staff are
currently working with FAS – Budget to explore
options to address the Board’s concerns on fees.
